PM presents DRDO Awardsshould also identify the universities in the country who can work in the field of defence and attach its scientists in these universities.

The PM also urged DRDO to make provisions that five DRDO laboratories can have scientists below 35 years of age with power of decision making vested in them. DRDO should create more awareness regarding the defence technologies among students also. Science fairs, totally dedicated to defence-related issues should be organised. PM also urged to evolve a system where the projects can be completed ahead of time. "I believe DRDO has potential to do that", said PM.

Speaking on the occasion, Shri Arun Jaitely congratulated the awardees and said that over the last five-and-half decades, DRDO has grown into an indigenous laboratory for the government and the people of India. Its achievements are no mean achievements. “Where there is intellectual talent available this has to lead obviously to next step and the next step has to be that we have to become a hub for defence manufacturing”, said Shri Jaitely. We have lived in an era where we were quite satisfied partly researching and partly manufacturing and substantially relying on equipment from outside. I think that equation is slowly

Speaking on the occasion, PM praised the scientists and thanked them for their contribution to the nation. "Our scientists work very hard in laboratories. They dedicate a lot then only they come out with something of the interest of humankind”, added Shri Modi. Challenge ahead for DRDO is to be proactive and to set agenda for the world. We have talent and resources but we have to change our attitude, exhorted the PM.

Praising the contributions made by DRDO the PM said, "DRDO has made significant contributions and every individual irrespective of position is praiseworthy for his/her contributions. It is also commendable that DRDO is acknowledging the contributions of the individual, academicians and industries associated with it. DRDO must also think to award those who are not associated with it, but their research has helped the field of defence. This will help DRDO in making a pool of researchers outside DRDO". Emphasising further, the PM said that interaction with users will give more ideas of specific research and practical solutions. DRDO

changing, but this slow pace needs to be expedited, he further added. "I am sure of the manner in which the DRDO is progressing. We have achieved a lot and the best is yet to come", complimented the RM.

Earlier, welcoming the Hon'ble PM, RM, RRM, and the awardees, Dr Avinash Chander, SA to RM, Secretary Department of Defence R&D, and DG DRDO highlighted the recent achievements of DRDO and its roadmap ahead. Hailing Government’s thrust for indigenisation, SA to RM said, “the true self-reliance in defence is dependent on intellectual right of design and production thereafter in the country. To fully exploit and harness the potential and make it economically viable, it is essential to create a credible export market for Indian defence products, as outlined by the Hon’ble PM. We are committed to meet the 3 S―Speed, Skill and Scale and adding 4th S Swadeshi to it. We are also committed to work towards technology leadership in defence. In this endeavour we look to all stakeholders to help us achieve the goals and meet the aspirations of the nation at large”.

Deputy Chief of Air Staff flies Tejas

R&DE(E) develops 150-ton Capacity Deck Loading Barge

Air Marshal SBP Sinha, AVSM, VM, Deputy Chief of Air Staff (DCAS), flew the trainer version of light combat aircraft (LCA), Tejas, at Bengaluru on 3 September 2014. Having had first-hand experience and feel of the aircraft, DCAS, said that the aircraft handles well both on the ground and in the air. He was on a two-day visit to Aeronautical Development Agency (ADA) and Hindustan Aeronautics Limited (HAL), both at Bengaluru, during which he reviewed various aspects of Tejas programme.

The first flight by a senior officer of the rank of Air Marshal from Air HQ was a joyous occasion for all the stakeholders, viz., ADA, HAL, National Aerospace Laboratory (NAL), Aeronautical Development Establishment (ADE), Centre for Military Airworthiness and Certification (CEMILAC), Director General Aeronautical Quality Assurance (DGAQA) and the IAF whose focused and synergised efforts contributed to the success of the project in large measures. Expressing

Research and Development Establishment [R&DE (E)], Pune, has developed a 150-ton capacity deck loading barge, named MV Surya, for transporting ground-support equipment. Dr AM Datar, DS and DG (ACE), DRDO, flagged off the barge for its first voyage on 8 August 2014.

