In Janu- ary 2016, the room occupancy rate for star hotels has the average of 54.38 percent, dropped 5.94 points compared to December 2015 reach- ing 60.32 percent. “The highest room occupancy rate occurred in the Badung district namely 54.40 percent and the lowest occurred in Karangasem reaching 23.76 per- cent,” he explained. For non-star hotels, he added, the room occupancy rate reached an average of 26.87 percent with the highest rate occurred in Badung namely 38.05 percent. 54.38 percent, dropped 5.94 points compared to December 2015 reach-ing 60.32 percent. “The highest room occupancy rate occurred in the Badung district namely 54.40 percent and the lowest occurred in Karangasem reaching 23.76 per-cent,” he explained.

For non-star hotels, he added, the room occupancy rate reached an average of 26.87 percent with the highest rate occurred in Badung namely 38.05 percent. Then, the lowest occurred in Bangli district

BOB Dylan has sold his personal archive of notes, draft lyrics, poems, artwork and photographs to the University of Tulsa, where they will be made avail-able to scholars and curated for public exhibitions, the school said on Wednesday.

The 6,000 item collection spans nearly the entire length of Dylan’s 55 year-long career, and many have never been seen before. The collection was acquired by the George Kaiser Foundation and the University of Tulsa in Oklahoma.

The collection also includes master recording tapes of Dylan’s entire music catalog, along with hundreds of hours of film video.

The Foundation and the university did not say how much the Bob Dylan Archive cost, but the New York Times, which was given an exclusive preview, said it was sold for $15 million to $20 million.

Tulsa is also the home of a museum dedicated to folk singer Woody Guthrie, one of Dylan’s early influences.

“I’m glad that my archives, which have been col-

lected all these years, have finally found a home and are to be included with the works of Woody Guthrie... To me, it makes a lot of sense and it’s a great honor,” Dylan said in a statement.

Despite being regarded as “the voice of a generation” for his influential songs of the 1960s and 1970s, Dylan, now 74, has mostly kept his items out of the public eye, resulting in high prices when they occasionally come up for auction.

A handwritten copy of the song “Like a Rolling Stone” sold for a record $2 million at a New York auction in 2014, while the electric guitar he played at 1965 Newport Folk Festival sold for nearly $1 million in 2013.

The archives handed over to the University of Tulsa include two notebooks with lyrics from the 1975 album “Blood on the Tracks,” and Dylan’s handwritten lyrics to his 1964 song “Chimes of Freedom” scrawled on hotel notepaper dotted with cigarette burns. There is also correspondence between Dylan and the late beat poet Allen Ginsberg. (rtr)

Manhattan Supreme Court Jus-tice Deborah Kaplan set a June 1 date for Madonna and Ritchie to come back to court following a conference call with attorneys for all three parties.

Kaplan said she wanted to en-courage the parents, along with their lawyers, to resolve the matter in the best interests of their son. She said she may wish to meet at some point with Rocco, who has been living in London with his film director father.

In December, the teen ignored a court order to fly back to New York to reside with his mother. The pop star and Ritchie divorced in 2008 and agreed Rocco would live with the “Material Girl” singer.

None of the trio appeared in per-son on Wednesday. Attorney Ellen Sigal, representing Rocco, told the judge the teen was enjoying school in London but was having “a very difficult time.”

“Having this order over his head has been very stressful for him,” Sigal said by conference call.

No details were given on why Rocco wished to live with his father.

According to recent celebrity media reports, Madonna’s strict parenting style is thought to be at the heart of the dispute.

The singer, 57, is currently on the Asian leg of her “Rebel Heart” world tour, with her next show set for New Zealand on March 5. Rocco had joined her for the initial stages of the tour, working back-stage. He also went on tour with her in 2012.

Madonna has posted several childhood photos of Rocco on social media in the past two months, expressing her affection for him.

“I miss this boy so full of life so full@of@love” she wrote on Ins-tagram last week over a photo of a smiling, long-haired Rocco.

Twice-married Madonna has three other children: daughter Lourdes, 19, with her then-partner Carlos Leon; and David and Mercy, both 10, who were adopted from Malawi.

However, the economy of Bali in particular, in 2015 grew higher than the national average reaching 6 percent more. “So, Bali does not need to worry too much because Bali relies on tourism selling ser-vices, where consumption in Bali is not just domestic but also interna-tional consumption. So, as long as the tourism is maintained properly, I think the economy of Bali will grow above national average,” he explained.

Ministry of Tourism is targeting 20 million tourist arrivals in 2019 and 10 million this year. It means there will be double increase in the potential for business. “We need to double the number of restaurant and triple the number of road. Oth-erwise, traffic congestion will occur everywhere,” he said. As for hotels, he said there is no need to increase

for this year as they will get guests. In recent years hotel business was sluggish because supply has exceeded the demand. But, when the demand rises, hotel business will return to normal. He was also optimistic if the target of 20 million tourist visits can be achieved as reflecting from Malaysia that can bring in 16 million tourists.

So, Alex just appealed to com-plete the homework because there is a great and much potential to rise. In addition, the land for business is available, the economy is growing and it just needs to grab the land of business. “When the economy grows, it will always create op-portunities. Of course, some will be successful and unsuccessful. This business condition applies everywhere. We have to choose, and the success will be determined by each businessman,” he said. EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always hap-pens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on

the importance of the occasion.The celebration is very colorful.

The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are wor-shipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars,

tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Ho-liness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful at-tire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

alignments with weak economy,” said Viraguna.

An economist from the Hindu University of Indonesia (Unhi), Dr. A.A. Ngurah Gde Sadiartha, hoped the existing financial in-stitutions in Bali can give credit facility to local entrepreneurs to support the economic resilience of Bali. This measure can be co-ordinated with various elements. Other measure that can be taken is by giving alignment in the form of political policy for local entrepreneurs to thrive in Bali.

Another breakthrough that can be done is by establish-ing a consortium of Bali local entrepreneurs. It is expected to become the power to build com-petitiveness of local businesses in terms of capital, relationships and scope of business opportuni-ties that can be worked on. For this reason, it is important for all economic actors in Bali to take extraordinary measure and unite in managing the existing opportunities and economic potential. (dir)

DENPASAr - Three districts in Bali are still recorded to face shortage of patient beds when compared to the total population. Respectively, they are Jembrana, Karangasem and Badung district. Ratio of patient beds to total population is still below 1.

“When referring to the standard of the World Health Organization (WHO), at least the ratio of patient bed to population is 1: 1,000. The three districts still have the ratio below 1,” said the Head of the Bali Health Agency, Ketut Suarjaya, in Denpasar, Tuesday (Mar. 1).

Suarjaya explained that Jembrana has 241 patient beds (0.89), Karangasem 218 patient beds (0.52), and Badung 468 patient beds (0.78), while the six other districts have complied with the WHO standard. In details, Buleleng district has 713 beds (1.11), Bangli 310 beds (1.40), Tabanan 530 beds (1.22), Denpasar 2,938 beds (3.40), Klungkung 282 beds (1.61) and Gianyar 548 beds (1.12).

“Solution to this problem is by providing additional patient beds at each district hospital, not just bed for the treatment room of class III, but also class I and II,” he explained.

Moreover, continued Suarjaya, the integration of the JKBM into JKN will make people tend to search for class I and II. On that account, the increase of patient bed should be given a priority for both classes aside from optimizing the exist-ing public health centers and inpatient health centers. So far, people are still reluctant to be hospitalized in the public health centers.

“This happens because the hygiene in health centers is still poor and the equipment is inad-equate. It should be given the attention. If only the local leader is willing to go down to make improvement, the health centers will certainly become an option for people,” he said. (kmb32)

“We have done crime scene investigation on the third floor. Allegedly there is a source of fire at the location. However, it can-not be ensured whether it was the origin or starting point of the fire,” said the Chief of Denpasar Police Criminal Investigation Unit, Rein-hard Habonaran Nainggolan.

According to Reinhard, the results of the investigation by Fo-rensic Laboratory at the location found a quite large burning.

Did the fire source from short circuit or flame of incense? “It is not my capacity to talk about it. Later on, it will be concluded by Forensic Laboratory team and we just accompany it. The focus is still at the location,” he said.

To avoid the location suspected of being the source of fire from being ruffled by residents, police already set up police line on the first and second floors. Further-more, police officers conducted an intensive investigation at the site.

“It is located near the stairs, either on the first or third floor. But there is possibility to be found at other places, we’ll check them all,” said this officer from North Sumatra. When asked about the starting point of the fire, he told it must be checked at the entire scenes, while his institution is

still tracking the source of fire. “Later, the official results will be announced by central forensic laboratory,” he said.

During the crime scene investi-gation on Wednesday, this former police chief of North Kuta said that with the forensic laboratory he got difficulties because many merchants came into the scene. On that account, police just found the points on the third floor so far.

