SITE ACCESS: The event site and camping area can be accessed from the main gate on Fox Street during the following times. Outside of these hours, the camping area must be accessed from the gate on Wattle Creek Road.

SAFETY & REPORTING INCIDENTS: Formula SAE-Australasia is conducted under a Confederation of Australian Motor Sport (CAMS) event permit. The CAMS OH&S policy can be viewed online (www.cams.com.au) and also at Administration. If you see something unsafe, please bring it to the attention of the organisers. Participants are involved in the event by choice, and must bear responsibility for their own behavior as well as those around them. Any incidents (including near-misses) must be reported to Administration as soon as possible.

EVENT PARTICIAPTION: All participants must be at least 18 years old, be affiliated with a university, and be a member of SAE-Australasia or their equivalent local association. Payment of the full registration fee entitles participants to SAE-Australasia membership at the grade of student.

DOCUMENTS & FORMS: All documents/forms can be obtained online (www.saea.com.au/fsaerulesdownloads).

VEHICLE CLASSES: Vehicles will complete in either the Electric Vehicle (EV) or Internal Combustion (IC) class. Both classes compete in the same events, but are independently scored/judged.

LICENSING AND INSURANCE: Drivers must obtain personal medical insurance as well as a CAMS Speed License (Formerly Level 2S License). All participants must sign the CAMS disclaimer.

BEHAVIOUR: Alcohol, drugs and animals are not permitted onsite. Drones, motorcycles, bicycles, skateboards, rollerblades, scooters, and similar person-carrying devices are also not permitted.

FOOTWEAR: Participants and spectators must wear closed-toe shoes. Shoes with rubber soles are mandatory for EV team members. Persons not complying with these requirements may be asked to leave the venue.

SECURITY: Please keep all equipment (particularly tools, phones and computers) secure at all times.

PHOTOGRAPHERS: The event organisers may authorize photographers to enter dynamic areas. Photographers must be registered, sign a waiver, wear high visibility clothing, and be accompanied by a spotter at all times.

FIRE EXTINGUISHERS: Fire extinguishers must be readily accessible and team members competent in their use.

POWER TOOLS: Power tools can only be used in designated workshops. Any electrical equipment must be tested and tagged before coming onsite.

OPEN FIRES: BBQs and cigarette lighters can only be used in designated areas.

RUBBISH, WASTE FUEL & OIL: Please dispose of all rubbish in the waste bins that have been provided. No rubbish may be left behind after the event. Waste fuel or oil must be taken to the Fuel Station for disposal.

TRAVEL & ACCOMMODATION

TRAVEL: Winton Motor Raceway is located approximately 2 hours’ drive from Melbourne. V-Line operates a train from Southern Cross Station in Melbourne to Albury/Wodonga four times a day on weekdays and three times a day on weekends. Exit the train at the Benalla stop, which is 13km from Winton Motor Raceway. Tickets cost approximately $15 for concession card holders, and up to $36 for first class. The journey takes approximately 2 hours and 40 minutes. Further information can be found on the following pages:

ACCOMMODATION: The organisers have prepared a list of accommodation providers located within 30 minutes of Winton Motor Raceway. This information can be found on the Formula SAE-Australasia hotel and travel website (www.saea.com.au/Hotel+Travel).

CAMPING: Teams may also chose to camp onsite at Winton Motor Raceway. The campground is capable of accommodating in excess of 4000 patrons, with hot showers and toilets available. The cost of camping is $60 per person for Thursday morning until Tuesday morning (inclusive), irrespective of the duration of stay. Tents, caravans and motorhomes may be brought into the campground. No glass or campfires are permitted onsite, but BBQs may be used.

To secure a camp site, participants must register and pay online (www.wintonraceway.com.au/camping/) at least two weeks prior to the event. Access to the camping area will be restricted to participants with the appropriate wristband. For further information, please contact Winton Motor Raceway (+61 3 5760 7100 or [email protected]).

CAMPING EQUIPMENT: Camping equipment should be hired or purchased by teams. The organisers recommend that teams purchase/hire their equipment in Melbourne prior to arriving at Winton Motor Raceway. If teams plan ahead, it is often less expensive to purchase equipment through discount online retailers than to hire it. Equipment can be shipped to one of the host universities within Australia, or directly to Winton Motor Raceway. Please notify the organisers ([email protected]) at least one week in advance if you intend to have equipment shipped directly to the venue.

ELECTRIC VEHICLE SAFETY

EMERGENCY RESPONSE: Teams are expected to develop an emergency response plan which addresses any potential safety issues with Electric Vehicles or their accumulators. The emergency response plan should be available for inspection by officials during the event. In the event of any incidents, all team members, spectators and officials must immediately evacuate the surrounding area. The team’s Electric Safety Responsible (ESR) person must notify the designated Electric Vehicle Specialists (Lloyd Morrissey or Grahame Holmes) as soon as possible, and follow their instructions. The front and rear entrances of pit garages must remain wide open and unobstructed at all times to facilitate immediate evacuation.