NSTL, VisakhapatnamNaval Science and Technological Laboratory

(NSTL), Visakhapatnam, celebrated its 45th Lab Raising Day on 27 August 2014. Prof. GSN Raju, Vice Chancellor, Andhra University, was the Chief Guest of the function. Shri H Keshi, Sc F, Chairman, Lab Raising Day Committee welcomed the guests, employees and their families.

Shri CD Malleswar, Director, NSTL, in his inaugural address highlighted the achievements of the laboratory during the past year. Elaborating the importance of academics, he referred how NSTL is working together with the Andhra University to achieve the desired goals. Prof. Raju, underlined collaboration of NSTL with the Andhra University and successfully completed projects. He asked employees to further upgrade their qualifications through Andhra University to raise the knowledge. Chief Guest conferred scholarships to toppers of government schools located around Visakhapatnam.

A colourful cultural programme was organised to mark the occasion. Meritorious employees were awarded laboratory-level DRDO awards. Smt Kamala Malini Malleswar, first lady of NSTL, distributed prizes to the winners of cultural and sport events.

Raising Day Celebrations

RCI, HyderabadResearch Centre Imarat (RCI), Hyderabad,

celebrated its 26th Annual Day on 27 August 2014. Dr Satish Kumar, DS and CC R&D (TM), DRDO HQ, was the Guest of Honour and Dr DN Reddy, Chairman, Recuitment and Assessment Centre (RAC), Delhi, was the Chief Guest. Shri K Rama Sharma, Sc G, in his welcome address highlighted various activities of RCI during the last 26 years. Dr VG Borkar, Sc G, Chairman Works Committee, gave detailed account of various welfare activities conducted at the RCI during last one year.

Dr Satish Kumar in his address appreciated the efforts of RCIians for successful flight trials during the year and stressed upon timely completion of missile projects. Dr Reddy urged RCI to grow as avionics hub of DRDO. He emphasised on the need for scientists to achieve higher qualifications in their areas of work.

Dr G Satheesh Reddy, OS and Director, RCI, in his address exhorted scientists and staff to make best use of various facilities in RCI for speedy development of various missile projects. He also presented complete picture of growth in RCI during last 26 years both in areas of technology and welfare measures.

Meritorious employees of RCI were honoured during the occasion. Merit and welfare scholarships were also given to the children of RCI family. Smt Padmavathi Satheesh Reddy, first lady of RCI, presented prizes to winners of various sports competitions held as part of annual day celebrations. Shri G Krishna Rao, Sc G, proposed the vote of thanks.

DRDO honours its Centenarian ScientistOn the auspicious

eve of nation’s Independence Day, veteran scientist Shri Brij Lal Perti, a witness to the 2nd world war, struggle for India’s freedom, its independence from colonial rule and India’s transformation into a robust republic, was honoured by DRDO fraternity in a solemn ceremony organised at the Armament Research and Development Establishment (ARDE), Pune.

Shri Perti, who joined the elite club of Centenarians on 11 August 2014, was presented a congratulatory message and a felicitation certificate from Dr Avinash Chander, Scientific Adviser to Raksha Mantri, Secretary, Department of Defence R&D and DG, DRDO, by Shri Anil M Datar, DS and DG (ACE). Shri Rohan Kulkarni of ARDE, the youngest scientist among the Pune-based DRDO laboratories, presented a memento to him.

Born on 11 August 1914 at Patiala in Punjab, Shri Brij Lal Perti, acquired masters degree in science from Allahabad University. He joined a Kanpur-based defence laboratory (that came under DRDO in post independence era) in 1939 and completed 33 years of dedicated service before his superannuation as Senior Scientific Officer, Gd I, in 1972.

Speaking on the occasion, Shri Perti said that there is no substitute for hard work. Be passionate and have a sense of commitment for your work. This is possible if you lead a disciplined life. He emphasised the importance of family in the growth of an individual and advised not to neglect family as it is an important pillar of life.

The function was attended by Dr KM Rajan, OS and Director, ARDE; Dr S Guruprasad, OS and Director, R&DE (E); Shri Bikas Bhattacharya, OS and Director, High Energy Materials Research Laboratory (HEMRL) Pune; and Rear Adm AS Sethi Director, Military Institute of Training (MILIT), Pune.