Since the opening, the interest of learners is quite high and the number of stu-dent in the admission registration is always booming. Such old building suffers severe damaged especially its roof has leaked a lot. When it rains, classrooms including the teacher’s room are submerged.

Not only that, a wooden frame supporting the roof has been obso-lete. As a result, the building is now prone to collapse and threaten the safety of children and teachers in the kindergarten. After the damage, she

has been trying to look for donations to improve the classrooms having almost collapsed. Unfortunately, it could not draw donors to participate, so the kindergarten building was left as in the current condition and the damage is getting worse. To that end, Swari and fellow teachers requested the attention of local government or private sector to help make a new building that will be more conve-nient and feasible for the process of learning and teaching.

“We have a pity on the children because they are playing under threat of collapsed building. The wood has rotted, while the roof leaked. When it rains, this room will be in-

undated and disturbing the comfort of children. We wished to build a new building, but the funds are not enough, so that we are forced to let it be in such condition and getting worse,” she complained.

Seeing the severely damaged condition of the building, a member of Commission IV, Ni Kadek Tru-kini, said that such very poor condi-tion of the building can collapse. To that end, her commission promised to make coordination with the Edu-cation Agency and other relevant parties to help repair the building of the Panca Darma Kindergarten. It is impossible to obtain rehabilitation fund from local government be-

cause it is managed by the founda-tion in Seririt. Besides, land status of the kindergarten building poses an asset of customary village and has not been certified yet.

“We are concerned with the condi-tions of the kindergarten building. It is so harmful and can collapse at times. If charged to district government, it is clearly impossible because the kindergarten is managed by private foundation. Nevertheless, we will at-tempt to find solution for this problem by making coordination with local government and other stakeholders,” said Chairperson of the PDI-P Faction of the Buleleng House of Representa-tives. BUENOS AIRES — Marine biologists said Wednesday that they are trying to un-derstand why 23 endangered Franciscana dolphins have showed up dead on several beaches.

Gloria Veira, spokeswoman for the Mundo Marino foundation, told The As-sociated Press that the animals were found last week.

Veira said the majority had strange markings on their snouts. She said they were found on beaches south of Buenos Aires, such as La Lucila, Aguas Verdes, Santa Teresita and Las Toninas.

Specialists were struck by the number and that they died at the same time, Veira said. She said marine biologists so far be-lieve climate change or large-scale fishing could be factors.

The Franciscan is an endangered spe-cies recognized by its long, slender beak. It is only found in waters off Argentina, Uruguay and Brazil. (ap)

Seventy-four percent of Rus-sians would vote to re-elect Putin as president, according to a poll by VTsIOM.

Putin dominates state media in Russia and is widely expected to contest the next presidential elec-tion in 2018. If he won, it would be his fourth term as president.

He has capitalised on conflicts in Ukraine and Syria to boost his popularity and his message that Russia is again a force to be reck-oned with on the world stage has gone down well with voters.

VTsIOM said Putin’s approval ratings had risen among many social groups, including young people. It also showed his support levels had risen sharply in recent years; in 2012 in the same polling series only 40 percent of Russians said they would vote for the Rus-sian leader.

“Even among those who think the president has not yet fulfilled

many of his pre-election promises, 70 percent are willing to support Putin,” VTsIOM said in a statement published on its website.

An independent Russian poll-ster, the Levada Center, gives Putin similar ratings. Liberal opposition politicians say the figures are un-fairly boosted by the fact that state TV, where most Russians get their news, affords Putin blanket and favourable coverage while largely ignoring them.

Should Putin win the 2018 election, he would have the right to serve until 2024. By that stage he would be over 70 years old and come up against a constitutional limit barring him from serving more than two consecutive terms.

He said the normalization must be taken to restore the area as before. Normalization is very different from reclamation. Normalization restores to its original condition, while recla-mation is the process of backfilling to create a new area.

“Other normalization needs to be done on the bare mangrove trees. Mangroves should be replanted in the areas having deforested. Pudut Island area will also be normalized, but we’d like to emphasize here there will be no change in terms of the order,” he said.

This regent of the PDI-P also responded to the environmental im-

pact assessment (Amdal) debated by public lately. “When talking about Amdal, it is an environmental impact analysis, but when building there must be a building permit (IMB) and permit of principle. expected to be cautious with potholes that can trigger an accident.

The Head of the Gianyar Public Works Agency, I Nyoman Nuadi, when asked for his confirmation related to such condition said that based on the results of coordina-tion with the Bali Public Works it is known the road repair will be carried out this year. “As final confirmation with the province, the National Road Authority for Region 8 will do total repair along the provincial road section to Ubud,” he said.

He explained the road repair will be worked on from Jalan Raya Mas, Teges to Jalan Raya Cok Gde Rai, Peliatan village, Ubud. “Actually, this should have been in the stage of implementation and up to December the path is confirmed to have no longer damages,” he said.

Nuadi added that for the path under the auspices of the Gianyar Public Works Agency such as Jalan Raya Lodtunduh southwardly will also be repaired this year according to the regional budget. “The road section under the district Public Works will also be improved this year, such as the Jalan Raya Lodtunduh to Jalan Raya Mawang, Sukawati,” he said. The annual gathering of the Na-tional People’s Congress is largely ceremonial, doing little lawmaking and instead providing a platform to publicize the Communist Party’s priorities. This year, delegates will focus on the ruling party’s new de-velopment plan — the latest chapter in a marathon effort to transform China into a middle-income econ-omy with self-sustaining growth driven by consumer spending instead of investment, trade and heavy industry.

Critics complain the party is dragging its feet on tackling one of the most important elements of that: The politically daunting challenge of reining in state companies they say are a drag on growth.

The target due to be announced Saturday by Premier Li Keqiang is expected to be a range of 6.5 to 7 percent, down from 2015’s goal of “about 7 percent” and the second cut in two years. It would be the minimum President Xi Jin-ping said in November is needed this decade to achieve the official

goal of making China “moderately prosperous.”

Economists warn anything high-er could set back reforms by forcing Beijing to throw more wasteful investment at the economy.

SEOUL, South Korea — Asian stock markets were moderately higher on Thursday after Wall Street logged modest gains on solid labor market data, despite weakness in U.S. manufacturing.

KEEPING SCORE: Japan’s Nikkei 225 rose 1.0 percent to 16,907.18 and South Korea’s Kospi edged up 0.1 percent to 1,949.96. Australia’s S&P/ASX 200 gained 1.0 percent to 5,135.30. Hong Kong’s Hang Seng index fell 0.5 percent to 19,898.59, while the Shanghai Composite Index added 0.2 percent to 2,856.14. Stocks in Taiwan, Singapore and Southeast Asia were higher.

ANALYST’S TAKE: “Data point to a mixed picture with a robust labor market and headwinds in the manufacturing sector and the shale sector on the other hand,” Mizuho Bank said in a daily commentary. Uncertainties about the potential impact of the global financial market volatility on the U.S. economy will likely lead Federal Reserve policymakers to maintain their wait-and-see stance when they meet later this month, it said.

MIXED U.S. DATA: ADP, a payroll processing company, said private U.S. businesses added a healthy 214,000 jobs last month. However, the Fed’s latest survey of business conditions in its 12 regions, known as the ‘Beige Book,’ found signs of trouble in the manufacturing sector due to weak demand from energy companies, the impact of the strong dollar on exports and sagging growth in key U.S. markets such as Europe and China.

WALL STREET: Wall Street eked out tiny gains on Wednesday. The Dow Jones industrial average rose 34.24 points, or 0.2 percent, to 16,899.32. The Standard & Poor’s 500 index gained 8.10 points, or 0.4 percent, to 1,986.45. The Nasdaq composite index added 13.83 points, or 0.3 percent, to 4,703.42.

OIL: Benchmark U.S. crude added 6 cents at $34.72 per barrel in New York. The contract rose 26 cents to close at $34.66 a barrel on Wednesday. Brent crude was flat at $36.94 a barrel in London.

CURRENCIES : The euro weakened to $1.0859 from $1.0870 and the dollar rose to 114.07 yen from 113.61 yen.(ap)

China expected to set lower growth target at legislature

BEIJING — Chinese leaders are expected to cut their growth target to allow more flexibility in overhauling their slowing, state-dominated economy when their legislature meets this week. But they are unlikely to unveil significant new reforms.

Without being real-ized, it is capable of damaging the environment. “The plastic waste recycling business has not drawn the interest of community,” he said. Actually it has a quite promising market. If pursued seriously, this can supplement their income. It is not a difficult job and only takes a skill and desire to learn. “Actually

the recycled products are quite sal-able in the market,” he explained.

