in 2008 and give him scholarships for education. Minister Hasan on the occasion presented a certificate naming Ronaldo as an envoy for the preservation of mangroves.

Other than offering a magnificent sunset, the existing temples also exude a strong spiritual aura, that’s why more and more tourists coming to see them. So do not be surprised, if the tourist attraction located at Beraban village, Kediri - Tabanan or about 13 km from Tabanan town and about 20 km north of Denpasar is always flooded with tourists.

There are 5 temples spreading across the tourist attraction becom-ing a perfect blend of nature and culture. Almost all the temples have their own uniqueness. Batu Mejan, for instance, is a temple situated about 100 meters west of Batu Bo-long Temple. Hindu community in Bali knows the Batu Mejan Temple as Beji Temple. A miracle will appear in the temple area where along the coast in the south of Batu Mejan Temple can be found some springs. It is clearly seen during low tide. Similarly, for people wishing to trade, they should not make use of sidewalk as a place to do business so as not disturb the public order.

He hoped when people found

difficulty in disposing their waste, they should establish self-manage-ment groups. The presence of such self-management group indicated if the public had showed high aware-ness of sanitation. “In this regard, the government cannot handle it alone in dealing with the sanitation in the city of Denpasar. The role of community in keeping the environ-ment clean wherever they are is very necessary,” said Sayoga.

Denpasar (Bali Post)—The fuel price hike is indeed pre-

dicted to have an impact, where one of which is the hoarding. Before the government increased the fuel prices, the Criminal Detective Unit IV of the Denpasar Metro Police could reveal the diesel fuel abuse, Thursday (Jun 22). Four suspects consisting of Sutrisno, Nur Fauzi, Parwata and Juniarta were arrested and taken to the Denpasar Metro Police.

Aside from the four suspects, police could also confiscate at least 2 tons of diesel fuel. The diesel fuel was stored in a modified Isuzu Elf mini bus. Inside the vehicle occurred two large tanks, each of which contained 1 ton of diesel fuel. Similarly, it was also found a hose and a unit of pump engine used to move the fuel. The evidence had been secured in Denpasar Metro Police.

A slight oddity occurred in the dis-closure of such fuel abuse where the vehicle owner (Sutrisno) and driver (Nur Fauzi) were not arrested. Mean-while, two operators of the petrol station (Parwata and Juniarta) were arrested and put into detention cell. The suspect Sutrisno and Nur Fauzi were not ar-rested because their penalties were less than 5 years in prison. Conversely, the suspect Parwata and Juniarta could be charged with penalties of more than 5 years in prison.

Spokesperson of the Denpasar Metro Police, IB Sarjana, explained on Tuesday (Jun 25) the suspect Sutrisno and Nur Fauzi from Banyuwangi were charged with the article 53 of Law No. 22/2001 on Oil and Gas with penalty of 4 years in prison. Meanwhile, the suspect Juniarta and Parwata were charged with the article 55 of Law No.22 /2001 on Oil and Gas with the penalties of 6 years in prison.

When asked about the matter, Sar-jana said it happened due to difference in the article used to charge. “Penalty for the vehicle owner and driver is un-der 5 years, while it is contrary to both operators of the petrol station,” he said. Further, he explained the disclosure of the case began when police suspected a blue Isuzu Elf mini bus with license plate DK 9090 GZ passing around Jalan Sunset Road, Kuta, around 04:00 a.m.

After being dogged, the vehicle driven by the suspect Nur Fauzi came into petrol station No. 5480323 on Jalan Sunset Road. Well, there was known the filling of diesel fuel exceeding the capac-ity. After filling in the diesel fuel, the vehicle moved away and led to Jalan By-pass Ngurah Rai, Pesanggaran in South Denpasar. Police officers of Unit IV led by Panji Ramadhan stopped the vehicle and then performed an examination.

The driver could not present the purchasing document of the subsidized fuel. Ultimately, the driver and the evidence were secured in the Denpasar Metro Police. Based on the result of development, the vehicle owner was arrested at his boarding house on Jalan Pesanggaran, Gang Ulam Kencana, Denpasar. Furthermore, two petrol sta-tion operators were arrested and taken to the Denpasar Metro Police for further examination. “The four have the status as the suspect,” explained Sarjana.

When the case was revealed in the Denpasar Metro Police, the suspect Par-wata and Juniarta did not speak much when being asked by media crews. He only admitted to fill in the tanks with diesel fuel. From the 2 tons of diesel fuel worth IDR 9 million, they were paid at IDR 200,000. “We are paid IDR 200,000 and it must be divided into four. So, we respectively get IDR 50,000,” he told reporters. NUSA DUA - The condition of Sumatra is improving as the fire fighting task force has managed to reduce the number of hot spots coming from forest, plantation and peatland fires, according to Coordinating Minister for People’s Welfare Agung Laksono.