The event organisers reserve the right to take any action to stop or control a fire. This may include pouring water on the accumulator. Any fire, accident, incident or near miss must be reported to the event organisers.

CHARGING ACCUMULATORS: Charging of accumulators is only permitted in designated charging areas, with the accumulator container removed from the vehicle. An ESR person must oversee transportation of the accumulator container between the pit garage and the charging area. The accumulator container must be labeled with the following information:

• Team name and car number.

• Name of ESR person and mobile phone number.

Up to three competent team members are permitted in the charging area, and at least one team member must be a designated ESR person. Any team member supervising the charging should have the necessary knowledge to act accordingly if a problem occurs. All chargers must be Class 1 devices which have been approved/marked during EV scrutineering. Teams must use either an AS3112 compatible Type 1, 15 amp single phase plug, or an AS3123 compatible 32 amp, 5 pin connector.

The charging area for each team will be located at the rear of their pit garage. Teams should provide their own shade coverage for this area, e.g., a portable gazebo or pop-up marquee not exceeding 4m x 4m. All structures must be secured using appropriately sized weights, and stowed away overnight. Teams should also place rope or bunting around their charging area to prevent unauthorised persons from entering.

WORKING ON ACCUMULATORS: Accumulators may only be inspected inside the pit garage. More substantial work must be carried-out in the designated EV Clean Rooms under the supervision of at least one ESR team member. There is one EV Clean Room located at Winton Motor Raceway, while a second facility is available at Wangaratta TAFE. An ESR person must oversee transportation of the accumulator container between the pit garage and the EV Clean Room, and vice-versa. The entrance to the EV Clean Room must remain unobstructed at all times to facilitate immediate evacuation.

FORMULA STUDENT GERMANY TEAMS

Each global competition will have their own administrative and event control requirements which are independent of vehicle design and construction. The Formula SAE-Australasia administrative requirements and event procedures are per the FSAE International Rules, except where modified or complemented by the Formula SAE-Australasia (FSAE-A) Addendum. Regardless of the rules used for design/build of vehicles, all teams must comply with these requirements. FSAE-A is conducted with the Confederation of Australian Motor Sport (CAMS), and the safety/driver apparel requirements in the Addendum meet or exceed CAMS’ requirements.

FSAE-A is intended as a university supported and educational event for student teams. University oversight of a team’s preparation and entry is regarded as essential, and therefore the Faculty Advisor (FA) is a key role. As the Formula Student Germany (FSG) Rules no longer refer to a Faculty Advisor, the following will apply to vehicles using just the FSG Rules for the FSAE-A competition.

If the university has had a FA in place, then he/she should attend the FSAE-A event, and the other FA notes included in the International Rules and FSAE-A Addendum will apply. If the university has not had a Faculty Advisor in place, then for the team entry to be accepted, a Statutory Declaration (a legally binding form or authority), as described below, signed by a permanently employed member of the University’s Engineering School or Faculty must be provided with the team’s registration. A university employee must also accompany the team to fulfil the role of Faculty Advisor (and also the OH&S representative if not otherwise covered) at the event. The declaration must state that the design/build of the vehicle has been wholly undertaken/executed by the team members, without outside assistance by university staff, external professionals or sponsors. The person signing must be at the minimum level of Associate Professor.

GROUP A VEHICLES: Vehicles constructed to comply with both the 2018 FSG and International FSAE Rules. These vehicles should comply with the majority of design/build requirements. Only the additional or modified requirements as detailed in the FSAE-A Addendum need to be addressed by teams to ensure compliance.

GROUP B VEHICLES: Vehicles constructed only taking account of the 2018 FSG Rules. There is no published list of items that identify the exact variations that may affect the ability of vehicles built to the FSG rules to comply with the FSAE International rules. The level of compliance will be affected by the exact design of a vehicle. It is therefore up to individual teams to assess their compliance against the FSAE International rules.

It is recommended that teams develop a summary list of all variances they can identify and submit this listing, with as much detail as possible, to the Formula SAE-Australasia Rules Committee for assessment of acceptability. Non-compliance in some areas will not mean automatic disqualification. Items affecting vehicle safety will be of most concern. For example, it is known the FSG Rules inadvertently omitted the minimum width requirement at the base of the Main Roll Hoop, which affects rollover safety.

