(a) The applicant must be a citizen ofIndia(b) The conduct, character and antecedents of the applicant must be good. The
applicant must produce a certificate of character and good conduct from tworesponsible persons not related to him, in the format prescribed inAnnexure-A. The said certificate should be obtained only after the date ofpublication of the Notification. The persons certifying shall beresiding/working in the locality where the candidate resides/works and well -acquainted with the applicant in his personal life.Note: - The person certifying need not be a Gazetted Officer or aGovernment Servant or Judicial Officer.
(c) The applicant must be a person of sound health and clean habits. No personwill be appointed as a member of the Service urlless he is in good mental andphysical health and is free from any disability, except a person who isclaiming reservation under 'THE RIGHTS OF PERSONS WITHDISABILITIES ACT', 2016. Before appointment, candidates with disabilitywill be required to appear before a Medical Board which will exainine themand certifY whether they are fit for appointment to the service and that theirdisability will not affect the effective performance of their duty as a memberof the High Court service.
2. RESERVATION IN APPOINTMENT:a) Rule of Reservation followed in the State of Tamil Nadu will be applicable.
b) Persons belonging to the State of Tamil Nadu and Union Territory of Puducherryand belonging to one of the communities viz., Schedules Caste or Scheduled Caste(Arunthathiars) or Scheduled Tribe or Most Backward Classes & DenotifiedCommunities or Backward Classes and Backward Classes (Muslims) as the case maybe, WILL ALONE BE treated as belonging to the respective communities. ThePersons belonging to other states (i.e. except Tamil Nadu and Union Territory ofPuducherry) will be treated only as unreserved category, even though they maybelong to one of the reserved Communities in their respective States or UnionTelTitories. Therefore, applicants from other States, (i.e. except Ta.mil Nadu andPuducherry) will be treated as Unreserved Category and they cannot seek agerelaxation, fee relaxation or reservation under any circumstances even though theymay belong to Reserved Category in their respective States. They are required to fillup their category as Unreserved Category (UR)' in the application form and cancompete only under "Unreserved Category (UR)" by paying requisite fee.Applications of other State candidates, who have applied by citing their communal

status in their respective State.s and without paying fee and who are age barred (ifthey have completed 30 years of age as on 1.7.2019) will be summarily rejected andno correspondence in this regard will be entertained.
c) The term 'Destitute widow' used in the Notification shall mean a widow whosetotal monthly income from all sources shall not be more than RsA,OOO/- (Rupees FourThousand Only) including any family pension or other receipts including incomefrom private practice in the case of professionals, but shall not include a divorcee.
A 'destitute widow' shall include a candidate born outside the State ofTamil Nadu and became a widow after her marriage to a person belonging to theState of Tamil Nadu and residing permanently in the State of Tamil Nadu and shallalso include a candidate born in the State of Tamil Nadu and became a widow afterher marriage to a person belonging to any other Sta;te and settled permanently in theState of Tamil Nadu, but shall not include a candidate belonging to other State notcovered under the above said categories.
Every candidate claiming to be a 'destitute widow' shall produce acertificate in the Form specified in Annexure-D, from the Revenue Diyisional Officeror the Assistant Collector or the Sub-Collector concerned.
d) The candidates claiming reservation under the Differently Abled Category, shouldsubmit a Certificate from the Medical Officer of a Government Hospital, specifyingthe nature of physical handicap and further certifying that the 'physical handicap asnot one which could render the applicant incapable of efficiently discharging his/herduties as "Residential Assistant" and also satisfy the High Court that his/herdisability will not affect the effective functioning of the duties of the "ResidentialAssistant" .
e) 'Persons Studied in Tamil Medium' (PSTM) as mentioned in the 'Distributionof vacancies' in the Notification, means persons who have passed the VIII Standardthrough Tamil medium of instruction. Therefore, the candidates claimingreservation under 'Persons Studied in Tamil Medium' should produce a certificate inthe Form Specified in Annexure - E, from the Head of the Institution, where he/shestudied.
t) The candidates sponsored by the Employment Exchange shall also submit theirapplications online, within the prescribed time limit and shall also pay prescribed fee.[SC(A)/SC/ST, Differently Abled persons, with disability not less than 40% andDestitute Widow of all communities need not pay the fee].

