LLP ERASMUS PROGRAMM
ÜLEVAADE
ERASMUS on Euroopa elukestva õppe
programmi (Lifelong Learning Programme)
kõrghariduse allprogramm. Programmi
eesmärkideks on
parandada kõrghariduse kvaliteeti ja
tugevdada selle Euroopa mõõdet
suurendada kõrgharidusega seotud
vaba liikumist Euroopas
parandada õpingute ja
kvalifikatsioonide võrreldavust ja
ühilduvust kogu Euroopa Liidus
arendada innovaatilisi suundi
kõrghariduses
toetada kõrgkoolide ja ettevõtjate
rahvusvahelist koostööd
Programmi ERASMUS raames saavad Eesti
kõrgkoolide üliõpilased minna õppima ja
praktikale Euroopa Liidu liikmesriikidesse,
programmiga liitunud Euroopa riikidesse
(Island, Norra, Liechtenstein) ning
kandidaatriiki Türki.
Õppida saab ainult nimetatud riikide
tunnustatud kõrgkoolides, millel on Erasmuse
ülikooliharta. Üliõpilase kodukõrgkoolil peab
olema Erasmuse partnerleping selle kooli
või organisatsiooniga, kuhu üliõpilane soovib
minna.
ERASMUSE programmis võivad osaleda
üliõpilased, kes:
on Eesti või mõne teise programmis
osaleva riigi kodanikud;
omavad alalist elamisluba Eestis või on
Eesti riigi poolt tunnistatud
kodakondsuseta isikuteks;
on lõpetanud esimese õppeaasta Eesti
kõrgkoolis (va praktika, milles võib
osaleda ka I kursuse üliõpilane).
Välisõpingud/praktika ERASMUSE
programmi raames võivad kesta 3st 12 kuuni.
Samas on igal koduülikooli teaduskonnal ja
programmil õigus kujundada reegleid ja seada
täiendavaid piiranguid oma tudengite
välisõppe vormile ja kestvusele .
LLP ERASMUS PROGRAMME
OVERVIEW
ERASMUS is the EU Lifelong Learning
Programme sub-programme for higher
education. The main goals of the programme
are
to improve the quality of higher
education and to strenghten its European
dimension
to increase the volume of student and
teaching staff mobility in education
to help make studies and qualifications
more comparable all over the EU.
to foster innovation in higher education
to support cooperation between
insitutions of higher education and
enterprises
The ERASMUS programme enables
students from Estonian universities to
study or do an internship in other EU
member states, with other European
countries that have joined the programme
(Iceland, Norway, Liechtenstein) and in
Turkey. Students can do their exchange
only in universities that have accepted the
Erasmus University Charter. A partnership
agreement must be signed between two
universities before any exchange can take
place.
In order to participate in the ERASMUS
programme, a student has to
be a citizen of Estonia or any other
participating country;
have permanent residency in
Estonia or have an official status of
undefined citizenship;
have completed the first year in an
Estonian university (not in case of
the Erasmus internship)
The exchange studies/internship in the frames
of the ERASMUS programme can last from 3
to 12 months. However, each faculty and
programme of TUT can make its own
regulations and restrictions to the form and
duration of the exchange of their students.

kolm eelistatud partnerülikooli
planeeritud vahetusõpingute perioodi
lühikese ingliskeelse motivatsioonikirja
Avaldusse tuleb üles laadida ka kaks
dokumenti – CV ning keeletõend. Tudengid,
kellel on TTÜ-s läbitud akadeemilise
võõrkeele kursus, saavad keeletõendi TTÜ
keelte-keskusest (X-473). TSEBA tudengid
saavad keeletõendi Rahvusvaheliste suhete
instituudist (X-254). Keeleoskuse
tõendamiseks on sobilikud ka kõik
rahvusvaheliste keeletestide (TOEFL, IELTS)
tulemused. Tudeng, kel pole oma keeletaset
võimalik muidu tõestada, saab sooritada
rahvusvaheliste suhete osakonnas pooletunnise
Oxford Quick Placement Testi, mis maksab
€10. Minimaalne keeletase vahetusõpingutes
osalemiseks on CEF keeletase B2.
Pärast avalduste tähtaega saab tudeng ÕISi
kaudu kutse vestlusele.
Vestlus
Tudeng saab oma motivatsiooni tõestada
väikesel vestlusel oma teaduskonna
koordinaatori ning rahvusvaheliste suhete
osakonna esindajaga. Enne vestlust tuleks
põhjalikult tutvuda enda poolt valitud
partnerülikoolide tingimuste, avalduste
esitamise tähtaegade ja kursuste valikuga.

