2 SCOPE OF WORK
BECIL is looking for empanelment of agency and make rate contract for commercially off-the-shelf
solutions, customized, implementation and configuration of solutions as per BOQ and specifications
mentioned in this document. The system solution so offered by the parties, should be a user friendly and
trouble-free product/solution and successfully implemented in government sector.
The bidder's scope of work will cover Delivery of Readymade Software Package, Installation,
Configuration, Requirement Analysis, Customization, Training, Trial Run, Implementation Support till Go-
Live, Documentation, and Post Go-Live Maintenance till warranty period, as specified in various clauses
in this document. Competent technical expert should be deployed at customer site for smooth
implementation of the project.

3.9 MOBILE DATA MANAGEMENT- MDM Bidder has to undertake the Supply, Installation, Commissioning, training & 12 months Warranty of the
MDM Software. The MDM should be deployed in Cloud Environment in SaaS (Software as a Service)

5 SUBMISSION OF BIDS
5.1 OVERALL BID CONTENT The bids shall comprise of Two parts with following items and others as listed in the Annexure to this
document.
Part-1: Technical bid.
Part-2: Commercial Bid.
The Bidders shall have to submit their bid documents in hard copies i.e. Offline/Manual submission
Part 1 {Technical bid} and Part 2 {Commercial Bid} in the Department as per the dates mentioned in the Key
Events & Dates.
All the bids should be properly indexed, numbered and hard bounded.
Part - 1: Technical Bid
a) Technical Bid should contain the qualification criteria and supporting documents (Datasheets/Brochures etc).
b) Technical Compliance to the specifications
Part - 2: Commercial Bid
The price would be strictly as per format of the BOQ. The bids not conforming to the format shall be rejected.
5.2 GENERAL TERMS & CONDITIONS.
1. This EOI does not constitute and will not be deemed to constitute any commitment or confirmation on part of
BECIL for any purchase/work order to the bidder'(s).
2. Bidders shortlisted in the aforesaid EOI shall be required to sign an MOU with BECIL on mutually accepted
terms and conditions. The maximum validity of such MOU shall be 2 years which may be extended or curtailed at
the sole discretion of BECIL and the performance of individual organization.
3. The bidder shall bear all costs associated with the preparation and submission of its response to this EOI,
including cost of Demo/Presentation for the purpose of clarification of the offer, if so desired by BECIL. BECIL will
in no case be responsible for these costs.
4. The EOI document duly completed, numbered and signed by the authorized signatory.
5. Due diligence should be exercised while providing information against the EOI Unnecessary or irrelevant
information will not give any advantage to the bidder. Only relevant and precise information should be provided.

If, any information provided by the bidder is found to be incorrect at any stage, it would render his or her bid
liable for rejection and the empanelment amount shall be forfeited.
6. At any time prior to the last date for receipt of offers, BECIL may for any reason, whether at its own initiative or
in response to a clarification requested by a prospective bidder, modify the EOI document and all formats
including annexure by issuing clarification(s) and/or amendment (s). In order to provide prospective bidders
reasonable time to take the amendment into account in preparing their offers, BECIL may, at its sole discretion,
extend the last date for receipt of offers and/or make other changes in the requirements set out in the invitation
for EOI.
7. While this EOI has been prepared in good faith, neither BECIL nor its employees make any representation or
warranty, express or implied, or accept any responsibility or liability, whatsoever, in respect of any statements or
omissions herein, or the accuracy, completeness or reliability of information, and shall incur no liability under any
law, statute; rules or regulations as to the accuracy, reliability or completeness of this EOI, even if any loss or
damage is caused by any act or omission on their part.
8. BECIL reserves the right to cancel this EOI without assigning any reasons. BECIL will not be under obligation to
give clarifications for doing the aforementioned.
9. Upon verification, evaluation / assessment, if in case any information furnished by the Bidder is found to be
false/ incorrect, their bid can be rejected and no correspondence on the same shall be entertained.