Conferences/Seminars/Symposia/Training Courses/Meetings

Manpower Development Activities

Security Sensitisation Programme Aeronautical Development Establishment (ADE),

Bengaluru, along with Directorate of Vigilance and Security, New Delhi, Intelligence Bureau (IB), New Delhi and Bengaluru organised security sensitisation programme for DRDO on 9 July 2014. One hundred and six participants from 14 DRDO labs/units/establishments located in Bengaluru, Chennai and Mysore participated in the programme.

Shri P Srikumar, OS and Director, ADE, welcomed the participants. Dr K Tamilmani, DS and DG (Aero), DRDO, inaugurated the programme. Dr Anand Kumar, Additional Director, IB, delivered the inaugural address. Lectures on various security related topics like prevailing national security scenario, local security scenario with respect to Karnataka and southern region, multi-dimensional threats to defence installations, espionage activities and precautions while dealing with foreigners, cyber security, bomb and IED, document and personal security and contingency planning were delivered by the experts.

The one-day sensitisation programme, packed with informative lectures, was a step towards ensuring and strengthening the vigilance and security cover and was well received and appreciated by all guests and participants.

CEP on Trustworthy System Design and Verification

Centre for Artificial Intelligence and Robotics (CAIR), Bengaluru, organised a Continuing Education Programme (CEP) course on Trustworthy System Design and Verification during 18-22 August 2014. Shri Philip Abraham, Sc F and Course Director, explained the objective of the course and briefed about the various operating system architectures and the security policy models recommended by security researchers for building trustworthy systems. The topics covered included: Architecture for secure software systems

and trustworthy systems, foundation of trust, adversary model, security policy model, confinement, virtual machines, etc.

CEP on Office Automation and Open Office Orientation

A CEP course on Office Automation and Open Office Orientation was organised by Defence Institute of Psychological Research (DIPR), Delhi, during 4-8 August 2014. The programme saw participation from 23 DRDO personnel of DRTC/Admin Allied cadre from various labs who are desktop users and contribute in office automation procedures. The course was conducted with the objective of migrating from windows platform to linux operating system. Theory and practical sessions were taken by both internal and external experts in specific areas on the need of linux, office automation suite, files and directory management, networking and various admin and desktop tools of linux. Dr Updesh Kumar, Sc F, was the Course Director, and Ms Swati Johar, Sc C, was the Course Coordinator.

Training Programme in Psychological Counselling

DIPR, Delhi, conducted a special training programme in Psychological Counselling for senior officers of Indian Army, Indian Air Force and Border Security Force from 14 July to 1 August 2014 under the guidance of Dr Updesh Kumar, Sc F. The training programme is being conducted on the directives of Hon’ble Raksha Mantri and is coordinated by Directorate of Discipline and Vigilance, Indian Army. Twenty-nine Indian Army officers of the ranks from Major to Colonel, five Indian Air Force officers of the ranks of Wing Commanders and 10 Border Security Force officers in the ranks of Deputy Commandant participated in the programme.

Expert speakers from various institutions, academia and hospitals shared their knowledge and expertise with the participants by means of delivering enlightening

talks and conducting practical sessions. Brig (Retd) Kartar Singh, Pro-Vice Chancellor, Patanjali University, Haridwar, delivered the valedictory address. This was the 7th such programme conducted successfully by DIPR. So far more than 225 officers have been trained in psychological counselling. The programme was coordinated by Dr Archana, Sc D.

Seminar on Advanced Materials A seminar on Advanced Materials was organised

by Defence Laboratory (DL), Jodhpur, on 30 August 2014 in collaboration with IIT, Jodhpur. Thirty-Seven participants from DL and IIT, Jodhpur participated in the seminar. Dr SR Vadhera, Director, DL and Prof. CVR Murthy, Director, IIT, Jodhpur, welcomed the participants and elaborated upon the necessity and objective of the seminar. The main goal of the seminar was to explore the possibilities of joint collaborative projects with IIT, Jodhpur in the field of advanced materials.

