Top Down Methodology to Increase EU-Brazil Cooperation in the Innovation Domain
• Documents of strategy to the DG Info of the European Commission demonstra6ng the strategic role of Brazil as a partner for the EU.
• Scien6fic publica6ons and conference presenta6ons, namely at the Innova6on Conference in 2008 and 2009 organised by CKIR in Helsinki.

DIGITAL CITIZENSHIP LIVING LAB Description of the Living Lab
§ The Infrastructure of Espírito Santo Cidadania Digital Living Lab is a
Network of tele-‐centers with nodes located mainly in residen6al areas of lower income and facing more serious socio-‐economic problems.
§ The Living Lab provides user driven services addressing the social needs of all ages of the digital divided popula6on.
§ The services provided and the methodologies developed aim to overcome the socio-‐economic disadvantage by providing access to the informa6on on a range issues that directly affect them, including health, educa6on and employment.
§ The social well being and health care services are totally based on user driven innova6on mo6vated and sustained by communi6es of interest in different aspects of the life.

DIGITAL CITIZENSHIP LIVING LAB Methods, Tools and Processes
The Living Lab has developed and refined methodologies, tools and
process for the: • Development of innova6ve pilot projects, user driven to address specific
needs of the individuals and the communi6es; • Facilita6on of the co-‐crea6ve process, user driven by engaged
communi6es. The Living Lab has acquired the skills to support completely new ini6a6ves that may be brought by users of the community, such as learning a new musical instrument, virtually taking part in a remote event of their liking, etc.
• Co-‐ designing new contents and producing them to support new services as driven by users.
• Social fieldwork closely ar6culated with ICT services in terms of prepara6on , opera6on and monitoring of results
• Organiza6on throughout the year of public events, seminars, workshops, for the promo6on of the Digital Ci6zenship Living Lab ac6vi6es, the funding to support them and the awareness of the civil society.

• Brazil culture can enable the co-‐crea6ve innova6on environment of Living Labs.
• The Brazilian Network of Living Labs has reached a cri6cal mass of 10 Living Labs, the largest outside Europe. At least another 10 are emerging for the next call.
• Brazil is a natural and strategic partner of EU for historical, social, economical and technological reasons.
• Creativity, experimentation, emotion, social innovation, happiness and well being are intrinsic to the Brazilian culture and also drive the Living Labs user-driven innovation. • Living Labs methodologies and ENoLL provide a powerful opportunity to accelerate the Innovation Strategy in Brazil and reinforce new bridges of collaboration with Europe. That’s part of our mission.
