Scheme Overview and Aims
The scheme extends the southern end of the existing Eclipse Busway from the Tichborne Way / Hutfield Link to a new at-
grade junction at Rowner Road. The current shared-use footway/cycleway between Hutfield Link and Military Road will be
retained with a slight realignment, and a new signal crossing installed at Rowner Road. A new fleet of cleaner buses will
be provided and the existing E1 and E2 Eclipse services will be re-routed to reduce delays. A new Eclipse Extra service
will also be added to link to the Daedalus Enterprise Zone. The scheme’s key aims are to:
• Improve journey times for travel on and off the Gosport peninsula.
• Reduce vehicle emissions to help improve air quality.
• Improve the local economy by assisting business retention and encouraging new investment.
• Improve connectivity and network resilience across the peninsula.

Total estimate £9.53m, comprising:
£6.93m Dept for Transport National Productivity
Investment Fund; £0.1m Third-party (First bus);
£2.5m Hampshire County Council.

Phase 1 - Successes So Far
• Approximately 2.4 million journeys are made each year on the busway
making it Hampshire’s busiest bus corridor.
• 64% passenger increase on E1 and E2 over the services they replaced.
• 20% of passengers have transferred from the car.
• 2% less traffic on the parallel A32.
• 12% growth in bus use on the peninsular.
• Improved journey time reliability.
• High levels of passenger satisfaction.
Additional Improvements
Since the Eclipse Busway opened in 2012 the County Council has carried out a
number of on-highway improvements to further reduce journey times for buses.
• Dedicated bus lanes at Brockhurst Roundabout.
• Bus contraflow lane on Lees Lane North.
• New Fareham bus station priority access to the A27.
• Fareham Railway Station interchange improvements.

6. Scheme Overview - Rowner Road Junction
Rowner Road
• There will be a new at grade signal controlled junction where
the busway meets Rowner Road.
• The existing bridge will be demolished.
• The road will be closed while the demolition and construction
work takes place.
• The existing footways will be widened to form shared use
footway / cycleway.
• Pedestrians and cyclists will cross Rowner Road via a new
toucan crossing.

7. Pedestrians and Cyclists
Cyclist provision
The busway will be open to cyclists from 5:45am to 11:15pm
and will be similar to the existing route in terms of surfacing and
width.
The existing shared use footway / cycleway will
also be maintained beside the southern section
of the busway.
Additional covered cycle parking is planned to
be installed at the new Rowner Road junction.
Pedestrian provision
The existing separate shared footway which connects from the leisure
centre to Rower Road will be maintained.
The southern end of the route will be realigned to run adjacent to the
new busway, with a new signal crossing installed to help cross the new
Rowner Road junction.
Uncontrolled crossings will be provided along the route to connect local
communities to services.
Pedestrians will not be permitted to walk on the busway.

8. Busway and Bus Stop Information
Bus Stop Specification
All bus stops will offer the following facilities:
• Weather-proof shelters.
• LED low energy lighting.
• Footpath connections to nearby communities.
• Real-time bus, train / ferry information.
• Ramped accesses and level boarding.
• Eclipse branding.
• News, weather and timetable information.
Busway Specification
On completion, phase 1 will form a 4.3km high quality
two-way dedicated rapid busway with:
• A 6.2m wide carriageway.
• A low noise road surface.
• Separate shared-use footway / cycleway along the
southern section.
• A 40mph speed limit.
• Open to buses and cyclists only.
• Access control barriers open between 5:45am to
11:15pm

9. Ecology and Environment
Environment
A detailed Environmental Assessment shows the scheme will have:
• Minimal impacts on Biodiversity.
• A beneficial impact to air quality along the A32.
Additionally:
• Planting will be undertaken which will mature to form a visual screen for adjoining
properties.
• A low noise road surface will be used to minimise vehicle noise.
Ecology
Ecological surveys are being undertaken to identify the wildlife living along the corridor and
surrounding habitat.
Bats are known to live close to the new busway and planting will be provided to screen
their flight paths across the Rowner Road junction.
Badgers have been found living along the route and carefully planned measures will be
taken to ensure they are not adversely affected by the construction work or the busway
operation.
Slow worms and reptiles are also present and will be carefully relocated before the works
are undertaken.

10. Air Quality Improvements
Air Quality
The scheme will help to improve air quality on the Gosport peninsular and will
contribute to reducing emissions in the Air Quality Management Area in Fareham
The scheme will improve air quality by:
• Reducing private car use
• Encouraging modal shift
• The running of new lower emission Euro 6 buses
It is predicted that the scheme will reduce carbon by 1045 tonnes in the opening
year.
First Fleet
Once the busway is complete, First will invest £3 million in a new
fleet of seventeen high specification, low emission buses to
provide fast and high frequency services on the busway.
First will also provide a new ‘Eclipse Extra’ bus service to the
Solent Enterprise Zone at Daedalus.
There is a Partnership Agreement between Hampshire County
Council and First guaranteeing vehicle age, emission levels,
service frequency and maintenance of passenger facilities.
Air Quality Management Areas (AQMAs)
Each local authority in the UK is responsible for carrying out a review and
assessment of air quality in their area. The aim is to make sure that national air
quality objectives will be achieved to protect people's health and the environment.
If a local authority finds any places where the objectives are not likely to be
achieved, it must declare an Air Quality Management Area and develop a plan to
improve the air quality.
Two AQMAs in Fareham have been recently reviewed and extended, resulting in
a single AQMA.