The speakers discussed the ongoing activities at IIT, Jodhpur and DL and brought out the national and international scenario in their relative fields of work. The possible collaborative work to be taken up using technical infrastructure available at IIT, Jodhpur and DLJ was also discussed.

Workshop on Matlab DL, Jodhpur, organised a one-day workshop on

MATLAB in collaboration with M/s Mathworks India Private Ltd, New Delhi, on 5 August 2014. Demonstration sessions were held during the seminar using real-world case studies on the following topics: Getting from mathematical concepts to a software model, fitting field data with and without parametric equations in place, representing real-world datasets as optimised lookup tables, etc.

A practical live demonstration was also conducted to learn how to import and visualise signals in the time and frequency domains, compute FFTs for spectral analysis, perform wavelet analysis, and design digital filters, detect faces in live video from a camera, calibrate a camera, detect and track objects, and design and verify RF transceivers for wireless communication systems.

organised by Defence Metallurgical Reserach Laboratory (DMRL), Hyderabad, and Indian Institute of Metals (IIM), Hyderabad Chapter, on 28 July 2014. Dr Kota Harinarayana, Dr DS Kothari DRDO Chair,

Aeronautical Development Agency (ADA), Bengaluru and former Vice Chancellor, University of Hyderabad, delivered the lecture on Changing Role of Materials in Aviation. Dr G Malakondaiah, DS and CC R&D (HR), DRDO HQ, was the special invitee.

Dr Amol A Gokhale, OS and Director, DMRL and Chairman, IIM Hyderabad Chapter, in his welcome address presented a bio sketch of Dr RV Tamhankar highlighting his professional achievements as well as personal attributes. Dr N Eswara Prasad, Regional Director, RCMA (Materials) and Vice Chairman, IIM Hyderabad Chapter, introduced the speaker and highlighted his contributions to various strategic projects.

Dr Kota Harinarayana started off his talk by chronicling the history of aircraft materials and highlighted the progress made by the country towards indigenisation of materials for the aviation sector. He advised to consolidate and enhance the country’s production capacity and delivery, and to use advanced technologies like nanomaterials, advanced metals and composites, and IVHM/SHM in future aviation programmes.

Demystifying the terms science and technology, he brought out that science is to understand the natural world and the later is to bring about change through innovation. Smt S Ganga Bhavani, Sc C, GTRE, also delivered a talk on Strain Gage Instrumentation on Kaveri Engine. She brought out how various challenges were surmounted to achieve dynamic strain measurements from high speed and high temperature rotating components.

CEP on Development of Quality Management System

A CEP course on Development of Quality Management System through ISO 9001:2008 was organised by Quality, Reliability and Safety (QRS)Cell of Institute of Nuclear Medicine and Allied Sciences (INMAS), Delhi, during 16-17 July 2014. The course was especially planned for personnel engaged in implementation and monitoring of quality management system under ISO 9001:2008. Forty participants from 17 DRDO labs/estts from all over India attended the course. Under the aegis of National Authority Chemical Weapons Convention (NACWC), Cabinet Secretariat, Govt of India and Organisation for the Prohibition of Chemical Weapons (OPCW), the Hague, Netherlands, INMAS, Delhi, and Defence Research and Development Establishment (DRDE), Gwalior, organised Regional Basic Course in Assistance and Protection against Chemical Weapons during 25-29 August 2014. Workshop on Innovative and Emerging Technologies for Library Professionals

A Workshop on Innovative and Emerging Technologies for Library Professionals was organised by INMAS, Delhi, during 4-8 August 2014. Dr Satish Kumar, DS and CC R&D (TM), DRDO HQ, inaugurated the workshop. Dr RP Tripathi, OS and Director, INMAS, delivered the welcome address. Dr Rajeev Vij, Course Director, briefed the participants about the need and purpose of the workshop.

The objective of the workshop was to promote synergy amongst library professionals and publishers with emphasis on development of innovative and emerging technologies for the benefit of users. The workshop deliberated on the future LIS requirements and research in the areas of digital library, consortia subscriptions, plagiarism, knowledge management, open licensing and data policy, etc.