3. HOW TO APPLY:-
(a) FOR REGISTRATION: The applicants are required to visithttps://www.mhc.tn.gov.in and enter the following details in the 'Registeryourself Column:- .
I. Email- ID.2. Mobile No.3. Name (Initial and Name as in the School Certificate or Govt.
Gazette, if name changed)4. Create New Password.5. Confirm Password.6. Captcha Code.After the applicants have successfully entered all the details, a message
will appear in the screen as "Successfully Registered" and a link will be sentto the email ID provided by them. The applicants shall click on the link andactivate the same. Once activated, the applicants can login to the website byusing their registered email ID as the user ID and the password will be the onecreated by them during registration. 'NOTE:(i) The applicants are requested not to disclose their login credentials to
anyone and the Madras High Court will not be responsible for anymisuse of data. Registered e-mail 10 and registered password of thecandidates must be noted and preserved for future use.
(ii) Applicants are advised to have a valid Mobile Number/valid personalE-mail ID. In case the applicants do not have a valid email ID/MobileNumber, they should create their own email ID and obtain mobilenumber before applying online and must keep the email account/mobilenumber active throughout the selection process.
(iii) No request regarding change in Mobile Number/E:"mail ID will beentertained. High Court will send various intimations relating to therecruitment through SMS/E-Mail only to the Mobile Number / E-mailID registered during the process of recruitment.
(iv) The High Court of Madras shall not be responsible in any manner, fornon delivery of SMS/email at any stage either due to non-lifting of themobile phone or if the same is out of coverage area or is out of order dueto some technical fault on the part of the candidate or service provider.
(v) It will be the responsibilityvisiting the websitehttps://www.mhc.tn.gov.inannouncement.
(vi) The High Court of Madras will. not be responsible in case of anycommunication not reaching the applicant due to defect in givenaddress, email JO, mobile number, etc.
(b) (0 STEP ONE (PERSONAL INFORMATION): The applicantsshall fill their personal information as required in the application
. form. They shall upload their scanned copy of passport sizephotograph of high contrast and their full signature in Tamil orEnglish. After submitting the personal information, the candidateshall select 'SAVE/NEXT STEP' button to complete step-I andproceed to step-2.
Note:-(The background of photograph should be clear white and dressshould be in dark colour. Photograph with dark background or witheyes hidden under coloured dark glasses will not be accepted. Facialfeatures from bottom of chin and top of forehead and both edges offace must be clearly visible. The size of the file should be between 20KB and 50 KB with dimensions of 230 pixels height and 200 pixelswidth. For signature, it should be below 20 KB with dimensions of60 pixels height and 140 pixels width)
(ii) STEP TWO (EDUCATIONAL QUALIFICATIONDETAILS): The applicants shall fill the educational particulars asrequired in the application form. After submitting the educationalparticulars, the applicants shall select "SAVE/NEXT STEP" buttoniocomplete step ,-2 and proceed to step-3.
(iii) STEP THREE (ADDITION
AL INFORMATION): The applicants shall fill the Additionalinformation as required in the application Jorm. After submitting therequisite particulars, they shall select "SAVE/NEXT STEP" buttonto complete step -3 and proceed to step-4.
(iv) STEP FOUR (DECLARATION): The applicants shall fill thedeclarations as required in the application form. After completing thedeclaration form, they shall select "NEXT STEP" button to completestep -4.

(v) STEP FIVE (CONFIRM YOUR DETAILS):
(i) On completion of step-4, the details furnished by theapplicants in steps 1 to 4 appear on the screen as preview. Theapplicants shall carefully peruse the details furnished andconfirm the same by selecting "SUBMIT" button.
(ii) Before proceeding to next step, if the applicant intends to makeany correction or modification in the details furnished in theprevious step, they can seJect "PREVIOUS STEP" and makenecessary modification.
(iii) When the applicants choose "SUBMIT.' button, a pop up dialogbox will appear and indicate to the applicants that if they chooseto select "OK" option, they will not be permitted to make anyalterations/changes or edit the details provided by them and ifthe applicants want to edit the information provided by them,they shall select the "CLOSE" option to cancel and go back toprevious steps. .
Note: On selecting the "OK" option, for the applicants who arenot required to pay fee, a message that their applications havebeen successfully submitted will appear and under the statuscolumn, "application process completed" will appear. Theapplicants can view their application by selecting the viewoption.