GROUP A & B VEHICLES: For any specific rules related question or interpretation, teams should contact [email protected] or submit a formal rules enquiry as outlined in the Addendum. Electric vehicles will likely find more requirements to address than IC vehicles. If SES/SRCF submissions have been previously approved at other competitions, then this should facilitate approval at the Australasian event.

Submission of as much detail as possible on the team’s vehicle as designed and built will assist review and acceptance by the Formula SAE-Australasia Rules Committee.

VEHICLE INSPECTION PANEL

The vehicle inspection panel will be located at the top of the nose section on each vehicle. The panel composition is unique for the IC and EV classes, but both panels track the progress of the vehicle through the mandatory compliance and safety checks. The vehicle mass and its distribution, along with the capacity of the fuel system for IC class vehicles, will also be recorded on the panel. Vehicles must obtain all parts of the inspection panel before they can compete in the dynamic events, or enter the Practice Track.

TECHNICAL INSPECTION

Technical Inspection will establish if the vehicle complies with and satisfies the intent of the competition rules. Inspection times on Thursday are scheduled, with a fourth lane used for return inspections. Teams scheduled for Thursday will be given priority in the fourth lane on Friday. Teams should attend their scheduled inspection time and bring the following:

• Vehicle, push bar, fire extinguishers, and all tyres (dry and wet).

• All competition drivers and their driver safety equipment.

• A blank technical inspection form.

• A completed self-assessment technical inspection form.

• Structural equivalency spreadsheet (SES) or structural requirements certification form (SRCF).

• Impact attenuator report with the tested sample, including bulkhead sample.

• Copies of any submitted rules enquiries, and the answers you received.

• Electrical system form and FMEA (EVs only).

• Electronic throttle control FMEA (if relevant).

If you expect to have a schedule conflict with static event judging (Design, Cost, or Presentation), then please prioritise the static event. If your vehicle is undergoing Technical Inspection, please advise your inspector. You will be allowed to remove your vehicle, and resume again later.

FUEL STATION

The Fuel Station will provide premium gasoline (RON 98) and E85 fuel. Teams should clearly designate the required fuel near the fuel filler neck. The first time a vehicle is fuelled, the total capacity of the fuel system will be recorded on the inspection sticker panel on the nose of the vehicle. A vehicle will not be fuelled unless it has passed Technical Inspection. The vehicle must proceed immediately to the Tilt Table to perform a fluid integrity test. The total capacity of the fuel system may be re-checked during Parc Ferme and/or subsequent refuelling. Major discrepancies will be brought to the attention of the Clerk of Course and Chief Scrutineer.

WEIGH STATION: All teams shall have their vehicles weighed, preferably after passing Technical Inspections. Vehicles are to be complete and ready to run, i.e., with coolant, lubricants and brake fluid, but without fuel. Electric vehicles must have the accumulator installed. Officials will provide approximately 68kg of ballast to be installed in the place of a driver, along with guidance on placement. Results will be recorded on the inspection sticker panel on the nose of the vehicle.

In the event that a vehicle has not passed Technical Inspection prior to the team’s designated time for Design Event judging, the vehicle must still pass through the Weigh Station before commencing the Design event. All teams are responsible for allowing enough time for this activity. Vehicles may be re-weighed during Parc Ferme at the discretion of the organisers. Major discrepancies will be brought to the attention of the Clerk of Course and Chief Scrutineer.

TILT TABLE: The Tilt Table ensures vehicles can maintain a lateral acceleration of 1.7g without rolling over. A fluid integrity test is also performed to ensure no leaks are present. Teams must first proceed to the Fuel Station (see below), and then return to the Tilt Table. The table will initially be tilted to an angle of 45 degrees with the tallest driver in the vehicle. If the upper wheels remain on the table, then the angle will be increased to 60 degrees. The upper wheels must remain in contact with the table to pass the test.

The Brake and Noise Tests assess that vehicles have an operational braking system and that they do no exceed the maximum allowed noise level. Vehicles are not permitted to perform these tests until they have passed Technical Inspection and Tilt Table. The Noise Test is not required for the EV class.

NOISE TEST PROCEDURE: The static sound level test shall occur on a warmed-up vehicle. The measurement must not exceed 103 dBC with the engine idling, or 110 dBC at the designated test speed. The noise level can be re-measured at any time during the event. Penalties may be assessed if the sound level exceeds the mandated maximum any time after passing the initial test.

BRAKE TEST PROCEDURE: The driver must accelerate until reaching the braking area. Once inside this area, the driver must apply the brakes and demonstrate that all four wheels can lock-up simultaneously. The brake light intensity will also be assessed. In damp conditions, the Brake Test will be conducted at the discretion of the Event Captain. Vehicles may be asked to return to the Brake Test for re-certification at any stage during the event.