ENNE VAHETUSÕPINGUTE ALGUST
Vahetusse nimetamine
Esimese kontakti tudengi ja tema poolt valitud
partnerülikooli vahel loob Erasmuse
koordinaator. Selleks saadetakse vastav
e-mail tudengi andmetega vastuvõtva ülikooli
koordinaatorile, millele järgneb tavaliselt
partnerülikooli infokiri avalduse täitmiseks
vajalike juhiste ning linkidega.
Vastuvõtva ülikooli Erasmuse avaldus
Avaldus sisaldab tavaliselt infot tulevase
tudengi isikuandmete, seniste õpingute ja
keeleoskuse kohta. Sageli on nõutud ka
kodukõrgkooli Erasmuse koodi
(EE TALLINN04) ja Erasmuse üld-
koordinaatori ning teaduskonna koordinaatori
kontaktandmeid (leiad lk. 2). Avalduste
vormid on sõltuvalt partnerülikoolist kas
elektroonilised või paberkandjal. Tihti
lisandub elektroonilise avalduse saatmisele ka
nõue see välja printida ja kodukõrgkooli
Erasmuse koordinaatoril kinnitada lasta. Loe
hoolega avalduse täitmise juhiseid, küsi
vajadusel abi oma teaduskonna koordinaatorilt
või välissuhete osakonnast.
Lisadokumendid
Lisaks avaldusele nõuavad välisülikoolid
tavaliselt mitmeid lisadokumente ja vorme,
milleks võivad olla
Ametlik väljavõte õpingutest
(ingliskeelne – saad oma dekanaadist)
Passi või ID kaardi koopia
CV
Keeletõend
Majutuse vorm
Õppeleping (detailsemalt lk. 5)
Dokumendid tuleb vähemalt nädal enne
avalduste tähtaega tuua rahvusvaheliste suhete
osakonda, kus Erasmuse koordinaator teeb
neist oma kausta jaoks koopiad ja saadab
originaalid partnerülikooli.
Vastuvõtukiri
Paari nädala jooksul pärast avalduste tähtaega
on partnerülikoolist oodata vastuvõtukirja
Tähtis on siiski
partnerülikoolilt saada mingis vormis kinnitus,
et Sind sinna vastu on võetud koos semestri
kestvuse kuupäevadega.
BEFORE YOUR EXCHANGE
Nomination
The first contact between a student and his
chosen partner university is made by the
Erasmus coordinator. An e-mail containing the
student’s contact information is sent to the
coordinator of the host university, who in
return sends necessary instructions and links to
the university’s application procedures.
Host University’s Erasmus Application
The application usually contains information
about the prospective student’s contact
information, previous studies and language
level. Often it also asks for the Erasmus code
of the home university (EETALLINN04) and
the contact info of the Erasmus institutional
and departmental coordinator (see pg.2)
The application forms can be electronic or
paper-based depending on the university.
Some universities may ask the student to print
out the online application and have it signed
and stamped by the Erasmus coordinator.
Please read all instructions carefully and ask
for help from your departmental coordinator or
the Erasmus Office.
Supporting documents
Partner universities may require several
documents and forms in addition to the
application
Official academic transcript
(from your faculty’s Dean’s Office)
Copy of passport or ID card
CV
Language certificate
Accommodations form
Learning Agreement (in detail pg. 5)
Present all documents to the International
Relations Office at least one week before the
application deadline. The Erasmus coordinator
will make copies and then send the originals
out to the partner university.
Acceptance Letter
Within a few weeks from the application
deadline, the partner universities will send out
acceptance letters (via email or regular post),
which state the exact duration of your
exchange period. Don’t get overly worried if
you don’t receive the acceptance letter – some
universities simply don’t send them. It’s still
important to get some kind of confirmation
from them about your acceptance and the
official dates of the semester.
Page 6
ÕPPELEPING
Õppeleping (Learning Agreement) on
Erasmuse üliõpilase jaoks õppeperioodi
jooksul kõige olulisem dokument. Selle
lepinguga kinnitavad kolm osapoolt –
üliõpilane, tema kodukõrgkool ning
vastuvõttev kõrgkool – vahetusperioodiks
üliõpilase õppeplaani. Õppeleping täidetakse ja
saadetakse vastuvõtvasse ülikooli reeglina juba
koos avaldusega, kindlasti aga hiljemalt
vahetusõpingute alguse ajaks. Tudengid, kes
lähevad vahetusse terveks õppeaastaks
täidavad mõlema semestri jaoks eraldi
õppelepingu.