To encourage this recycle busi-ness, Sutirka has tried to introduce to a number of schools in Bangli district. Due to diligence of stu-dents, plastic waste can be trans-formed into various handicrafts, such as purses, bags, hats, mats and so forth. Some of the products have also been sold overseas. “It’s only favored by school children and they will only make it if they are asked. The marketing is made through cooperation with a foundation,” he explained. He also added that recy-cling can touch all levels of society, other than through social gathering and plastic waste festival activities organized.

The man living in front of the SMPN 3 Bangli junior high school mentioned that every year the ca-pacity of his waste bank reaches 58 tons. This figure is derived from a number of program he initiates, namely waste gathering that is capable of involving all

housewife organizations of PKK from five hamlets at Taman Bali village. At the meeting, the local PKK members are required to bring plastic waste, and those bring-ing the most plastic waste will be given a reward. In addition, there are also saving programs and sale of waste by involving a number of schools. The last one is barter sys-tem with scavengers. “We design the program to stimulate people to participate in collecting plastic waste,” he added.

The Head of the Bangli Environ-ment Agency (BLH), I Made Alit Parwata, recognized that public still has low interest in recycling plastic waste. It happens because they consider it to have no economic value. “To excite it, we encour-age every school to hold plastic waste recycling program. Similar program is also made at villages. In essence, the plastic waste needs to be addressed together. People as producer must help reduce it,” he said. (kmb45)

To keep the area of Batur caldera including the Julia Robert point clean, hundreds of residents from several villages came down to pick up plastic waste in the region of Toya Bungkah, Wednesday (Mar. 2). At least, one truck of plastic waste could be collected and disposed of to regional landfill at Landih. Headman of Songan B, Jero Lanang, said that the cleanup action to collect plastic waste will be carried out continuously. The 15 villages in the lake area are expected to get involved so that sanitation of the terrestrial garden is well maintained.

Local authorities initially issued a tsunami warning, but lifted it several hours later, and there were no immedi-ate reports of casualties or damage.

The 7.8 magnitude undersea quake struck at a depth of 24km at about 18:50 (12:50 GMT), the US Geologi-cal Survey said.

The epicentre was several hun-dred kilometres from the Mentawai Islands, a small chain southwest of the country’s main western island of Sumatra.

The quake was felt strongly in Padang, a major city on western Sumatra, sparking panic. An AFP journalist there said people ran from their homes and fled to higher ground by motorbike, car or on foot.

Traffic ground to a halt and there was a sense of panic on the streets, the journalist said.

The local BMKG quake-monitor-ing agency issued a tsunami alert for several provinces with coastlines on western Sumatra, but later lifted the warning.

The small Mentawai archipelago is regularly hit by quakes and in 2010 was devastated by a quake-triggered tsunami that left hundreds dead.

Aceh province on the tip of Sumatra was devastated by a quake-triggered tsunami in 2004. The tsunami killed more than 170 000 people in Indonesia and tens of thousands more in other countries around the Indian Ocean.

Disaster agency spokesperson Sutopo Purwo Nugroho said tsu-

nami warning sirens were after the earthquake activated and “people responded to the early warning by evacuating to higher places”.

Bambang Soelistyo, head of In-donesia’s search and rescue agency, said there had not been any reports of casualties so far.

“In the Mentawai Islands, there has been no reports of damage and people have been evacuating to higher areas,” he told AFP.

Indonesia sits on the Pacific “Ring of Fire”, where the meeting of con-tinental plates causes strong seismic activity, and is frequently hit by earthquakes.

In Australia, to the east of the In-donesian archipelago, authorities said there was no tsunami threat to the Aus-tralian mainland, but issued a marine threat to Cocos Island and Christmas Island off the east coast.

Evacuations were not required, according to the Joint Australian Tsu-nami Warning Centre, but there was a possibility of dangerous waves and strong currents. People in Christmas Island were advised to get out of the water and move away from the im-mediate water’s edge.

Sri Lanka’s Disaster Management Centre, a government agency for the Indian Ocean island where tens of thousands died in the 2004 disaster, did not issue a tsunami warning Wednesday, but said it was monitoring the situation. (ant)

JAKARTA- (IANS) Indonesia will deploy 14,178 officers to beef up security during the fifth summit of the Organisation of Islamic Cooperation (OIC) starting in Jakarta this Sunday.

Convened under the theme “United for a Just Solution”, the summit is a response to the worrying situation in Palestine and Al-Quds Al-Sharif, which affects not only the Palestinian people, but also the world’s Islamic Ummah, Xinhua reported.

“Our objectives include preventing any possibilities of traffic accident, violent rally, clash, terrorism activ-ity or misuse of gun fire, bomb and explosives, road blocking, holding hostage, kidnapping and other trans-national crimes,” Colonel Czi Berlin, a spokesman for the Indonesian military, said on Tuesday.

The extraordinary OIC Summit on Palestine and Al-Quds Al-Sharif will

be held in Jakarta from March 6 to 7.“This high-level summit has an

international scale. Therefore, the success of holding this event will affect the dignity and credibility of Indonesia,” the official said.

Some 57 OIC member nations will explore approaches and strategies to counter the continuous illegal occupa-tion and apartheid policies of the Israeli government, as well as to advance the peace process and to resolve the situa-tion in Al-Quds Al-Sharif.

The summit is expected to come forward with a resolution, which will reaffirm the principled positions of the OIC member states on the issues of Palestine and Al-Quds Al-Sharif, and a Jakarta declaration, which will present commitments of the leaders of the OIC member states to pursue concrete steps in support of Palestine and Al-Quds Al-Sharif. JAKARTA - The Indonesian government continues to encour-age ASEAN member countries to establish a legal instrument to protect the interests of the migrant workers in the region.

“We have always advocated in favor of the protection of migrant workers in the ASEAN region,” Minister of Foreign Affairs Retno LP Marsudi said here on Monday.

At various ASEAN meetings,

the Indonesian government em-phasized the importance of pro-tecting migrant workers.

“We have been always high-lighting the issue of migrant work-ers in every meeting consistently,” the minister said.

The minister attended the ASEAN Foreign Minister Meet-ing (AMM) Retreat in Vientiane, Laos, from February 27 and 28.

The minister remarked that

the government focused on the welfare and protection of migrant workers in ASEAN.

“There are thousands of In-donesian migrant working in neighboring countries in Southeast Asia,” the minister stated.

Therefore, the minister ex-pected that ASEAN countries would arrive at a deal for the establishment of legal instruments that guarantee the rights of migrant

workers.“There should be a preliminary

agreement to formulate such legal in-struments. Then, the instrument will be negotiated,” the minister said.

Earlier, Indonesian Foreign Af-fairs Minister urged the ASEAN member countries to work more closely to encourage the imple-mentation of the ASEAN Commu-nity as part of an effort to achieve concrete results and advantages.

The minister affirmed that ASEAN should lead in establish-ing the regional architecture in the region and at the global level.

Powerful quake in western Indonesia sparks panic

PADANG - A powerful and shallow earthquake struck on Wednesday off Indonesia’s Sumatra island, sending panicked residents rushing from their homes in a region hit hard by quakes and tsunamis in the past.

The firing escalated tensions on the Korean peninsula, which have been high since the North’s January nuclear test and February long-range rocket launch, and set the South’s military on a height-ened alert.

South Korea’s Defence Ministry said it was trying to determine if the projectiles, launched at 10 a.m. (0100 GMT) from the North’s east coast, were short-range missiles or artillery fire.

Chinese Foreign Ministry spokesman Hong Lei, asked about the projectiles, said China hoped all parties could refrain from actions that escalate tension.

Park has been tough in her response to the North’s recent ac-tions, moving from her earlier self-described “trustpolitik” approach,

and on Thursday welcomed the move by the Security Council and repeated her call for the North to change its behaviour.

“We will cooperate with the world to make the North Korean regime abandon its reckless nuclear development and end tyranny that oppresses freedom and human rights of our brethren in the North,” Park said at a Christian prayer meeting on Thursday.

Also on Thursday, South Korea adopted a long-delayed security law to set up an anti-espionage unit that was passed by parliament late on Wednesday, and another law aimed at improving human rights in North Korea.

Last month, Seoul suspended the operation of a jointly run factory project with the North that had been

the rivals’ last remaining venue for regular interaction.

In its latest barrage of insults against the South’s leader, the North’s official media carried a commentary on Wednesday liken-ing Park to an “ugly female bat”, fated to “die in the dreary cave, its body hanging down”.

North Korea faces harsh new sanctions for its nuclear weapons programme under the resolution passed unanimously by the Security Council on Wednesday, drafted by the United States and backed by the North’s main ally, China.

The resolution, which dramati-cally expands existing sanctions, follows the North’s fourth nuclear test on Jan. 6 and a long-range rocket launch on Feb. 7, which the United States and South Korea said violated existing Security Council resolutions.