DESIGN EVENT

The Design Event assesses the team’s knowledge of vehicle design and project management topics. Teams will present their vehicles in the judging area at the time designated in the static events schedule. All teams must provide a pre-event design summary and specifications sheet, along with a design video submission. Teams that do not submit both the design summary and specifications sheets will be disqualified and receive zero points. All teams are responsible for ensuring their vehicles have been weighed prior to judging.

PRE-EVENT DESIGN VIDEO: Each team should submit a five minute video explaining their vehicle design concept to the judges in a clear and concise format before the event. This will be used to prompt meaningful discussions at the event. Speakers shall be introduced before presenting, and no editing/cuts mid-sentence are permitted. Only physical parts/material may be used as visual aids, i.e., no CAE or computer graphics. Judges will review these videos with the pre-event design reviews before arriving at the event.

JUDGING: Design judging will take place across several areas. Each team should have at least one representative who is prepared to discuss each major system individually. Each judge has a different area of expertise, and will seek out the team member responsible for his/her area of the vehicle. Several roving judges will also briefly assess cars across judging groups, while noting interesting vehicle features or flaws.

The judges will be looking for evidence of:

• Structured decision making processes.

• Sound understanding of the vehicle level design trade-offs.

• A structured breakdown of design goals from vehicle level cascading down to component level.

• Evidence of appropriate design decisions being made for the resources available.

• Evidence of a structured vehicle testing program with defined goals and validated conclusions.

• Vehicle manufacturability and serviceability.

Teams are only allowed to have ten students inside the judging area at any one time, but can freely interchange team members during the session. Any delaying of the judges’ movements to the next team will result in a penalty.

COST EVENT

The Cost Event provides an accurate estimate of the vehicle cost in a limited production. Teams will present their vehicles in the judging area at the time designated in the static events schedule.

INTRODUCTION: Teams will initially be given five minutes to introduce the vehicle and mention any noteworthy features that may be of interest to the judges. This may include design trade-offs, design for manufacture and assembly, lean manufacturing, minimum constraint design, etc.

VISUAL INSPECTION: The introduction will be followed by a ten minute visual inspection. The judges will ensure the cost report properly reflects the actual vehicle, and will also discuss any issues or feedback. The lowest cost vehicles will be subject to a physical audit to ensure all processes and materials have been included in the cost report. This will be conducted by a separate team of auditors after the scheduled judging. Any adjustments will be reflected in the final score for the event.

COST TASK: The event will conclude with a real case scenario relating to the cost and/or manufacture of the vehicle. Teams will be given five minutes to present to the judges, followed by five minutes for Q&A. Full details on the real case scenario will be communicated with teams prior to the event.

ADDENDA: Addenda to the report can be submitted to address necessary changes made to the vehicle. These addenda can only be submitted when the team completes onsite registration, and must be in the format prescribed in the rules. Judges may refuse any addenda which do not comply with these requirements.

COST REPORT: The cost report should adhere to the following guidelines:

• Ensure all items and processes follow the rules.

• Breakdown the materials, processes, fasteners and tooling line items as much as necessary.

• Each step should flow in a logical manner when reading down the page.

• Provide a brief description of what the material, process, fastener or tooling is used for in the “use” column.

• Include photographs, pictures and drawings to help the judges understand the design of the vehicle.

• Understand which processes require tooling costs or “machining setup install/remove” costs.

PRESENTATION EVENT

The Presentation Event assesses the ability of teams to create a business case which convinces a group of judges that their vehicle meets the demands of the amateur, weekend competition market. The presentation should address the marketability, manufacturing feasibility and profitability of their design, and also include an understanding of the marketplace and target audience.

Teams will present themselves in the judging area at the time designated in the static events schedule. Each team will be assigned a 30 minute slot that includes time for Q&A and deliberations between judges. The presentation itself is not to last any longer than ten minutes. The audience may not ask questions, answer questions or make any comments. Teams that miss their scheduled timeslot will receive zero points.

JUDGING: A group of up to five judges will score each team using the form in Appendix S-6 of the Formula SAE rules. This form breaks the scoring down into five equally weighted categories: content, organization, visual aids, delivery and questions. Judges will also use the Business Logic Case to assess whether the given presentation is appropriate for the market and business strategy identified by the team. The combined scores of the judges may be adjusted to account for variations between different judging groups.

WINNING TEAMS: The top-scoring teams in both the IC and EV classes may be required to publicly reprise their presentations. This will be done at 17:45 on Saturday evening. Teams will be notified in advance.

Tips for a good presentation:

• Ensure your presentation does not exceed the allocated time.

• Spell check all documents, and dress appropriately for the event.

• Consider alternative options in the event that equipment fails, e.g., have a spare laptop.

• Ask someone from your team to video the presentation and the judges' comments.