Õppelepingu vormide täitmine
TTÜ tudengi jaoks koosneb õppeleping kahest
dokumendist: „ametlikust“ õppelepingust ja
„mitteametlikust“ õppelepingu lisast. Oma
õppeprogrammi koostamist alustatakse
õppelepingu lisast, mille VASAKUSSE tulpa
kirjutab üliõpilane õppeained, mida ta
välisülikoolis läbida kavatseb. Ainete valiku
juures on kõige tähtsamaks kriteeriumiks
nende sobivus tudengi õppekavasse - kas
valitud ained lähevad õppekava täiteks või
vabaõppesse. Lepingu PAREMA tulba täidab
tudeng koos oma õppekava akadeemilise
juhendajaga (juhendaja nime küsi
dekanaadist), kes kinnitab täpselt, millised
ained kantakse üle põhiõppesse, millised
sobivad valikaineteks ja millised jäävad
vabaõppesse. Oma otsuse kinnitab õppekava
juhendaja allkirjaga. Seejärel saab tudeng ära
täita ka ametliku õppelepingu vormi, millele
lisaks tema juhendajale kirjutab alla ka
koduülikooli Erasmuse koordinaator. Ametlik
vorm saadetakse allkirjastamiseks
Muudatuste tegemiseks on üliõpilasel aega
täpselt üks kuu alates õpingute algusest.
Õppelepingu muutmine kajastatakse
õppelepingu muudatuste vormil (Changes to
LEARNING AGREEMENT
The Learning Agreement is the most important
document for a student during his Exchange
period. With this document, all three parties –
the student, his home university and the
receiving university agree on the student’s
study plan for the exchange periood. A
Learning Agreement is usually completed and
sent to the host university early on, along with
other application documents, but definitely
before the beginning of the Exchange.
Students who are on exchange for the whole
academic year have to fill in a separate
learning agreement for each semester.
Completing the Learning Agreement forms
For a student of the TUT, the Learning
Agreement consists of two documents: the
„official“ Learning Agreement and the
„unofficial“ Annex to it. You will start the
process from filling out LEFT column of the
agreement with courses that you plan to take at
the host university While choosing courses, it
is important to consider the requirements of
your curriculum – whether the courses will go
towards completing your study program or fall
under free electives. The RIGHT column is to
be filled out with the help of the academic
coordinator of your study programme (ask
your Dean’s Office) who confirms the courses
as core study, elective or free elective courses.
The academic coordinator then confirms the
Learning Agreement with his signature. Only
then can the student fill out the official
Learning Agreement form, which in addition
to the academic advisor is also signed by the
university Erasmus coordinator. The official
form is then sent to the receiving university for
signing, while the Annex is kept in the Dean’s
Office where it is next used in the process of
credit transfer. It is the student’s own
responsibility to make sure the host university
signs his Learning Agreement form and
returns it to the home university.
Changing the Learning Agreement
It often happens that a student needs to change
his learning agreement in the beginning of the
semester when the actual course schedule
becomes available. You have exactly one
month from the beginning of your studies to
change your Learning Agreement. In order to
introduce the changes, a student has to fill out
the Changes to the Learning Agreement form,
Page 7
the Learning Agreement), mis omakorda
kinnitatakse mõlema ülikooli poolt.
Õppelepingu muutmise protseduur algab aga
samuti õppelepingu lisa muutmisest.
Kõigepealt võtab tudeng e-maili teel ühendust
oma õppekava akadeemilise juhendajaga
(sellesamaga, kes allkirjastas tema originaal-
õppelepingu) ja arutab vajalikud muudatused
läbi. Kui juhendaja käest on kirja teel
põhimõtteline kinnitus saadud, siis täidab
tudeng õppelepingu muudatuste mõlemad
vormid (nii „ametliku“ kui ka „lisa“) ära,
võtab ametlikule vormile vastuvõtva ülikooli
allkirjad ning edastab mõlemad vormid
koduülikooli Erasmuse koordinaatorile.
Erasmuse koordinaator võtab siis juba ise
allkirja tudengi akadeemiliselt juhendajalt ning
annab dokumendi dekanaati hoiule.
Muudatuste leht kehtib ainult koos
allkirjastatud originaal-õppelepinguga, selle
algse versiooniga, mis sai partnerülikooli
saadetud enne õpingute algust. Palun kontrolli,
kas vastuvõttev ülikool on selle allkirjastanud
ja koduülikooli koordinaatorile edastanud.
Õppelepingute puhul on aktsepteeritavad
allkirjastatud koopiad ükskõik millises
formaadis.
Pärast vahetusõpingute lõppu kantakse
Tallinna Tehnikaülikooli üle ainult need
ained, mis on eelnevalt korrektselt
õppelepinguga kinnitatud.
ÕPPEKOORMUS
Välisõppesse suundudes peab tudeng
arvestama täiskoormuse (kui oled
riigieelarvelisel õppekohal) või osakoormuse
nõudega. Õppe-koormust arvestatakse
kumulatiivselt, st. õpingute algusest saadik.