For applicants who are required to pay the examination fee,a dialog box with three options namely, 1. View, 2. Challan,3. Payment will appear and. under the status column,"application is submitted, payment pending. will appear". Theapplicants who are required to pay. the examination fee shallselect the challan option. A challan containing the requireddetails of the applicant will be generated automatically. Theapplicant shall take the printout of the challan and shall make thepayment, following the procedure mentioned in 'Mode ofPayment of examination fees' below.
(iv) After making payment, the applicants shall select the paymentoption and fill the particulars of the challan and upload the copyof the same (in JPEG picture format) to complete the process.On completion, a message that "the application has beensuccessfully submitted" will appear on the screen.

(v) The applicants who wish to peruse and take printout of theirfilled-in application form shall select the view option anddownload their application in PDF form ..
(vi) The applicants need not send the print out of the applicationform to the undersigned or to the High Court.
(c) All the particulars mentioned in the online application including name of theapplicant, post applied for, educational qualifications, communal category,date of birth, address, e-mail ID etc. wi II _be considered as final andno modification will be allowed after submission of the online application.Since certain fields are mandatory and cannot be edited, applicants arerequested to fill the online application form with utmost care and caution asno correspondence regarding change of details will be entertained.
(d). Upload/Submission of Documents:Applicants should upload/submit their testimonials and all other
relevant certificates for proof in respect of claims made in the application withreference to this notification as and when called for. If the required certificateis not uploaded or submitted by the applicant their application will be rejected.
4. MODE OF PAYMENT OF EXAMINATION FEES:-
(a) After submission of application, the applicant who is not exempted frompayment of fee shall take printout of 'Challan' that is generated and remitthe requisite fees along with service charges levied by the "Indian Bank"before the last date prescribed for remittance of fee, at any branch ofIndian Bank. The branch concerned will retain the Bank Copy of the'Challan' and return the "Applicant Copy and High Court's Copy" to theapplicant, which shall be retained by the applicant and cited for allfuture references/disputes regarding the payment of fee.
(b) Failure to pay the fee prescribed within the time stipulated will result inoutright rejection of application and no correspondence in this regard isentertained.
(c) If the applicant claims exemption of examination fee and is later foundto be not eligible for the same, his/her candidature will be rejected at anystage of selection.
(d) No other mode of payment of fee, like Demand Draft/PostalOrder/Cheque/ NEFT/RTGS or any other mode of online payment willbe entertained and those applications will be summarily rejected.
(e) Fees once paid, shall not be refunded or adjusted towards any otherrecruitment Under any circumstances.

5. OTHER IMPORTANT INSTRUCTIONS:-
(a) Applicants are advised in their own interest to apply Online well inadvance.
(b) High Court does not assume any responsibility for the applicants not beingableto submit their Applications within the last date for any reason.
(c) Applicants shall not apply more than once for a post, for any reason.(d) 'SMS' alerts for the written test / practical test / oral test, will' be noti fied
to the registered mobile number of the Applicants.(e) Applicants should take care to upload good quality photographs in the
application in the required size. If the applicants cannot be identified fromthe photograph uploaded by them, they will not be allowed to write theexamination.
(I) Hall Tickets for written examination, practical test and oral test will not besent by post. The candidates should download the Hall Tickets from thewebsite https://www.mhc.tn.gov.in. The Hall Tickets will be ready fordownload one week prior to the date of the examination and test. Thesame shall be intimated in the website and through SMS/e-mail. If anycorrection or spelling mistake is found in the Hall Ticket, the same may beinformed to the Registry immediately for rectification. Only candidates, towhom the hall tickets have been issued by the High Court, shall beadmitted in ,the Examination hall.
(g) The decision of the High Court of Madras in respect of all matterspertaining to this Recruitment Process, as to the eligibility or otherwise ofa candidate for admission to the Written Examination, Practical Test andoral test shall be final.
(h) If any dispute or question arises relating to the disqualification / suitabilityof the candidates or interpretation of the Rules, the decision of the HighCourt of Madras, in that regard shall be final.
(i) No scribe / attendant will be provided/allowed to assist the DifferentlyAbled candidates to take-up the Written Examination/ Practical Test /Oral Test.
(j) Any subsequent claim made, after the submission of online application,regarding any of the details submitted in the application, includingeducational & technical qualification will not be entertained. Evidence forall claims made in the online application should be uploaded/submitted, intime when the documents are called for. Failure to upload/submit thedocuments within the stipulated time limit will entail rejection ofapplication.