SYDNEY - A piece of debris found off the southeast African coast that could be from a missing Malaysia Airlines flight is being sent to Australia for testing, of-ficials said on Thursday, two years after the plane carrying 239 people disappeared.

A white, metre-long chunk of metal was found off the coast of Mozambique earlier this week by a U.S. adventurer who has been car-rying out an independent search for Malaysia Airlines flight MH370.

The debris will be tested by officials in Australia, with help from Malaysian authorities and representatives of manufacturer Boeing Co.

“It is too early to speculate on the origin of the debris at this stage,” Australian Minister for Infrastruc-ture and Transport Darren Chester told parliament.

However, the piece was found in “a location consistent with drift modelling commissioned by the Australian Transport Safety Bu-reau”, he said.

Chester’s comments added to a fresh sense of optimism after Ma-laysia’s transport minister, Liow Tiong Lai, said on Wednesday there was a “high possibility” the metal

chunk belonged to a 777 jet, the same type of aircraft as MH370.

Flight MH370 disappeared on March 8, 2014, with 239 passengers and crew on board shortly after tak-ing off from Kuala Lumpur bound for Beijing.

It is believed to have crashed in the Indian Ocean and an initial search of a 60,000 sq km (23,000 sq miles) area of sea floor has been extended to another 60,000 sq km.

Chinese Foreign Ministry spokesman Hong Lei said he had “noted” the report about the new possible piece of debris.

“We will closely track the de-velopment of the situation, and maintain close contact with rel-evant sides. We will also work with relevant countries to make great efforts to continue the search work for MH370,” he told reporters in Beijing.

ANDY Murray remains commit-ted to playing a full part in Great Britain’s Davis Cup defence despite the prospect of a packed schedule hampering the world number two’s chances of leading the side to a repeat triumph.

Murray was instrumental in end-ing Britain’s 79-year wait for the title that culminated with victory over Belgium in Ghent last Novem-ber and he will be back on court for a first round tie against Japan in Birmingham on Friday.

Should his side advance past the Kei Nishikori-led Japan, Murray has pledged to play in a potential quarter-final against either Serbia or Kazakhstan that falls between Wimbledon and the Olympics in Rio de Janeiro.

“That’s the plan, but it’s hypo-thetical just now. Providing every-thing goes well, I would play in the Davis Cup, then have a little break and play Toronto and the Olympics, and potentially not play in Cincin-nati,” Murray told the BBC.

“I’ve always enjoyed represent-ing my country. Statistically I’ve played by far my best tennis when I’ve played for Great Britain.”

The 28-year-old sealed the Davis Cup title with a win over Belgium’s David Goffin, having contributed to 11 of Britain’s 12 winning rubbers in the World Group campaign.

Last week, the 14-times major champion posted a video of himself swinging a golf club in an effort to shoot down recent reports that suggested he had endured setbacks during his rehabilitation process.

“As I announced last week, I am starting to feel a lot better,” Woods said on his website. “I have been

chipping and putting at home, and recently started hitting nine-irons. That’s been so nice.

“The big thing right now is try-ing to get stronger and more flex-ible. Sitting out as long as I did, some weakening occurred, and I have a lot of work ahead of me.”

Woods, who has slipped in

recent years due to injuries and mastering of a new swing, thought he was back to form after tying for 10th at the Wyndham Champion-ship in August, following a dismal season in which he missed three cuts in the majors.

But three weeks later he had a second microdiscectomy surgery to alleviate pressure on a disc in his lower back, before needing another procedure on Oct. 28 on the same area due to discomfort.

Woods, who made just 11 starts

on the PGA Tour last season and only seven the season before, had his first back surgery in early 2014.

“While there is no timetable on my return to competitive golf, I want to play this game at the highest level again,” said the 40-year-old, the world number one for a record total of 683 weeks who is now stun-ningly ranked 446th.

“In order to do that, I have to get healthy.”

Speaking at a news conference

later in the day in Montgomery, Texas where he has designed his first golf course in the United States, Woods said his biggest frustration was not knowing when he would return to com-petition.

“All those are unknowns,” he said at Bluejack National outside Houston. “The only thing I do know is that I am progressing, I am getting better, I am getting stronger. I just have to take it day by day. (rtr)

Also, Hertha Berlin consolidated its hold on third place by beating Eintracht Frankfurt 2-0, Schalke beat 10-man Ham-burger SV 3-2, Hoffenheim beat Augsburg 2-1 and Borussia Moenchengladbach routed Stuttgart 4-0. Werder escaped from the relegation zone, while Eintracht dropped into it.

LONDON — Arsenal’s title hopes were hit by a second consecu-tive defeat in the Premier League on Wednesday as relegation struggler Swansea came from a goal behind to win 2-1 at Emirates Stadium.

Arsenal had a chance to close on leader Leicester but lost at home to Swansea for the third time in four years to leave Arsene Wenger’s men six points off top spot in third place.

Joel Campbell opened the scor-ing for the hosts in a game they dominated, hitting the woodwork three times over the course of the night. But Wayne Routledge and Ashley Williams scored the goals to seal a victory for the visitors that moved them six points clear of the bottom three.

Swanseas went into the game with the disruption of not having head coach Francesco Guidolin on the bench as he was hospitalized with a chest infection. And his side, managed on the night by Alan Curtis, survived a near-onslaught on their goal as further profligacy from the home side cost it dear.

Wenger said “I am not in the mood” to discuss his team’s title

chances after the defeat. Goalkeeper Petr Cech sustained a calf problem and will be absent for Saturday’s trip to title rival Tottenham, with Wenger also confirming that Laurent Koscielny will miss out with a calf problem of his own.

MILAN — Leonardo Bo-nucci converted the decisive spot-kick as Juventus beat Inter Milan 5-3 in a penalty shootout Wednesday to reach the Italian Cup final against AC Milan. Inter led 3-0 after 90 minutes to draw the clubs level 3-3 on aggregate after Juventus won the opening leg 3-0 with two goals from Alvaro Morata plus one from Paulo Dybala.

Marcelo Brozovic scored twice for Inter and Ivan Perisic also found the target to draw the teams level. After 30 minutes of extra time, the only error in the shootout came from Inter’s Rodrigo Palacio, who hit the crossbar.

“We made things complicated for ourselves but we did well to take it to a shootout, which is a lottery,” Bonucci said. Milan reached the final by routing third-division Alessandria 6-0 on aggregate.

Andrea Barzagli, Simone Zaza, Morata and Paul Pogba also converted their penalties for Juve in the shootout. Brozovic, Rey Manaj and Yuto Nagatomo converted Inter’s penalties but Palacio missed Inter’s second spot kick.

ZURICH - Banned UEFA President Michel Platini has taken his appeal against a ban from soccer by FIFA to the Court of Arbitration for Sport (CAS), the Swiss-based sports tribunal said on Wednesday.

“In appealing to the CAS, Michel Platini seeks to annul the decisions taken by the Adjudicatory Chamber of the FIFA Ethics Committee and by the FIFA Appeal Com-

mittee which lead to him being declared ineligible to take part in football-related activity at national and international level for six years,” CAS said in a statement from its Lausanne headquarters.

Frenchman Platini’s ban, along with that of former FIFA President Sepp Blatter, was upheld but reduced from eight to six years by FIFA’s appeals committee last week. (rtr)

Cordoba fired home in the 86th minute to end Bayern’s run of 11 straight home wins this season. He also spoiled the return to the stadium of former Bayern president Uli Hoeness, who was released from prison two days ago after serving a sentence for tax evasion.

Bayer Leverkusen fell to its third straight loss, Claudio Pizarro scoring a hat trick in the 4-1 win on the road for Werder Bremen.

Also, Hertha Berlin consolidated its hold on third place by beating Eintracht Frankfurt 2-0, Schalke beat 10-man Ham-burger SV 3-2, Hoffenheim beat Augsburg 2-1 and Borussia Moenchengladbach routed Stuttgart 4-0. Werder escaped from the relegation zone, while Eintracht dropped into it.

In Munich, Mainz used a clever defense to keep Bayern at bay. Although Pep Guar-diola’s team as usual had more possession, Mainz ran a lot and looked for its chance in the counterattack.

Such a break allowed Mainz to go ahead in the 26th. Giulio Donati crossed from the right and Jairo Samperio was left unmarked at the far post to knock the ball in.

Guardiola started the match with only one German player — goalkeeper Manuel Neuer. Franck Ribery made his first start in a year and created Bayern’s best chance when he fed Arturo Vidal at the edge of the penalty area. Vidal’s mighty volley was turned away by Mainz goalkeeper Loris Karius.

Robben said Bayern made mistakes before Cordoba’s goal that shouldn’t happen.

“But when you win many matches one after the other, the time will come when you lose one,” he said. Guardiola’s team has not looked convincing in the past few matches in the build-up to the showdown in Dortmund.