• Select a presenter who is charismatic, and good at public speaking.

PRACTICE TRACK

The Practice Track is an open test area that provides teams with an opportunity to conduct brief dynamic testing of their vehicle. Teams will be allowed to practice on a first come, first served basis. Multiple practice sessions are allowed, with teams returning to the back of the line after their run. The driver has a maximum of five minutes to perform test maneuvers within the track limits. Operation of the Practice Track in damp conditions is at the discretion of the Clerk of Course.

Vehicles will not be permitted to enter the Practice Track unless all inspection stickers are displayed on the vehicle, or the team has been given dispensation by the Clerk of Course. If the vehicle sustains any damage, the Technical Inspection sticker will be removed. The vehicle must revisit Technical Inspection before it can participate in any further dynamic events. An accident report will be required under such circumstances, and the team must not move the vehicle until advised by the appropriate official.

ACCELERATION EVENT

The Acceleration Event evaluates the acceleration capability of the vehicle by measuring the time required for the vehicle to travel a distance of 75 metres from a standing start. Two drivers are allowed per car. The fastest time (corrected for any penalties) will be used to calculate the score for each team.

After the first run, the driver has the option of taking a second run, or leaving the staging area. At the completion of the driver’s second run, vehicles must exit the staging area to change drivers, and return to the back of the queue. Team are permitted to complete unlimited runs, subject to the available time. However, should any team arrive for their initial two runs per driver, then that team will be given priority. All runs will be timed, and the best time will be used for scoring purposes. The event will be run as time certain, with the gate closing at TBA. Teams in the staging area can run one driver for a maximum of two runs. The event will cease at TBA irrespective of whether teams are still queued up.

PENALTIES: A two second penalty will be assessed per cone knocked down or out of position. A did not finish (DNF) penalty will be assessed for cars that go off course, and for any infractions committed in the staging area, the start line or the return lane (teams may forfeit a permitted run).

AUTOCROSS EVENT

The Autocross event tests the vehicle’s handling capabilities by combining acceleration, braking, and cornering into a single event. A maximum of two drivers are permitted, with two runs per driver. The fastest time (including any penalties) will be used to calculate a score for that vehicle.

After the first run, the driver has the option of taking a second run, or leaving the staging area. At the completion of the driver’s second run, vehicles must exit the staging area to change drivers, and return to the back of the queue. Once a car passes the start timing line, the run has been officially attempted and cannot be re-started. If the car stalls before triggering the timing lights, it can be pushed back and re-started. If a car fails during a driver’s first run, repairs can be made to the car, and the driver can return to complete the second run.

The Autocross Event is intended to be conducted without the hindrance of competing cars. If there is a stopped or slow vehicle ahead, the driver should proceed at a safe distance around the incident and/or follow the direction of the course workers. Once past the finish line, the driver will be notified if another run will be allowed. The event will be run as time certain, with the gate closing at TBA. Teams in the staging area can run one driver for a maximum of two runs. The event will cease at TBA irrespective of whether teams are still queued up.

PENALTIES: A two second penalty will be assessed per cone knocked down or out of position. A 20 second penalty will be assessed for going off course and not re-entering at a point prior to the missed gate. Missing one or more gates of a given slalom counts as a single off-course penalty. All cones can be scored as penalties, including those before the start line and after the finish line.

ENDURANCE & EFFICIENCY EVENTS

The Endurance Event is contested over a 22 km course by two drivers. When there is a space on the course, the starter will signal the first driver to commence the first 11 km segment. On the last lap, a checkered flag will be displayed, and the vehicle must enter the driver change area. Each team is given three minutes to complete the driver change. The only changes that can be made to the vehicle at this time are those required to accommodate the second driver. Two team members are permitted in the driver change area, along with the two drivers. An official will be timing each vehicle and monitoring that no other work is done. Vehicles must be restarted after the driver change using only the vehicle’s on-board power source. Upon completing the last lap with the second driver, the checkered flag will be displayed and the vehicle will exit the course. It will then be directed to Parc Ferme.

If a vehicle makes contact with a barrier, it will be disqualified from the event. If a vehicle stalls on the track, the recovery crew will decide if the vehicle can be re-started or if it needs to be retired. If restarted, the driver will be given one lap to get up to speed. If this does not occur, the vehicle must retired. A driver may pull into the driver change area at any time or pull off the course to have trapped cones removed. But this time will count towards the event time. If either driver is shown a red flag, they must come to a controlled stop on the circuit. The red flag lap will not count towards their event time.

The event will be run as time certain, with a finishing time of TBA. Vehicles still on track at this time will be credited the number of completed laps as of TBA. No vehicles will be allowed to commence the Endurance Event after TBA.