The number of hot spots decreased to less than 10 and the Pol-lution Standard Index (PSI) dropped to 56 from more than 300 previously, Minister Laksono said here on Wednesday.

The minister said he had received information respectively from the chairman of the National Disaster Mitigation Agency (BNPB), Syamsul Maarif, and the Indonesian ambassador to Sin-gapore that the condition of the air over Sumatra and Singapore has improved.

Despite the improvement, the task force would remain in Suma-tra until August to deal and monitor the fire problem, he said.

In the next four to five days, the government will deploy a big rented helicopter capable of carrying 4,000 liters of water to assist the fire fighting operation in Sumatra, the minister added.

“We have held a meeting with all the owners of water sport com-panies at Tanjung Benoa regarding the fuel price hike. On that account, it could be agreed the net price of marine tourist attractions with the increase of 40 percent and simul-taneously entered into force on Monday (Jun 24),” said Chairman of the Gahawisri Badung, Made Tromat.

According to him, the rate increase this mid-year had been agreed upon by the stakeholders or travel agencies. So, the con-tract agreed upon during the year could be revised and adapted to the increase of the subsidized fuel price, namely IDR 2,000/liter for gasoline and IDR 1,000/liter for diesel fuel.

“It has become a shared respon-sibility to change the applicable contract. Otherwise, we can go

bankrupt as a businessman. It happened due to the price hike of fuel, especially for diesel fuel,” he said.

Related to the impact of tariff increase on the interest of tourists in enjoying the marine tourism in Bali, Made Tromat was optimistic if the policy would not much affect the interest of tourists. “Definitely it has an impact, but it is not significant. Without an increase, the employers can go bankrupt,” he said.

The fuel price hike had indeed made the entrepreneurs adjust the price. As acknowledged by Wayan Dharma, one of the water sport businessmen in Badung, the water sport rates had to be adjusted to the fuel price hike. The policy had an immediate impact on the employee salaries because their needs would increase in line with the price in-crease. “They also need to eat, so

that we must also consider increas-ing their salary,” he added.

Moreover, he added, the fuel price hike affected the users of ma-rine tourism. Typically, there was a decrease in consumers. However, he remained to hope the situation could return to normal in relatively short time as ever before. “Hope-fully, the condition could be back to normal quickly,” he hoped.

He said there was a restless-ness continuing to haunt namely regarding the contract agreement with travel agencies because the rates mentioned in the contract were the rates before the fuel price hike. Meanwhile, to make adjustment to travel agencies would take a long time. to have a great impact on the agricultural sector, in fact has not been very much felt. Originally, many parties getting involved in the ag-ricultural sector feel anxious because the fuel price hike will have an impact on the increase in the price of fertilizer.

Besides, farmers should also possibly spend extra cost reaching 2-3 percent when the transportation cost of the agricultural products and the price of subsidized fertilizer increases. The other impacts are the increase in transportation cost of the agricultural products and reduction in the profit components obtained from the rice harvest yield or other plants at the level of farmers.

Related to the price of fertilizer, the Marketing Head of Pupuk Kalimantan Timur (Kaltim) for Bali and NTB Region, Imam Sujono, revealed on Monday (Jun 24) that there was no change in the price of the subsidized fertilizer after the announcement of the fuel price hike.

“We’ve not got information on the price hike of fertilizer. There-fore, we still sell the fertilizer at normal price. Farmers do not need to feel anxious and worry about the fertilizer price because they can still buy fertilizer at normal price for the second planting season this year,” he affirmed.

The fuel price hike was admitted to be very influential in various sectors, including the fertilizer becoming a strategic commodity required by farmers. However, the impact on the fertilizer would be greater in the distribution cost than the price of fertilizer itself. “A number of transport entrepreneurs indeed propose an increase, but it stays to need a process. Additionally, the adjustment of fertilizer price is the authority of central government,” he explained.

When asked about the price, Imam explained the selling price was still normal as usual, where the subsidized urea fertilizer was sold for IDR 1,800 per kg, while the retail price of the other subsidized fertilizers such as NPK was IDR 2,300 per kg and Zorganic fertilizer at IDR 500 per kg. “We are still waiting for the government policy related to the fertilizer. Hopefully, there will be no price hike, so that farmers will not be burdened,” he said.

