2. It has already been informed and requested to claim VGF as per policy ref above with intimation to this office. Minutes of the meeting to review the status of 150 MW Solar projects by MES under Defence Scheme held on 26th April , 2018 at 04:00 PM in MNRE:

A meeting to review the implementation of 150 MW solar projects by MES under Defence Scheme was held on 26th April, 2018 in MNRE under the Chairmanship of Additional Secretary, MNRE. The list of participants is annexed.

2. Additional Secretary (AS), MNRE welcomed all the participants. At the outset AS, MNRE informed all the participants that progress of the projects by MES is very slow in view of Scheme validity up to March, 2019. After detailed discussion, followings are decided:

i) MES is facing problems in three States namely Kerala, Maharashtra & Gujarat. MNRE will write a letter to these three States after getting details from MES/DOD.

ii) The 150 MW solar projects are spread across many locations throughout the country. For quick review, MES will give a report (Exception report) as per details given below. (i) List of Project where tenders yet to issue; (ii) Tenders floated but not awarded. (iii) Tenders already awarded by 3 months but works not started; (iv) Tenders awarded by 9 months but not commissioned yet; (v) Projects commissioned;

iii) Department of Defence/MES will confirm the relevant head of account for release of VGF amount by SECI.

iv) MES will update the status of projects to SECI &MNRE on monthly basis. v) MES may invite SECI in their internal review meeting of solar projects. vi) Due to more than 100 locations across the country and difficult to visit each site, MES

may claim The VGF amount only on commissioning of the projects:
