Economic Development Program

The Economic Development Program of the OpenSociety - Georgia Foundation has shown the publicthrough the example of Samtskhe-Javakheti that amicro-finance scheme may prove a success in theregion previously viewed as high-risk. "We did not haveany problem loans and they were 100% recoveredunder the project", says Michael Kervalishvili, the pro-gram coordinator. The special program has been runsince 2002 in the Samtskhe-Javakheti region in associ-ation with World Vision International. Granting micro-loans as part of the program, however, commenced lastyear.

Small and medium business-oriented credit schemesremain to be the program's priority this year. InJanuary, Samtskhe-Javakheti hosted a meeting of acredit committee at Tao, a foundation established spe-cially for the credit program. The committee consideredprepared business-plans and selected four agriculture-focused schemes. It set the annual interest rate oneach loan at 10%, which is much less than the rateoffered by banks and micro-finance organizations. Thecommittee is due to meet next time in late April toreview business-plans focused on production andreprocessing of agricultural products.

Tao, the foundation of which was the idea of theEconomic Development Program, has had one-yearexperience of successful operation. MichaelKervalishvili says Tao plans to introduce an innovativecomponent for the implementation of the micro-financeproject, which aims to attract additional creditresources. In particular, an insurance scheme will beput in place, as mortgage insurance reduces risk; thefoundation will also apply such methods as leasingdevelopment to acquire new machinery.

It has been suggested to extend the credit program thatproved successful in Samtskhe-Javakheti from the year2005 to other regions, including Abkhazia and SouthOssetia, which have less developed small businesssupport-oriented organizations, as well as financialinstitutions. The fund is already searching for a partnermicro-finance institution, which will implement the cred-it program. The process will end roughly in late April."Conflict zones need a softly-softly approach, and giventheir problems we will act slowly, stage-by-stage", saysMichael Mkervalishvili.

The Economic Development Program has tried toactively cooperate with the Millennium ChallengeProgram (MCG) since the beginning of the year. At theinitiative of the Open Society - Georgia Foundation non-governmental organizations met with the MCG man-agement. Lasha Shanidze, the MCG executive direc-tor, reported on the process of project implementationand appealed to NGOs to nominate three candidatesfor membership of the Supervisory Boards, which isbeing shaped. The candidates have been alreadyintroduced to the Prime Minister for approval. Of thetree, only one candidate will be selected.

"We have also offered the Millennium ChallengeProgram monitoring on project implementation andinforming the public about activities of the MCG as well

as its current projects", says Michael Kervalishvili. Tothat end, it has been decided to set up an experts'board. The board will have among its main duties giv-ing strategic recommendations to the MCG and provid-ing monitoring.

Simultaneously, the economic development programhas paid serious attention to issues like administeringthe state sector and improving a legal base. In March,Georgian Parliament approved in the second readingthe bill "On State Procurements", which was worked outlast year with the support of the Open Society - GeorgiaFoundation. "State Procurements provide a ratherimportant link for the efficient management of the statebodies", says Michael Kervalishvili. The bill's enact-ment will help improve the state procurements system,increase its efficiency and maximally reduce theamount of corrupt deals.

Integration Program

Territorial conflict resolution, the integration of ethnicminorities to Georgian society along with regional coop-eration and the integration to Europe present key tasksfor Georgia. The Integration Program of the OpenSociety - Georgia Foundation, which was launched asan independent program in 2005, aims to serve thesevery goals. Earlier, OSGF also supported certain activ-ities in these directions for years, especially withregards to the conflict zones. Such projects then weredirectly supervised by the OSGF executive director.The Integration Program will actively cooperate with theGeorgians who were forcedly displaced from the con-flict zones as well as with the Abkhazs and Ossetians torebuild confidence between the conflicting sides.

Michael Mirziashvili, the program coordinator, visitedthe Gali district in February-March jointly with DavidDarchiashvili, the OSGF director, to inform representa-tives of the Abkhaz administration on the plans. TheAbkhaz side expressed interest in the program aimedat fostering the economic development of the break-away region. It also showed a good will and gave apreliminary consent on cooperation in the implementa-tion of certain projects.

Organizational issues remain to be handled. In partic-ular, it is essential to settle relations with the so-calledSukhumi branch of OSGF in line with new political andsocial developments in the country, says MichaelMirziashvili. He hopes personal contacts will help himbuild relations with the Abkhaz side. "I am not underthe illusion that I will make them adopt decisions run-ning counter to their principles, but I hope I will find iteasier to reach a consensus with those I have knownfor years", he says. Maybe these very personal con-tacts contributed to the decision to select MichaelMirziashvili among 100 candidates for coordinator'sposition. The latter has implemented in Studio "Re" arange of interesting projects on conflict resolution top-ics, including about 10 documentaries and televisionprograms.

As part of the OSGF “Integration Program”, it has beendecided to establish “Reconciliation House” by theunion of Georgian-Abkhaz Mixed Families. The projectaims to restore links between families and friends split

by the conflict. The 'Reconciliation House' will beplaced in Zugdidi, the center of the Samegrelo region,which is sheltering many refugees and is often visitedby people from Abkhazia. The Former Warriors' Club isalso going ahead with peace activities with the institu-tional support provided by OSGF.

Further, the program calls for publishing a children'sbilingual newspaper in Georgian and Abkhaz. Thenewspaper will be printed in Tbilisi and distributedamong refugees and the Gali district population. Themove is believed to contribute to learning languages bya new generation. Similar newspapers have beenalready published in the Georgian and Ossetian lan-guages. As part of the program, Gali and Tkvarchelidistrict schools will receive school equipment. Themove aims to foster the learning process in the schools.

An interesting project has been designed in an effort toadjust mistakes of the past and establish cultural rela-tions, this time with the Ossetian side. The project callsfor restoring Kosta Khetagurov's (a prominent publicfigure of the Ossetian people) monument, which wasdestroyed in the 1990s in the Areshperan village of theLagodekhi district.

A self-study book of the Georgian language will be pub-lished for the Armenian population of the Samtskhe-Javakheti region to contribute to the integration of eth-nic minorities. Simultaneously, the program will applymeasures aimed at developing the local mass mediaoperating on languages of local ethnic minorities.

Unresolved conflictshold up the integrationprocess. The IntegrationProgram will help devel-op the regional safetyand development con-cept. It will also promotethe idea of the peacefulresolution of disputes.The Integration Programhas proposed in thisrespect to hold the"South Caucasus PeaceFestival" with the sup-port of the regional net-work of OSGF and otherdonor organizations.

Hopefully, the festival will foster peace topics in themass media, arts and other fields of the public life.During the festival participants will see films and holdpublic discussions on reconciliation of conflicting sides.As part of the festival, databases for peace-initiativeswill be set. It is planned to involve business and munic-ipal bodies in running the festival. The idea, whichMichael Mirziashvili says he has long dreamt about,may come true this year. He admits OSGF's funds maynot suffice for such a large-scale project and plans toattract additional funding.

The integration to European institutions is anotherfocus of the program. The program will help draw up anew neighborhood program with the European Unionand involve civil society in its monitoring.

Open Society - Georgia FoundationProjects for Deer's LeapThrough the Deer'sLeap project, theGeorgian Ministry ofEducation and Scie-nce has received alot of aid in the com-puterization of scho-ols from Open Soci-ety - Georgia Foun-dation's InformationProgram, East-West,a network program,and Grena, theGeorgian Researchand EducationalNetworking Association.

Estonia has a successful experience of carrying out thesimilar project - Tiger's Leap. "The Estonians had thesituation similar to that we have now 10 years ago,while currently their schools are fully computerized",says Zviad Sulaberidze, the program coordinator.According to the Ministry of Education and Science, atpresent there is only one old computer available forevery 200 students in Georgia. Upon the completion ofthe Deer's Leap project, the situation will significantlyimprove. In particular, every 50 students will have anaccess to a modern computer connected to theInternet.

The Estonians are voluntarily helping the Georgians"on the way to computerization". A group of experts vis-ited Georgia to examine the situation and came up withan action plan jointly with experts of the Ministry ofEducation and Science and the Open Society - GeorgiaFoundation. It has been already decided to set up afund, "Deer's Leap" as a legal entity of public law andselect a sample school, which will set a computerizationexample for other schools. The project calls for runningtraining courses for teachers to make them betteraware of the use of information technologies in theclassroom.

The visit of Estonian experts this year (on March 22-29)was funded by the East - West Program. "Traditionallywe contribute to such efforts as running workshops andconferences, Georgian experts' study visits abroad; theprogram has recently funded with pleasure effortsmade under the Deer's Leap project, this rather inter-esting project contributing to Georgia's better future",says Elene Nakashidze, the program coordinator.While visiting Georgia Estonian teachers ran work-shops for their Georgian colleagues in Tbilisi andKutaisi and shared their experience with them.

On March 24, the Youth Palace hosted the presentationof the project as well as a Georgian-Estonian confer-ence. The opening ceremony was attended byGeorgian President Mikheil Saakashvili. "The imple-mentation of the program will be a real leap for us. Bythe time my term ends there will be no computer illiter-ate child without access to a computer in Georgia", saidthe President.

Initially part of teachers were skeptical towards thecomputerization idea, Merab Labadze, an active partic-ipant of the project, an OSGF grantee and head of theRegional Development Agency, says. However, inter-action with Estonian guests helped them believe theytoo would be able to introduce information technologiesinto the teaching process. The agency is also cooper-ating with local administrations in order to secure theirsupport for the installation of computers in regions'schools. "15% of funds essential for the process is tobe disbursed from the local budgets", Labadze says.

Apart from the Information Program, Grena is takingquite an active part in the Deer's Leap project.Currently the association is engaged in the computeri-zation process of Rustavi schools. Ramaz Cvatadze,the executive director of the association, says Rustavihas been chosen due to poor social conditions there.He hopes computers and access to the Internet willmake their lives a bit more colorful. Initially, only fiveschools will be equipped with computers, as in mostschools there is no proper security and electricity sup-ply, and in a number of cases even telephones.Communication hubs have been already set up atselected schools and will be connected to the associa-tion's network soon. Currently over 250 education andscientific institutions are connected to Grena's network.

Mass Media Support ProgramIn the service of civil society

The mass media, whichplaid a major role in theformation of public opin-ion during the Rose Re-volution, still has impo-rtant goals to attain.The Open Society -Georgia Foundation willfurther help the inde-pendent media this yearto contribute to buildingcivil society and providetransparency in a transi-tional period.

Acting according to the current situation in the countryand the media, public monitoring over government bod-ies and developing the media in regions present priori-ty areas for the Mass Media Support Program."Counter corruption investigation, the field in which themedia has become less active recently, but is still topi-cal given reality, will be the focus", says IrakliTsertsvadze, the program coordinator.

To reach the program goals following competitionshave been announced:

- the competition to identify the best programs ofjournalists working in the field of investigative journal-ism in regional TV companies;- the competition to identify the best articles ofjournalists working in the field of investigative journal-ism in the regional print media;

- the competition to render support to the inde-pendent (print) media in regions (results are due to beannounced in April).

Interestingly, in early March this year, Biljana Tatomir,the deputy director of the media network program, vis-ited Georgia to observe the atmosphere in the post rev-olution Georgian media. She visited Batumi togetherwith representatives of OSGF. The number of people,who came to attend her meeting with the public in theeditorial office of the Batumelebi, left the guest pleas-antly surprised. "The fact that Batumi residents attend-ed the meeting along with journalists points to a greatinterest from the side of the public", Irakli Tsertsvadzesays.

As part of the Media Support Program one more differ-ent type of competition has been announced. Thedeadline for submitting applications is April. The com-petition aims to foster development of a television crit-ic's profession in Georgia. Under the project, analyticalworks will be prepared on a series of programs andpublished in the mainstream media. The idea, whichwas prompted by lack of development of the genrecompared to other fields of journalism, emerged lastyear. There are no restrictions imposed on competitorswho enjoy much freedom in preparing the project.

Apart from the above priorities, the Mass MediaSupport Program is striving to contribute to the devel-opment of public television and radio broadcasting andsetting up the Media Council.

Specifically, the program implemented a project whichwas not planned in advance. Under the projectShahida Tulaganova, who studied operation of theinformation service in the Georgian public television,came up with recommendations. The recommenda-tions call for arranging programs, generating the struc-ture of news departments and producing programs onethnic minorities in line with BBC standards.

However, self-regulation of the media should alsoimprove. To that end, OSGF has been implementingone of its most important internal projects for the sup-port of the Media Council formation. In order to set upan efficient body, a whole range of meetings with jour-nalists as well as non-governmental organizations hasbeen held.

"The presence of the Media Council is essential forincreasing professionalism in the field of journalism inGeorgia as well as improving ethical norms. This issome kind of a professional mediatory organization,which settles itself disputes arising in journalism andenjoys high confidence both among journalists and thepublic", says Eka Kvesitadze, head of the project'sworking group. Further the project calls for journalistrights protection and the placement of adequate adver-tisements in television. "After long discussions, it wasdecided to found a council like arbitration, thus makingit appealing for all media organizations", says EkaKvesitadze. A research group, which will evaluatetrends in the media on a monthly basis, may be set upwithin the council.

The Media Council's regulation is already in place.

According to it, the council will have 11 members, ofwhich five will represent the media, while the rest thepublic. Media Council members are appointed for twoyears. The rotation of council members will take placein line with the internal regulation of the Media Council.

The regulation was once prepared thanks to efforts ofthe Liberty Institute. "The idea of setting up the MediaCouncil has long existed and the Liberty Institute hasworked hard to found it with the financial support of theCouncil of Europe; our project is the second attemptand I hope very much it will end up with a success",says Eka Kvesitadze.

Law Program

Socially vulnerablegroups of population inTbilisi and Zestaponi willshortly enjoy free legalaid services provided bypublic lawyers thanks toa joint initiative launchedby the Law Program ofthe Open Society -Georgia Foundation, the

Young Lawyers Association and the Justice Ministry.As part of the initiative, the Public Lawyers Service hasbeen set up. Initially, two territorial offices will operatein Tbilisi and Zestaponi.

Tamar Kaldani, the program coordinator, says:"Providing the population with legal defense is thestate's responsibility, but it is obvious organizing anadequate defense is rather difficult with only 2 lari perday the state pays to state defense lawyers". The proj-ect aims to draw up a model tailored to Georgia andintroduce an efficient free legal aid system. "Openingpilot territorial offices in Zestaponi and Tbilisi will makeit possible to identify the amount of resources essentialfor providing socially vulnerable residents with effectivedefense", Tamar Kaldani says.Lawyers wishing to take part in the competition, whichwas announced as part of the project and is still under-way, should meet high requirements. 120 applicantshave applied for the competition. First, the applicantssat for a test. Later, 22 successful candidates wereinterviewed. However, the first comeptition was notenough to fully staff the offices, and the second compe-tition has been announced. Tamar Kaldani hopes therepeated competition will produce worthy candidates.The finalists will attend a training, in which experts ofthe Open Society Legal Initiative will also take part. Aswas said earlier, free legal aid offices will operate in theGldani-Nadzaladevi district of Tbilisi and Zestaponi.The places were selected due to their poor social con-ditions and heavy crime. Lawyers in the offices will pro-vide the population with legal advice at every stage oftheir criminal trial.

A Coordinating Board has been set up at the PublicDefense Lawyer Service. It is made up of non-govern-mental organizations, lawyers and judges. They willwork to produce a legal aid model and a bill.

One of the projects of the OSGF Law Program aims attraining police officers in line with modern standards

acceptable for a state governed by the law. A lack ofessential Georgian-language textbooks and teachers'manuals for training police officers has prompted OSGFto help adjust and introduce COLPI's teaching modulesinto the Police Academy (COLPI, the Constitutional andLegal Policy Institute established earlier at the OpenSociety Institute in Budapest. Later it was reconstitut-ed as the Open Society Justice Institute).

The project was launched in 2004. A series of modulesdesigned to train police officers consists of 12 CDseach accompanied by teachers and students' guides.The modules have been already adjusted and intro-duced to Bulgaria, the Czech Republic, Estonia, Latvia,Lithuania, Mongolia, Thailand, Slovakia and theUkraine. The introduction of modules has commencedin Hungary and Poland as well.

Under the project, the program has completed workingat following modules:- employing force and arms;- communication skills;- communication with the victim.The program has prepared the first Georgian-languageCD and adjusted teachers and students' books accom-panying modules. The adjustment process includes tai-loring the modules to Georgian reality and legislation.1,500 patrol police officers have already become famil-iar with the modules. Tamar Kaldani says the first mod-ule raised a lot of interest. A presentation of the mod-ule will be held in May as part of a training run by theOpen Society - Georgia Foundation and the PoliceAcademy. To provide access to the modules OSGF hashanded a computer and projector to the PoliceAcademy.

Local Government and PublicAdministrationThe OSGF Local Government and PublicAdministration program seeks tools and ways forincreasing transparency in local governence, the issuethat has not lost importance since the Rose Revolution.As part of its internal projects, the program has checkedthis year how Tbilisi Sakrebulo (city council) and thegovernment hold meetings and reviewed their decision-making practice. The move aimed to find out whetherthe two meet General Administrative Code guidelines.It also examined the city government and Sakrebuloregulations.

The current regulations fail to reflect the code princi-ples, making it difficult to speak about specific discrep-ancies, Tinatin Bolkvadze, the program coordinator,says. "We are willing to cooperate with the Mayor'sOffice to improve the Sakrebulo regulation, but the cap-ital's authorities are reluctant to speak about the regu-lations. Speaking to the Mayor's Office, however, iseasier than to Sakrebulo", she says. As part of the proj-ect, a working group is preparing amendments con-cerning publicity of meetings and transparency to theSakrebulo and government regulations.

Another internal project of the Local Government andPublic Administration Program aims to back non-gov-ernmental organizations' efforts to join in the process ofdrawing up the Election Code. With local elections onthe threshold, the issue has assumed special impor-

tance. The staffing of election administrations certainlyremains to be the most contentious question. The factthat the government approved amendments and sup-plements to Georgia's organic law "Election Code"hastily and without broad discussion raised NGOs' con-

cern. They called on thegovernment to make processaccessible to the public andthe non-governmental sector.Representatives of eightNGOs, which were interest-ed in the Election Code andthe enforcement of electionrights, worked actively in aworking group set up underthe project.

Eventually, the group came up with a new bill reflectingthe experience the non-governmental sector had gath-ered in the prevention and exposure of electioninfringements. It also took account of existing norms inleading states' election law and adequate recommen-dations given by international organizations. "Weoffered the Central Election Commission (CEC) a bal-anced system, according to which the CEC would havea trustee and executive boards", says TinatinBolkvadze. The management pattern of the CEC wasto be similar to that of the Public TV management pat-tern. The draft was introduced to Parliament in midMarch. "The Legal Committee of Parliament took intoconsideration just some details prepared by the workinggroup of NGOs, but most importantly, it thoroughlychanged the draft CEC model. The only outcome is towork out the whole Election Code afresh", says TinatinBolkvadze.

Women's ProgramOpen Society - Georgia Foundation's Women'sProgram still counts among its priorities following sepa-rate programs: Fighting Violence Against Women,Gender and Education, Media-Related Initiatives,Regional Alcohol & Drug Program, the NationalWomen's Program (the focus of the program is toextend women's movement from the capital to regionsand engage ethnic minorities in public life).Reproduction Rights and Health is a new programlaunched in 2005. The Women's Program has workedso intensely towards its cause and the scope of itsactivities is so wide that Marina Tabukashvili, the pro-gram coordinator, can endlessly talk about projects car-ried out under the program. Their coverage wouldclaim a separate newsletter. However, given the formatof the publication, this time we will just make a briefaccount of the January-March activities.

The program has implemented several interestingschemes this year under the Gender and Educationprogram. In particular, three researchers of the OpenSociety Institute (OSI) involved in Women's NetworkProgram's regional project Gender ResearchDevelopment (six Georgian researchers are engaged inthe project in all) took part in the Winter School ofGender Researches jointly with the coordinator of theWomen's Program. The school activities took place inIstanbul from January 31 to February 7. Later, theoffice of the Open Society - Georgia Foundation inTbilisi hosted a two-day methodological workshop on

oral stories aimed at fostering gender/women'sresearch development (March 22-24). Dutchresearcher Selma Leidesdorf ran the workshop.Marina Tabukashvili says Professor Leidesdorf coveredher travel expenses herself, received no payment forher work and even contributed interesting readingmaterial to the library of the Women's MemoryResearch Center of the Women's Program. 28 peopleattended the workshop, including members of the teamof oral stories as well as researchers from variousbranches of social science.

This year as part of the Gender and Education pro-gram, an education project designed for the repatriatedMeskh population in the village of Nasakirali, Ozurgetidistrict and the village of Laneti has been funded. Theprogram also provided funding for the project GenderResearch National Catalogue and Gender EducationReport.

The program ran a workshop on "treatment of alcoholand drug addict prisoners" in February in associationwith the Regional Alcohol & Drug Program. During theworkshop, Polish trainers shared their experience withGeorgian participants. Moreover, OSGF hosted onMarch 12 as part of the program Fighting ViolenceAgainst Women a very important meeting titled"Cooperation for dealing with Trafficking" attended by24 people. It should be noted that the coordinator ofthe Women's Program became a member of the inter-departmental counter human trafficking commissionestablished under the order of the President at theSecurity Council. Moreover, the programs funded theextension of the project Combating Domestic Violence.The latter calls for the operation of an emergency cen-ter and a shelter in Tbilisi, the support by 11 regionalcounter violation committees, educational work with thepatrol police and so on.

The Women's Program of the foundation has backedthe extension of the project Gender InformationalNetwork of South Caucasus (www.ginsc.net).

The program coordinator singles out as a very impor-tant phenomenon a measure taken by the Women'sCondition Commission during "Baijing+10" forum. Inorder to enforce the action plan drawn up in Beijing 10years ago, the UN headquarters in New Your hostedthe 49th meeting of the Women's ConditionCommission, which was attended by delegations fromgovernmental and non-governmental organizations ofabout 170 states. The forum was attended by TamarSabedashvili, a commission member, and GalinaPetriashvili, a journalist, and head of the program'spartner organization Gender/Media/Caucasus. The lat-ter plans to publish a magazine dedicated to the phe-nomenon with the support of the OSGF Women'sProgram and the Gender Policy Institute (Russia). Themagazine is planned to be circulated in Eastern Europeand post-Soviet states. Tamar Sabedashvili in herspeech talked about Beijing's action plan regarding thePoverty Reduction Strategic Papers (PRSPs) and theMillennium Development Goals (MDG).

Women's Network Program members set upa new network scheme jointly with AnastasiaPodatskaya-Venderberk, the OSI program director.Under the project, women's programs and networkmember independent women's organizations will jointlymonitor implementation of millennium goals in the postSoviet space.

National Counter Violence NetworkDomestic violence against kin

prompted by no fear of punishmentis a crime blocking development of society

Everything started in September 2000, when the Open SocietyInstitute (OSI) in Budapest hosted a training on domestic vio-lence and child abuse organized for Eastern European andpost Soviet states, says Marina Tabukashvili, the coordinator ofthe Women's Program of the Open Society GeorgiaFoundation. "Georgian participants of the training came backhome strongly determined to considerably widen the scope ofactivities in our country in an effort to protect women and chil-dren from violence. Taking part in the training implied that itself,while the acuteness of the problem in our country of course putus under the obligation", she says.