He added the market demand for fertilizer in the second planting season this year had begun to diminish compared to the previous month. He said it happened because a number of places were experiencing weather anomalies with rainy condition so that the absorption of fertilizers remained to exist in the area, while in general the condition had declined. “Ordinarily, the demand surge in fertilizer will occur in October denoting the next planting season. We predict the surge demand to take place until March next year,” he explained. (kmb28)

REJANG Dewa A Sacred Dance to Welcome Gods ArrivalLargely, the dances existing in Bali do not only serve as an entertaining art, but also as ritual dance devoted to gods. Therefore, it is not surprising if the dances in Bali are mostly performed in temples, including the Rejang Dance. This dance has many variants such as the Rejang Renteng, Rejang Bengkel, Rejang Ayodpadi, Rejang Galuh, Rejang Dewa, Rejang Palak, Rejang Mebingin, Rejang Makitut, Rejang Haja and Rejang Negara. In Balinese community, the most popularly staged rejang dance is the Rejang Dewa. Rejang Dewa is a ritual dance of the Balinese community. It is a sacred presentation to welcome and entertain the gods coming down from heaven to earth. Among the Balinese Hindu community, the Rejang Dewa dance is staged in the deva yajña ritual such as temple anniversary or piodalan.

In contrast to the Sanghyang Dance denoting the dance of the gods-goddesses as well as other holy spirits entering into the body of the dancers, the Rejang Dewa is a sacred offering to gods. During the temple ceremony, gods are invited through mantra and puja to come down from heaven, and then abide in the sacred objects like Pratima or effigy. To welcome and

cheer the arrival of the gods, people then perform Rejang Dewa dance. Through the dance, people express their sincere gratitude to gods for their willingness to come down to earth.

Rejang Dewa dance is performed by female dancers usually around a holy place or shrine, where the effigies are placed. The Rejang Dewa dancers generally put on the attires dominated by white and yellow colors with a headdress made of materials such as young coconut leaves. “White is a symbol of purity, while yellow is sacred just like the moon and the sun. Most of the sacred dances put on the attires definitely dominated by white and yellow colors,” said Kadek Suar-taya, a lecturer in Philosophy and Art Criticism, in the Indonesia Institute of the Arts (ISI) Denpasar when met not long ago.

In performing the Rejang Dewa dance, the dancers usually make a circle in the temple or shrine courtyard. Some-times, the dancers carry out this dance while holding hands. As a welcoming dance to gods, aside from having to be performed in sacred place like a temple, it also has the other requirements. “In the context of sacredness, Rejang Dewa dance must be danced by a girl who has not got their period yet. In the Balinese belief, if the Rejang Dewa dance is per-

formed by women who have got their menstruation, gods and goddess will not be willing to come down to earth. This also applies to the other wali dance such as the Sanghyang dance. Hence, most of the dancers performing this dance remain at elementary school,” he added.

In terms of the type of the move-ment, the Rejang Dewa is said to be quite simple, while the tempo of its movement is slow and tender. Domi-nant movements used in the Rejang Dewa dance is ngembat and ngelikas or left and right movements performed while moving forward slowly. When dancing, the dancers of Rejang Dewa generally have no dialogue or sing-ing. Rejang Dewa dance is gener-ally accompanied by gamelan music, although there are also accompanied by tembang or Song. Gamelan accom-paniment of the Rejang Dewa dance in general is Gong Kebyar gamelan music.

Rejang Dewa dance is a ritual dance whose performance is always associated with ritual, where it is mainly performed in the Deva Ya-jña ritual in temple. Based on observation, private vehicles, buses and trucks seemed to have been busy since the afternoon. Around 7:00 p.m., the area of harbor parking lot had been filled by buses where the majority was buses transporting domestic tourists. Meanwhile, the trucks coming back simultaneously after transporting freights looked to extend the queue. After the maneuver parking was full, the end of queue kept stretching and around 8:00 p.m. had reached the Gilimanuk Market. Even, un-til 11:00 p.m. the queue of 2-row vehicles had reached the entrance gates or 2 kilometers from the harbor area. The queue took place up to 3 hours.

In order to avoid the longer queue, the officers diverted the private vehicles through the right lane to get into the harbor. Meanwhile, the trucks remained in the left lane. Supervisor of the Gilimanuk ASDP, Suyitno, said that the queue happened because the lo-cal tourist buses and trucks came back simultaneously at the same night. According to a lecturer from the Department of Fisheries and Ma-rine Sciences at the Warmadewa University, Ketut Sudiarta, the con-dition of damage to coral reefs in the waters of Bali highly varied. He said that in general the condition of coral reefs in the northern coastal areas of Bali was worse than in the coastal areas of southern Bali. Based on his research in 2011, the main problem related to the damaged coral reef ecosystem in northern Bali was the high destruc-tive fishing activities, particularly the catching of ornamental fish by using poisonous substance (potas-sium cyanide).

“The most severe condition is in Buleleng region. In the eastern region, the condition of coral reefs tends to be good because it is sup-ported by the dynamic flows of Lombok Strait, while in the western region has no problem,” he said.