PENALTIES: A five second penalty will be assessed per cone knocked down or out of position. A 20 second penalty will be assessed for going off course and not re-entering at a point prior to the missed gate. Missing one or more gates of a given slalom counts as a single off-course penalty. All cones can be scored as penalties, including those before the start line and after the finish line.

EFFICIENCY FOR IC CLASS: Efficiency will be calculated based on the energy of the fuel consumed. The vehicle will start the Endurance Event fuelled to the ‘full’ mark, and will be refuelled to the same mark after being released from Parc Ferme. Officials may shake the vehicle if deemed necessary. Teams may be penalised if shaking indicates additional fuel can be stored in the vehicle.

EFFICIENCY FOR EV CLASS: Electrical energy consumption will be measured by an energy meter supplied by the organisers. This device must be fitted to the vehicle before or during Technical Inspection. The meter measures the instantaneous voltage and current of the DC battery output, and calculates the instantaneous and cumulative power usage. Once installed, any changes required to maintain or repair the vehicle must be supervised by an official. Teams will be penalised if there is any evidence of tampering.

The following course will be used for the Autocross and Endurance Events, as well as the Monday Testing Day. The course will be setup by Saturday evening. Teams may walk the course at this time, and also between the Autocross and Endurance Events. All drivers are also required to participate in a mandatory course walk with the Clerk of Course. This will be held after the drivers briefing at TBA on Saturday evening.

Vehicles that complete the Endurance Event will be impounded in Parc Ferme. This provides an opportunity for officials to confirm each vehicle competed in the same form as presented at the Design Event and Technical Inspection. After crossing the finishing line, the driver must:

• Enter the hot zone at walking pace.

• Shut down the vehicle in a safe place, and activate the kill switch.

• Remain in the vehicle.

An official will first remove the timing transponder, and then direct the two crew members to push the vehicle to Parc Ferme under the direction of a designated official. Teams may not work on the vehicle, change its settings, or communicate with it in any way (including wireless transmission). Parc Ferme will be for a maximum of two hours. Officials will review the vehicle as deemed necessary. Once released from Parc Ferme, the vehicle will be refuelled. If any issues are identified, the vehicle will be impounded for detailed inspection/teardown. The team’s results for all events will remain provisional until cleared by Parc Ferme.

PENALTIES: A vehicle failing Parc Ferme will be subject to penalties up to and including disqualification from all dynamic events.

• Vehicles may be inspected at random or at the specific interest or concern of officials.

• Any reasonable measuring devices may be used in accordance with the practice at Technical Inspection, Noise Test and/or Fuel Station.

• Any aspect of the vehicle may be checked against the rules, regardless of whether the aspect is included on the Technical Inspection schedule or not.

Technical Inspection does not cover all areas of the rules, nor the full detail of all rules. However, the onus is always on the competing teams to ensure that their vehicle is in complete compliance to the rules, at all times during the event.

The following process will be applied for assessment of non-rules compliant conditions:

1) A non-compliant condition (NCC) is identified on a vehicle.

2) Is the NCC is an item which was checked at Technical Inspection? (Yes = Code TY, No = Code TN)

3) The NCC probably occurred as a result of deliberate action rather than just due to vehicle operation without deliberate action (Yes = Code DY, No = Code DN)

Indicative Penalty Matrix Hierarchy of penalties

RED: Disqualification.

ORANGE: Even though not measured at Technical Inspection, for apparently deliberate NCC’s which affect performance or safety, it is appropriate to apply a significant penalty as vehicles must be within the rules, regardless of whether it is something that was checked at Technical Inspection. The greater the level of variation, the greater the penalty that will be applied. For small variations in a dimensional item, a base penalty of 50 points will be applied. For more significant deviations from the rules, additional penalties will be applied. Additional penalties of either 50 points or 75 points will apply, dependent on the NCC being classified as minor or major by the officials.

YELLOW: For apparently non-deliberate NCC’s but which do affect performance or safety, it is appropriate to apply a meaningful penalty as vehicles must be maintained within the rules, and as checked at Technical Inspection. The greater the level of variation, the greater the penalty that should apply. Very small variations to a measurement at Technical Inspection, this will be ignored as an NCC if the officials regard it as within reasonable measurement and repeatability errors. A minimum penalty of either 75 points or 100 points will apply, dependent on the NCC being classified as minor or major.

SALMON: This code covers the group of actions whereby deliberate actions have been taken to create a variation to the rules for some reason, but there is no apparent performance advantage or adverse safety implications. This also covers items which may affect performance or safety, but were not identified prior to Parc Ferme, and which appear not to have arisen from deliberate action. Because of the resultant potential advantageous effect, and non-compliance with the rules and/or safety during the event, a team will receive a flat penalty of 50 points.