"Growing aggression fueled by extreme poverty of the majorityof the population, social vulnerability, education crisis, corruptionand poor heritage left by bloody conflicts should be handled byjoint efforts of public and state institutions", these words present-ed the motto of the European Commission-funded project, Noto Violence Against Woman and Child Abuse!, which was car-ried out by three non-governmental organizations (the interna-tional association Tsinsvla/Advancement, Public Health andMedicine Development Fund of Georgia, Woman and Society)in April-November 2001. Tabukashvili took part in the project asa volunteer, co-author and observer. The major of the accom-plishments of the project was establishing ten regionalCommittees for Woman and Children Protection AgainstViolence.

The OSI Network Women's Program and OSGF approved theplans to go ahead with the project's activities under theWomen's Program. Following the decision of OSGF, the tenregional anti violence committees were financed in late 2001.In order to increase the number of friends and associates to thenewly created network, several large meetings were held."Setting up an efficient anti violence scheme, which is our focus,implies joint and coordinated activities of vigorous and deter-mined organizations", says Marina Tabukashvili.

In 2002, the National Anti Violence-Service for Women andChildren Protection commenced operation at the initiative ofOSGF. The service has three main goals: providing victims ofdomestic violence with practical help, increasing professionalskills of anti violence regional committees, and coordinating net-work operation. The same year, the Women's Program of theOSGF and OSCE's Democratic Institutions and Human RightsGender Department (headed by Tiina Ilsen) agreed on lendingjoint support to developing the anti violence network. In 2002,the regional committees set up anti violence working groups(36 groups) as part of their projects.

The cooperation launched in 2001 with the RegionalAlcohol & Drug Program (director Ewa Woydyllo-Osiatynska, Stefan Batory Foundation, Poland) has

been developing intensively. The activities are led byEliso Amirejibi, a human rights expert and one of lead-ers of the network. As part of the project very importantbooks on organizing work with alcohol and drug addictshave been translated and a whole range of educationalworkshops have been conducted for doctors, teachersand staff of the crisis center. A serious work waslaunched in 2005 for the treatment of alcohol and drugedicts. Public servants, police officers together withrepresentatives of non-governmental organizationstook part in many international workshops and confer-ences dedicated to the issue. Applying measures forthe education of police officers started as early as 2003,while this year patrol police officers from Tbilisi, theSamegrelo - Zemo Svaneti region and Ajara will attenda two-day course in domestic violence.

In October 2003 the network, which numbers around300 people, was officially registered as the NationalAnti-Violence Network (AVNG). It is headed by NatoShavlakadze, a women's rights expert, one of fiveGeorgian women leaders who took part (in 1998) in thefirst project "Human Rights" of the OSI NetworkWomen's Program. At the end of the same year, a cri-sis center opened in Tbilisi and has smoothly operatedever since. AVNG has made strenuous efforts to suc-cessfully deal with such complicated issues as legalprotection of shelter residents, women and children,restoring their health, physical balance and their socialrehabilitation. In 2004, the Kakheti and Imereti region-al committees set up the crisis centers in Gurjaani andKutaisi. Shavlakadze says the most difficult case in theshelter was the first resident, a girl due to both her per-sonal qualities and her problems. "Although under theregulations we shelter people for only three months, weleft the girl there for 9 months and were able to com-pletely change her. Currently she is working and isabsolutely happy", she says proudly.

The asylum of the network has given a shelter to manyhuman trafficking victims. The experience of workingwith them proved rather useful in the current liveprocess of fighting human trafficking. Under thePresident's order an action plan for combating humantrafficking was confirmed and the interim interdepart-mental anti trafficking commission commenced opera-tion at the Security Council (the coordinator of theWomen's Program of the OSGF is a member of thecommission). The role of the National Anti-ViolenceNetwork in working out the domestic violence bill iseven more important. The bill is being prepared by agroup of experts from the Young Lawyers Associationwith support provided by the American Bar Association.

Interestingly, with the support of OSGF and the East-West Women's Network an extremely important book"How to Protect our Rights in case of Human Traffickingand Domestic Violence" was written and published.The author of the book is Nino Bakakuri (one of AVNGfounders). The network publishes the Emphasis, anewspaper (the editor Tsovinar Nazarova, a traffickingexpert, is one of AVNG founders).

Nino Bakakuri is also implementing monitoring inGeorgia as part of an international web site http://stop-vaw.org project. This is an important resource ofhuman right protection and a strong instrument of gen-der violence monitoring in Central Asian states. The

web site is run by human rights advocates fromMinnesota with the support of the Network Women'sProgram.

It is obvious that long-term and consistent practicaloperations by the Women's Program of OSGF, jointlywith its successful partners has made an important con-tribution to the formation of the national policy in thefields of family violence and human trafficking. A livedialogue between governmental and non-governmentalsectors accompanying the process is the prerequisitefor the cooperation based on trust, professionalism andmutual respect.

The most importantly, remember that in case of domes-tic violence, you can always call the hot line of the Anti-Violence Network at 26-16-27.

National Public Health Program

Even the title of OpenSociety - GeorgiaFoundation's PublicHealth Program alonereflects well theimportance of the pro-gram. Public healthprovision is one of the

most important premises for the development of socie-ty, which the program fosters by setting up and backingefficient projects. A lot of efforts have been made underthe program to reduce the harm caused by illegal druguse and prevent HIV/AIDS transmission. "We workwith risk groups and offer drug users alternatives, suchas for instance, replacement therapy. Our approach isthat a drug user is a sick person not a criminal", saysLasha Zaalishvili, the program coordinator. With thesupport of the program, the Drugs Research andScientific Institute advises patients to replace drugs bymethadone under doctors' supervision. Special sta-tions in Tbilisi, Zugdidi, Poti and Batumi provide drugusers with sterile syringes in exchange for used ones.Preventive measures are also planned to be applied inpenitentiary system institutions.