Täiskoormuse jaoks on vaja, et iga õppetööst
osavõetud semestri (sh. välisõppe semestrid)
kohta oleks läbitud vähemalt 22,5 EAP-d,
osakoormuse puhul 15 EAP-d ja kaugõppes
vähemalt 7,5 EAP-d. Kui Sa pole kindel, kas
punkte on piisavalt, küsi kindlasti dekanaadist
varem üle. Välisõpinguid planeerides on
mõistlik arvestada võimalike tagasilöökidega
valitud ainete läbimisel. Soovitav oleks TTÜ-s
enne rohkem ainepunkte koguda, et vältida
hilisemaid probleeme koormusnõude täitmisel.
TTÜ Erasmuse programmis osalemise
reeglite kohaselt peab tudeng välisõppes
viibimise ajal läbima vähemalt 15 EAP-d
semestri kohta. See reegel kehtib ka tudengite
jaoks, kellel on enne välisõppesse minekut
õppekava täidetud.
which also has to be approved by both
universities. The procedure of changing the
Learning Agreement also starts with changing
the Annex to the learning agreement. First, the
student has to contact his academic adviser
(the same person who signed his original
learning agreement) via e-mail and discuss the
proposed changes. As soon as the adviser has
given his approval via e-mail, the student can
fill out both forms necessary to change the
learning agreement (the „official“ and the
„unofficial form), get signatures from the
receiving university and forward both forms to
the home univeristy Erasmus coordinator. The
coordinator will then sign the documents, have
the academic coordinator sign them as well
and give it to the Dean’s Office for
safekeeping. Changes to your Learning
Agreement are valid only if accompanied by
the original version of your Learning
Agreement, which was and sent to the
receiving university before the beginning of
your studies. Please check with your receiving
coordinator whether he/she has had it signed
and forwarded to your home university
coordinator. Signed copies in all formats are
acceptable.
Only the courses confirmed in the Learning
Agreement will be transferred back to
Tallinn University of Technology after the
end of the student’s exchange period.
STUDY LOAD
While planning your study load, keep in mind
the requirements of minimum study loads
(22.5 EC per semester for students studying in
government financed seats, 15 EC for other
full time students and 7.5 EC for distant study
students). The study load is calculated
cumulatively, from the beginning of your
studies (including the semesters abroad). If
you’re not sure whether you have enough
credit points before leaving for the exchange,
please check with your dean’s Office.Due to
unfamiliar study methods or language
problems, there’s a possibility that you may
fail some courses during your exchange. Take
more courses at the TUT before to make sure
you won’t have problems later on. Each TUT
student is expected to complete at least 15
EAP per semester during his exchange
studies. This rule also applies to students who
go on exchange after having already
completed their whole study programme.
Page 8
FINANTSLEPING
Enne vahetusõpingute algust (alates 1.
augustist, 2012) sõlmib tudeng rahvusvaheliste
suhete osakonnas finantslepingu.
Erandjuhtudel (kui tudeng viibib Eestist
eemal) on lepingu sõlmimine võimalik ka
digitaalselt, e-maili teel. Lepingus sätestatakse
stipendiumi suurus, mis koosneb elamisrahast
ja reisirahast. Lepingu allkirjastamise ajal
rahvusvaheliste suhete osakonnas saab tudeng
kätte ka Erasmuse t-särgi ja infomaterjalid.
Elamisraha suurus 2012/2013 õppeaastal:
450 Eur kuus – Soome, Rootsi, Norra, Taani,
Prantsusmaa, Suurbritannia, Iirimaa, Holland,
Šveits, Lichtenstein
400 Eur kuus – Austria, Belgia, Saksamaa,
Hispaania, Kreeka, Itaalia, Horvaatia, Island,
Luksemburg, Sloveenia, Türgi, Läti
350 Eur kuus – Küpros, Tšehhi, Ungari,
Malta, Leedu, Poola, Portugal, Slovakkia
320 Eur kuus – Bulgaaria, Rumeenia
Topeltfinantseerimine lubatud ei ole, st. kui
tudeng on saanud teisi Euroopa Komisjoni või
Eesti Vabariigi stipendiume, siis osaleb ta
Erasmuse programmis 0-finantseeringuga.
Kui tudeng saab stipendiumi ka mõnest teisest
allikast (nagu Soome KELA, Saksamaa
DAAD, vastuvõtva riigi/ülikooli stipendium),
siis saab ta Erasmuse stipendiumi
miinimummääras, 320 Eur kuus.
Reisiraha suurus on kõikide sihtriikide puhul
erinev, summad on määratud SA Archimedese
poolt.
Stipendiumi esimene makse kantakse tudengi
pangakontole vahetult enne õpingute algust.
Esimese makse suurus sõltub tudengi
õppelepingu (Learning Agreement) staatusest.
Kui õppeleping on õpingute alguseks juba
partnerülikooli poolt allkirjastatud ja tagasi
saadetud, makstakse kogu semestri stipendium
tudengi kontole ühe maksena. Reeglina
makstakse tudengile aga esimese maksena
välja reisistipendium ning kahe esimese kuu
elamisraha. Ülejäänud osa makstakse välja
niipea, kui tudeng on oma õppelepingu
partnerülikoolis kinnitatud (vajadusel ka
muutnud) ja kinnitatud koopia(d) tagasi
koduülikooli koordinaatorile saatnud.
Kui tudeng jääb vahetusse kogu õppeaastaks,
siis laekub tema teise semestri stipendium
jällegi alles siis, kui teise semestri õppeleping
on vsatuvõtva ülikooli poolt kinnitatud.
FINANCIAL CONTRACT
The financial contracts are signed at the
International relations office shortly before the
beginning of exchange studies (starting from
1st August). In exceptional cases, it is also
possible to arrange the signing via e-mail. The
contract states the amount of the scholarship,
which consists of a living grant and travel
grant. Upon signing the agreement at the
International relations office, students can also
pick up their Erasmus t-shirt and infomaterials.
Living grants in academic year 2012/2013:
450 Eur per month – Finland, Sweden,
Norway, Denmark, France, UK, Ireland, the
Netherlands, Switzerland, Lichtenstein
400 Eur per month – Austria, Belgium,
Germany, Greece, Italy, Croatia, Island,
Luxemburg, Slovenia, Turkey, Latvia
350 Eur per month – Cyprus, Czech Rep.,
Hungary, Malta, Lithuania, Poland, Slovakia
320 Eur per month – Bulgaria, Romania
Double financing is not allowed, meaning that
students who receive another grant from the
Estonian government or the EC will participate
in the Erasmus programme without a
scholarship. If a student receives support from
other sources (such as the Finnish KELA,
German DAAD or a scholarship from the host
country/university), he will receive the
Erasmus grant in the minimal amount, 320 Eur
The travel grant is different for each host
country, the amount is fixed by the Estonian
national agency - the Archimedes Foundation.
The first payment of the scholarship is
transferred to the student’s bank account
shortly before the beginning of the studies.
The amount of the first payment depends on
the status of the student’s Learning
Agreement. If the agreement has already been
signed and returned by the host university, the
whole semester’s grant will be paid out at
once. As a rule, though, the first payment
includes the travel grant + the first two months
of the living grant. The rest of the scholarship
is paid out as soon as the student has got his
Learning Agreement validated (also changed,
if necessary) and returns signed copies of it to
the Erasmus coordinator of home university.
If a student goes on exchange for the whole
academic year, his second semester
scholarship is paid out only after his second
semester Learning Agreement has been signed.

KÜLALISÜLIÕPILASEKS
REGISTREERIMINE
Vahetusõpingute alguses registreerib tudeng
end TTÜ Õppeinfosüsteemis (ÕIS)
külalisüliõpilaseks. See registreerimine täidab
tavalise ainete deklareerimise aset ja peab
olema tehtud enne deklareerimisperioodi
lõppu, nn. „punase joone päeva“ (küsi oma
dekanaadist, millal see on). Registreerimiseks
täidab tudeng külalisõpilaseks suundumise
avalduse, sisestab sinna vastuvõtva
partnerülikooli nime ning õpingute perioodi.
Vahetusõpingute ajal õppemaksu ei võeta, aga
kõik riigieelarvevälised tudengid peavad
maksma registreerimistasu 60 Eur iga
välisõppes veedetud semestri kohta.
EILC KEELEKURSUSED
Üliõpilastel, kes sõidavad Erasmuse
programmi raames õppima või praktikale riiki,
mille keel on üks vähemkasutatud keeltest
Euroopas, on võimalus vahetult enne õpingute
algust osaleda Erasmuse intensiivsetel
keelekursustel (Erasmus Intensive Language
Courses – EILC)
EILC kursusi korraldavad Belgia, Bulgaaria,
Hollandi, Islandi, Itaalia, Kreeka, Küprose,
Leedu, Läti, Malta, Norra, Poola, Portugali,
Rootsi, Rumeenia, Slovakkia, Sloveenia,
Soome, Taani, Tšehhi, Türgi ja Ungari
ülikoolid. Igas riigis on ainult mõned
ülikoolid, mis EILC kursusi korraldavad, nii et
reeglina ei jätku tudengite õpingud samas
ülikoolis, kus nad keelekursuse läbivad. EILC
keelekursusi
korraldavate ülikoolide nimekirja riikide kaupa
leiad kodulehelt
http://ec.europa.eu/education/erasmus/doc1300
_en.htm#country
EILC keelekursused pakuvad tudengitele
suurepärast võimalust enne tõsisemate
õpingute algust tutvuda vastuvõtva riigi keele
ja kommetega ning leida endale hulk uusi
sõpru. Suure osa kursustest moodustab
kultuuriprogramm, mille käigus külastatakse
vastuvõtva riigi ajalooliselt ning kultuuriliselt
olulisi paiku.