GREEN: Items checked at Technical Inspection and which have changed with usage or repairs or operation of the vehicle, but no performance or safety effect results. However, teams should ensure their vehicles remain fully compliant with what was checked at Technical Inspection, and a flat penalty of 25 points will be applied.

BLUE: Will result in no first time penalty for the team. However, if a similar NCC occurs in the next year’s event, then a penalty will be applied.

MONDAY VEHICLE TEST DAY

A vehicle test day will be conducted immediately following the event on Monday 10 December. This non-competitive event can be used for general testing, training or swapping licensed drivers between teams by mutual agreement. To participate in the test day, teams must opt-in and pay the non-refundable $400 registration fee.

The test day will be conducted under the CAMS event permit using the Endurance Event course layout. The same restrictions/regulations that applied during the event will also apply to the test day. All vehicles and licenses will be re-scrutineered on Monday morning before teams are permitted to enter the track. The daily schedule will include a 45 minute lunch break for officials, during which no track running will be permitted. Teams must cease running at 16:00, and are expected to be ready to exit the venue with all equipment no later than 18:00.

The CAMS and Winton Motor Raceway regulations require all drivers to have a zero blood alcohol level (BAC) at all times. Drivers will be tested to ensure they comply with this requirement.

These procedures serve as a starting point for international teams shipping vehicles to Australia. Please consult with your shipper or freight forwarder to ensure your shipment meets their specific requirements. You should also ensure your shipment complies with all relevant Australian Customs regulations.

Shipping any car may be considered hazardous by the Federal Aviation Administration (FAA). The shipment may be inspected and must be signed off by someone trained in HazMat shipping. Please make sure you fully inform your shipper/freight forwarder of the contents of your shipment to avoid potential complications.

GENERAL RECOMMENDATIONS: Ship early to ensure your vehicle arrives on time for the competition, and use a reputable agent who has experience in moving such freight. We recommend you also engage someone on-the-ground in Australia who can handle the customs clearance, and serve as a point of contact. SAE-Australasia staff cannot provide advice on shipping, customs regulations or visas.

INBOUND SHIPMENTS: All labels and documents associated with the shipment must show the team or university as the receiving party. Do not ship your vehicle with either the organiser or competition site listed as the receiving party. SHIPPING CONTAINERS: Shipping crates/containers must have hi-low fork lift access from ends and sides. The shipping crate/container must fully enclose the car. The base of the container must be strong enough to support the entire weight of the shipment when it is being picked up, rotated and moved by a fork lift or similar equipment. Be aware that containers are likely to be stored outside and should be weatherproof. Wood containers must be of insect resistant or treated materials suitable for international transportation. Wood crates, containers and pallets should be screwed or bolted together.

SHIPPING CONTAINER MARKING: All shipping containers must have the school's name permanently and clearly marked.

CRATING AND UNCRATING: Crating and uncrating is the sole responsibility of the team. Do not pack the tools you need to open the crate inside the crate itself.

UNLOADING AND LOADING: Loading and unloading is the responsibility of the teams. Winton Motor Raceway has a forklift available during business hours for loading/unloading. This should be pre-arranged prior to delivery of the shipment.

OUTBOUND SHIPMENTS: All shipments must be properly packed in the containers and labelled before the team leaves the site on Sunday. It is each university's responsibility to schedule the pick-up of your outgoing shipment and prepare all the paperwork. All shipping and customs forms must be filled out by team/university representatives. It is a requirement that the return freight is arranged prior to departing from your home city for the event. Winton Motor Raceway personnel are not permitted to make arrangements for export shipping and scheduling.

VOLUNTEER INFORMATION (1)

Thank you for serving as a volunteer at the Formula SAE-Australasia event. This event is conducted by SAE-Australasia under a Confederation of Australian Motor Sport (CAMS) permit and the CAMS OH&S policy. This policy can be viewed on the CAMS website (www.cams.com.au) or at Administration. You are involved as an official by your own choice, and must bear responsibility for your own welfare, as well as those around you.

The following people serve as key points of contact, and will be happy to assist you:

VOLUNTEER SIGN-IN: All volunteers must visit Administration to sign-in upon arrival each day.

SAFETY: If you see something unsafe, or if you are uncertain about something, then please bring it to the attention of Administration, or one of the above-mentioned people. Please also ensure you drink plenty of water, and apply sunscreen regularly. Water and sunscreen will be available in all event locations. A hat and long sleeve shirt are also recommended. High-visibility vests must be worn at all times while on duty. Event captains will discuss the safety of individual events with their volunteers prior to commencement.

