1. Exhibits may arrive from 9:00 a.m. to 7:00 p.m. (reducing arrival period by 1 hour). 2. Each exhibitor may enter a maximum of ten (10) exhibits from the Craft Department this year

due to reduced available display space. 3. NEW - Exhibitors are requested to pick up entry tags and complete them prior to September 9. 4. Exhibitors may enter items created since September 1, 2019. 5. Many of the lots have changed this year. Please be sure to use the 2021 Exhibitor’s Guide

rather than a previous year’s edition. 6. The “Other Than Listed” lots for each class have been removed. Only items listed in the

Exhibitor’s Guide will be accepted for judging this year. 7. The Bedazzle Your Bra / Bling Out Your Boxers competition has been discontinued. 8. Educational Display (Class 3) is open to Youth only. 9. New Lots created in Class 5 (Miscellaneous) for Glass or Bottle Art and Upcycled Item (turning

something old into something new). 10. New Lots created in Class 8 (Wood Working) for Cup and Goblet, Salad Fork and Spoon, and

Tap Handle. 11. Kids…new date for the Lego Building Contest! It is now Sunday, September 19!

We want to thank our AMAZING exhibitors in advance for your continued support and your willingness to share your handiwork with those attending this year’s Interstate Fair. Although this year’s fair may look a little different…okay, a lot different, we are committed to producing a top-quality event that guests and exhibitors from near and far will enjoy. We ask, in advance, for your patience and understanding. We’ve had to make a lot of changes based on floor space available and number of employees able to assist us this year while making sure to be good stewards of our funds to guarantee a 2022 Interstate Fair that is even bigger and better than our accomplishment this year. Again, thank you! Below is a list of this year’s changes to the Crafts Department. We’ll see you in September!

MISSION STATEMENT

As one of Spokane’s largest annual events, the Interstate Fair strives to be a place where one can visit the past, explore the future, and enjoy the wonders of the present in a single location by:

• Promoting public education related to our agricultural heritage; • Serving as a showcase of the talents of our community by providing a means of education, exhibit, and competition; • Promoting family-oriented entertainment and activities; • Providing superior customer service and an enjoyable experience; • Recognizing the vast cultural diversity of our participants and visitors; • Providing commercial opportunities that showcase information and new products related to agriculture, outdoor living, and

other local interests; • Being innovative and creative in planning and growth in a secure and fiscally responsible way; and • Providing a safe and friendly environment.

On behalf of the Spokane County Fair and Expo Center Advisory Board, I would like to thank you for being a part of the 2021 Spokane County Interstate Fair. What a roller coaster the last year has been! With COVID, we were able to offer a modified virtual competition for many traditional fair departments in 2020 and we want to thank those that participated in last year’s event. In 2019, we also welcomed 1,850 exhibitors showcasing over 14,500 exhibits and we hope that this year’s competitive exhibit program will also shine brightly. We consider it a privilege to showcase the talents of our community through the competitive exhibits program. We are very excited for the return of Grandstand Events this year including the Professional Rodeo Cowboys Association Rodeo on September 10-11 and two nights of concerts/events including Billy Currington (September 14) and Vince Neil of Motley Crue (September 15). The arena will then transform for the final weekend of motorsports which will include Truck and Tractor Pulls (September 17) and two nights of Demolition Derby (September 18-19). I want to extend our heart-felt thanks to the volunteers, staff, and community groups who work tirelessly each year to make the Fair a memorable experience for the whole family. We encourage you to return to the Interstate Fair to view your handiwork on display (hopefully with a special rosette attached) and to enjoy the rest of the experience including the food, rides, vendors, animals, and entertainment. From all of us, good luck on your entry and thank you for your continued support of the Spokane County Interstate Fair…we’ll see you in September!

CRAFT DEPARTMENT INFORMATION

COMPLETING ENTRY FORMS: All exhibitors must use entry form found at the conclusion of the book and they must be postmarked on or before August 10, to Fair Entries, 404 N Havana Street Ste 1, Spokane Valley WA 99202-4663. Particular care should be given in the preparation of all entry forms. Full and correct information must be given. Staff will be available in Bay 2 from 4:00 to 7:00 p.m. on August 10 to assist you with your entry form if needed.

EXHIBIT TAGS: Exhibitors may pick up exhibit tags at the Fair Office when submitting their entry form or any time after August 10 (Monday through Friday). Exhibit tags must be complete and delivered with the craft item.

ARRIVING AT THE FAIR: Please take exhibits to the south door of Bay 3 accessible from the South Gate off of Havana Street.

PASSES / TICKETS: Care of the exhibit items is not required during the operating days of the Fair, thus passes and tickets will not be distributed. Exhibitors are encouraged to purchase discounted tickets at the Fair Office beginning in July and running through September 9.

