Though the film lost out to Disney’s mighty “Frozen” at the Academy Awards, children and adults will be thrilled by this meek underdog, which is being released both in its original French and an English redubbing voiced by Forest Whitaker, Lauren Bacall, Paul Giamatti and child actress Mackenzie Foy. (This review is of the French original, which holds the charm of hearing little children mice speaking timidly in French. Be warned: The cuteness is almost unbearable.)

An orphanage of mice has gathered around Celestine (voiced by Pauline

Brunner, the daughter of “Triplets of Belleville” producer Didier Brunner, also a producer here), a bright young mouse who — despite the stern warnings of their frightful headmaster (Anne-Marie Loop) that such ideas are dangerous — imagines a bear and mouse as pals.

In the world of “Ernest & Celestine,” this is tantamount to heresy. The mice live below ground and the bears above — the car-driving, shop-keeping human equivalents in this universe. Their lone interaction is when a bear cub loses a tooth, which the “fairy mouse” replaces

with a coin. (This, it turns out, is a mutu-ally beneficial deal, since mice dentists depend on bear teeth to fashion tooth replacements.)

It’s when Celestine is on such a fairy mouse mission that she’s discovered by a shrieking family and thrown out of the house and into the trash. The next day, she’s unwittingly rescued by Ernest, a grumpy and woefully unsuccessful street-musician clad in a ragged old overcoat and hat. (When police confiscate his one-man-band instruments, Ernest eats the ticket.)

Desperate for food, he initially tries to swallow Celestine, too, as he rummages through garbage cans. Though greatly outsized, she cheerfully extends her paw and introduces herself. The plucky Ce-lestine then slaps him across the nose and chastises, “Do you think a little mouse like me will fill you up?”

But after Celestine leads him to sweets, they start up an unlikely friend-ship and, later, become wanted burglars on the lam. Celestine is sought by mice

police (for Celestine’s af-filiation with a bear), while Ernest is pursued by bear police (for his food steal-ing and, to help Celestine, tooth thievery). Even holed up in his country cabin, they don’t immediately hit it off, as Ernest still turns his nose up at living with an inferior mouse.

It’s a little story, told economically and with graceful minimalism. Sound effects have the simplicity of a Richard Bresson film. The music by jazz cellist Vincent Courtois is a sweetly mel-ancholy companion to the fairy tale, which despite its cuteness, has a rascally French sense of humor, too.

WELLINGTON, New Zealand — Hollywood actor Chris Pine, known for playing Captain Kirk in the “Star Trek” movies, has been charged with drunken driving in New Zealand. The 33-year-old American is due to make his first court appearance in the case on Monday, court officials said Wednesday.

New Zealand Police said in a statement that a 33-year-old American was charged March 1 with driving with a blood-alcohol

level over the legal limit, which in New Zealand is .08 percent. Police did not name the man, but said he was stopped during a routine early-morning check near the South Island town of Methven. Pine’s agent and publicist could not be reached immediately Wednesday for comment.

Pine has been in New Zealand film-ing the movie “Z for Zachariah,” which is due for release next year. Much of the filming has taken place on the South Island’s picturesque Banks Peninsula.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

occurred in front of the Satria Bird Market on Jalan Veteran, Denpasar, Tuesday morning (Mar 11). A customer of Bank BRI, I Wayan Hartana, a resident of Tau-man hamlet, Sembung village, Mengwi, Badung, was burglarized with the loss of IDR 300 million. Such hundreds of millions were taken by criminals when the victim stopped at the scene.

“The case has been reported to the integrated police service (SPKT) of Bali Police,” said a source in the police station. The source explained the victim had just withdrawn money as much as IDR 300 million in the BRI Branch on Jalan Gajah Mada, Denpasar. By his Innova vehicle, he turned to go. Once arriving at scene, the victim got a call and then took his vehicle aside and parked at roadside.

While out of the vehicle, the victim was talking to someone on the phone. Well, at that time the culprit opened the vehicle door from the left and took the money inside. The culprit of totally two persons immediately fled. The victim just realized after receiv-ing the call. “The culprits have been known to pass far away and they rode an automatic motor-cycle,” he explained.

The victim was shocked when

knowing if the money in the bag had been taken away by unknown person. The victim shouted at the thieves, but he could do nothing as the culprits disappeared in the distance. “The victim shouted at the thieves. Such a shout was responded by residents and were trying to catch the culprits. DENPASAR - The appreciation of rupiah exchange to IDR 11,372 per U.S. dollar has a posi-tive impact on the economy of Indonesia, including Bali. The Dean of the Faculty of Economics and Business (FEB), Undiknas University, Prof. Dr. IB Raka Suardana, said the appreciation reflected the improvement of economic indicators.

“Of course, the parties made most advantageous by the appreciation of

rupiah are importers. By all means, they will spend fewer dollars when purchasing goods or services over-seas,” he said.

He said if they brought in raw materials, with the appreciation of rupiah, the basic price of goods would decline as well which affected the selling price to go down. Ulti-mately, consumers would also get the benefits, especially consumers who consumed goods made from imported raw materials.

“The government must continue to keep the current account deficit in

2014 so it will not be more than 2.5 percent of the Gross Domestic Product (GDP),” he said.

He mentioned that rupiah tended to move contradictorily in the op-posite direction to regional rate of exchange which was in line with the depreciation of regional Asian cur-rencies such as the Japanese Yen and Chinese Yuan. It happened because the Japanese and Chinese economy was under estimation of market par-ticipants. However, Indonesia was the country most rapidly respond-ing to market demands where the Bank Indonesia (BI) tightened the monetary policy by raising the refer-ential interest rate at 175 basis points from June 2013 to 7.5 percent until February 2014 and the government made policy to increase the price of subsidized fuel in July 2013.