Meanwhile, said Sudiarta, the condition of coral reefs in coastal territory of Denpasar City and Badung was quite varied, ranging from good to moderate category. However, the most severe dam-age occurred to coral reef eco-system in the waters of Padang-galak. “Indeed, there is an area influenced by the river, namely the flow of fresh water, so that it forms sedimentation. Besides, there also follows the estuary of Ayung River,” he said.

He added the destruction of coral reefs in some waters in Badung and Denpasar faced the same problem namely due to

high pollution in coastal waters. “Denpasar faces the problem due to the high waste pollution from land area,” he said while adding the damage to coral reefs was also caused by plastic waste. “Based on the results of our survey, the most plastic waste was found at Sanur and Melaya,” he added.

He also said that, other than being caused by waste, the dam-aged to the ecosystem of coral reef in the area of Denpasar and Badung was also caused by the practices of anchoring and dis-turbance by divers.

“Coral reefs have many func-tions, where one of them is serving as the absorber of the ocean waves, so that it is avoided from abrasion. When the coral reef is damaged, the land will undergo an abrasion,” he said. Besides, said Sudiarta, the coral reefs also served as the native home to fish and tourist attraction, particularly tourism showing off the underwater charms.

According to him, as an effort to reduce the damage to coral reefs due to the factors beyond the nature, it also needed the public consciousness. “Yes, the human tension should be reduced, so that it (coral reef) will be quickly restored. For Denpasar, the waste should be diminished. People must prevent the waste from en-tering into the ocean, especially the waste from the mangrove stream,” he said. Such a public portrayal of Ameri-ca’s importance and the need to make overtures to it undoubtedly rattled a few among Iran’s ruling clerics, who decide which candidates are cleared to run. Yet they allowed Rouhani to enter the race, and to the surprise of many, he surged to a runaway victory.

Rouhani’s repeated emphasis on direct outreach to Washington may now have a chance for real traction among the ultimate decision-makers in Iran — the ruling clerics and the powerful Revolutionary Guard. They have long opposed unilateral talks, insisting they would do no good. But the lack of major blowback to Rouhani’s speech in mid-May signaled that the idea is no longer a taboo for the establishment, even if it is not yet entirely convinced. Another sign came from Supreme Leader Ayatollah Ali Khamenei, who in March hinted he would not stand in the way.

“We have disagreements with the U.S. on regional and international matters, but obviously friendship or hostility with the world is not perma-nent,” Rouhani told an audience at

Tehran’s Sharif University in his May address. “Every country can improve its relations with others.”

Rouhani was Iran’s chief nuclear negotiator from 2003 to 2005 and he has said he is convinced he could have sealed a deal if Tehran had been talking directly to Washington at the time. Efforts are under way for a new, fourth round of the multilateral nuclear talks bringing together Iran and the U.S. and other world pow-ers. Earlier rounds have brought no headway.

It’s far too early to gain anything more than hints from Iran on whether Rouhani’s election this month could shift tactics in nuclear negotiations.

Rouhani does not formally take office until August. Washington has said it appreciates Rouhani’s appeals for more engagement, but knows the meaningful decisions are made higher up by Iran’s theocracy.

Moreover, Rouhani has made clear he has the same red lines as the ruling clerics: He said in his first post-victory news conference that Iran will never surrender its ability to enrich uranium — the central issue of the disputes.

Still, the next chief nuclear envoy on the Iranian side is almost certain to side closer to Rouhani’s view that seeking one-on-one talks with Wash-ington is a worthy pursuit. It’s widely expected that hard-liner Saeed Jalili — who finished a distant third behind Rouhani in the June 14 election — will be sent packing by the ruling clerics to avoid internal tensions. It may be weeks before a shortlist for successors is known. But some possible names mentioned include former Foreign Minister Ali Akbar Velayati, who finished next-to-last in the presidential race; Mohammad Javad Zarif, a former envoy to the U.N., and Amir Hossein Zama-ninia, a former member of Iran’s negotiating team.

No dates have been proposed to possibly resume talks between Iran and a six-nation bloc, the permanent U.N. Security Council members plus Germany. The four previous rounds since last year have foundered on a central deadlock: The U.S. and oth-ers insist Iran sharply scales back its uranium enrichment as a first step, while Iran says the West should ease sanctions as an opening offer.

GAUCHAR, India — Paramilitary soldiers on Wednesday re-covered 20 bodies from a steep hillside in northern India where a helicopter crashed while on a mission to rescue people stranded in monsoon floods, the country’s air force chief said.

The helicopter crashed late Tuesday when its rotor blades hit the hillside while returning with survivors of flooding and land-slides that have killed more than 1,000 people and washed away thousands of homes, roads and bridges since mid-June in the Himalayan state of Uttarakhand.