MOTORSPORT ANTI-DOPING POLICY: All officials must comply with the motorsport anti-doping policy. Do not take any drugs (including alcohol) which may affect your attention and judgement. The CAMS policy states that officials may be subject to random drug and/or breath testing at any time during an event. This regulation serves as the required 24 hour notice. The consumption of alcohol by drivers, crew and officials is forbidden until the conclusion of the event, and spectators are forbidden to take or consume alcohol onsite.

EVENT SCHEDULE: All volunteers must attend their allocated event(s). This information can be found outside Administration. Although you have been allocated a specific role, you may be asked to perform other activities. Your flexibility and cooperation will be greatly appreciated.

MISSED BRIEFINGS: If you miss a briefing, please report to your Event Captain before commencing your duties.

MEALS: Volunteer meals will be served each day in the Main Hall. Please refer to your event guide for the meal break times. Please advise the Volunteer Coordinator if you have any special dietary requirements.

PERSONAL BELONGINGS: We cannot facilitate the storage of bags and valuables. Please bring only what you need, and leave other items in your vehicle.

SMOKING: Smoking is only permitted in the designated smoking area.

REPORTING INJURIES: If you are injured or become ill, please report it to your Event Captain immediately. All injuries/illnesses must be reported to a medical officer so that they can be identified, checked, recorded and appropriate care administered. If at any time you are unable to carry out your duties because of personal limitations or because of ill health, please report to your Event Captain or the Event Manager.

VOLUNTEER INFORMATION (2)

EVENT CHECK-IN: Please use the following guidelines when commencing at your allocated event:

• Check the general area and equipment.

• Report any problems, apparent danger, concerns or shortages to your Event Captain.

• Read and understand all equipment instructions (e.g. fire extinguishers).

• Discuss the duties and experience of each volunteer and their general location during events. Please give thought to the need for all volunteers to be protected by safety barriers and debris fences where appropriate for the dynamic events.

• Discuss the location of equipment, which should be placed where visible and available to others but not in anyone's way.

• Plan escape routes in conjunction with the other volunteers, and discuss warnings to be given to each other if necessary (e.g. whistles or hand signals).

• Locate equipment and personal belongings where they will not delay your escape by blocking an escape route or by causing falls.

HOT TRACK GUIDELINES: Your prime consideration must be to protect yourself from danger, then your fellow volunteers, then the drivers and any others in trouble. Do not move in front of barriers unless instructed to do so by a senior volunteer, or unless your duties require you to do so.

• Unless your specific duty requires it (e.g. flag volunteers while flagging) do not station yourself in or behind any gaps in the primary protection barrier, nor in any position less than 1m on either side of any such gaps.

• At all times, stand up, remain alert and face the oncoming traffic unless your specific duty requires otherwise (e.g. yellow flag volunteer). Do not congregate in such a manner that access along the volunteer zone is unduly restricted.

• Do not lean on guardrail, concrete blocks or debris fences - they are designed to move when hit by vehicles.

• No smoking is allowed at any time.

• Be prepared for fast moving traffic of any nature at all times.

• If an incident occurs in your vicinity, protect yourself from flying debris by turning or moving away or dropping below barriers as time and circumstances permit. Be prepared to use pre-planned escape routes. Warn your fellow volunteers.

• Be aware that running fuel fires can pass under the concrete barriers.

RIDING ON BACK OF VEHICLES: It is not permitted to ride on the back of any recovery vehicle or other vehicle, or on any trailer, unless this is necessary for the proper performance of their duties, such as the recovery of a vehicle or distribution of food and equipment. Otherwise all occupants of vehicles must be seated and wearing a seat belt.

OPERATING ON TRACK: Please use the following guidelines when operating on track:

• Check the movement of volunteers and vehicles around you.

• Take care when moving from behind barriers and try to approach any incident with the oncoming traffic in front of you at all times.

• Be aware that dirt or extinguisher clouds can prevent you from seeing oncoming traffic and also prevent them from seeing you.

• Where possible keep a stopped vehicle between you and oncoming traffic (but not between a stopped vehicle and close-by barrier).

• Do not stand close to any stopped vehicle during competition, even if behind barriers, because of chance of debris if the stopped vehicle is hit by another vehicle.

• Remain exposed for the minimum time necessary to complete your task then get back behind the barrier.

COLD TRACK GUIDELINES: Please use the following guidelines when operating on a cold track:

• Relax but ensure that some volunteers at the post remain alert and watchful.

• Use the time to check equipment and the track.

• Be ready to come to attention immediately if circumstances change.

• Be prepared for traffic to approach from any direction.

• Protect yourself from extremes of weather, sunburn, hearing damage, dust and dirt in your eyes. It is recommended that you wear sunglasses or suitable eye protection. Wear suitable footwear for your duties and gloves if you are likely to be handling hot or sharp material.

Each volunteer must remain responsible for their own welfare.