(k) The Candidate shall furnish correct and true information regarding:(i) arrest, facing criminal proceedings, charges, convictions, details
such as named or described but name not specifically mentionedit) FIR, Accused in private complaints, dropped from charges orquashed by any Court of law,
(ii) The details with regard to debarment / disqualification by anyrecruiting ag~ncy, criminal or any disciplinary proceedingsinitiated / pending or finalised, participation in agitation or anyaffiliated to any Political Organisation, .
(iii) Information relating to his/her Candidature in election forParliament / State Legislature / Local Bodies /Trade Union etc.
(iv)The details such as originals of the judgment, order/ or G.O.dropping further action in departmental proceedings or anydocument that may prove the suitability of such applicants for aGovernment appointment in such cases must be produced at thestage / time of celiificate verification without fail.
(v) All information that relates to the suitability of the applicants forthe appointment, which arises after the submission of applicationand till the date of his /her selection and appointment, shall bereported to the High Court in writing then and there.
(I) Incomplete applications and applications containing wrong claims orincorrect particulars relating to category of reservation / other basicqualifications / eligibility / agel communal categories / educational!reservation on priority basis qualification / physical disability will be liablefor rejection at any stage of selection procedure, without any intimation tothe candidates. The candidate will also be debarred from appearing for allfuture examinations and selections conducted by the Madras High Court.If the suppression or false claim is noted subsequently, the selection of thecandidate concerned will be declared invalid.
(m) Whenever called for, the applicants shall submit their originaldocuments, in proof of their educational and technical qualifications. Incase of candidates, claiming working experience, they shall submitexperience certificate in the format prescribed in Annexure-C from theemployer/office in which he.worked.
6.GENERAL INSTRUCTIONS TO CANDIDATES WI-lILE ATTENDINGWRITTEN EXAMINATION:
(a) Candidates have to be decently dressed and should reach the Examination hall30 minutes before the commencement of Examination with the Hall Tickets.

On no account, will the candidates be allowed inside the examination hall 30minutes after the commencement of examination.
(b) Candidates shall appear for the examination in the venue mentioned in the HallTicket. Change of venue will not be permitted.
(c) Candidates shall show the HalI Ticket to the Invigilator / ChiefInvigilator/Inspection authorities at the examination centre, on demand forverification.
(d) Candidates shall maintain strict discipline in the examination venue.candidates found smoking or inebriated or found to have entered into quarrelof any kind, or misbehaved with the Chief Invigilator or with the inspectionAuthorities or with the invigilator or with any other applicant who has come towrite the examination in the Examination venue, are liable for severe actionincluding appropriate criminal action.
(e) Candidates are not allowed to bring cellular phone, calculators, watches andrings, or any device with Inbuilt Memory Notes etc., or any other electronicdevices and non-electronic devices such as P&G. Design Data Book, books,notes, hand bags and recording devices either as separate piece or part ofsomething used by the applicant such as watch orring etc., to the examinationhalI / room on the date of examination and they will be permitted to take onlythe permitted writing material (i.e pen).
(t) If they are found to be in possession of any of the above specified things orinstruments they will not be allowed to write the examination, besidesinvalidation of answer paper and / or debarment. If it is considered necessarythey will. be subjected to thorough physical search including frisking on thespot.
(g) Candidates are advised, in their own interest not to bring any of the banned.items including mobile phones to the venue of the examination, asarrangements for safekeeping cannot be assured.
(i) Tea, Coffee, snacks, soft drinks etc., will not be allowed inside theexamination venue.
G) Candidates should always sit in the seat allotted to them as per their RegisterNumber and must not change it and they shall adhere to the instructions givenfor filling up of answer sheets. BeforefilIing up the details they should checkthe answer sheets / answer books to see whether it is printed properly, notdamaged. If Answer Sheet/Answer Book is defective in any way, thecandidates should immediately inform the invigilator, before filling up thecandidate's particulars and the invigilator will replace it. No answer sheet /answer book will be replaced, once a candidate has commenced writing.