Soldiers using ropes reached the crash site early Wednesday and found the bodies of 20 people, including five air force crew members, Air Chief Marshal N.A.K. Browne told reporters.

The helicopter’s cockpit voice recorder was recovered and an inquiry has been ordered to determine the cause of the crash, Browne said. Some 45 aircraft have been used in rescue and relief operations, but intermittent rain and dense fog have dogged the efforts since Sunday.

Troops on Wednesday were trying to rescue about 5,000 people who remained stranded in the towns of Badrinath and Harsil 10 days after torrential rains triggered the flooding and landslides.

Browne visited the hill town of Gauchar, the center of the rescue and relief operations. He assured flood survivors that helicopters would rescue everyone stranded in Uttarakhand despite the bad weather.

BEIJING - A Chinese space capsule with three astronauts landed safely Wednesday on the country’s northern grasslands after a 15-day trip to a prototype space station, marking the latest success for China’s manned space program as it enters its second decade.

The Shenzhou 10’s descent module landed by parachute in the vast territory of Inner Mongolia early Wednesday with the three crew members smiling and waving on live television after wrig-gling through the blackened capsule’s narrow hatch.

“I hope all our young friends may wish beautiful dreams and may their dreams come true,” said Wang, who, like her two colleagues, was still clad in her space suit and seated under bright sunshine in white folding chairs in front of the round-edged module.

Authorities warned motorists and fishermen in parts of the province to stay home this week due to poor vis-ibility from the haze. Each year, forest fires on Sumatra and Borneo islands smother parts of nearby Singapore and Malaysia in haze. The Indonesian government usually blames plantation owners and traditional farmers for illegally setting fires as a cheap way to clear land.

nesian government in cooperation with UNDP and UNREDD has launched an English edition com-prehensive forest management index.

The launch, which is the first in Indonesia, was done at an interna-tional meeting in forestry on June 25-July 2 in Senggigi, Lombok Barat district, West Nusa Tenggara, on Wednesday.

The meeting was attended by around 150 representatives from 37 countries and preceded by a Project Grant Agreement meeting and the index launching.

The head of the Presidential Working Unit for Development Supervision and Control/REDD (reducing emission from deforesta-tion and degradation) Task Force, Imam Santoso, said the index is an analysis on current forest manage-ment conditions and their implica-tion on REDD+ programs.

Indonesia as a country with the world’s third biggest forest cover has taken positive steps to protect its forests.

Indonesia is also one of the countries that has committed itself to reducing green house gas emis-

sions drastically by 26 percent by 2020, mostly caused by peat land and forest degradation.

“The report contains detailed policy recommendations to increase accountability and transparency which is key to protecting sustain-able forests and peat land in Indo-nesia,” he said.

He hoped the launch of the index could make Indonesia a reference country for implementation of REDD+ programs.

“I hope Indonesia’s experience in analyzing forests, peat land and REDD+ forest management along with several other countries could make Indonesia become a role model for implementation of forest management,” he said.

Tim Clairs from UN-REDD Program said he appreciated the Indonesian government’s courage to openly admit challenges in forest management.

“The availability of compre-hensive initial data is an important initial step to improve management system and structure,” he said.

Director of UNDP Indonesia Beate Trankmann meanwhile said forest management in Indonesia reflected the Indonesian govern-ment’s commitment to handling

management issues in the imple-mentation of REDD+.

“This is proof that REDD+ could not work without good management. Good management is a must so that public system, institutions and laws could ef-fectively protect forests and peat land,” he said.

He said the study in the past year had been carried out through close consultations with REDD+ Task Force, the ministry of forestry and the National Development Planning Board (Bappenas).

The report was filed through intensive public consultations and with support from academics and noted experts in Indonesia.

Indonesia with support from UN-REDD Global Program is one of the four countries that has been used as a pilot project for the launching of the PGA. The other countries include Equador, Nigeria and Vietnam.

The report covers 10 provinces in Indonesia with their forests reaching half of forests in Indone-sia. They are Aceh, Riau, Jambi, South Sumatra, West Kalimantan, East Kalimantan, Central Kaliman-tan, West Papua and Papua and two districts in each of the provinces.

“On a lot of the big issues, we have agreement in principle,” Irish Agriculture Minister Simon Cove-ney, who is chairing the discussions as holder of the EU presidency, said on Tuesday.

Coveney voiced hope that a three-way meeting of the European Commission, Council and Parlia-ment in Brussels on Wednesday could formalise the preliminary agreement.

Coveney said that a “stumbling

block” over how to divide subsidies at the regional and national levels had been overcome, although he cautioned: “This deal is not done.”

