May 8 1996 0 f FACILITY: South Texas Project, Units 1 and 2 (STP) SUBJECT: SUMMARY OF APRIL 25, 1996, MEETING ON GRADED QUALITY ASSURANCE On April 25, 1996, the NRC staff met briifly with the licensee to discuss the schedular aspects of the licensee's March 28, 1996, submittal on their revised Operations Quality Assurance Plan (0QAP). Meeting attendees are listed in Attachment 1. A handout provided by the licensee is Attachment 2. The March 28, 1996, revision to tho 0QAP incorporates the licensee's methodology for implementation of STP's' Graded Quality Assurance (GQA) Program. The specific purpose of this meeting between the licensee and the staff was to discuss the future milestones and schedules of the licensee's program so the staff could determine which portions of the program the staff wanted to observe. The licensee invited the staff to attend the GQA working group (for final approval) and/or the expert panel meetings for both the essential cooling water and reactor makeup water systems (these are the first two systems the licensee plans to focus on). These meetings are scheduled for May and July of 1996, respectively (see Attachment 2). The staff indicated that it would consider the offer and get back to the licensee. The staff said that during these future interactions it will focus its review in areas such as how the GQA process ensures defense in depth, how the deterministic and probabilistic considerations are combined, how the total impact on risk is evaluated, and the guidance / criteria for the expert panel. The staff also said that it wants to see the licensee's corrective action program during one of the site visits, since the licensee's corrective action program provides feedback to the risk-ranking process.
