Tail docking is acriminal offenceTHE South African Veterinary Council has warned peopleagainst tail docking of puppies. According to its website, thecouncil decided that it will no longer condone the routinetail docking of puppies by vetirenarians with effect from 1June 2008. According to them, this is the contravention ofthe Animal Protection Act, unless done for therapeuticreasons.
Tail docking is a medical procedure done to remove partof the tail using surgical scissors. It is done by a veterinarianin the first two to eight days of a puppy’s life, withoutsedation.
Sr Janice Clover of Hayfields Veterinary hospital said taildocking is a criminal offence for both veterinarians andnonveterinarians, with no exclusion for breeders.
Facts about tail dockingScientific research has shown that tail docking is a
painful and traumatic experience for a puppy, even ifperformed under local anaesthetic.
Even at a few days of age, puppies have a heightenedsense of pain and a fully developed nervous system.
Studies show that exposing the puppies to such painactually affects their emotional development and theirresponses to pain and stress.
Historically, tail docking was thought to prevent rabies,strengthen the back and increase the animal’s speed andprevent injuries when working, ratting, fighting and baiting

THE South African BankingRisk Information Centre (SA-BRIC) is warning customersabout bank scams this festiveseason.
Thesescamsaredepositandrefund scams, fraudulentrequests to change bankaccountdetailsandadvancefeescam.
The deposit and refundscam involves criminalsorderinggoodsorservicesfroma business or individual andthen paying money into thevictim’s bank account, mostlyby depositing a fraudulentcheque, said SABRIC CEOKalyani Pillay.
Sometimes, proof of pay-ment is fabricated to create theimpressionthatthedepositwasmade in cash, he said.
“Following this, they sendthe ‘proof of payment’ to thebusinessor individual and thenthe goods are released to thecriminal. Alternatively, theycancel theorderandrequestanurgent refund of the fundsmade. The bank will thenprocess the cheque anddiscover that the cheque isfraudulent and reverse thecredit on the victim’s bankaccount, or discover that nodeposit was made at all.
“As a result, no funds aretransferred into the victim’saccount and the victim issubsequently out of both themoniesand thegoods,”he said.
Pillay advised that custom-ers ensure that no ‘refund’should be made without firstverifyingwith the bank that thedeposit thathasbeenmadeintoyour account is legitimate.
“Youmustwait forall depos-its (cheque, cash or electronic)tobecleared firstbefore releas-ing the goods or services.Always check your bankstatements or contact yourbank to establish if the fundshave been cleared and areavailable in your accountbefore releasing the goods.Protect your personal informa-tion as well as that of yourcompany. Criminals gainaccess to you and your organi-sation details through yourpersonal information,”warnedPillay.
Tips to ensure that custom-ers do not become victims:
• Follow the saying ‘if some-thing seems toogood tobe true,then it probably is’.
• Always be suspicious ofemails or textmessages statingthat youhavewonaprize if youhave not entered a competition
•Neverpayanyfeesupfront,unless you are sure that thepersonorcompanythatyouaredealing with is a reputablesupplier.

THE Msunduzi Municipality is workingon policy plans to help local residentsget permanent employment underservice providers who get contractsfrom the municipality.
The Msunduzi mayor Chris Ndlelamentioned this while the ExecutiveCommittee (Exco) reviewed the stateof the city address monitoringtemplate.
This template looks at challengesfaced by the municipality.
These challenges were highlighted in Ndlela’s state of the city addressin June this year. The template alsodisplays action plans and deadlineson meeting these challenges.
The identified challenges includethe electrification of nonelectrified
areas, high mast lights in Vulindlela,operation and maintenance of theVulindlela water scheme, the hugerepairs and maintenance backlog,indigents, the Pietermaritzburginformal economy, the transformation of the public transport system,learnerships and bursaries and thetraining of municipal employees.
Ndlela said that the municipalityneeds to look at the amendment ofpolicies to help grow local economicdevelopment by offeringemployment to vulnerable groups,attracting investments and theinnovation wherein the municipalityenforces the employment of locallabour on a permanent basis.
Msunduzi CFO Nelisiwe Ngcobosaid that a draft on policy changes willbe presented in a month or twomonths’ time.