Under the current rules, 80 percent of CAP payments go to the top 20 percent of intensive farm businesses since several countries still link the subsidies to production levels.

Under the new proposal, member states would have to ensure that by 2019 each farmer receive at least 60 percent of the average national or

regional subsidy per hectare.The reduction in subsidies that

this would entail for intensive farm-ing enterprises would be limited at 30 percent.

Explaining the limit, Coveney said the reductions should not be done “to such an extent that they would result in massive losses for productive farmers that have high payments.”

He said the average reduction would only be between 11 and 12 percent for farmers who lose out, while farmers who benefit from the reform would get on average an extra 35 percent.

“There will be more gainers than losers,” he said.

EU negotiators have also agreed

on boosting subsidies for young farmers and obliging member states to allocate 30 percent of subsidies for farms that use eco-friendly farming methods.

But many issues are still out-standing, including sugar quotas and an upper limit on subsidies given out by the CAP.

The European Commission and Parliament want to limit aid received by each farm to at most 300,000 euros ($392,000) and to gradually reduce subsidies above 150,000 euros.

But the Council is reticent to ta-ble the proposal, which was already ruled out by a summit of EU leaders this year. Coveney said there was “very little room to manoeuvre”

on the issue.“This issue may have to stay in

brackets and be negotiated in the context of ongoing discussions on the European budget,” a European source told AFP on condition of anonymity.

French Agriculture Minister Stephane Le Foll warned after the talks: “There is a partial agreement but it is worth nothing without an agreement on everything.”

The CAP accounts for around 38 percent of the EU’s budget.

CAP reform is due to be imple-mented gradually starting in 2014 but the new subsidy system would not be in place before 2015 due to delays in negotiations on Europe’s next budget.

New home sales, bigger factory orders and rising consumer confi-dence helped allay fears about state of the U.S. economy, the world’s biggest. The data came on the heels of comments by China’s central bank that eased fears of a credit crunch in the world’s No. 2 economy. Develop-ments in both countries helped boost appetite for stocks, analysts said.

“The firmer data came alongside soothing comments from China’s cen-tral bank about liquidity conditions in the banking sector,” Mitul Kotecha at Credit Agricole CIB in Hong Kong said in a commentary.

China’s central bank caused a global rout in markets on Monday af-ter it moved to curb so-called shadow banking — unregulated lending to companies starved of credit by tradi-tional banks. Investors worried that would cause an increase in borrowing rates for companies, hurting business. On Tuesday, the central bank issued a statement saying it would act to keep credit markets functioning, if needed.

Britain’s FTSE 100 advanced 0.8 percent to 6,147.89. Germany’s DAX rose 1.2 percent to 7,902.70.

Mainland Chinese shares were mixed after enduring sharp losses earlier this week. China allowed in-terbank lending rates to soar overnight Thursday, an attempt by Beijing to clamp down on massive credit flows in the informal lending industry. The return of Rudd could now see Australia go to an election in August rather than the set date of September 14, to cash in on his greater popularity with voters and an expected honey-moon period with the electorate.

Rudd, a former diplomat who speaks Mandarin, won a Labor Party ballot with 57 votes to Gil-lard’s 45. Gillard promised to quit politics if she lost the ballot.

The leadership change followed a

series of opinion polls showing Gil-lard’s minority government could lose up to 35 seats at the looming elections, giving the conservative opposition a massive majority in the 150-member parliament.

But polls also show Rudd is more popular with voters and his return to the prime ministership, which he lost to Gillard in June 2010, could stem the size of Labor’s election loss.

MOSCOW/NAANTALI, Fin-land - Russian President Vladimir Putin confirmed on Tuesday a for-mer U.S. spy agency contractor sought by the United States was in the transit area of a Moscow airport but ruled out handing him to Washington, dismissing U.S. criticisms as “ravings and rubbish”.

In his first public comments since Edward Snowden flew in on Sunday, Putin appeared to make light of the diplomatic uproar over the fugitive, whose flight from U.S. authorities is becom-ing a growing embarrassment for President Barack Obama. “I myself would prefer not to deal with these issues. It’s like shearing a piglet: there’s a lot of squealing, but there’s little wool,” Putin told a news conference in Finland.

Snowden, who worked as a systems administrator at a U.S. National Security Agency facil-ity in Hawaii, is facing espionage charges from the United States after leaking details about secret U.S. surveillance programs to the news media.

Two U.S. national security sources said intelligence agencies have detected that members of targeted militant organizations, including both Sunni and Shi’ite Islamist groups, have begun altering communications pat-terns, believed to be in response to the leaks on eavesdropping programs.