Dortmund had few problems in the rou-tine win in Darmstadt on goals from Adrian Ramos and Erik Durm in either half.

LONDON — Arsenal’s title hopes were hit by a second consecu-tive defeat in the Premier League on Wednesday as relegation struggler Swansea came from a goal behind to win 2-1 at Emirates Stadium.

Arsenal had a chance to close on leader Leicester but lost at home to Swansea for the third time in four years to leave Arsene Wenger’s men six points off top spot in third place.

Joel Campbell opened the scor-ing for the hosts in a game they dominated, hitting the woodwork three times over the course of the night. But Wayne Routledge and Ashley Williams scored the goals to seal a victory for the visitors that moved them six points clear of the bottom three.

Swanseas went into the game with the disruption of not having head coach Francesco Guidolin on the bench as he was hospitalized with a chest infection. And his side, managed on the night by Alan Curtis, survived a near-onslaught on their goal as further profligacy from the home side cost it dear.

Wenger said “I am not in the mood” to discuss his team’s title

chances after the defeat. Goalkeeper Petr Cech sustained a calf problem and will be absent for Saturday’s trip to title rival Tottenham, with Wenger also confirming that Laurent Koscielny will miss out with a calf problem of his own.

MILAN — Leonardo Bo-nucci converted the decisive spot-kick as Juventus beat Inter Milan 5-3 in a penalty shootout Wednesday to reach the Italian Cup final against AC Milan. Inter led 3-0 after 90 minutes to draw the clubs level 3-3 on aggregate after Juventus won the opening leg 3-0 with two goals from Alvaro Morata plus one from Paulo Dybala.

Marcelo Brozovic scored twice for Inter and Ivan Perisic also found the target to draw the teams level. After 30 minutes of extra time, the only error in the shootout came from Inter’s Rodrigo Palacio, who hit the crossbar.

“We made things complicated for ourselves but we did well to take it to a shootout, which is a lottery,” Bonucci said. Milan reached the final by routing third-division Alessandria 6-0 on aggregate.

Andrea Barzagli, Simone Zaza, Morata and Paul Pogba also converted their penalties for Juve in the shootout. Brozovic, Rey Manaj and Yuto Nagatomo converted Inter’s penalties but Palacio missed Inter’s second spot kick.

ZURICH - Banned UEFA President Michel Platini has taken his appeal against a ban from soccer by FIFA to the Court of Arbitration for Sport (CAS), the Swiss-based sports tribunal said on Wednesday.

“In appealing to the CAS, Michel Platini seeks to annul the decisions taken by the Adjudicatory Chamber of the FIFA Ethics Committee and by the FIFA Appeal Com-

mittee which lead to him being declared ineligible to take part in football-related activity at national and international level for six years,” CAS said in a statement from its Lausanne headquarters.

Frenchman Platini’s ban, along with that of former FIFA President Sepp Blatter, was upheld but reduced from eight to six years by FIFA’s appeals committee last week. (rtr)

ANDY Murray remains commit-ted to playing a full part in Great Britain’s Davis Cup defence despite the prospect of a packed schedule hampering the world number two’s chances of leading the side to a repeat triumph.

Murray was instrumental in end-ing Britain’s 79-year wait for the title that culminated with victory over Belgium in Ghent last Novem-ber and he will be back on court for a first round tie against Japan in Birmingham on Friday.

Should his side advance past the Kei Nishikori-led Japan, Murray has pledged to play in a potential quarter-final against either Serbia or Kazakhstan that falls between Wimbledon and the Olympics in Rio de Janeiro.

“That’s the plan, but it’s hypo-thetical just now. Providing every-thing goes well, I would play in the Davis Cup, then have a little break and play Toronto and the Olympics, and potentially not play in Cincin-nati,” Murray told the BBC.

“I’ve always enjoyed represent-ing my country. Statistically I’ve played by far my best tennis when I’ve played for Great Britain.”

The 28-year-old sealed the Davis Cup title with a win over Belgium’s David Goffin, having contributed to 11 of Britain’s 12 winning rubbers in the World Group campaign.

Last week, the 14-times major champion posted a video of himself swinging a golf club in an effort to shoot down recent reports that suggested he had endured setbacks during his rehabilitation process.

“As I announced last week, I am starting to feel a lot better,” Woods said on his website. “I have been

chipping and putting at home, and recently started hitting nine-irons. That’s been so nice.

“The big thing right now is try-ing to get stronger and more flex-ible. Sitting out as long as I did, some weakening occurred, and I have a lot of work ahead of me.”

Woods, who has slipped in

recent years due to injuries and mastering of a new swing, thought he was back to form after tying for 10th at the Wyndham Champion-ship in August, following a dismal season in which he missed three cuts in the majors.

But three weeks later he had a second microdiscectomy surgery to alleviate pressure on a disc in his lower back, before needing another procedure on Oct. 28 on the same area due to discomfort.

Woods, who made just 11 starts

on the PGA Tour last season and only seven the season before, had his first back surgery in early 2014.

“While there is no timetable on my return to competitive golf, I want to play this game at the highest level again,” said the 40-year-old, the world number one for a record total of 683 weeks who is now stun-ningly ranked 446th.

“In order to do that, I have to get healthy.”

Speaking at a news conference

later in the day in Montgomery, Texas where he has designed his first golf course in the United States, Woods said his biggest frustration was not knowing when he would return to com-petition.

“All those are unknowns,” he said at Bluejack National outside Houston. “The only thing I do know is that I am progressing, I am getting better, I am getting stronger. I just have to take it day by day. (rtr)

Local authorities initially issued a tsunami warning, but lifted it several hours later, and there were no immedi-ate reports of casualties or damage.

The 7.8 magnitude undersea quake struck at a depth of 24km at about 18:50 (12:50 GMT), the US Geologi-cal Survey said.

The epicentre was several hun-dred kilometres from the Mentawai Islands, a small chain southwest of the country’s main western island of Sumatra.

The quake was felt strongly in Padang, a major city on western Sumatra, sparking panic. An AFP journalist there said people ran from their homes and fled to higher ground by motorbike, car or on foot.

Traffic ground to a halt and there was a sense of panic on the streets, the journalist said.

The local BMKG quake-monitor-ing agency issued a tsunami alert for several provinces with coastlines on western Sumatra, but later lifted the warning.

The small Mentawai archipelago is regularly hit by quakes and in 2010 was devastated by a quake-triggered tsunami that left hundreds dead.

Aceh province on the tip of Sumatra was devastated by a quake-triggered tsunami in 2004. The tsunami killed more than 170 000 people in Indonesia and tens of thousands more in other countries around the Indian Ocean.

Disaster agency spokesperson Sutopo Purwo Nugroho said tsu-

nami warning sirens were after the earthquake activated and “people responded to the early warning by evacuating to higher places”.

Bambang Soelistyo, head of In-donesia’s search and rescue agency, said there had not been any reports of casualties so far.

“In the Mentawai Islands, there has been no reports of damage and people have been evacuating to higher areas,” he told AFP.

Indonesia sits on the Pacific “Ring of Fire”, where the meeting of con-tinental plates causes strong seismic activity, and is frequently hit by earthquakes.

Hundreds died when a major quake struck near Padang in 2009.

Plans for evacuation shelters and

improved roads to provide better escape routes from tsunamis since 2004 have mostly not been realised, according to experts.

In Australia, to the east of the In-donesian archipelago, authorities said there was no tsunami threat to the Aus-tralian mainland, but issued a marine threat to Cocos Island and Christmas Island off the east coast.

Evacuations were not required, according to the Joint Australian Tsu-nami Warning Centre, but there was a possibility of dangerous waves and strong currents. People in Christmas Island were advised to get out of the water and move away from the im-mediate water’s edge.

Sri Lanka’s Disaster Management Centre, a government agency for the Indian Ocean island where tens of thousands died in the 2004 disaster, did not issue a tsunami warning Wednesday, but said it was monitoring the situation. (ant)

JAKARTA- (IANS) Indonesia will deploy 14,178 officers to beef up security during the fifth summit of the Organisation of Islamic Cooperation (OIC) starting in Jakarta this Sunday.

Convened under the theme “United for a Just Solution”, the summit is a response to the worrying situation in Palestine and Al-Quds Al-Sharif, which affects not only the Palestinian people, but also the world’s Islamic Ummah, Xinhua reported.

“Our objectives include preventing any possibilities of traffic accident, violent rally, clash, terrorism activ-ity or misuse of gun fire, bomb and explosives, road blocking, holding hostage, kidnapping and other trans-national crimes,” Colonel Czi Berlin, a spokesman for the Indonesian military, said on Tuesday.

The extraordinary OIC Summit on Palestine and Al-Quds Al-Sharif will

be held in Jakarta from March 6 to 7.“This high-level summit has an

international scale. Therefore, the success of holding this event will affect the dignity and credibility of Indonesia,” the official said.