According to the Scientific and Research Institute, thenumber of drug users has considerably increased,especially among young people. There are 22,000 reg-istered drug users in the country, however, expertsthink, the real number is much higher and reaches150,000. So far, Georgia has managed to preventtransmission of HIV/AIDS epidemic, but the picture mayradically change in the near future, as according to thedata of the AIDS Clinical and Immunology Center, 69%of the HIV-infected are active intravenous drug users.

The Public Health Program has become a winner in thelot, "HIV infection / AIDS prevention among intra-veinusers of drugs", of a competition announced by theGeorgian Public Health and Social Project Center(funding provided by the Global Fund). "The first stageof the project has been launched this year. The stagecalls for the evaluation of the situation in thoseGeorgia's regions that have the largest number of HIV/AIDS cases. We visited Guria, Samegrelo and Ajara inMarch jointly with experts of the Open Society Instituteto conduct a prompt research", says Lasha Zaalishvili,

the program coordinator. Simultaneously the programis cooperating with those organizations that may join inthe project implementation.

New Way, a non-governmental organization, has suc-cessfully operated under the Harm Reduction program.Dali Usharidze, the director of the NGO, says activedrug users are supplied with medical literature,syringes and medicines in order to curb transmission ofHIV/AIDS and other epidemics. Another focus of theNGO is the protection of drug users rights, for which theorganization, which is one of guarantors of the PublicHealth Program, has prepared a training program forpolice officers. "We give them practical advice on howpolicemen should stop a suspicious person, talk tohim/her; how to search him/her without exposing them-selves to any harm", says Dali Usharidze. The materi-al prepared by New Way may possibly be introduced asa separate discipline into the Police Academy new cur-riculum due to be launched in September 2005.

The state too should pursue an efficient policy for theprevention of such serious illness as drug addiction.Alternative Georgia, a non-government organization, ispreparing recommendations in this direction. DavidOtiashvili, head of the organization, says given currentcircumstances, the development of a realistic and pro-gressive drugs strategy is essential. The strategy is tobe based on the facts backed by scientific research andexperience of leading states and focused on treatmentand help rather than punishment. He thinks that thenational drugs policy should make a clear differencebetween drug usage on the one hand and organizedcrime and drug dealing on the other. He also suggestssetting up of an adequate legislative base and a body(for instance, the State Agency of Drugs Policy), whichwill be responsible for the enforcement of the strategyin the country and coordination of activities of organiza-tions and institutions operating in the sector.

Moreover, the Public Health Program goes ahead withhelping the center for the implementation and monitor-ing of Georgia's Framework Convention on TobaccoControl. The program has funded this year the project,Nurse Education in Georgia. Under the project the edu-cation of four Georgian specialists in Georgia StateUniversity, the U.S., will be funded; the program hasalso announced a competition for those wishing to par-ticipate in Salzburg scientific workshops. Applicantswere tested in English. We will tell you about this andother projects in the next newsletters.

Arts and Culture Program

The Arts and CultureProgram of the OpenSociety - GeorgiaFoundation goesahead with a widerange of activitiesaimed at the develop-ment of country's artand intellectual poten-tial, its protection andpromotion. Arts andculture seldom receive proper recognition andresources, both from the state and public. In order to fill

the gap, the Arts and Culture Program of OSGF con-tributes to the development of the field in various direc-tions, such as cultural heritage, modern arts and cul-ture, cultural studies and cultural policy.

This year the Arts and Culture Program has funded themodern arts exhibition titled "Pink Space". GiaGugushvili, one of participants of the exhibition, saysthat was the allegory reflecting united Georgia followingthe Rose Revolution. Tbilisi, Gori, Ozurgeti and Batumiresidents had the opportunity to get acquainted withvideo installation, installation and printing of five artists.The exhibition lasted for almost three weeks. "Thefocus was mainly the youth, as modern art is a futurelanguage of communication. If the capital was alreadyaware of modern methods of arts applied in the world,this was a novelty in regions and raised a lot of emo-tions. For instance, a board with white printing paperwas set up in Ozurgeti and Gori. Everyone could writetheir impressions and wishes about Georgia's future onthe board. This proved a great incentive to students ofthe Gori School of Arts", says Giga Gugushvili. A lot ofmaterial has been gathered about the show and its par-ticipants plan to publish it as a separate book.

As was said above, the Culture and Arts Program con-tributes to the research of Georgia's cultural heritage,its protection and promotion. Tbilisi's Karvasla hostedthis year a very interesting exhibition, featuring works ofart painted in 1850-1940 by either less known or forgot-ten Georgian and foreign painters. The paintings wereselected mainly from the funds of the Tbilisi StateHistorical Museum and the Georgian State Museum ofArts. Maia Tsitsishvili, a leading research fellow and anassociate professor of the Georgian Arts History andTheory Department of Tbilisi State University, whoorganized the exhibition, says such exhibition was heldfor the first time. "We tried our best to exhibit allpainters who painted Tbilisi. Some of paintings had notbeen exhibited at all, while others had not been seen bythe public for 25-30 years. The exhibition attractedpeople of all generations. Students of the Academy ofArts recognized that they changed their mind about thepaining of the period", says Maia Tsitsishvili. The exhi-bition was to last for two months, but due to so muchexcitement it raised it was decided to extend it. Thosewho were not able to visit the show will have the oppor-tunity to see exhibited paintings in a well-designed exhi-bition catalogue.

Publishing the Culture, a newspaper, as part of a jointproject of OSGF and the Georgian Ministry of Culture,Monument Protection and Sport is also extremelyimportant. Six issues have been published this year.Along with articles by prominent artists, the paper printsarticles written by young critics not yet known for widerpublic.

Interestingly, on March 20-13 Tbilisi hosted a meetingof the sub-council of the OSI-Budapest Arts and CultureNetwork Program. Apart from council members, themeeting was attended by Katalin E. Koncz, the OSIBudapest director. Council members met with repre-sentatives of Georgian culture, arts and organizationsin both Tbilisi and regions. They also met with mem-bers of Open Society - Georgia Foundation's ExecutiveBoard.

