Extended School Year
ESY….What it is• A time for a student to maintain learning or complete the
acquisition of skills
• A time to maintain behavioral progress or employment skills in familiar surroundings
• An opportunity to provide instruction because the learning which occurred during the regular school year will be significantly jeopardized if continued instruction is not provided
ESY….What it is NOT• Services for transitioning students to a new
environment or instructional level (SMAL)
• Support for students in a Summer School Academy program
• A replacement for summer school classes
• An opportunity to provide instruction when no progress/gain has been demonstrated
To prevent severe regression (i.e., substantial loss) of acquired skills during an interruption in instruction which may then require a significant time for recoupment of those skills (i.e., instructional time which exceeds 6-9 weeks to reestablish skills).
SEVERE REGRESSION/FAILURE TO RECOUP
ESY Services can be considered in these 4 situations:
Criteria
CRITICAL STAGEIf a student is at a critical stage of skill acquisition and an interruption in instruction may then require a significant time for recoupment of those skills. The critical stage is one in which the student has just mastered, i.e. there has not been slow and steady progress during the school year, but instead, the student has just acquired the skill. Determination that a student is at a critical stage, by the nature of the definition, does not occur until very late in the school year. Skills are defined as those basic abilities which enable a student to function independently of others. These may include, but are not limited to: self-help skills, communication skills, vocational skills, and functional academic skills.
ESY Services can be considered in these 4 situations:

VOCATIONAL TRANSITION
For those students who are currently being supported in their employment by the MMSD and who are at risk of losing that employment during the school break services to maintain that employment will be provided during breaks.
For students aged 18 years of age or older or in their last year of school services are provided to maintain paid or prepaid work. These students must also be referred to and eligible for supported employment funding by a Dane County adult service agency.
SUSTAINING PAID EMPLOYMENT
ESY Services can be considered in these 4 situations:
Timeline• Process will start in December with distribution of timelines and projection forms
• Staff will have months of December and January to collect data for those students who are being considered due to regression/failure to recoup skills and determine if ESY should be considered by the team at IEP meetings
• For those students in which you are considering ESY services to due to a critical stage, forms will not be submitted until late March .
• Projections will be collected by mid February
• Following review by Special Ed coordinators, you will be advised of the LEA Rep assignment for your student via a notice arriving in school mail
Projection Process
Staff could have 3 different scenarios:

1. Student received services last year in the area of need and consideration is being given to offer services in that area again.
Employment at the High School Level
Before we look at the revised process, let us first consider topics surrounding employment at the high school level.
Employment at the High School Level
• Students who are credit deficient and wish to earn credit through Work Experience will enroll in the regular education summer offering.
• Students who are being supported during the school year in their employment will be eligible to receive support in the summer as ESY services. They must meet the eligibility criteria for ESY (i.e.regression/recoupment or critical stage)
• Students will continue to be eligible for support in their employment if they meet the criteria for ESY due to vocational transition.

Projection Process
Information collected on the forms will be transferable to the ESY portion of the IEP document.
There is also a form available on our DWW web site that can be used to assist in reporting information on the ESY form in the GUI system.