“Rapid response causes the current

The Cefaly device is a battery-powered plastic band worn across the forehead. Using an adhesive electrode, the band emits a low electrical current to stimulate nerves associated with migraine pain. Users may feel a tingling sensation on the skin where the electrode is applied. The device is designed to be used no more than 20 minutes a day by patients 18 years and older.

A 67-person study reviewed by the FDA showed patients using the device experienced fewer migraines per month than patients using a placebo device. The Cefaly headband did not completely eliminate migraine headaches or reduce the intensity of migraines that oc-curred. About 53 percent of 2,313 patients in a separate study said they were satisfied with the device and were willing to purchase it for future use.

No serious adverse events were connected with the device. Cephaly is manufactured by Cephaly Technology of Belgium.


WASHINGTON — The U.S. Supreme Court on Monday re-jected an appeal from a school that tried to ban students from wearing “I (heart) Boobies!” bracelets to promote breast cancer awareness, ending a case that began more than three years ago with the suspension of two middle-school girls who refused a principal’s order to take them off.

The case started in 2010 when two girls, then ages 12 and 13, challenged the ban. Kayla Marti-nez and Brianna Hawk said they were trying to promote awareness of the disease at their middle school. They wore the bracelets on their school’s Breast Cancer Awareness Day — in defiance of a ban that had been announced a day earlier — and refused to take them off. The girls filed suit after being suspended from class.

The justices left in place a U.S. appeals court ruling that found the bracelets were not “plainly lewd,” nor had they caused a disruption. “The principle here is that even kids talk about im-portant things, and when they talk about important things, that’s what we should be encouraging,” Mary Catherine Roper, an at-torney with the American Civil Liberties Union of Pennsylvania,


WASHINGTON — U.S. Attorney General Eric Holder on Monday called an increase in heroin-related deaths an “urgent and growing public health crisis” and said first responders should carry with them a drug that can reverse the effects of an overdose.

The video message posted on the Justice Department’s website reflects the federal government’s concern about the growing prevalence of heroin and prescription painkillers’ abuse. The number of overdose deaths involving heroin increased by 45 percent between 2006 and 2010, according to White House Office of National Drug Control Policy.

“Addiction to heroin and other opiates, including certain prescription pain-killers, is impacting the lives of Americans in every state, in every region, and from every background and walk of life — and all too often, with deadly results,” Holder said in the message.

His public support for an antidote that could be used to rescue overdosing drug users mirrors the position of the White House drug policy office, which has also urged all first responders to have the medication on hand. At least 17 states and the Washington, D.C. — allow naloxone — commonly known by the brand name Narcan — to be dis-tributed to the public, and bills are pending in some states to increase access to it.

Advocates say Narcan, which comes in a spray and inject-able form, has the potential to save many lives if adminis-tered within a certain window. But critics fear that making the antidote too accessible could encourage drug use.

Holder said law enforcement is combatting the overdose problem, including by cutting off the supply chain that il-licitly furnishes prescription painkillers to drug addicts. But he said more work is needed to prevent and treat drug addiction.

How it might have done this without being clearly detected has raised questions over whether its electrical systems, including transponders allowing it to be identified by radar, were either knocked out or turned off. Authorities have not ruled out any possible cause, including me-chanical failure, pilot error, sabo-

Some bus stops are built away from the main road, while in Melaya and on the road to Palasari are adjacent to each other with the existing bus stop. A community leader of Tukadaya, Ketut Wisnu Wardana,

said on Tuesday (Mar 11) that his party deeply regretted because its construction was considered inap-propriate. Moreover, he heard if each construction cost up to IDR 200 million.

“Its function is not urgent. I think it is better intended for something more useful at village,” said the for-mer headman of Tukadaya. Wisnu exemplified the bus stop built at Tukadaya village. According to him, it was less strategic. The bud-get of hundreds of millions should be used for other urgent needs for people at village. For instance, the people of Tukadaya urgently needed the drinking water pipeline network or water storage tank.

(Mar 10). Luckily, no casualties were reported in the incident. Four family members from Klungkung in the vehicle survived and only suffered injured.

As information gathered, the incident occurred around 09:30 a.m. The incident began when the entourage from Klungkung just came home after having a con-sultation to a medium at Jehem village, Tembuku. At that time, the

family group was about to return to Klungkung.

According to one of the victims, the vehicle he was riding skidded into a ravine due to negligence of the driver. On the journey, the driver was receiving a call. After that, it could not control the vehicle. The driver was al-leged to put his cellular phone into the pants pocket, but even slammed the wheel, causing the vehicle to move to the left side and immediately plunged

HANOVER - European IT security firms have flocked to the world’s biggest high-tech fair with hopes of benefiting from the fallout from shock revelations of mass US and British spying.

Exactly a year ago, Chancellor Angela Merkel vaunted her new, ultra-secure Smartphone at the opening of the same fair, the CeBIT, in the northern city of Hanover.

Revelations that US intelligence allegedly eavesdropped on her mobile phone conversations and hoovered up vast amounts of online data and telephone records from average citizens have since sent shockwaves around the world.

German firm Secusmart, which provides the security features for the German government’s telephones, says it has now been approached by several other governments.

Secusmart chief Hans-Christoph Quelle declined to name the governments in question but stressed his business had seen a knock-on effect from the leaks by rogue US analyst Edward Snowden.

“Our core product is mobile voice encryption. And mobile voice encryption was a nerdy feature,” the head of the 2007-established company said in an interview at the five-day CeBIT with AFP.

But he added: “Snowden has already changed things because at that time (in 2013 when Merkel showed off her new phone) everybody thought that only mobile networks are unsecure.

“But we learned with Snowden that all voice calls are un-secure.”

Secusmart has this year teamed up with Britain’s Vodafone to create an app to allow businesses to keep all telephone com-munications, including conference calls, secure.