Some 57 OIC member nations will explore approaches and strategies to counter the continuous illegal occupa-tion and apartheid policies of the Israeli government, as well as to advance the peace process and to resolve the situa-tion in Al-Quds Al-Sharif.

The summit is expected to come forward with a resolution, which will reaffirm the principled positions of the OIC member states on the issues of Palestine and Al-Quds Al-Sharif, and a Jakarta declaration, which will present commitments of the leaders of the OIC member states to pursue concrete steps in support of Palestine and Al-Quds Al-Sharif. JAKARTA - The Indonesian government continues to encour-age ASEAN member countries to establish a legal instrument to protect the interests of the migrant workers in the region.

“We have always advocated in favor of the protection of migrant workers in the ASEAN region,” Minister of Foreign Affairs Retno LP Marsudi said here on Monday.

At various ASEAN meetings,

the Indonesian government em-phasized the importance of pro-tecting migrant workers.

“We have been always high-lighting the issue of migrant work-ers in every meeting consistently,” the minister said.

The minister attended the ASEAN Foreign Minister Meet-ing (AMM) Retreat in Vientiane, Laos, from February 27 and 28.

The minister remarked that

the government focused on the welfare and protection of migrant workers in ASEAN.

“There are thousands of In-donesian migrant working in neighboring countries in Southeast Asia,” the minister stated.

Therefore, the minister ex-pected that ASEAN countries would arrive at a deal for the establishment of legal instruments that guarantee the rights of migrant

workers.“There should be a preliminary

agreement to formulate such legal in-struments. Then, the instrument will be negotiated,” the minister said.

Earlier, Indonesian Foreign Af-fairs Minister urged the ASEAN member countries to work more closely to encourage the imple-mentation of the ASEAN Commu-nity as part of an effort to achieve concrete results and advantages.

The minister affirmed that ASEAN should lead in establish-ing the regional architecture in the region and at the global level.

During the ASEAN Foreign Ministers Meeting (AMM) Retreat, Marsudi also held a bilateral meet-ing with Singapores Foreign Minis-ter Vivian Balakhrisnan, and Acting Foreign Minister of Philippine Laura Q. Del Rosario to discuss bilateral cooperation. (ant)

Powerful quake in western Indonesia sparks panic

PADANG - A powerful and shallow earthquake struck on Wednesday off Indonesia’s Sumatra island, sending panicked residents rushing from their homes in a region hit hard by quakes and tsunamis in the past.

The firing escalated tensions on the Korean peninsula, which have been high since the North’s January nuclear test and February long-range rocket launch, and set the South’s military on a height-ened alert.

South Korea’s Defence Ministry said it was trying to determine if the projectiles, launched at 10 a.m. (0100 GMT) from the North’s east coast, were short-range missiles or artillery fire.

Chinese Foreign Ministry spokesman Hong Lei, asked about the projectiles, said China hoped all parties could refrain from actions that escalate tension.

Park has been tough in her response to the North’s recent ac-tions, moving from her earlier self-described “trustpolitik” approach,

and on Thursday welcomed the move by the Security Council and repeated her call for the North to change its behaviour.

“We will cooperate with the world to make the North Korean regime abandon its reckless nuclear development and end tyranny that oppresses freedom and human rights of our brethren in the North,” Park said at a Christian prayer meeting on Thursday.

Also on Thursday, South Korea adopted a long-delayed security law to set up an anti-espionage unit that was passed by parliament late on Wednesday, and another law aimed at improving human rights in North Korea.

Last month, Seoul suspended the operation of a jointly run factory project with the North that had been

the rivals’ last remaining venue for regular interaction.

In its latest barrage of insults against the South’s leader, the North’s official media carried a commentary on Wednesday liken-ing Park to an “ugly female bat”, fated to “die in the dreary cave, its body hanging down”.

North Korea faces harsh new sanctions for its nuclear weapons programme under the resolution passed unanimously by the Security Council on Wednesday, drafted by the United States and backed by the North’s main ally, China.

The resolution, which dramati-cally expands existing sanctions, follows the North’s fourth nuclear test on Jan. 6 and a long-range rocket launch on Feb. 7, which the United States and South Korea said violated existing Security Council resolutions.

The North says it was its sov-ereign right to launch rockets as part of a space programme to put satellites into orbit. (rtr)

SYDNEY - A piece of debris found off the southeast African coast that could be from a missing Malaysia Airlines flight is being sent to Australia for testing, of-ficials said on Thursday, two years after the plane carrying 239 people disappeared.

A white, metre-long chunk of metal was found off the coast of Mozambique earlier this week by a U.S. adventurer who has been car-rying out an independent search for Malaysia Airlines flight MH370.

The debris will be tested by officials in Australia, with help from Malaysian authorities and representatives of manufacturer Boeing Co.

“It is too early to speculate on the origin of the debris at this stage,” Australian Minister for Infrastruc-ture and Transport Darren Chester told parliament.

However, the piece was found in “a location consistent with drift modelling commissioned by the Australian Transport Safety Bu-reau”, he said.

Chester’s comments added to a fresh sense of optimism after Ma-laysia’s transport minister, Liow Tiong Lai, said on Wednesday there was a “high possibility” the metal

chunk belonged to a 777 jet, the same type of aircraft as MH370.

Flight MH370 disappeared on March 8, 2014, with 239 passengers and crew on board shortly after tak-ing off from Kuala Lumpur bound for Beijing.

It is believed to have crashed in the Indian Ocean and an initial search of a 60,000 sq km (23,000 sq miles) area of sea floor has been extended to another 60,000 sq km.

Chinese Foreign Ministry spokesman Hong Lei said he had “noted” the report about the new possible piece of debris.

“We will closely track the de-velopment of the situation, and maintain close contact with rel-evant sides. We will also work with relevant countries to make great efforts to continue the search work for MH370,” he told reporters in Beijing.

The annual gathering of the Na-tional People’s Congress is largely ceremonial, doing little lawmaking and instead providing a platform to publicize the Communist Party’s priorities. This year, delegates will focus on the ruling party’s new de-velopment plan — the latest chapter in a marathon effort to transform China into a middle-income econ-omy with self-sustaining growth driven by consumer spending instead of investment, trade and heavy industry.

Critics complain the party is dragging its feet on tackling one of the most important elements of that: The politically daunting challenge of reining in state companies they say are a drag on growth.

The target due to be announced Saturday by Premier Li Keqiang is expected to be a range of 6.5 to 7 percent, down from 2015’s goal of “about 7 percent” and the second cut in two years. It would be the minimum President Xi Jin-ping said in November is needed this decade to achieve the official

goal of making China “moderately prosperous.”

Economists warn anything high-er could set back reforms by forcing Beijing to throw more wasteful investment at the economy.

SEOUL, South Korea — Asian stock markets were moderately higher on Thursday after Wall Street logged modest gains on solid labor market data, despite weakness in U.S. manufacturing.

KEEPING SCORE: Japan’s Nikkei 225 rose 1.0 percent to 16,907.18 and South Korea’s Kospi edged up 0.1 percent to 1,949.96. Australia’s S&P/ASX 200 gained 1.0 percent to 5,135.30. Hong Kong’s Hang Seng index fell 0.5 percent to 19,898.59, while the Shanghai Composite Index added 0.2 percent to 2,856.14. Stocks in Taiwan, Singapore and Southeast Asia were higher.

ANALYST’S TAKE: “Data point to a mixed picture with a robust labor market and headwinds in the manufacturing sector and the shale sector on the other hand,” Mizuho Bank said in a daily commentary. Uncertainties about the potential impact of the global financial market volatility on the U.S. economy will likely lead Federal Reserve policymakers to maintain their wait-and-see stance when they meet later this month, it said.

MIXED U.S. DATA: ADP, a payroll processing company, said private U.S. businesses added a healthy 214,000 jobs last month. However, the Fed’s latest survey of business conditions in its 12 regions, known as the ‘Beige Book,’ found signs of trouble in the manufacturing sector due to weak demand from energy companies, the impact of the strong dollar on exports and sagging growth in key U.S. markets such as Europe and China.

WALL STREET: Wall Street eked out tiny gains on Wednesday. The Dow Jones industrial average rose 34.24 points, or 0.2 percent, to 16,899.32. The Standard & Poor’s 500 index gained 8.10 points, or 0.4 percent, to 1,986.45. The Nasdaq composite index added 13.83 points, or 0.3 percent, to 4,703.42.

OIL: Benchmark U.S. crude added 6 cents at $34.72 per barrel in New York. The contract rose 26 cents to close at $34.66 a barrel on Wednesday. Brent crude was flat at $36.94 a barrel in London.