EXHIBITING AT THE FAIR: The Department Superintendent and/or Fair Coordinator may exclude an exhibit from being exhibited at the Fair if it is not properly prepared. Each exhibit shall be placed according to the decision of the judge and such placing shall be final. Anyone interfering with a judge will forfeit the right of prize money. Any protest regarding the judging shall be made in writing and must be accompanied by a $25.00 deposit. Such protest must state plainly the cause of the complaint or appeal and must be filed with the Fair Office within 24 hours after the cause of the protest. If the Fair sustains the appeal, the fee will be refunded. The Fair reserves the right to cancel or combine classes/lots as needed, as well as substitute judges. Classes/lots may be combined or cancelled due to number of entries. If there is no competition in a class/lot for two years, the class/lot may be dropped. EXHIBITING AT THE FAIR (Additional Youth Information): Youth exhibitors must not be under 5 years of age or over 18 years of age as of 01/01/21. A youth may choose to compete in the open class instead of the youth class, however cannot compete in both.

FURTHER INFORMATION: The following information is provided to further clarify.

o EXHIBITOR MAY ENTER ONLY TEN (10) TOTAL ITEMS IN THE NEEDLEWORK DEPARTMENT and no more than one entry per lot. o Articles entered for judging must have been made, finished, or prepared for by the exhibitor during the past year, since September 2019. o Articles showing wear or soiled articles will be disqualified. An incomplete entry will be disqualified. o The Fair is not responsible for hangers or bags left with articles. o No sewing or stitchery in Department M or MM. For items with sewing or stitchery, please see Department J or JJ (Sewing). o Lamps or light fixtures must be provided with shade and bulb. o Lego, snap model, and K-Necs projects will NOT be accepted with the exception of the Lego-Building Contest. o Wall hangings must be ready to hang. Hanger must support picture. Fair reserves the right to staple. o Judging will be based on cleanliness, neatness, workmanship, technique, presentation, and how well class guidelines were followed.

RELEASE OF EXHIBITS: Please pickup exhibits via the west door of Bay 3 accessible from the South Gate off Havana Street. Exhibitors must present claim ticket when picking up their exhibit and must not remove exhibit unless superintendent or assistant is present to check out the exhibit. No exhibit shall be withdrawn before Monday, September 20. If you have not left the office a self-addressed, stamped envelope for your prize money check and would like us to mail your check to you, you may leave the envelope with the department clerk upon picking up your exhibits. PRIZE MONEY: Only exhibits listed in the Exhibitor’s Guide will be accepted for prize money awards. Awards in all classes/lots will be made on a point system, listed for each exhibit. The money per point will be the same for all exhibits and will be calculated by dividing all prize money by the total points awarded. For prize money, judge may or may not award all placings according to their discretion. Awards will be based on judges’ records. Ribbons and tags shall not be considered proof for payment of prize money. Prize money will be forfeited by exhibitors failing to adhere to the release times printed in the Exhibitor’s Guide. Checks may be picked up at the Fair Office between October 15 and 31 (Monday through Friday, 8:00 a.m. to 4:30 p.m.). Checks remaining after October 31 and/or checks not cashed by November 30 will become forfeited and considered a donation to the SCF&EC. To clarify, the checks will not be considered “abandoned” property under Chapter 63.29 RCW, but will be a donation by the payee to the SCF&EC. Prize money checks will NOT be issued or re-issued after November 30. If you are unable to pick up your prize money check, you may mail the office a self-addressed, stamped envelope with a request for us to mail your check. Prize money will be paid according to the following point system:

SPECIAL AWARDS: Lego Building Contest – The youth exhibitors placing first in Lots 1 and 2 will each receive a $25 cash prize.

Additional Special Awards will be given where merited in both Open and Youth.

SUPERINTENDENT: Superintendent shall be in full charge of the department to which assigned and shall administer all policies pertaining to the respective department. Superintendent shall have charge of the entries, judge’s sheets, and award sheets and shall be responsible for their being filled out correctly and returned to the Fair Office. Superintendent has authority to discharge exhibits not meeting quality standards. Any protest regarding the duties of Superintendents, MUST be made to the Fair Coordinator. ADDITIONAL FAIR INFORMATION: No person will be permitted to distribute advertising matter upon the grounds except from their place of business or exhibit space. No person shall distribute advertising matter upon the grounds, including, “For Sale” signs without Superintendent Approval. A “For Sale” bulletin board will be centrally located within each building / department for exhibitor use. The distribution of handbills, fliers, and heralds will not, under any circumstances, be permitted. Anyone violating this rule is subject to fine or expulsion from the grounds. Begging, soliciting, singing, and/or public speaking are prohibited. All concession space will be sold by the management and application must be made in writing. Under no circumstances will anyone be permitted to operate a concession without a signed agreement. 24-hour guard service is provided during the Fair. The Fair will use every precaution for safe preservation of entries on exhibit, but will not be responsible for loss or damage. Spokane County Sheriff supervises police protection. Spokane Valley Fire Department supervises fire

protection. Only seeing-eye dogs or dogs participating in an approved demonstration or commercial booth will be allowed on the grounds. Service animals trained for a specific service to aid the person they are accompanying will be allowed on the grounds. Companion animals will not be permitted. Smoking in the buildings and barns is prohibited. Alcoholic beverages are prohibited on the grounds except in the Beer Garden.