Thanks to this new app, as well demand for the ability to ensure conversations are kept safe having increased “dramatical-ly”, Secusmart is banking on 20-percent growth, Quelle said.

It is far from alone in eyeing new business in the wake of the Snowden leaks.

Among CeBIT’s sprawling layout, one entire hangar-like hall has been turned over to IT security, with around 500 companies offering specialised solutions, many from Europe and Asia.

By casting doubt on the confidentiality of data in the digital world, the scandal over mass spying “has shown consumers everywhere in the world the importance of protecting data,” Dieter Kempf, head of German IT industry lobby BITKOM, told AFP.

According to the European Information Technology Observa-tory, a platform managed by a subsidiary of BITKOM, two thirds of European companies want to invest in security measures.

According to US-based technology and market research company Forrester Research, the US high-tech sector -- the first to be hit in terms of a loss of confidence -- could lose up to $180 billion (130 billion euros) in sales by 2016.

The usually low-key negotia-tions were being closely watched to see if cash-rich firms would put more money in workers’ pockets, amid worries about the tax hike slamming the brakes on growth.

Japan’s auto sector was a key target, with all eyes on the world’s biggest automaker Toyota which -- along with other major export-ers -- has posted big profits on the back of sharply weaker yen since Prime Minister Shinzo Abe swept to power in late 2012.

On Wednesday, Toyota said it would raise employees pay by an average of 2,700 yen ($26) a month, while they would also get an aver-age bonus worth about 6.8 months of their annual base wage -- a com-mon pay structure in Japan.

The pay rise was less than the 4,000 yen a month demanded by Toyota’s union, but it was the Camry and Corolla maker’s first

wage hike in six years.The increase amounts to about

a 0.8 percent rise over current pay levels.

Japan’s number-two automaker Nissan also said its employees would get 3,500 yen more each month, and a bonus worth 5.6 months of regular pay.

Bonuses are usually paid out in a lump sum twice a year, but it’s not guaranteed compensation.

The electronics sectors, ham-mered by losses in recent years, also moved with six major firms -- including Hitachi and Panasonic -- hiking wages by 2,000 yen a month, their biggest-ever increase.

Convenience store operator Lawson has agreed to its first wage rise in 12 years.

The focus would now shift from blue-chip firms to see if small and mid-sized companies, which em-ploy the bulk of Japanese workers, would follow the lead on pay.

The seemingly small wage hikes are a major development in a coun-try that has suffered deflation for

years, meaning consumers rarely face higher prices for everyday goods.

The cooperation agreement was signed at the 1st Indonesia-Iraq Joint Working Group Meet-ing and put in the minutes of meeting on the settlement of the draft Letter of Intent regarding oil supply agreement between Indo-nesia and Iraq on Tuesday.

The signing was done byh Edy Hermantoro, Indonesia’s Direc-tor General of Oil and Gas who led the country’s delegation to the meeting and his counterpart, Delman N Abdullah, the Direc-tor General for Midland Old Company of the Iraqi Ministry of Oil.

Edy Hermantoro said bilateral relations between Indonesia and Iraq have gone long.

He said oil and gas resources in the two countries have helped strengthen the two countries’ bilateral relations.

“The Iraqi government and businesses have been turning their attention more to South-east Asia in the past few years. Indonesia as the biggest Muslim country has attracted their atten-tion,” he said.

He said the oil and gas coop-eration between the two countries has been closer following the the visit of Iraqi deputy prime miniter for energy Hussain al-Shahristani to Indonesia on June 24-27, 2012.

The bi lateral meeting has opened bigger cooperation op-portunities for the two countries, he said.

“At the time the two countries agreed to put their cooperation agreement concretely in an Mem-orandum of Understanding which will later be followed by kind of Letter of Intent,” he said.

“Among the foreign scientists were C. J. Grader who had studied the Subak form of irrigation in Jembrana in 1984 and Clifford Geertz in Tabanan, Badung and

Klungkung in 1959,” Prof Dr I Wayan Windia, the chairman of the Subak study center and a dean at the University of Udayana, said on Tuesday.

J. Stephen Lansing, an Ameri-can anthropologist, had also stud-ied the Subak system in Bangli district in 1991.

The foreign studies had re-ported many local customs and discussed the rationale for the

Subak irrigation system.Indonesian scientists who had

studied the Subak system, includ-ed Bagus (1971), Sutawan (1989 and 1991), Sushila (1987), Geriya (1985), Pitana (1993), Windia (2006) and Norken (2007), he added.

The local customs and tradi-tions that were incorporated in the Subak system include religious, cultural, ecological, economic,

legal, and technological and se-curity elements.

“We do not want to fight. But if need be to defend our sovereignty, then we have to be ready. Our navy’s strength has been increased,” President Yudhoyono noted dur-ing an exhibition and demonstration of the Navy’s main weapons at the Eastern Fleet Pier in Surabaya, East Java, on Wednesday.

He pointed out that violations of sovereignty could hap-pen in many forms, especially territorial, with regard to the country’s territory, which is mostly water.

Flanked by Defense Minister Purnomo Yusgiantoro, President Yudhoyono inspected the weapons that were ac-quired into the navy force development program during the strategic plan periods of 2005-2009 and 2010-2014.

Defense Minister Purnomo added that a number of weapons on display were the four Sygma-class corvets, four Landing Platform Dock vessels, four units of 40 M type Quick Missile Ship and two 43 M type units of Quick Patrol Ship.

For the marine force, deliveries of 54 units of BMP-3F amphibious tanks, one unit BREM-L (Tank Recovery) unit and 15 units of LVT 7 Al (Landing Vehicle Tank), two units of CN 235-220 MPA (Maritime Patrol Aircraft) and four units of Bonanza G-36 trainer and three units of Bell-412 EP helicopter have been done.