"Nowadays, with so many important political changestaking place in Georgia, the contribution to and thedevelopment of arts and culture is paramount for theformation of a stable, strong state and modern opensociety. This field embraces all those activities thatenable a person to assume his/her attitude to the world,society, and this or that phenomenon. In the era ofglobalization it is important to retain uniqueness andsave multi-century cultural heritage on the one handand find a niche in the world culture and show its impor-tance on the other", says Tamar Lortkipanidze, thecoordinator of the Arts and Culture Program.

International Student Advising CenterFor high professional standards

The International Student Advising Center of the OpenSociety - Georgia Foundation is probably best aware ofthe value of qualified staff. The center has promotededucation of a younger generation and helped qualifiedstaff increase their professional skills for already 10years, practically since OSGF launched its activities inGeorgia. Currently, the center administers up to 20 pro-grams. The success and efficiency of the project hasdrawn attention of other donors as well. NinoChinchaladze, head of the center, says various donorshave offered joint implementation of the program andthat the center has already received several draft pro-posals, which are under discussion.

As for current programs, a competition for universityprofessors was completed in March. The winners willhave an opportunity to spend one term in one of U.S.universities for three years in a raw, become familiarwith modern approaches in chosen fields and developinternational institutional partnership. Of 14 applicantsthat applied for the competition 11 semi-finalists havebeen selected.

"The programs administered by the center focus onsocial sciences, while this year one more program hasbeen launched in the field - Social Work FellowshipProgram", Gaga Gigiberia, the center coordinator, says.The program presents a mixture of the programs exist-ing up to now and calls for retraining professors intosocial workers. This is very important, as Georgia hasnot trained social workers to date. So far three appli-cants have applied for the competition, however, thereare 49 applicants (last year the number was 40) claim-ing participation in a two-year MA program. It is fiveyears the competition has been announced. This yearthree winners have been already identified.

The center keeps in touch with program alumni. TheOSGF headquarters in Tbilisi hosted the presentationof Georgian Social Workers' Association in February.The association was founded late last year with thesupport of OSGF. One of the founders of the associa-tion is Shorena Sadzaglishvili, an MSC, who attendedher study course at the Social Work School of ColumbiaUniversity, the U.S. She is currently working at the IliaChavchavadze project of the Ministry of Education andScience as a psychologist and works as a psychologyprofessor at the Psychology Department of Tbilisi StateUniversity. Establishing the association aims to devel-op the right social policy, adequate legislative base andintroduce professional standards in social works.

Shorena Sadzaglishvili worked as a psychologist in oneof American non-governmental organizations, UmcorYouth House. Her clients were refugees and other rep-resentatives of socially vulnerable groups. "Knowingpsychology was not enough to work with them, there-fore I considered it useful to receive a special educa-tion, and the OSGF program helped me in the endeav-or. While studying at Columbia University I gainedhuge experience and knowledge, and most importantlymade contacts with professional social workers, withwhom I still work. We have planned participation in jointprojects", says Shorena Sadzaglishvili.

No doubt, alumni of the eight programs administered byNatia Nanava, the coordinator, will evaluate gainedknowledge and experience in the same way. Mainlythese are educational programs that help students pur-sue their bachelor's and master's degree goals.Moreover, there is an Oxford University CollegesHospitality Scheme in place. It basically focuses on thehumanities and social sciences. Under the scheme, forinstance, scholars, who are preparing a universitycourse, a scientific work or a book, will have the oppor-tunity to work in Oxford libraries for four weeks.

Two more network programs have been added toEdinburgh and Warwick university programs this year,says Natia Nanava. In particular, the University ofOxford Program is one of the two, under which fourcompetitions will be held - for a MA degree, three- andnine-week scientific researches, including for publicservants, and for the political philosophy course at theUniversity of York. The second program is an MA pro-gram in human rights at the University of Essex.

As for other competitions for students, in CentralEuropean Universities (Budapest), where average of 20students take part in 1-2-year MA degree programs,150 applications were received this year, while for a BAdegree in a 4-year student program in Bulgaria'sAmerican University 28 applications were submitted.Of them 11 successful candidates were placed inAmerican University, Bulgaria. One of them becameSoros scholar, some received financial aid.

In April all semi-finalists will be interviewed and in May-June we will "harvest crops", says Natia Nanava.

International Soros Education andScience ProgramsIt is already ten years Olympiads for secondary schoolstudents have been held as part of the InternationalSoros Education Program. For the first time this year,the Olympiads have been held not just in the fivebranches of science but also in all 12 main subjects.Traditionally, students compete during Olympiads inmathematics, physics, biology, chemistry and geogra-phy, while this year the Georgian Language andLiterature, the Georgian History, informatics and foreignlanguages (English, German and Russian) added tothe subjects.

The Olympiads, conducted jointly with the Ministry ofEducation and Science, make children aware of princi-ples of democracy at the age of 13-14, Tamar

Khulordava, the program director, says. Children takepart in Olympiads voluntarily, and not because it is theirteachers' assignment. Naturally, teacher's advice isimportant to make the principle "I want and I can dothat" work more efficiently. "Children's involvement inthe process is rather important as the desire to gainadditional knowledge and attain a success inOlympiads keeps them away from the street", saysTamar Khulordava. Winners receive awards as well achance to try their luck in international Olympiads forstudents.

As a rule Georgian students become winners in theinternational Olympiads in physics and mathematics,however, this is not true about those students takingpart in the Olympiads in chemistry and biology. In thesubjects Georgia falls 25 years behind internationalrequirements, therefore the experts' group has workedout a pilot project, which will be introduced in severalschools.

As for foreign languages, active involvement of theGoethe Institute in holding the German LanguageOlympiad as well as its financial support should bepointed out. Tamar Khulordava thinks participants ofthe English Language Olympiad were offered compli-cated and interesting questions. The children wereexpected to know not only grammar but also the histo-ry and culture of English speaking countries, such asthe US and Great Britain. Tamar Khulordava hopes thepractice will extend to other languages in the future.