BEIJING - Gangs armed with knives attacked a police station and a local government building on Wednesday in China’s restive far western Xinjiang region, leaving 27 dead in clashes with police, the government news agency Xinhua said.

The unrest in the region, home to a large Muslim Uighur minority, was the deadliest since July 2009, when nearly 200 people were killed

in riots pitting Uighurs against eth-nic Chinese in the region’s capital Urumqi.

Xinhua said Wednesday’s unrest erupted at about 6 a.m. in the remote township of Lukqun, about 200 km (120 miles) southeast of Urumqi.

Gangs attacked Lukqun’s po-lice stations, the local government building and a construction site, stabbing people and setting fire to police vehicles, Xinhua quoted regional Communist Party officials as saying.

Nine policemen and security guards and eight civilians were killed before police shot dead 10 of the attackers, Xinhua quoted the of-ficials as saying. The reasons for the attacks were not immediately clear.

Many Uighurs, Muslims who speak a Turkic language, chafe at what they call Chinese govern-ment restrictions on their culture, language and religion.

A key component of such a sys-tem — an insulin pump programmed to shut down if blood-sugar dips too low while people are sleeping — worked as intended in a three-month study of 247 patients.

This “smart pump,” made by Minneapolis-based Medtronic Inc., is already sold in Europe, and the U.S. Food and Drug Administra-tion is reviewing it now. Whether it also can be programmed to mimic a real pancreas and constantly adjust insulin based on continuous read-ings from a blood-sugar monitor requires more testing, but doctors say the new study suggests that’s a realistic goal.

“This is the first step in the devel-opment of the artificial pancreas,” said Dr. Richard Bergenstal, diabetes chief at Park Nicollet, a large clinic in St. Louis Park, Minn. “Before we said it’s a dream. We have the first part of it now and I really think it will be developed.”

He led the company-sponsored study and gave results Saturday at an American Diabetes Association conference in Chicago. They also were published online by the New England Journal of Medicine.

The study involved people with Type 1 diabetes, the kind usually

diagnosed during childhood. About 5 percent of the 26 million Ameri-cans with diabetes have this type. Their bodies don’t make insulin, a hormone needed to turn food into energy. That causes high blood-sugar levels and raises the risk for heart disease and many other health problems.

Some people with the more common Type 2 diabetes, the kind linked to obesity, also need insulin and might also benefit from a device like an artificial pancreas. For now, though, it’s aimed at people with Type 1 diabetes who must inject insulin several times a day or get it through a pump with a narrow tube that goes under the skin. The pump is about the size of a cellphone and can be worn on a belt or kept in a pocket.

The pumps give a steady amount of insulin, and patients must moni-tor their sugar levels and give themselves more insulin at meals or whenever needed to keep blood sugar from getting too high.

A big danger is having too much insulin in the body overnight, when blood-sugar levels naturally fall. People can go into comas, suffer seizures and even die. Parents of children with diabetes often worry so

much about this that they sneak into their bedrooms at night to check their child’s blood-sugar monitor.

In the study, all patients had sen-sors that continuously monitored their blood sugar. Half of them had ordinary insulin pumps and the others had pumps programmed to stop supplying insulin for two hours when blood-sugar fell to a certain threshold.

Over three months, low-sugar episodes were reduced by about one-third in people using the pump with the shut-off feature. Importantly, these people had no cases of severely low blood sugar — the most danger-ous kind that require medical aid or help from another person. There were four cases in the group using the standard pump.

“As a first step, I think we should all be very excited that it works,” an in-dependent expert, Dr. Irl Hirsch of the University of Washington in Seattle, said of the programmable pump.

The next step is to test having it turn off sooner, before sugar falls so much, and to have it automatically supply insulin to prevent high blood sugar, too. Dr. Anne Peters, a dia-betes specialist at the University of Southern California, said the study “represents a major step forward” for an artificial pancreas.

NEW YORK - The proportion of U.S. men with early, slow-growing prostate cancer who received robotic surgery and other expensive treatments increased between 2004 and 2009, according to a new study.

Researchers found that use of those therapies also rose among men who were unlikely to die from prostate cancer because they were sick with other chronic diseases when their cancer was diagnosed.

“You can’t get at what the right rate (of treatment use) is from our study, but what we did find was treatment with these advanced technologies increased over the past decade, and was fairly common,” said Dr. Brent Hollenbeck, who worked on the study at the University of Michigan in Ann Arbor.

Evidence has been building that a wait-and-see approach might be most effective for men with low-risk prostate cancer that may or may not progress, rather than scheduling surgery or radiation right away

But both doctors and patients have been hesitant to adopt that strategy, also known as watchful waiting or active surveillance, researchers said.