(k) The Candidate will be supplied with Question Booklet 10. minutes beforecommencement of the Examination. Before writing or shading the answer,candidate should ensure that all the questions are there in seriatim without anyomission and there are no blank pages in Question Booklet. In case any defect

is found, it shall be reported to the Invigilator immediately, who will replacethe same with a new Question Booklet. Correct Booklet Series number whichis used by the applicant should be w.ritten in OMR Answer Sheet. If anydefect is noticed in the Question Booklet or OMR Sheet after thecommencement of Examination, it will not be replaced.
(I) Candidates should carry only Ball Point Pen (Blue or Black) and Hall Ticketinside the examination Hall. Other materials are not allowed into theexamination hall.
(m) Candidates must write their Register Number in the space provided in theQuestion Booklet.
(n) Candidates should not remove or tear off any sheet from the Question Bookletand they are not allowed to take the Question Booklet and the Answer Sheet outof the Examination Hall during the time of examination. Candidates would bepermitted to take the Question Booklet only after the Examination is completed.
(0) Personalized OMR Answer Sheet of the Candidates will be supplied bythe Room Invigilator for answering the Questions. Candidate must shadetheir Question Booklet number and question booklet series in the spaceprovided, without fail, with Blue or Black ink Ball point pen only.
(p) The Optical Mark Reader (OMR) Answer sheet should be handledcarefully by the candidates. They arJ:'~_~_y.i.~~_~L!!QLtQ_fQ!g)_'?{I!!.1k!~_gap}-,,:lg~or tear OMR sheet under any circumstances. Further, the candidates areadvised not to scribble or make any marks on the OMR sheet except formarking the answers at the appropriate place. Moreover, candidates areadvised to fill up information and darken all the Relevant Bubbles on theOMR Answer sheet carefully. They will not be given a second blank OpticalMark Reader (OMR) answer sheet under any circumstances. Any violation ofthese instructions will automatically lead to the invalidation of the OMRAnswer sheet.
(q) If any wrong entry is made while filling up/darkening the QuestionBooklet Numbers/Series, Penalty will be awarded as the Madras High Courtdeems fit.
(r) Candidate must affix his/her signature in the box provided in the OMRAnswer Sheet.
(s) Please ensure that you have returned the OMR Answer Sheet to theInvigilator before leCivihgthe Examination Hall after examination.
(t) In case of any ambiguity with respect to darkening of bubbles, thedecision of the Madras High Court is final.
(u) Candidates are advised to mark only one bubble for a question in the.OMR Sheet and shall not use tick mark or cross mark in the bubble.Multiple marking will ,be treated as invalid.

(v) Applicant should shade the answer field (answer bubble) of OMR answersheet completely, otherwise the answer will not be validated.
(w) The answer sheet will be invalidated if the box for 'Questi.on Booklet Series' isnot shaded or incorrectly shaded in the OMR answer sheet and could not beidentified even by physical verification of the answer sheet.
(x) Borrowing of any material, instruments from other candidates is strictlyprohibited.
(y) Candidates a~e strictly prohibited from involving in any indiscipline orirregular practices like, consulting with other candidates, copying, allowing theother candidates to copy from their answer paper, carrying notes, seeking thehelp of an Invigilator / any outsider, etc. Any violation would lead to thecandidates being expelled from the Examination Hall and their Answer sheetwill be invalidated. They shall be'debarred from the present and futureexaminations.
(z) No candidate will be allowed to exceed the time limit allotted for answeringthe paper and no candidates will be allowed to leave the Examination hallbefore the closing time of the examination.
(aa) At the end of the examination, OMR Answer Sheet should be returned to theInvigilator. Candidates are prohibited from taking with them from theexamination hall any used / unused answer sheet / answer book supplied tothem.
(ab) After completion of the written examination, the proposed key answers for allthe questions will be hosted in the Recruitment portal of the High Court andany objection with regard to any of the proposed answer should be sent by thecandidates to the Registrar (Recruitment), High Court, Madras, within twodays from the date of publication of such proposed key answers in the website,by specifying the question number. In sU,ch communication, Register Number,Name and address of the applicant, Question Number, the appropriate answer
. etc. should invariably be quoted. Any representation received after two daysfrom the date of examination or without any of the requisite particulars willreceive no attention.