Kandideerimine EILC keelekursustele toimub
oma koduülikooli kaudu, aga lõpliku osalejate
valiku üle otsustab kursusi korraldav
välisülikool. Tudengid, kellel õnnestub osaleda
EILC keelekursustel saavad ka selle perioodil
Erasmuse stipendiumi.
REGISTERING TO THE VISITING
STUDENT PLACE
At the beginning of their exchange studies,
students have to register themselves to the
visiting student place in the Study
Information System (OIS). This registration
has to be completed before the end of the
declaration period, the so called „red line day“
(ask your Dean’s Office about the exact date).
To register, students have to fill out the
application to the visiting student place by
entering the name of their receiving university
and the study period. Students don’t pay
tuition fees during their Exchange semester,
but they have to pay the registration fee of
60 Eur per semester.
EILC LANGUAGE COURSES
Students who do their Erasmus exchange in
countries where the local language is one of
the less widely spoken and taught languages in
Europe, have an opportunity to participate in
the Erasmus Intensive Language Courses
(EILC)that take place immediately before
their exchange period.
The EILC courses are organized by selected
univeristies in Belgium, Bulgaria, the
Netherlands, Iceland, Italy, Greece, Cyprus,
Lithuania, Latvia, Malta, Norway, Poland,
Portugal, Sweden, Romania, Slovakia,
Slovenia, Finland, Denmark, Czech Republic,
Turkey and Hungary. As only a small number
of universities oganize the EILC courses, the
students usually complete the language course
at a university different than the one they’ll be
studying at later. Webpage of organizing
universities by countries
http://ec.europa.eu/education/erasmus/doc1300
_en.htm#country
The EILC language courses offer students a
unique opportunity to get acquainted with the
language and culture of their host country
before the more serious study period begins.
An important part of the course is a cultural
programme, which includes visits to
historically and culturally significant places in
the host country.
Students apply to the EILC courses through
their home universities, but the final selection
of participants is made by the organizing
universities. Selected students receive Erasmus
scholarship for the periood of the EILC course.

VAHETUSE JOOKSUL
Saabumine ja õppeperioodi alustamine
Välisõpingute perioodi täpne pikkus peab
Erasmuse programmi reeglite kohaselt olema
perioodi lõpus tõendiga kinnitatud. Paljud
ülikoolid registreerivad tudengite saabumisi
elektrooniliselt, nii et tudengi esimesest
kontori külastusest saabki nende ametlik
õppeperioodi algus. Seega on tudengi
esmaseks ülesandeks partnerülikooli saabudes
oma kohalejõudmine ära näitata või
registreerida. Mingit tõendit saabumise kohta
esitama ei pea, tõend võetakse alles perioodi
lõpul. TTÜ-l on oma perioodi kinnituskirja
vorm (Certificate of Attendance), aga sobivad
orientatsioonipäevi, millest osavõtt on
tudengitele kohustuslik või vähemalt rangelt
soovituslik. Kui juhtub, et tudengi saabumine
õppetööle hilineb, siis on tema kohustuseks
sellest vastuvõtvat ülikooli eelnevalt teavitada
ja luba küsida.
Õppelepingu muutmine
Õppetöö esimeste nädalate jooksul on
tudengitel tavaliselt võimalik ja/või vajalik
oma esmast kursuste valikut muuta. Lisaks
muudatuste salvestamisele vastuvõtva ülikooli
registreerimissüsteemis tuleb muudatused
vormistada ka oma õppelepingus (Changes to
the Learning Agreement) Muudatuste
tegemiseks õppelepingus on aega täpselt üks
kuu alates õpingute algusest.Muudatuste leht
kehtib ainult koos allkirjastatud originaal-
õppelepinguga, selle algse versiooniga, mis sai
partnerülikooli saadetud enne õpingute algust.
Palun kontrolli, kas vastuvõttev ülikool on
selle allkirjastanud ja koduülikooli
koordinaatorile edastanud. Õppelepingute
puhul on aktsepteeritavad allkirjastatud
koopiad ükskõik millises formaadis.
Õppetöös osalemine
Edasiseks tudengi põhikohustuseks on
muidugi aktiivne õppetöös osalemine ning
oma riigi ja kodukõrgkooli hea esindamine
partnerülikoolis.
DURING YOUR EXCHANGE
Confirmation of the study period
According to the rules of the Erasmus
programme, the exact duration of a student’s
exchange period has to be confirmed on paper.