Twenty-two invited talks by renowned experts were organised to assess the trends in library and information

science. More than 109 national/international delegates from various R&D institutions, industry and academia participated in the workshop. An exhibition was organised in which 13 industrial partners participated and displayed state-of-the-art LIS products and services. Shri Navin Kumar Soni, Sc C, was the Course Coordinator.

from various DRDO establishments, DIG, NDRF, and Director, DMI, Bhopal, also participated as the resource persons. This course provided an opportunity to DRDO to showcase Chemical Defence Technologies, including detection, protection, decontamination and medical management.

Lectures and displays were arranged at the hotel Taj Mansingh, New Delhi, during 25-27 August 2014. Two interactive sessions were conducted at INMAS wherein the focus was on lectures and demonstrations of decontamination technologies and medical management of chemical weapons casualties. The highlights of the course at INMAS included donning and doffing exercises, canister changing drill, casualty triage exercise, training on human patient simulator, hazmat response and mock exercises. Special ICT-based CBRN training techniques and human patient simulation facilities were also demonstrated. Dr Rakesh Kumar Sharma, Sc G, was the Course Director and Shri Vinod Kumar, Sc E, was the Course Coordinator.

Project Management Certificate Course Institute of Technology Management (ITM),

Mussoorie, conducted the second IPMA, Level D, Course from 28 July to 8 August 2014. The objective

of the course was to acquaint scientists B and C with fundamentals of Project Management and its various tools and techniques, with an aim of preparing them for more effective contribution in time-bound R&D projects.

The course was conducted in collaboration with Project Management Associates (PMA), India and was inaugurated by the Chief Guest Dr V Bhujanga Rao, DS and DG (NS&M), DRDO. In his inaugural address, Dr Bhujanga Rao, stressed upon the importance of such courses for DRDO scientists working on projects.

International Conference on Advanced Avionics

Research Centre Imarat (RCI), Hyderabad, organised an International Conference on Advanced Avionics (ICAA-2014) during 25-26 August 2014. Shri M Venkaiah Naidu, Hon'ble Union Minister for Urban Development, Housing and Urban Poverty Alleviation and Parliamentary Affairs was the Chief Guest of the inaugural function. Dr Avinash Chander, SA to RM, Secretary, Department of Defence R&D and DG, DRDO and Dr VG Sekaran, DS and DG (Missiles and Strategic Systems), DRDO, were among the other dignitaries present on the occasion.

Dr G Satheesh Reddy, OS and Director, RCI, welcomed the distinguished guests and highlighted technological achievements of RCI. He gave an overview of the ICAA and said, new developments in areas of sensors, seekers, micro-electro-mechanical systems (MEMS), gyros and control systems will set an ideal platform for discussions during ICAA-2014.

Dr VG Sekaran appreciated efforts of the scientists and staff of RCI for success of various missile programmes. He stressed on the need for better R&D efforts for timely completion of present and future generation of missiles.

Dr Avinash Chander, released the Vision Document of RCI and put emphasis on self-reliance for the success of tactical and strategic missiles by 2020. He also highlighted various new DRDO projects in progress and future plans in all areas of defence R&D.

Shri M Venkaiah Naidu congratulated RCI for its contributions in all areas of missile R&D and called on to set new targets in the area of advanced avionics. Shri Naidu released the Souvenir of the Conference and also inaugurated a Photo Gallery and an Industrial Exhibition.

Twenty-three talks were presented by national and international experts on various areas covering navigation, control and guidance, IR sensors and imaging, RF systems, MEMS, NEMS, bio-inspired sensors, power supplies, etc. The experts from world renowned establishments like Stanford; Mcgill; MIT; Edinburgh; Strathclyde; NASA; IAI, Israel; Sagem France; SENER Spain; March Microwave Netherlands; AGAT, Russia, ASB, France; Lockheed Martin, USA; DRDO and Indian industries delivered talks.

The Conference was followed by a Panel Discussion chaired by Dr VK Saraswat, former SA to RM. Over 1000 delegates attended the Conference. Shri D Venu Gopal, Sc G, RCI, and Chairman Organising Committee, proposed the vote of thanks.