Displays may show any topic of an educational nature. Size may range from posters to large display. Please keep in mind our available space and try to

limit your size. Please indicate on entry form the subject of your educational display (i.e. cattle meat cuts, recycling ideas, etc.). Display must be of educational value and Fair quality or it will be disqualified and not displayed. No live bugs, animals, etc. Judging criteria will be as follows:

DESIGN (40%): Color – Pleasing to the eye and effectively used? Lettering – Easily read at 8 to 10 feet and is style suitable to message? Illustrations – Is it part of the message or just an eye catcher? Layout – Simple and orderly, organization, good spacing, and does it reflect planning? ORIGINALITY AND CREATIVITY (20%): Shows imagination? Is it a new idea or an innovative way to present a familiar one? EDUCATIONAL VALUE (40%): One main idea? Is the message effectively and accurately presented? If a poster, mobile or large display, does the message stand alone? Elicit response from viewer? If a chart / graph, is it titled? Is the message appropriate to the intended audience?

No artwork on paper or canvas permitted. Paper and canvas entries should be made in Department N (Fine Arts) for adults and Department MM Class 20 for youth. If it is a wall hanging, it must be ready for hanging with supportive hanger. Diamond Painting is found in Class 5.

CLASS 19 – PAINTINGS AND DRAWINGS / YOUTH EXHIBITORS ONLY No kits, color book pages or pictures on lined paper. Exhibit must be quality work. If framed, exhibit must be ready to hang with hanger that supports exhibit item otherwise

the exhibit MUST be mounted on construction paper, tag, matt, or poster board (or can be gallery framed) and should have a border of no more than 1.5”. Exhibit may be displayed with pins or staples. Exhibits completed in chalk must be under glass or have a fixative applied.

o The photography must be an original and have been taken by the exhibitor in the last year. o All photographs must be attached to poster board or matt board using dry mount tissue, rubber cement, or other adhesive or placed in matt board frames. o Digital photos must be printed on photo quality paper. o Each lot will consist of a single print not to exceed 8” x 10” in size, except for lot 15 which shall contain 2 to 6 standard sized prints. Photo Story Lot must

convey a progressive story. o Prints shall display no less than 0.5” and no more than 2.5” border. o Each entry should be titled, preferably on the front of the display. o “Digitally manipulated” means surreal images have been created by computer manipulation of scenes to combine several images or parts of images to

create images that could not exist in real life. o Images will be judged on composition, impact, and technical ability.

CLASS 21 – ENTOMOLOGY / YOUTH EXHIBITOR All insect exhibits must be labeled to give the order and common name of insects in the collection and the scientific name to as many as possible.

CLASS 22 – “MORE FUN IN ‘21” LEGO BUILDING CONTEST Open to exhibitors 8 to 18 years of age.

Lot 1 (8 to 12 years of age) / Lot 2 (13 to 18 years of age) NEW CONTEST DAY IN 2021 !!

Each year we have requests for items built with Lego pieces to be considered for entry into the Interstate Fair. Here is an opportunity to demonstrate your Lego-Building skills and to compete for cash prizes. Exhibitor must work by themselves at all times. Contestants must have completed and returned an entry form to the Fair Office by or before August 10. Only those pre-entered will be allowed to compete. Contestants must come to the Fair Office for an entry ticket between 10:00 a.m. and 12:30 p.m. on Sunday, September 19. Contestants (along with one adult chaperon) will receive admittance to the Fair with their contest supplies in hand. Remember that weekends are very busy at the Interstate Fair so please allow extra time for arrival that day. After entering the Fair, report to the Home Arts Office in Bay 3 prior to 10:30 a.m. Exhibitor is required to bring their own Lego pieces to build an original display with a “More Fun in ‘21” theme. Kit designs will not be accepted. Maximum size of completed exhibit is 18” length by 18” width. The Fair will provide neither directions nor instruction. Contestants will be judged on their compliance with rules and on their finished article as to workmanship, beauty of design, general appearance, and time consumed. Contest will be held from 1:00 p.m. to 2:00 p.m. on Sunday, September 19. Articles are to remain on display for the remainder of the day and Lego Contest items will be released for pick up on Sunday, September 19 between 7:30 p.m. and 8:00 p.m. or Monday, September 20 between 9:00 a.m. and 7:00 p.m. All exhibitors will be awarded ribbons and prize money based upon the Danish System.

The overall winner in (age 8 to 12 years) will receive a $25.00 cash award. The overall winner in (age 13 to 18 years) will receive a $25.00 cash award.