On the occasion, models or miniatures of main weapons have also been showcased for the purpose of procurement that will be done after the current cabinet’s term.

“The completion of the procurement of the main navy weapons will take a long time,” Defense Minister Purnono Yusgiantoro explained.

The main weapons shown in their miniature forms were three submarines, two Missile Escort destroyers, two frig-ates, tall ships to replace current training ship Dewa Ruci that has served for 62 years, three tank transport ships, one of them to transport Leopard tank, two Hydro-oceanography aid ships and two aid liquid petroleum ships.

The minister pointed out that TNI AL (Indonesian Navy) will also be strengthened with three CN-235 MPA aircraft, 11 Anti-Submarine helicopters, which are equipped with sonar dipping and torpedoes, five units of BTR-4 armored vehicles and a battery of multi-launcher rocket system.

Besides inspecting the exhibition, President Susilo Bam-bang Yudhoyono also enjoyed the demonstration of TNI-AL weapons including spreading mines from Umar 623 maritime patrol aircraft, the firing of an RBU rocket from navy ships, anti-submarine battle demonstration by a navy ship involving an anti-submarine helicopter, a demonstration of releasing a ship from hijackers by frogmen and an amphibious reconnais-sance ship using a Visit Board Search and Seizure, saipass by navy ships and flying pass by navy aircraft and helicopters.

On the occasion, President Yudhoyono was also ac-companied by defense forces (TNI) commander General Moeldoko, army chief of staff General Budiman, navy chief of staff Admiral Marsetio and air force chief of staff Marshal IB Putu Dunia and East Java governor Soekarwo, education minister Muhammad Nuh, Information and Com-munication minister Tifatul Sembiring and public works minister Djoko Kirmanto.

team has deployed a ship to Malacca strait to help search for a missing Malaysian airplane, the team’s spokesman Ibnu Haris said.

“We have started the search operation since Tuesday around the Malacca strait. However, our search and rescue workers have yet to find any sign of the aircraft’s where-abouts,” he said on Wednesday.

There were 22 personnel on board of the ship, deployed to support Indonesia’s participation in searching for the missing plane, he said.

The Malaysia Airlines flight MH370 carrying 239 people, including seven Indonesians, went missing on its flight from Kuala Lumpur to Beijing, China, on early Saturday.

The ill-fated aircraft was scheduled to land at Beijing International Airport at 6.30 am local time. However, the aircraft lost radar contact with Subang air traffic control at around 2.40 am local time.

In a search operation, an Indonesian Air Force’s Boe-ing A7303 had combed the Malacca Strait from Monday to Tuesday but it failed to spot any sign of the aircraft’s whereabouts.

“Indonesian Air Force aircraft has combed A to B spot area (at the suspected crash site of MAS MH370) back and forth in Malacca strait to assist Malaysia in finding the missing plane,” Commander of Air Base Ranai Lieutenant Colonel Aviator Andri Gandhy said.

The Indonesian Air Force`s search range spread from upper Aceh to Malacca strait, and the search was carried out by using electronic radar monitoring and optical pic-tures and videos.

In order to back up its search operation, Indonesia had

also deployed five naval ships and a helicopter by coordi-nating with the Malaysian authorities.

The National Search and Rescue Agency (BASAR-NAS) also deployed a SAR ship to help the search and evacuation.

Suardipa added that to further enliven the dolphin tourism it was neces-sary to change the pattern of management. He exemplified the tour schedule should be carried out more than once and other than in the morning. It should be preceded with studies and appointment of researchers to deter-mine the zones where dolphin could be found other than in the morning. Once the zone was found, it could be made a sort of fish aggregating device (FAD). The device could be made into a point for fishermen to deliver trav-elers not only once. However, they could take travelers at noon and in the afternoon. Such effort did not only make the dolphin population as target, but fishermen were also responsible for taking care of it and providing food in the form of small fish. “There has been a researcher who claimed if the dolphin can be found at noon and in the afternoon. It must be followed up how we can determine the zone and make fish aggregating device there. If we have the device and the dolphin can be found, automatically fisher-man does not only sail once a day but more. So, fishermen can increase their income,” he said.

Other than changing the pattern of tourism management, Suardipa added that Lovina tourism players should also be creative by designing additional tour packages, and did not rely on the dolphin tour alone. For instance, it could be done by designing a tourism event by including the existing scheduled package tour. Aside from selling tour package, it should also be added with the performing arts, native culture and typical culinary treasure of Buleleng. This could be packed into a single package and was believed to be able to lure more tourists to visit Lovina. “All this time, we see that it’s only offered a single dolphin tour and nothing more after that. If it is designed in a package with scheduled event and added with other tour, I’m sure this package will be saleable,” he added. (mud)

SRINAGAR, India — Indian officials say heavy snowfall has unleashed avalanches and collapsed homes in Kashmir, killing at least 10 people.

areas across the Indian-controlled region of the territory divided with and claimed by Pakistan. Police offi-cer Imtiyaz Hussain says avalanches killed two Indian army soldiers camped in the mountainous Kargil region near Pakistan-controlled Kashmir, as well as three Nepalese laborers working nearby.

Five more people were killed when dozens of homes crumpled under the weight of a heavy snow pack in the southern Kulgam and Shopian areas. The snow has also caused power lines to snap and cut some areas off from the rest of India. Avalanches and landslides are com-mon in the Himalayan region.


BERLIN — NATO deployed two surveillance planes to fly over Poland and Romania on Wednesday to monitor the crisis in neighbor-ing Ukraine.

The military alliance said two AWACS, or Airborne Warning And Control System, reconnaissance planes took off from bases in Germany and Britain.

The surveillance flights won’t leave the airspace of its member na-tions — thus not crossing either into Ukrainian or Russian airspace, a spokesman for NATO’s operational headquarters said in Belgium.