Some universities register students’ arrivals
electronically when they first visit their
offices, so it’s very important to keep it in
mind and visit the receiving coordinator within
the first days to register your arrival. No
certificate of arrival is needed, the
confirmation document will be signed at the
end of the periood. TUT has it’s own
Certificate of Attendance form, but any other
document stating the period of exchange is
also acceptable.
If you want to make a good impression, take a
small gift such as a souvenir or an Estonian
chocolate bar with you to give to the
coordinator of the receving university.
Orientation days
A lot of partner universities organize
orientation programmes and make
participation compulsory to all exchange
students. If a student is late to arrive to the
host university, it’s his own responsibility to
notify the host university about his exact
arrival time.
Changing the Learning Agreement
During the first few weeks, it is usually
possible and/or necessary for the students to
change their initial selection of courses. In
addition to making the changes in the host
univeristy’s registration system, it is also
necessary to make the changes in your
Learning Agreement. You have exactly one
month from the beginning of your studies to
make those hanges. The form Changes to the
Learning Agreement is valid only if
accompanied by the original version of your
Learning Agreement, which was and sent to
the receiving university before the beginning
of your studies. Please check with your
receiving coordinator whether he/she has had
it signed and forwarded to your home
university coordinator. Signed copies in all
formats are acceptable.
Participating in studies
From then on, the student’s main responsibility
is to participate actively in his studies and to
represent his country and home university
well.
Page 11
VAHETUSPERIOODI LÕPUL
Eksamite sooritamine
Erasmuse õpinguid arvestatakse ainult siis, kui
tudeng osaleb õppetöös kogu semestri vältel
ning sooritab semestri lõpul ka eksamid.
Erinevates ülikoolides on väga erinevad
eksamite sooritamise reeglid, millega tuleb
tudengitel kindlasti ette tutvuda. Mõnes koolis
tuleb ennast eksamitele spetsiaalselt
registreerida või täita eksamileht, ilma milleta
eksamile ei lubata või hinnetelehte ei
väljastata. Eksami sooritamise reeglitega
tutvumine on iga tudengi enda kohustus.
Õppeperioodi lõpu kinnitus
Välisõpingute perioodi täpne pikkus peab
Erasmuse programmi reeglite kohaselt olema
tõendiga kinnitatud. Vahetult enne
välisülikoolist lahkumist esitab tudeng
vastuvõtva ülikooli Erasmuse koordinaatorile
allkirjastamiseks perioodi kinnituskirja
(Certificate of Attendace). See tõend peab
kajastama kuupäevaliselt tudengi reaalset
välisülikoolis viibitud perioodi. Kuna
Erasmuse stipendium arvutatakse kuu
täpsusega, siis peab tudeng ise jälgima, et
kuude arv tema finantslepingul ja
kinnituskirjal langeks kokku. Kui tudengi
reaalne viibimine välisülikoolis jääb
kinnituskirja alusel lühemaks kui
finantslepingul, siis võib tekkida oht, et tudeng
peab ühe kuu stipendiumi tagasi maksma.
Näiteks 5 kuu stipendiumi õigustamiseks peab
tudeng välisülikoolis viibima kasvõi üks päev
rohkem kui 4,5 kuud. NB! Ei loeta mitte
kalendrikuid vaid reaalselt kohalviibutud kuid
alates saabumise päevast. Näiteks:
5. septembrist 19. jaanuarini = 4 kuud, aga
5. septembrist 21.jaanuarini = 5 kuud).
Õppetulemused
Enne välisülikoolist lahkumist peab tudeng
omama võimalikult täpset informatsiooni selle
kohta, millal ja mil moel saadab vastuvõttev
ülikool tema ametliku hinnetelehe (Official
Transcript). Kui on väikseimgi oht, et
hinneteleht ei jõua koduülikooli enne
õppeaasta ametlikku lõppu TTÜs (tavaliselt
juunikuu lõpp), siis peab tudeng sellest
õigeaegselt oma dekanaati teavitama.
AT THE END OF YOUR EXCHANGE
Taking exams
Erasmus studies are valid only if students
participate in studies during the whole
semester and take final exams. Each university
has different rules for written exams, which
the students will learn before the actual exam
period. Some schools expect students to
register for the exams or to fill out special
exam sheets in order to participate in the
exams and get official results. It’s each
student’s own responsibility to know the
examination procedures.
Confirmation of end of the study period
According to the rules of the Erasmus
programme, the exact duration of students’
exchange period has to be confirmed by a
certificate. At the end of the study period, the
students have to present Certificate of
Attendance form to the host university’s
Erasmus Office for signing. The Certificate
has to confirm the exact dates of the student’s
presence at the host university. Since the
Erasmus scholarhsip is calculated by months,
the number of months on the student’s
financial agreement has to match with what is
on the confirmation letter. If the actual study
period turns out to be shorter, the student has
to pay back one month of his scholarship
money. For example, in order to justify the
Erasmus grant for 5 monhts, the student has to
be present at the receiving university for at
least one day more than 4.5 months.
NB! Don’t count the calendar months, but the
actual months starting from the date of arrival
to the host university. For example:
5. September – 19. January = 4 months, but
5.September – 21. January = 5 months.
Study results
Before leaving their host universities, students
must ask for information as to when and how
their Official Transcripts will be sent to their
home university. If there’s even a small
possibility that the transcript may not reach the
university by the official end of the academic
year in TUT (usually at the end of June), the
students have to notify their faculty’s Dean’s
Office immediately in order to avoid serious
problems in the future.
Page 12
PÄRAST VAHETUSPERIOODI LÕPPU
Dokumentide esitamine
Pärast välisõpingute lõppu esitab tudeng
viivitamatult koduülikooli Erasmuse
koordinaatorile oma õppeperioodi
kinnituskirja ja õppelepingu (juhul kui see
pole varem esitatud).
Erasmuse lõpparuanne
Seejärel täidab tudeng elektrooniliselt ära
Erasmuse lõpparuande. Vorm leitav:
www.ttu.ee/vahetusopingud
Ametlik hinneteleht
Tagasi saabumise hetkeks peab tudeng omama
selget informatsiooni selle kohta, mis moel ja
millal välisülikool tema ametliku hinnetelehe
(Official Academic Transcript) koduülikooli
saadab. Mõned ülikoolid annavad lahkuvale
tudengile hinnetelehe lahkumisel kaasa,
enamus aga saadavad tulemused posti teel.
Ainepunktide ülekandmiseks on vaja dekanaati
esitada ametliku hinnetelehe originaal –
skaneeritud, faksitud või niisama välja
prinditud õppetulemuste alusel ainepunkte üle
ei kanta. Tudengi enda kohustuseks on
hoolitseda selle eest, et välisõpingute
hinneteleht jõuaks dekanaati enne õppeaasta
ametlikku lõppu (kuupäeva leiad TTÜ
akadeemilisest kalendrist). Kui on oht, et
hinneteleht võib hilineda, siis peab tudeng
sellest koheselt dekanaati teavitama. Kui
ainepunktid kantakse üle peale ametlikku
õppeaasta lõppu, siis tagantjärele
koormusarvestust ei tehta – kehtima jääb
õppeaasta lõpul tehtud koormusarvestus.
Ainepunktide üle kandmine
Pärast välisõpingute tulemuste esitamist
dekanaati täidab tudeng ise ÕISis
ülekandelehe. Selleks vali Sooritused –
Ülekandelehed – Lisa ülekandeleht – Välisaine
ja täida vajalikud väljad (ülikooli nimi ka
inglise keeles) – Salvesta. Vajuta ikooni Lisa
vii dekanaati. ÕIS „loeb“ ülekantud sooritusi
selle kuupäeva järgi, mil hinneteleht on
välisülikoolis kinnitatud.
AFTER THE END OF THE EXCHANGE
Submitting documents
Students are expected to submit their signed
Certificate of Attendance and Learning
Agreements (if not submitted earlier) to the
Erasmus Office immediately after the end of
their exchange.
Erasmus Student Report
The final document to fill out is the Erasmus
final report. Form available at
www.ttu.ee/studyabroad
Official Transcript of Records
Upon returning, students need to have a clear
understanding about when and how their
official academic transcripts will be sent to
their home university. A few universities give
the transcripts directly to students before they
leave, but most send them by regular mail
directly to the university or the student. For
the credit transfer, you have to submit the
original of your Official Academic Transcript
to your dean’s office – the credit transfer can
not be performed on the basis of a printed out,
scanned or faxed copy. It’s the student’s own
responsibility to make sure that his transcript
reaches the deans’ office before the official
end of the academic year (please check the
date in the Academic Calendar of TUT) If
there’s a chance that the transcript will be late,
the student has to notify his dean’s office
immediately. The credits transferred after the
official ending date of the academic year will
not count towards the current year’s study
load.
Transfering the credits
After submitting the Official Transcript to the
Dean’s Office, students have to fill out the
credit transfer form in the OIS. Choose
Performances – Transfer forms – Add. Choose
Non-TUT course from the drop down list.
Enter the name of univeristy and the study
period, then Save. Click on the Change icon
(pencil) and start entering courses you wish to
transfer. Click Save and Submit. Print the form
out, get it signed by the academic coordinator
of your study programme and take it to your
dean’s office. OIS registers the trasferred
credits according to the date the official
transcript was signed by the host university.