“There’s no incentive for (doctors) to do it, because there’s no real pay-ment, and it’s very complicated. It’s not easy to do active surveillance,” said Grace Lu-Yao, who studies prostate cancer treatment at Robert Wood Johnson Medical School in New Brunswick, New Jersey.

What’s more, she told Reuters Health, “Some patients may just feel they’ll go with the most advanced technology and get rid of the cancer, so they’ll feel more secure in a way.”

Hollenbeck and his colleagues analyzed data on about 56,000 older men diagnosed with prostate cancer and covered by Medicare, the government’s health insurance program for the elderly and disabled. They found that among men with low-risk cancers, use of high-end treatment - including robotic surgery and high-precision radiation, known as intensity-modulated radiation therapy - increased from 32 percent in 2004 to 44 percent in 2009.

Likewise, the technologies’ use among men with other serious health problems increased from 36 percent to 57 percent, Hollenbeck and his colleagues reported on Tuesday in the Journal of the American Medical Association.

Those high-end treatments largely replaced the use of older therapies, which became less common, the researchers found. Close to half of men diagnosed with low-risk cancer across the study period took a wait-and-see approach.

According to Healthcare Blue Book, prostate removal costs about $13,000 - and robotic surgery usually adds to the price tag. Treatment also comes with a risk of side effects including impotence and incontinence.

LONDON — More than a third of patients infected with a new strain of bird flu died after being admitted to the hospital earlier this year, Chinese researchers report in a new study.

Since the new H7N9 bird flu first broke out in China in late March, the strain has sickened more than 130 people and killed 37. The World Health Organization has previously described H7N9 as “one of the most lethal influenza viruses” it has ever seen and said it appeared to spread faster than the last bird flu strain, H5N1, that threatened to unleash a pandemic.

After making some adjustments for missing data, the Chinese scientists estimated the overall death rate to be 36 percent. The outbreak was stopped after China closed many of its live animal markets — scientists had assumed the virus was infecting people through exposure to live birds.

That makes the new strain less deadly than H5N1, which kills about 70 percent of the people it infects. Still, H7N9 is more lethal than the swine flu that caused a 2009 global epidemic. That had a death rate of less than one percent.

The results were released in two papers on the H7N9 strain, published online Monday in the journal Lancet.

“The good news is that numbers of (H7N9) cases have stalled,” Cecile Viboud and Lone Simonsen of the U.S. National Institutes of Health wrote in a commentary accompanying the article.

However, they warned that the threat of the virus still “persists” and predicted that the strain might return in the winter, when flu viruses are typically most active. That assessment echoes the WHO, which earlier this month also warned of the virus adapting.

EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

The Sam Mendes-directed musical, based on Roald Dahl’s much-loved and twice film-adapted children’s book, was cheered Tuesday by a packed house of theatergoers that included actresses Sarah Jessica Parker and Uma Thurman and members of the Dahl family.

The show features new songs by “Hairspray” duo Marc Shaiman and Scott Wittman, along with extravagant sets and costumes designed to bring to life the magical confectionary factory run by the flamboyant yet secretive Willy Wonka.

Reviews were generally positive, with critics in the Guardian, Independent and Daily Mirror newspapers and Time Out magazine all awarding “Charlie” four out of five stars. Many reviewers had praise for the deft direction of Oscar-winner Mendes — in his follow-up to James Bond thriller “Skyfall” — and for Mark Thompson’s spectacular design.

Thompson draws on a bag of tricks that ranges from animation to puppetry to shadow projections, and fans of the book will find its most amazing flights of fantasy recreated onstage, from the factory’s chocolate waterfall to Wonka’s great glass elevator and his workforce of diminutive Oompa Loompas.

“The sets are massive, the special effects amazing,” said Daily Telegraph critic Charles Spencer. “If you want to see a fat boy sucked up a transparent tube or a girl metamorphosing before your very

eyes into a giant blueberry, this is un-doubtedly the show for you.”

Playwright David Greig has adapted Dahl’s story of poor but imaginative Charlie Bucket, who finds a golden ticket that allows him a tour of Wonka’s top-secret facility — alongside the far less wholesome chil-dren Augustus Gloop, Violet Beauregarde, Mike Teavee and Veruca Salt.

They come to gloriously sticky ends in Dahl’s sat-ire-tinged tale, updated by Greig and the songwriters for the era of the Internet and reality TV.

Douglas Hodge, one of Britain’s leading musical-theater performers, won praise as a charming and unsettling Willy Wonka, a role played onscreen by Gene Wilder and Johnny Depp. The Times’ Libby Purves called him “a clear, beautiful singer and an actor with immense heart ... (who) finds something mournful and dam-aged in Wonka.”

Nigel Planer, a former star of 1980s comedy “The Young Ones,” is the cast’s other big name as Charlie’s Grandpa Joe.