“The planes can observe over 300,000 square kilometers (115,000 square miles) and will primarily be looking on air activity and the sea,” Lt. Col. Jay Janzen said, adding that one AWACS aircraft already went on a surveillance mission to Romania on Tuesday and that more mis-sions were being planned.

“Our flights will not leave NATO airspace,” Janzen said. “Regard-less, we can observe, we can look a very long way.”

NATO’s 28 member states decided Monday to intensify the assess-ment of the possible threat the Ukrainian crisis poses to the alliance by sending AWACS planes. The decision comes after deployments of U.S. fighter planes to eastern European nations bordering Russia, such as Poland and Lithuania.

Pardew already has been sanctioned by New-castle, accepting a formal warning and a fine of 100,000 pounds ($168,000), following his confron-tation with Hull midfielder David Meyler on March 1. Meyler initially barged into Pardew as he looked to retrieve the ball for a throw-in in the 72nd minute of the game at KC Stadium. Pardew squared up to Meyler and moved his head in the direction of the

player’s face, then was sent to the stands.The FA also fined Pardew 60,000 pounds

MOSCOW - Two Russian politicians are demanding the United States be kicked out of this year’s World Cup and has its membership of world soccer’s governing body FIFA terminated. The petition to FIFA was made by Aleksandr Sidyakin and Mikhail Markelov, deputies from the Russian State Duma, which is the country’s lower parliament house.

The politicians cite aggressive actions against Yugoslavia, Iraq and Libya as well as attempts to encroach on Syria, as reasons for asking for the ban. Sidyakin said the written demand was a reaction to a letter sent by American Republican senators Mark Kirk and Dan Coates asking FIFA to exclude Russia from the 2014 World Cup.

“It’s an eye for an eye, a ball for a ball. Don’t let the USA take part in the 2014 World Cup! End their membership of FIFA,” Sidyakin wrote on Twitter. Sidyakin represents the United Russia party, which is the largest in the country and is closely associated with President Vladimir Putin, who was once its leader.

Markelov is a member of the Fair Russia party, though neither is seen as a high-profile politician within the country. When con-tacted by Reuters, a FIFA spokesperson said the organisation had no comment. The 2014 soccer World Cup will be staged in Brazil from June 12 to July 13.

Pardew already has been sanctioned by New-castle, accepting a formal warning and a fine of 100,000 pounds ($168,000), following his confron-tation with Hull midfielder David Meyler on March 1. Meyler initially barged into Pardew as he looked to retrieve the ball for a throw-in in the 72nd minute of the game at KC Stadium. Pardew squared up to Meyler and moved his head in the direction of the

player’s face, then was sent to the stands.The FA also fined Pardew 60,000 pounds

($100,000) and warned him about his future con-duct. Pardew is the first Premier League manager to receive a stadium ban. Earlier this season, then-Blackpool manager Paul Ince received a five-match stadium ban from the FA for violently shoving a fourth official during a rant filled with profanity.

It is the latest touchline incident involving the hot-headed Pardew, who was banned for two matches last season for pushing a linesman and also was warned about his conduct in January after abus-ing Manchester City manager Manuel Pellegrini in the technical area. In light of this latest touchline spat, Pardew said he may have to stay in his seat in the dugout and resist the temptation to get close to the action.

“I’ve always been involved by being on the sideline,” Pardew said. “But I don’t think it can harm my managementship to sit there, and maybe I’m at an age now where I need to.”

Pardew will not be able to attend Craven Cot-tage for Newcastle’s match at Fulham on Saturday. He will also miss the home games against Crystal Palace and Everton. Pardew has apologized to Hull and Meyler. Police said no criminal action will be taken against him. For the marine force, deliveries of 54 units of BMP-3F amphibious tanks, one unit BREM-L (Tank Recovery) unit and 15 units of LVT 7 Al (Landing Vehicle Tank), two units of CN 235-220 MPA (Maritime Patrol Aircraft) and four units of Bonanza G-36 trainer and three units of Bell-412 EP helicopter have been done.

On the occasion, models or miniatures of main weapons have also been showcased for the purpose of procurement that will be done after the current cabinet’s term.

“The completion of the procurement of the main navy weapons will take a long time,” Defense Minister Purnono Yusgiantoro explained.

The main weapons shown in their miniature forms were three submarines, two Missile Escort destroyers, two frig-ates, tall ships to replace current training ship Dewa Ruci that has served for 62 years, three tank transport ships, one of them to transport Leopard tank, two Hydro-oceanography aid ships and two aid liquid petroleum ships.

The minister pointed out that TNI AL (Indonesian Navy) will also be strengthened with three CN-235 MPA aircraft, 11 Anti-Submarine helicopters, which are equipped with sonar dipping and torpedoes, five units of BTR-4 armored vehicles and a battery of multi-launcher rocket system.

team has deployed a ship to Malacca strait to help search for a missing Malaysian airplane, the team’s spokesman Ibnu Haris said.

“We have started the search operation since Tuesday around the Malacca strait. However, our search and rescue workers have yet to find any sign of the aircraft’s where-abouts,” he said on Wednesday.

There were 22 personnel on board of the ship, deployed to support Indonesia’s participation in searching for the missing plane, he said.

The Malaysia Airlines flight MH370 carrying 239 people, including seven Indonesians, went missing on its flight from Kuala Lumpur to Beijing, China, on early Saturday.

The ill-fated aircraft was scheduled to land at Beijing International Airport at 6.30 am local time. However, the aircraft lost radar contact with Subang air traffic control at around 2.40 am local time.

In a search operation, an Indonesian Air Force’s Boe-ing A7303 had combed the Malacca Strait from Monday to Tuesday but it failed to spot any sign of the aircraft’s whereabouts.