(ac) It is cautioned that the Candidates are required to write their Register No. onlyin space provided for that purpose at the first cover-page in the answer book.Writing of, his/her own name or roll no. or any mark of identification in anyform or any Number or name or mark, by which the answer-book of acandidate may be distinguished/ identified from others, in any space other thanthe one provided for, is strictly prohibited and shall, in addition to othergrounds, entail cancellation of his/her candidature and withholding of his/herresult, without assigning any reason. Any correspondence, in this regard, willnot be entertained.
(ad) Using Whitener I Blade I Eraser or any kind of tampering to change the answers onOMR answer sheet will lead to invalidation.

7. DISQUALIFICATION FOR APPOINTMENT:
-No person shall be qualified for appointment to the Madras High Court Service andcontinue in service:-
(a) If he/she, having a spouse living, has entered into, or contracted marriage withanother person (or)
(b) If he/she was dismissed or removed on stigmatic termination of service byCentral Government or High Court or any State Government or Statutory orLocal authority or from any employment (or)
(c) If a candidate after being selected in any Service, has been discharged/removedfrom such service or convicted/acquitted/discharged of any offence or if acandidate who is or has been temporari Iy or permanently debarred ordisqualified by the High Court or the Union Public Service Commission or anyState Public Service Commission or any other Recruitment Agency, Board orCommission, from appearing for examinations/interview or selectionsconducted by it (or)
(d) If any disciplinary proceedings initiated or penalty or punishment has beenimposed or contemplated by any Disciplinary authority or court, which in theopinion of the Hon 'ble High Court, renders him unsuitable for appointment inHigh Court Services (or)
(e) .If, he/she influence or attempts to influence, or obtains or attempts to obtain, anyfavour in any form at any state of selection process (or)
(f) Impersonates by or for the candidate (or)(g) Makes or submits any forged document in support of his or her candidature (or)(h) If he/she conceals any material information or provides any false information at
any stage of selection process (or)(i) If he/she uses or attempts to use, improper or illegal means, either for purpose of
being permitted to appear in examination or at any stage of examination, inexamination room/hall (or)
(j) If he/she, during examination harasses or threatens or uses un-parliamentarywords or causes physical injury to or misbehaves with, any Officer or employeeengaged there (or)
(k) Ifhe/she, disobeys any directions relating to examination including oraldirections by the invigilator or observer or any other officer or employeeengaged for conducting examination (or)
(I) If he/she attempts to enlist support for his/her candidature or'selection/appointment, through persons of influence or officers ofGovernment/High Court, will also disqualify him/her from appointment.

8. INFORM ATION UNDER RIGHT TO INFORMATION ACT AND CLAIMFOR REVALUATION / RE-TOTALLING:-
(a) No candidate will be permitted to peruse/obtain copies of the answer sheets ofthe Written Examination till finalization of the recruitment process.
(b) Information can be sought with regard to details of marks (raw and scaled)awarded to the Candidates in each and every stage, only after finalization ofthe recruitment process. Key answers intended for valuation for the writtenexamination will be published in the High.Court website after completion ofthe Examination.
(c) Request for Re-valuation and Re-totalling of marks in the answer sheets ofthe Written Examination will not be entertained.
(d) If any dispute or question arises relating to disqualification/suitability of theCandidates or interpretations of the Rules, the decision of the Hon 'ble HighCourt of Madras, shall be final.
9. The applicants who are probationers / unapproved probationers / temporaryemployees / employees in the service of the Government of India or any of the State'Governments should obtain "No Objection Certificate" from their I-lead of Office orDepartment as prescribed in Annexure - B, subsequent to this notification and shallproduce the same whenever called for. Failure to produce the certificate will lead torejection of application. "In-Service" candidates need not forward their applications
. through proper channel. They can submit their on-line applications directly, after dulyinforming their employer in writing. They shall submit "No Objection Certificate"from their employer whenever called for. However, 'No Objection Certificate' is notnecessary in case of the co-terminus employees working in the Madras High Court ason the date of publication of this Notification. -
Note:, Persons who get employment after the submission of their applicationsand before the receipt of intimation admitting them to the certificate Verification IOral Test I requiring to produce original documents for verification should alsoproduce the 'No Objection Certificate'.
10. Caution: Recruitments by the High Court are made purely on merit basis. Thecandidates, in their own interest, are cautioned against touts and agents cheating bymaking false promises of securing employment in the High Court/judiciary throughunfair means. The High Court will not be responsible or liable for any loss that maybe occasioned to any candidate on account of such indulgence with suchunscrupulous elements.