The Olympiad is conducted in two stages - during thefirst stage, applicants submit their applications, whilethe second stage calls for direct participation of suc-cessful candidates. 6,000 applicants applied for thefirst stage of the Olympiad this year, of which the largestnumber for the Georgian Language Olympiad.However, the number of students who failed this testwas the biggest either. The Olympiad is basicallymeant for the 9-, 10-, 11-form students, however, insome subjects, in particular, in physics 8-form studentsand 7-form students in informatics have also beenallowed to take part. 2,500 children got through the firststage. The second one is due in April 2005. The factthat the exams will be held in the temple of education -Tbilisi State University - provides an additional incentivefor the children. Summing up test results is a hard,complicated procedure, therefore the decision is madeby a professional and independent jury observing theprinciples of impartiality and transparency.

This time we focused on Olympiads, however, theInternational Soros Education Program also runs con-ferences, workshops, trainings and education programsfor secondary and higher educational institutions. Theycontribute to the efficiency of education system reformsin Georgia, as well as retaining of the best professorsand teachers in secondary schools and higher educa-tional institutions.

Debate Education AssociationThe Debate Education Association aims to contribute tothe formation of the active and educated youth, whichimplies stimulating logical, critical and free thinking in

adolescents. Currently, the association numbersaround 1,000 secondary school and 300 university stu-dents. The association fosters development and oper-ation of already excising debate clubs in Georgia andtries to attract new schools and other education institu-tions to the program.

The Association arranges formal debates for students.The debates differ from ordinary disputes by their struc-ture and rules. Nana Pipia, the president of theAssociation, says: "Such debate is the most efficientway of disputing, which helps develop, critical thinkingas well as intellectual and oratory skills. The adoles-cent should support his/her opinion by arguments andrespect others' opinion as well".

As part of the Parliamentary debates, three workshopshave been held this year. The workshops were held inKutaisi, Batumi and Tbilisi in February-March and 90students took part in them. After being trained, theywere given an opportunity to take part in the 13thNational Parliamentary Debates. 43 teams took part inthe tournament (two students in each group) from vari-ous universities of Georgia's regions. State TechnicalUniversity and Tbilisi State University provided supportfor the workshop. For the first time in the history ofdebates, the Georgian National Defense Academy tookpart in the tournament.

Several very interesting and original topics were select-ed for the planned four rounds, such as for example"This Chamber Believes in Buying Freedom", "ThisChamber Believes the Customer Is Always Right, "ThisChamber Believes That You Will Never See Again WhatYou Have Seen". Students were given 15 minutes tothink over arguments. As a rule, four teams take part ina game. Of them two represent the government whilethe other two the opposition. The tournament reveals awinner team and the ten best debaters. "Students arewilling and curious to take part in the debates and theirnumber is growing every year", says Nana Pipia.

The parliamentary system of the debate club is verysimple: there are four groups - two of the governmentand two of the opposition. Each team has two players.Members should be able to play as a team to secureteam's success. It is difficult to play on either sides, agood debater, however, should be able to present bothsides, says Guram Adamia, one of successful debaters."The government aims to play down the problem andfind some resolution, while the opposition aims to criti-cize (refute) that outcome", he says.

It is both rather interesting and challenging to play in thegovernment team, while playing in the opposition teamis more emotionally loaded, says Salome Tsereteli, thebest debater. "You always search for strong argumentsto support your own stance and make the audience andarbiters believe in them", she says excited, adding: "Ilove this game!"

As for other activities of the Association, it plans to runtraining for teachers in the Karl Popper and political for-mat, as well as "Partners - Georgia" (the Centre forChange and Conflict Management) training in "conflictmanagement". Coaches and trainers of the DebateEducation Association will take part in it in April-May.

International Institute For EducationPolicy, Planning and ManagementThe International Institute for Education Policy,Planning and Management (EPPM) keeps on support-ing and contributing to ongoing reforms in the educationsystem and improving a legislative base. EPPM hasbeen actively involved in public and parliamentarydebates over the Higher Education and GeneralEducation Bills as well as in presentations of key direc-tions. George Machabeli, the EPPM director, says twolarge meetings with non-governmental organizationshave been organized this year with the support of theOpen Society - Georgia Foundation. During the meet-ings, participants considered the public role and itsinvolvement in reforms.

"It is essential that the public be more actively engagedin developing the education policy. We have alreadyprepared recommendations to provide clear distinctionbetween the functions of school managements andtrustee boards", says George Machabeli. He points outa constructive approach the Ministry of Education andScience has shown towards remarks and suggestionsmade by the EPPM and non-governmental organiza-tions. The institute plans to monitor the process ofreforms to make sure interests of all groups of societyare met.

In view of rapidly changing developments, EPPM plansto develop a new strategy for the years 2006-2010.Initially, this was a three-year strategy for 2004-2006.George Machabeli says: "Key tasks and goals will notchange, but an approach will alter". In particular, follow-ing components will become stronger: setting a policyin the education field, developing professional educa-tion along with higher and secondary education, devis-ing a modern efficient scheme for training and retrain-ing employees of the system and workers of managingbodies. "We have very ambitious goals and not only forthe reformation and development of the education sys-tem, but also regional cooperation", says GeorgeMachabeli. For instance, EPPM intends to take pat inthe South Caucasus Regional Research Program,which will study the processes taking place under theBologna Declaration in the region's states, and so on.

One of the most acute problems in the field of educa-tion is a lack of a single base of terminology, whichoften prompts misunderstanding and mistakes. Toaddress the problem EPPM laid the foundation of thecreation of an education terminology dictionary in 2002.The initial stage of the project was funded by the OpenSociety - Georgia Foundation. A group of experts com-posed a dictionary containing around 650 words. Thisyear the dictionary will be finally edited and published.George Machabeli says no similar publication is avail-able in Georgia.