China expected to set lower growth target at legislature

BEIJING — Chinese leaders are expected to cut their growth target to allow more flexibility in overhauling their slowing, state-dominated economy when their legislature meets this week. But they are unlikely to unveil significant new reforms.

the recycled products are quite sal-able in the market,” he explained.

To encourage this recycle busi-ness, Sutirka has tried to introduce to a number of schools in Bangli district. Due to diligence of stu-dents, plastic waste can be trans-formed into various handicrafts, such as purses, bags, hats, mats and so forth. Some of the products have also been sold overseas. “It’s only favored by school children and they will only make it if they are asked. The marketing is made through cooperation with a foundation,” he explained. He also added that recy-cling can touch all levels of society, other than through social gathering and plastic waste festival activities organized.

The man living in front of the SMPN 3 Bangli junior high school mentioned that every year the ca-pacity of his waste bank reaches 58 tons. This figure is derived from a number of program he initiates, namely waste gathering that is capable of involving all

housewife organizations of PKK from five hamlets at Taman Bali village. At the meeting, the local PKK members are required to bring plastic waste, and those bring-ing the most plastic waste will be given a reward. In addition, there are also saving programs and sale of waste by involving a number of schools. The last one is barter sys-tem with scavengers. “We design the program to stimulate people to participate in collecting plastic waste,” he added.

The Head of the Bangli Environ-ment Agency (BLH), I Made Alit Parwata, recognized that public still has low interest in recycling plastic waste. It happens because they consider it to have no economic value. “To excite it, we encour-age every school to hold plastic waste recycling program. Similar program is also made at villages. In essence, the plastic waste needs to be addressed together. People as producer must help reduce it,” he said. (kmb45)

To get to the shooting location of the Eat, Pray, Love or all this time known at the Julia Robert point, visitors must walk about 500 meters from the highway. This happens because there is no road access to the location.

He said that before used as a shooting location, it was rarely visited by tourists. Most tourists coming to Toya Bungkah will skip this location. “But now, more and more tourists are coming here. Other than to Julia Robert point, they also visit the area of Batur caldera,” he said.

To keep the area of Batur caldera including the Julia Robert point clean, hundreds of residents from several villages came down to pick up plastic waste in the region of Toya Bungkah, Wednesday (Mar. 2). At least, one truck of plastic waste could be collected and disposed of to regional landfill at Landih. Headman of Songan B, Jero Lanang, said that the cleanup action to collect plastic waste will be carried out continuously. The 15 villages in the lake area are expected to get involved so that sanitation of the terrestrial garden is well maintained.

BUENOS AIRES — Marine biologists said Wednesday that they are trying to un-derstand why 23 endangered Franciscana dolphins have showed up dead on several beaches.

Gloria Veira, spokeswoman for the Mundo Marino foundation, told The As-sociated Press that the animals were found last week.

Veira said the majority had strange markings on their snouts. She said they were found on beaches south of Buenos Aires, such as La Lucila, Aguas Verdes, Santa Teresita and Las Toninas.

Specialists were struck by the number and that they died at the same time, Veira said. She said marine biologists so far be-lieve climate change or large-scale fishing could be factors.

The Franciscan is an endangered spe-cies recognized by its long, slender beak. It is only found in waters off Argentina, Uruguay and Brazil. (ap)

Seventy-four percent of Rus-sians would vote to re-elect Putin as president, according to a poll by VTsIOM.

Putin dominates state media in Russia and is widely expected to contest the next presidential elec-tion in 2018. If he won, it would be his fourth term as president.

He has capitalised on conflicts in Ukraine and Syria to boost his popularity and his message that Russia is again a force to be reck-oned with on the world stage has gone down well with voters.

VTsIOM said Putin’s approval ratings had risen among many social groups, including young people. It also showed his support levels had risen sharply in recent years; in 2012 in the same polling series only 40 percent of Russians said they would vote for the Rus-sian leader.

“Even among those who think the president has not yet fulfilled

many of his pre-election promises, 70 percent are willing to support Putin,” VTsIOM said in a statement published on its website.

An independent Russian poll-ster, the Levada Center, gives Putin similar ratings. Liberal opposition politicians say the figures are un-fairly boosted by the fact that state TV, where most Russians get their news, affords Putin blanket and favourable coverage while largely ignoring them.

Should Putin win the 2018 election, he would have the right to serve until 2024. By that stage he would be over 70 years old and come up against a constitutional limit barring him from serving more than two consecutive terms.

tation—Ed) must be reduced by the government of Badung, not other parties. If the normalization is car-ried out from the Mati River, the water will flow into the Benoa Bay. So, our concept is to normalize,” he said.

He said the normalization must be taken to restore the area as before. Normalization is very different from reclamation. Normalization restores to its original condition, while recla-mation is the process of backfilling to create a new area.

“Other normalization needs to be done on the bare mangrove trees. Mangroves should be replanted in the areas having deforested. Pudut Island area will also be normalized, but we’d like to emphasize here there will be no change in terms of the order,” he said.

This regent of the PDI-P also responded to the environmental im-

pact assessment (Amdal) debated by public lately. “When talking about Amdal, it is an environmental impact analysis, but when building there must be a building permit (IMB) and permit of principle. In my opinion, if needed, it’s okay. But for the other matters, please wait because there is a regional autonomy,” he said.

As is known, the Regional Bylaw on Spatial Planning (RTRW) of Badung remains a cornerstone for the government of Badung district. Based on the Badung Regional Bylaw on RTRW the Benoa Bay area including in the Badung dis-trict belongs to conservation area that should not be tampered with. Reference of the RTRW Bylaw has been very appropriate. Before it was passed, the Regional Bylaw on the RTRW Badung has passed through an evaluation process in the province and central government. Ironically, traffic jam frequently occurs on Jalan Raya Teges to Jalan Raya Cok Gde Rai. One of the indicators of the traffic jam is that vehicles drove slowly to avoid damaged road.

In addition, there are other paths to Ubud that so far have suffered damages like the Jalan Raya Lodtunduh always passed through by guides escorting tourists to Ubud. When continuing southwardly across the Jalan Raya A.A Gde Rai to Jalan Raya Mawang, Sukawati, road users are

expected to be cautious with potholes that can trigger an accident.

The Head of the Gianyar Public Works Agency, I Nyoman Nuadi, when asked for his confirmation related to such condition said that based on the results of coordina-tion with the Bali Public Works it is known the road repair will be carried out this year. “As final confirmation with the province, the National Road Authority for Region 8 will do total repair along the provincial road section to Ubud,” he said.

He explained the road repair will be worked on from Jalan Raya Mas, Teges to Jalan Raya Cok Gde Rai, Peliatan village, Ubud. “Actually, this should have been in the stage of implementation and up to December the path is confirmed to have no longer damages,” he said.

Nuadi added that for the path under the auspices of the Gianyar Public Works Agency such as Jalan Raya Lodtunduh southwardly will also be repaired this year according to the regional budget. “The road section under the district Public Works will also be improved this year, such as the Jalan Raya Lodtunduh to Jalan Raya Mawang, Sukawati,” he said. “We have done crime scene investigation on the third floor. Allegedly there is a source of fire at the location. However, it can-not be ensured whether it was the origin or starting point of the fire,” said the Chief of Denpasar Police Criminal Investigation Unit, Rein-hard Habonaran Nainggolan.

According to Reinhard, the results of the investigation by Fo-rensic Laboratory at the location found a quite large burning.

Did the fire source from short circuit or flame of incense? “It is not my capacity to talk about it. Later on, it will be concluded by Forensic Laboratory team and we just accompany it. The focus is still at the location,” he said.

To avoid the location suspected of being the source of fire from being ruffled by residents, police already set up police line on the first and second floors. Further-more, police officers conducted an intensive investigation at the site.

“It is located near the stairs, either on the first or third floor. But there is possibility to be found at other places, we’ll check them all,” said this officer from North Sumatra. When asked about the starting point of the fire, he told it must be checked at the entire scenes, while his institution is

still tracking the source of fire. “Later, the official results will be announced by central forensic laboratory,” he said.

During the crime scene investi-gation on Wednesday, this former police chief of North Kuta said that with the forensic laboratory he got difficulties because many merchants came into the scene. On that account, police just found the points on the third floor so far.

Related to merchants claiming to lose their goods, Reinhard said he could not select people that entered into the scene whereas it was already guarded by po-lice and protected with police line at the main entrance. But the officers were overwhelmed as they pushed to come in. “All people came in and told if their goods were left behind. So, it is impossible for us to take repres-sive action against the victims. We just called to help. If police do their job, please be helped,” he said.

“If possible, we will accom-plish the crime scene investiga-tion today (Wednesday—Ed). But we found such difficulties, the first floor is crowded and so is the second floor. Thus, only the points alleged to become starting point of the fire can be sterilized to facilitate the investigation,” said Reinhard.