“Indonesian Air Force aircraft has combed A to B spot area (at the suspected crash site of MAS MH370) back and forth in Malacca strait to assist Malaysia in finding the missing plane,” Commander of Air Base Ranai Lieutenant Colonel Aviator Andri Gandhy said.

The Indonesian Air Force`s search range spread from upper Aceh to Malacca strait, and the search was carried out by using electronic radar monitoring and optical pic-tures and videos.

In order to back up its search operation, Indonesia had

also deployed five naval ships and a helicopter by coordi-nating with the Malaysian authorities.

The National Search and Rescue Agency (BASAR-NAS) also deployed a SAR ship to help the search and evacuation.

BERLIN — NATO deployed two surveillance planes to fly over Poland and Romania on Wednesday to monitor the crisis in neighbor-ing Ukraine.

The military alliance said two AWACS, or Airborne Warning And Control System, reconnaissance planes took off from bases in Germany and Britain.

The surveillance flights won’t leave the airspace of its member na-tions — thus not crossing either into Ukrainian or Russian airspace, a spokesman for NATO’s operational headquarters said in Belgium.

“The planes can observe over 300,000 square kilometers (115,000 square miles) and will primarily be looking on air activity and the sea,” Lt. Col. Jay Janzen said, adding that one AWACS aircraft already went on a surveillance mission to Romania on Tuesday and that more mis-sions were being planned.

“Our flights will not leave NATO airspace,” Janzen said. “Regard-less, we can observe, we can look a very long way.”

NATO’s 28 member states decided Monday to intensify the assess-ment of the possible threat the Ukrainian crisis poses to the alliance by sending AWACS planes. The decision comes after deployments of U.S. fighter planes to eastern European nations bordering Russia, such as Poland and Lithuania.

HANOVER - European IT security firms have flocked to the world’s biggest high-tech fair with hopes of benefiting from the fallout from shock revelations of mass US and British spying.

Exactly a year ago, Chancellor Angela Merkel vaunted her new, ultra-secure Smartphone at the opening of the same fair, the CeBIT, in the northern city of Hanover.

Revelations that US intelligence allegedly eavesdropped on her mobile phone conversations and hoovered up vast amounts of online data and telephone records from average citizens have since sent shockwaves around the world.

German firm Secusmart, which provides the security features for the German government’s telephones, says it has now been approached by several other governments.

Secusmart chief Hans-Christoph Quelle declined to name the governments in question but stressed his business had seen a knock-on effect from the leaks by rogue US analyst Edward Snowden.

“Our core product is mobile voice encryption. And mobile voice encryption was a nerdy feature,” the head of the 2007-established company said in an interview at the five-day CeBIT with AFP.

But he added: “Snowden has already changed things because at that time (in 2013 when Merkel showed off her new phone) everybody thought that only mobile networks are unsecure.

“But we learned with Snowden that all voice calls are un-secure.”

Secusmart has this year teamed up with Britain’s Vodafone to create an app to allow businesses to keep all telephone com-munications, including conference calls, secure.

Thanks to this new app, as well demand for the ability to ensure conversations are kept safe having increased “dramatical-ly”, Secusmart is banking on 20-percent growth, Quelle said.

It is far from alone in eyeing new business in the wake of the Snowden leaks.

Among CeBIT’s sprawling layout, one entire hangar-like hall has been turned over to IT security, with around 500 companies offering specialised solutions, many from Europe and Asia.

By casting doubt on the confidentiality of data in the digital world, the scandal over mass spying “has shown consumers everywhere in the world the importance of protecting data,” Dieter Kempf, head of German IT industry lobby BITKOM, told AFP.

According to the European Information Technology Observa-tory, a platform managed by a subsidiary of BITKOM, two thirds of European companies want to invest in security measures.

According to US-based technology and market research company Forrester Research, the US high-tech sector -- the first to be hit in terms of a loss of confidence -- could lose up to $180 billion (130 billion euros) in sales by 2016.

As the World Wide Web notches up its 25th birthday, some companies are promoting the regional anchoring of digital data as one way to reassure consumers.

At CeBIT, German operator Deutsche Telekom targeted medium-sized companies with an offer including its “Made in Germany” cloud where its remote data storage centres are located in the country.

The usually low-key negotia-tions were being closely watched to see if cash-rich firms would put more money in workers’ pockets, amid worries about the tax hike slamming the brakes on growth.

Japan’s auto sector was a key target, with all eyes on the world’s biggest automaker Toyota which -- along with other major export-ers -- has posted big profits on the back of sharply weaker yen since Prime Minister Shinzo Abe swept to power in late 2012.

On Wednesday, Toyota said it would raise employees pay by an average of 2,700 yen ($26) a month, while they would also get an aver-age bonus worth about 6.8 months of their annual base wage -- a com-mon pay structure in Japan.

The pay rise was less than the 4,000 yen a month demanded by Toyota’s union, but it was the Camry and Corolla maker’s first

wage hike in six years.The increase amounts to about

a 0.8 percent rise over current pay levels.

Convenience store operator Lawson has agreed to its first wage rise in 12 years.

The focus would now shift from blue-chip firms to see if small and mid-sized companies, which em-ploy the bulk of Japanese workers, would follow the lead on pay.

The seemingly small wage hikes are a major development in a coun-try that has suffered deflation for

years, meaning consumers rarely face higher prices for everyday goods.

Abe’s economic growth blitz, dubbed Abenomics, is aimed at reversing falling prices and recent data suggest Tokyo is making headway in stoking lasting infla-tion, which would lead to higher prices.

Consumers are also getting set for a sales tax rise to 8.0 percent on April 1, up from 5.0 percent.

The cooperation agreement was signed at the 1st Indonesia-Iraq Joint Working Group Meet-ing and put in the minutes of meeting on the settlement of the draft Letter of Intent regarding oil supply agreement between Indo-nesia and Iraq on Tuesday.