THE latest and third music album byworld-renowned KwaZulu-Natalseasoned jazz exponent Brian Thusi
clearly shows that his resistance to recordinghis own music is a thing of the past.
Thusi released the 13-track album“Bonga”about twoweeksago.The latest offer-ing comes after “Future Talk” which wasreleased in 2011. His first album in 2009 was“Nomakunjalo”.
The first two releases can only bedescribed as hot, and “Bonga” which is acollective album by Thusi’s band members isalso likely to follow that feat.
Jazz disciples have waited for years for thetrumpeter’s own contribution to theircollection.
At the rate Thusi is churning out musicalbums, he seems to be making up for thoseyears he mainly played and recorded withother artists.
In an interview with Echo, he said theabsence of his own music was a deliberateresistance to music companies who are notwilling to promote and punt local jazztalent.
“These people did notwant to promote jazzin South Africa, they wanted to dictate soundwhich is something that limits an artists’creativity. They tell you how you should soundlike andwho youmust recordwith in order forthem to come on board,” he complained.
He said music companies aremoreinterestedinmakingmoneythanmakinggood quality music, and they tend to shunpeople who come with a different soundbecause they are too obsessed withconvention, which makes easy money.
“They want everybody to sing likeBrenda Fassie because she was so successful,forgetting that other people want to let theircreative juices flow and carve their individualidentities as well,” said Thusi.
Due to this, he decided to pay for his ownrecordings from his own pocket and onlyrelied on the music companies fordistribution and marketing. But now he hasdropped them because he has not seenresults.
“I do everything myself now. I sell musicfrom the boot of my car,” he said.
Born in Durban in 1952, Thusi wasintroduced to music by playing brassinstruments, including trumpet, flugel horn,trombone, harmonica; and singing at thetender age of 10.
He was introduced to jazz by SD Ngcobo,whowas the principal of Ohlange High Schoolat the time. This was after Ngcobo had seen ajazz talent inhim.He later draftedhim into theschool jazz group, playing trumpet.
The school jazz group also comprised ofKhaya Mahlangu, Donald Diaz, Sipho Mvusi,SethTwalaandGTXXabawhoformedaschooljazz band at Ohlange. The group became verypopular around Durban schools and musicfestivals.
Other established jazzmusicians later tooknote of his gift and as a result, he has sharedthe stage, played and recorded with some ofthem including Hotep Galleta, MbongeniNgema, Mankunku Ngozi, Arlee Leonards,StanleyTurrentine,JimmyDludlu,JerryKune-ne, Darius Brubeck, Victor Ntoni, SbongileKhumalo, Lulu Gontsana, Kenny Baron,Ladysmith Black Mambazo, Caiphus Seme-nya, Hugh Masekela, Sandile Shange and Si-pho Gumede, to mention a few.
While doing this, he was furthering hismusic studies and he now he holds a doctoraldegree in the spheres of arts, culture andheritage.
His formal musical education intensifiedafter he got a scholarship to studymusic at theUniversity of New Mexico in 1994. When hecame back, he enrolled at the University ofKwaZulu-Natal for Bachelor of Music andMasters in Music Education before enrollingwith the University of Zululand for thedoctorate.
He has also studied at WashingtonUniversity, University of Potchefstroom,University of Pretoria, University of Zululandand Durban University of Technology.
Despite the fact that he works as adirector of heritage in the office of thepremier of KZN, he still makes the time tocompose and record his music.
Dismissing as lazy people who say it’simpossible to study andbe aperforming artistat the same time, Thusi said he achievededucationally because he put aside the time tostudy.
“Youmust just put yourmind to it. It can bedone. It’s sheer laziness that prevents peoplefrom pursuing their studies while makingmusic,” he encouraged.
Attesting to the good quality of his music isthefact thattracktwoandthreeof ‘FutureTalk’have been adopted by the Haringey Orchestraof North London, and they play it in theirconcerts with Thusi benefiting from theroyalties.
The future of jazz in KZN, according tohim, is bright. He singled out Sobantu jazzguitarist par excellence Themba Mokoena asthe best guitarist in the country currently, andsaid that hehas servedas a good inspiration tothe younger generation of jazz musicians,including famed jazz guitarist Jimmy Dludlu.
He alsomentioned a number of very youngjazz artists he identified and trained in hisgroup who have “amazing talent”.