As observation at the scene, the stall owners were busy to move their goods. Pickup trucks should

SINGARAJA - Building for learning and playing activities of the Panca Darma Kindergarten in Seririt is in apprehensive condition. After built in 1976, the building has never been rehabilitated so far. The management is forced to use the building almost collapsing due to lack for funds to repair the heavily damaged building. This condition is now threatening the safety of the 112 students attending common education at the venue.

Such old building suffers severe damaged especially its roof has leaked a lot. When it rains, classrooms including the teacher’s room are submerged.

Not only that, a wooden frame supporting the roof has been obso-lete. As a result, the building is now prone to collapse and threaten the safety of children and teachers in the kindergarten. After the damage, she

has been trying to look for donations to improve the classrooms having almost collapsed. Unfortunately, it could not draw donors to participate, so the kindergarten building was left as in the current condition and the damage is getting worse. To that end, Swari and fellow teachers requested the attention of local government or private sector to help make a new building that will be more conve-nient and feasible for the process of learning and teaching.

“We have a pity on the children because they are playing under threat of collapsed building. The wood has rotted, while the roof leaked. When it rains, this room will be in-

undated and disturbing the comfort of children. We wished to build a new building, but the funds are not enough, so that we are forced to let it be in such condition and getting worse,” she complained.

Seeing the severely damaged condition of the building, a member of Commission IV, Ni Kadek Tru-kini, said that such very poor condi-tion of the building can collapse. To that end, her commission promised to make coordination with the Edu-cation Agency and other relevant parties to help repair the building of the Panca Darma Kindergarten. It is impossible to obtain rehabilitation fund from local government be-

cause it is managed by the founda-tion in Seririt. Besides, land status of the kindergarten building poses an asset of customary village and has not been certified yet.

“We are concerned with the condi-tions of the kindergarten building. It is so harmful and can collapse at times. If charged to district government, it is clearly impossible because the kindergarten is managed by private foundation. EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always hap-pens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on

the importance of the occasion.The celebration is very colorful.

The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are wor-shipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars,

tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Ho-liness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful at-tire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

An economist from the Hindu University of Indonesia (Unhi), Dr. A.A. Ngurah Gde Sadiartha, hoped the existing financial in-stitutions in Bali can give credit facility to local entrepreneurs to support the economic resilience of Bali. This measure can be co-ordinated with various elements. Other measure that can be taken is by giving alignment in the form of political policy for local entrepreneurs to thrive in Bali.

Another breakthrough that can be done is by establish-ing a consortium of Bali local entrepreneurs. It is expected to become the power to build com-petitiveness of local businesses in terms of capital, relationships and scope of business opportuni-ties that can be worked on. For this reason, it is important for all economic actors in Bali to take extraordinary measure and unite in managing the existing opportunities and economic potential. (dir)

DENPASAr - Three districts in Bali are still recorded to face shortage of patient beds when compared to the total population. Respectively, they are Jembrana, Karangasem and Badung district. Ratio of patient beds to total population is still below 1.

“When referring to the standard of the World Health Organization (WHO), at least the ratio of patient bed to population is 1: 1,000. The three districts still have the ratio below 1,” said the Head of the Bali Health Agency, Ketut Suarjaya, in Denpasar, Tuesday (Mar. 1).

Suarjaya explained that Jembrana has 241 patient beds (0.89), Karangasem 218 patient beds (0.52), and Badung 468 patient beds (0.78), while the six other districts have complied with the WHO standard. In details, Buleleng district has 713 beds (1.11), Bangli 310 beds (1.40), Tabanan 530 beds (1.22), Denpasar 2,938 beds (3.40), Klungkung 282 beds (1.61) and Gianyar 548 beds (1.12).

“Solution to this problem is by providing additional patient beds at each district hospital, not just bed for the treatment room of class III, but also class I and II,” he explained.

Moreover, continued Suarjaya, the integration of the JKBM into JKN will make people tend to search for class I and II. On that account, the increase of patient bed should be given a priority for both classes aside from optimizing the exist-ing public health centers and inpatient health centers. So far, people are still reluctant to be hospitalized in the public health centers.

“This happens because the hygiene in health centers is still poor and the equipment is inad-equate. It should be given the attention. If only the local leader is willing to go down to make improvement, the health centers will certainly become an option for people,” he said. (kmb32)

He explained that the number of foreign tourists visiting Bali came through two lines namely airport and seaport. Tourists com-ing through the airport amounted to 343,663 people, while through seaport amounted to 6,929 people. “There was a decrease of 5.41

percent compared to last month (December 2015—Ed),” he said before the media.

By nationality, the most foreign tourists coming to Bali were from Australia, China, Japan, South Korea and India. Their respective percentage is 25.10 percent, 21.94

percent, 4.72 percent, 4.07 percent and 3.91 percent. “The five coun-tries are dominating the tourist visit. There are also from other countries, but we count the top five countries. The other countries reached 25.17 percent,” he explained.

In line with the decrease in the number of foreign tourist visit, said Adi Nugroho, it also has an impact on room occupancy rate, particularly for star hotel. In Janu-ary 2016, the room occupancy rate for star hotels has the average of

54.38 percent, dropped 5.94 points compared to December 2015 reach-ing 60.32 percent. “The highest room occupancy rate occurred in the Badung district namely 54.40 percent and the lowest occurred in Karangasem reaching 23.76 per-cent,” he explained.

For non-star hotels, he added, the room occupancy rate reached an average of 26.87 percent with the highest rate occurred in Badung namely 38.05 percent. Then, the lowest occurred in Bangli district

with the percentage of 8.91 percent. Compared to December 2015, the room occupancy rate of non-star hotels declined by 7.87 points. (kmb21)

BOB Dylan has sold his personal archive of notes, draft lyrics, poems, artwork and photographs to the University of Tulsa, where they will be made avail-able to scholars and curated for public exhibitions, the school said on Wednesday.

The 6,000 item collection spans nearly the entire length of Dylan’s 55 year-long career, and many have never been seen before. The collection was acquired by the George Kaiser Foundation and the University of Tulsa in Oklahoma.

The collection also includes master recording tapes of Dylan’s entire music catalog, along with hundreds of hours of film video.

The Foundation and the university did not say how much the Bob Dylan Archive cost, but the New York Times, which was given an exclusive preview, said it was sold for $15 million to $20 million.

Tulsa is also the home of a museum dedicated to folk singer Woody Guthrie, one of Dylan’s early influences.

“I’m glad that my archives, which have been col-

lected all these years, have finally found a home and are to be included with the works of Woody Guthrie... To me, it makes a lot of sense and it’s a great honor,” Dylan said in a statement.

Despite being regarded as “the voice of a generation” for his influential songs of the 1960s and 1970s, Dylan, now 74, has mostly kept his items out of the public eye, resulting in high prices when they occasionally come up for auction.

A handwritten copy of the song “Like a Rolling Stone” sold for a record $2 million at a New York auction in 2014, while the electric guitar he played at 1965 Newport Folk Festival sold for nearly $1 million in 2013.

The archives handed over to the University of Tulsa include two notebooks with lyrics from the 1975 album “Blood on the Tracks,” and Dylan’s handwritten lyrics to his 1964 song “Chimes of Freedom” scrawled on hotel notepaper dotted with cigarette burns. There is also correspondence between Dylan and the late beat poet Allen Ginsberg. (rtr)

Manhattan Supreme Court Jus-tice Deborah Kaplan set a June 1 date for Madonna and Ritchie to come back to court following a conference call with attorneys for all three parties.

Kaplan said she wanted to en-courage the parents, along with their lawyers, to resolve the matter in the best interests of their son. She said she may wish to meet at some point with Rocco, who has been living in London with his film director father.

In December, the teen ignored a court order to fly back to New York to reside with his mother. The pop star and Ritchie divorced in 2008 and agreed Rocco would live with the “Material Girl” singer.

None of the trio appeared in per-son on Wednesday. Attorney Ellen Sigal, representing Rocco, told the judge the teen was enjoying school in London but was having “a very difficult time.”

“Having this order over his head has been very stressful for him,” Sigal said by conference call.

No details were given on why Rocco wished to live with his father.

According to recent celebrity media reports, Madonna’s strict parenting style is thought to be at the heart of the dispute.

The singer, 57, is currently on the Asian leg of her “Rebel Heart” world tour, with her next show set for New Zealand on March 5. Rocco had joined her for the initial stages of the tour, working back-stage. He also went on tour with her in 2012.

Madonna has posted several childhood photos of Rocco on social media in the past two months, expressing her affection for him.

“I miss this boy so full of life so full@of@love” she wrote on Ins-tagram last week over a photo of a smiling, long-haired Rocco.

Twice-married Madonna has three other children: daughter Lourdes, 19, with her then-partner Carlos Leon; and David and Mercy, both 10, who were adopted from Malawi.