The signing was done byh Edy Hermantoro, Indonesia’s Direc-tor General of Oil and Gas who led the country’s delegation to the meeting and his counterpart, Delman N Abdullah, the Direc-tor General for Midland Old Company of the Iraqi Ministry of Oil.

Edy Hermantoro said bilateral relations between Indonesia and Iraq have gone long.

He said oil and gas resources in the two countries have helped strengthen the two countries’ bilateral relations.

“The Iraqi government and businesses have been turning their attention more to South-east Asia in the past few years. Indonesia as the biggest Muslim country has attracted their atten-tion,” he said.

He said the oil and gas coop-eration between the two countries has been closer following the the visit of Iraqi deputy prime miniter for energy Hussain al-Shahristani to Indonesia on June 24-27, 2012.

The bi lateral meeting has opened bigger cooperation op-portunities for the two countries, he said.

“At the time the two countries agreed to put their cooperation agreement concretely in an Mem-orandum of Understanding which will later be followed by kind of Letter of Intent,” he said.

To implement the MOU Edy Hermatoro said the first Joint Work-ing Group meeting was held.

The meeting has discussed oil and gas, electricity, minerals and coals, renewed energy as well as training and education and re-search of development, he said.

He said the Indonesian govern-ment was optimistic bilateral re-lations between the two countries would increase.

“Iraq is expected to give posi-tive and wider business as well as investment opportunities for Indonesia,” he said.

“Among the foreign scientists were C. J. Grader who had studied the Subak form of irrigation in Jembrana in 1984 and Clifford Geertz in Tabanan, Badung and

Klungkung in 1959,” Prof Dr I Wayan Windia, the chairman of the Subak study center and a dean at the University of Udayana, said on Tuesday.

J. Stephen Lansing, an Ameri-can anthropologist, had also stud-ied the Subak system in Bangli district in 1991.

The foreign studies had re-ported many local customs and discussed the rationale for the

Subak irrigation system.Indonesian scientists who had

studied the Subak system, includ-ed Bagus (1971), Sutawan (1989 and 1991), Sushila (1987), Geriya (1985), Pitana (1993), Windia (2006) and Norken (2007), he added.

The local customs and tradi-tions that were incorporated in the Subak system include religious, cultural, ecological, economic,

legal, and technological and se-curity elements.

On June 2012, Subak was recognized by the UNESCO as a world heritage site.

The Subak has maintained an agricultural ecosystem for more than 1000 years. In Bali, the ancient system of water temples enables the Subak to coordinate its activities alongside entire river systems.

However, its function is more appropriate for post of motorcycle taxi because it is not located near the main road passed through by intercity bus within the province. Some bus stops are built away from the main road, while in Melaya and on the road to Palasari are adjacent to each other with the existing bus stop. A community leader of Tukadaya, Ketut Wisnu Wardana,

said on Tuesday (Mar 11) that his party deeply regretted because its construction was considered inap-propriate. Moreover, he heard if each construction cost up to IDR 200 million.

“Its function is not urgent. I think it is better intended for something more useful at village,” said the for-mer headman of Tukadaya. Wisnu exemplified the bus stop built at Tukadaya village. According to him, it was less strategic. The bud-get of hundreds of millions should be used for other urgent needs for people at village. For instance, the people of Tukadaya urgently needed the drinking water pipeline network or water storage tank.

(Mar 10). Luckily, no casualties were reported in the incident. Four family members from Klungkung in the vehicle survived and only suffered injured.

As information gathered, the incident occurred around 09:30 a.m. The incident began when the entourage from Klungkung just came home after having a con-sultation to a medium at Jehem village, Tembuku. At that time, the

family group was about to return to Klungkung.

According to one of the victims, the vehicle he was riding skidded into a ravine due to negligence of the driver. On the journey, the driver was receiving a call. After that, it could not control the vehicle. The driver was al-leged to put his cellular phone into the pants pocket, but even slammed the wheel, causing the vehicle to move to the left side and immediately plunged

DENPASAR - The appreciation of rupiah exchange to IDR 11,372 per U.S. dollar has a posi-tive impact on the economy of Indonesia, including Bali. The Dean of the Faculty of Economics and Business (FEB), Undiknas University, Prof. Dr. IB Raka Suardana, said the appreciation reflected the improvement of economic indicators.

He said if they brought in raw materials, with the appreciation of rupiah, the basic price of goods would decline as well which affected the selling price to go down. Ulti-mately, consumers would also get the benefits, especially consumers who consumed goods made from imported raw materials.

“The government must continue to keep the current account deficit in

2014 so it will not be more than 2.5 percent of the Gross Domestic Product (GDP),” he said.

He mentioned that rupiah tended to move contradictorily in the op-posite direction to regional rate of exchange which was in line with the depreciation of regional Asian cur-rencies such as the Japanese Yen and Chinese Yuan. It happened because the Japanese and Chinese economy was under estimation of market par-ticipants. However, Indonesia was the country most rapidly respond-ing to market demands where the Bank Indonesia (BI) tightened the monetary policy by raising the refer-ential interest rate at 175 basis points from June 2013 to 7.5 percent until February 2014 and the government made policy to increase the price of subsidized fuel in July 2013.

In order to extensively promote healthy lifestyle by running and to share with others, Indo-Runners Bali community (IBC) to run as far as they can for a special program of ‘We Run 100 KM A Day’ throughout the month of February to April 2014.

The Cefaly device is a battery-powered plastic band worn across the forehead. Using an adhesive electrode, the band emits a low electrical current to stimulate nerves associated with migraine pain. Users may feel a tingling sensation on the skin where the electrode is applied. The device is designed to be used no more than 20 minutes a day by patients 18 years and older.

A 67-person study reviewed by the FDA showed patients using the device experienced fewer migraines per month than patients using a placebo device. The Cefaly headband did not completely eliminate migraine headaches or reduce the intensity of migraines that oc-curred. About 53 percent of 2,313 patients in a separate study said they were satisfied with the device and were willing to purchase it for future use.

No serious adverse events were connected with the device. Cephaly is manufactured by Cephaly Technology of Belgium.


WASHINGTON — The U.S. Supreme Court on Monday re-jected an appeal from a school that tried to ban students from wearing “I (heart) Boobies!” bracelets to promote breast cancer awareness, ending a case that began more than three years ago with the suspension of two middle-school girls who refused a principal’s order to take them off.

The case started in 2010 when two girls, then ages 12 and 13, challenged the ban. Kayla Marti-nez and Brianna Hawk said they were trying to promote awareness of the disease at their middle school. They wore the bracelets on their school’s Breast Cancer Awareness Day — in defiance of a ban that had been announced a day earlier — and refused to take them off. The girls filed suit after being suspended from class.

The justices left in place a U.S. appeals court ruling that found the bracelets were not “plainly lewd,” nor had they caused a disruption. “The principle here is that even kids talk about im-portant things, and when they talk about important things, that’s what we should be encouraging,” Mary Catherine Roper, an at-torney with the American Civil Liberties Union of Pennsylvania,


WASHINGTON — U.S. Attorney General Eric Holder on Monday called an increase in heroin-related deaths an “urgent and growing public health crisis” and said first responders should carry with them a drug that can reverse the effects of an overdose.

The video message posted on the Justice Department’s website reflects the federal government’s concern about the growing prevalence of heroin and prescription painkillers’ abuse. The number of overdose deaths involving heroin increased by 45 percent between 2006 and 2010, according to White House Office of National Drug Control Policy.

“Addiction to heroin and other opiates, including certain prescription pain-killers, is impacting the lives of Americans in every state, in every region, and from every background and walk of life — and all too often, with deadly results,” Holder said in the message.

His public support for an antidote that could be used to rescue overdosing drug users mirrors the position of the White House drug policy office, which has also urged all first responders to have the medication on hand. At least 17 states and the Washington, D.C. — allow naloxone — commonly known by the brand name Narcan — to be dis-tributed to the public, and bills are pending in some states to increase access to it.

Advocates say Narcan, which comes in a spray and inject-able form, has the potential to save many lives if adminis-tered within a certain window. But critics fear that making the antidote too accessible could encourage drug use.

Holder said law enforcement is combatting the overdose problem, including by cutting off the supply chain that il-licitly furnishes prescription painkillers to drug addicts. But he said more work is needed to prevent and treat drug addiction.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

occurred in front of the Satria Bird Market on Jalan Veteran, Denpasar, Tuesday morning (Mar 11). A customer of Bank BRI, I Wayan Hartana, a resident of Tau-man hamlet, Sembung village, Mengwi, Badung, was burglarized with the loss of IDR 300 million. Such hundreds of millions were taken by criminals when the victim stopped at the scene.

“The case has been reported to the integrated police service (SPKT) of Bali Police,” said a source in the police station. The source explained the victim had just withdrawn money as much as IDR 300 million in the BRI Branch on Jalan Gajah Mada, Denpasar. By his Innova vehicle, he turned to go. Once arriving at scene, the victim got a call and then took his vehicle aside and parked at roadside.

While out of the vehicle, the victim was talking to someone on the phone. Well, at that time the culprit opened the vehicle door from the left and took the money inside. The culprit of totally two persons immediately fled. The victim just realized after receiv-ing the call. “The culprits have been known to pass far away and they rode an automatic motor-cycle,” he explained.

In the world of “Ernest & Celestine,” this is tantamount to heresy. The mice live below ground and the bears above — the car-driving, shop-keeping human equivalents in this universe. Their lone interaction is when a bear cub loses a tooth, which the “fairy mouse” replaces

with a coin. (This, it turns out, is a mutu-ally beneficial deal, since mice dentists depend on bear teeth to fashion tooth replacements.)

It’s when Celestine is on such a fairy mouse mission that she’s discovered by a shrieking family and thrown out of the house and into the trash. The next day, she’s unwittingly rescued by Ernest, a grumpy and woefully unsuccessful street-musician clad in a ragged old overcoat and hat. It’s a little story, told economically and with graceful minimalism. Sound effects have the simplicity of a Richard Bresson film. The music by jazz cellist Vincent Courtois is a sweetly mel-ancholy companion to the fairy tale, which despite its cuteness, has a rascally French sense of humor, too.

WELLINGTON, New Zealand — Hollywood actor Chris Pine, known for playing Captain Kirk in the “Star Trek” movies, has been charged with drunken driving in New Zealand. The 33-year-old American is due to make his first court appearance in the case on Monday, court officials said Wednesday.

New Zealand Police said in a statement that a 33-year-old American was charged March 1 with driving with a blood-alcohol

level over the legal limit, which in New Zealand is .08 percent. Police did not name the man, but said he was stopped during a routine early-morning check near the South Island town of Methven. Pine’s agent and publicist could not be reached immediately Wednesday for comment.

Pine has been in New Zealand film-ing the movie “Z for Zachariah,” which is due for release next year. Much of the filming has taken place on the South Island’s picturesque Banks Peninsula.

Pub, a Methven bar, told Christchurch newspaper The Press that Pine was attend-ing a celebration at the bar on the night of Feb. 28 to mark the end of filming and was accompanied by his Icelandic girlfriend, Iris Bjork Johannesdottir.

Pine was drinking beer and did not appear intoxicated before leaving at about 2:30 a.m., Crawford said, adding that Pine had obliged locals who wanted their photo taken with him. “He looked like he just wanted to spend time with his partner,” Crawford told the newspaper.