CEP on Embedded Systems

A CEP course on Embedded Systems was organised by Research and Development Establishment (Engineer) [R&DE (E)], Pune, during 18-22 August 2014. Thirty participants attended the course. Dr S Guruprasad, OS and Director, R&DE (E), delivered the

inaugural address. The course started with history of microprocessor architecture development and with a brief revision of 8051 architecture. ARM7 architecture and programming were explained in detail with hands on training. Embedded linux building and application development on ARM9 Single Board Computer with embedded linux, were also presented in detail.

DLRL Recertified ISO 9001:2008 Defence Electronics

Research Laboratory (DLRL), Hyderabad, has been recommended for an extension of ISO 9001:2008 certification for a further period of three years, i.e. up to 1 September 2017. Defence Institute of High Altitude Research (DIHAR), Leh, celebrated 21st Ladakhi Kisan-Jawan-Vigyan Mela at Leh on 9-10 August 2014. This mela provides a unique platform for interactions among scientists, soldiers, and local farmers for dissemination of technologies developed at DIHAR. Shri RK Gupta, Director, DPI, DRDO HQ, inaugurated the mela. Dr RB Srivastava, OS and Director, DIHAR and Dr Salim Mir, Associate Director, Sher-e-Kashmir Univeristy of Agricultural Science and Technology, Srinagar, were among the dignitaries present on the occasion. Addressing the gathering of over 10,000 locals, soldiers and school children, Dr RB Srivastava, highlighted the success stories of DIHAR. Shri RK Gupta appreciated efforts of DIHAR for supporting troops through developing agro-animal technologies. Dr Salim Mir applauded DIHAR's contributions since last 30 years in the field of agriculture in Leh-Ladakh.

In the closing ceremony, Chief Guest Shri Sonam Dorjey, Executive Councilor, Ladakh Autonomous Hill Development Council, mentioned DIHAR’s contributions in decision making in rural development and over all socio-economic development of Leh-Ladakh. The Mela, has become symbol of unique synergy amongst the armed forces, locals, especially farmers, and the DIHAR scientists. More than 20,000 local farmers, NGOs, entrepreneurs, paramilitary forces, and students from different parts of Ladakh visited the Mela.

National Award for Technology InnovationMinistry of Chemicals and Fertilizers, Government

of India, awarded National Award for Technology Innovation 2013-14 to the team comprising of Dr Rajeev Jain, Gas Turbine Research Establishment, Bengaluru, and Dr Anjana Jain and Shri P Siva Subba Rao, National Aerospace Laboratories, Bengaluru, for their futuristic industrial work on development of Poly-Vinylidene Composite Film (PVDF) and its demonstration as an actuator for Flapping Mylar Wing of micro air vehicles.

IRDE, DehradunDr SS Negi, Outstanding Scientist, has taken over as Director, Instruments Research and Development Establishment (IRDE), Dehradun, with effect from 1st September 2014. Dr Negi obtained his MTech in Applied Optics from IIT, Delhi in 1979 and PhD on

Semiconductor Devices from HNB Garhwal University in 2000. He joined IRDE as Sc B in 1980.

Dr Negi has wide knowledge and experience of design and development, integration, user trials and transfer of technology know-how of electro-optical instruments (thermal imagers, CCD camera, LRF/laser designators), which can be configured either in standalone surveillance equipment or as a part of Electro-optical Fire Control Systems for various platforms. During his career of more than three decades, Dr Negi has brought the thermal imaging technology to the level of maturity through a dedicated team of scientists. Some of the important projects completed under his leadership include development of Gap Measuring Device Mk-II, Integrated Multi Function Sight, Commander Thermal Imagers for armoured fighting vehicles (T-90, BMP and T-72 Tanks), Thermal Imagers for Lightweight Laser Target Designator (LLTD) and Helmet Mounted Thermal Imager (HMTI). These instruments are in different phases of induction and has generated business worth Rs 4500 crores. He has closely interacted with the users and production agencies for the timely induction of the instruments into armed forces. Besides, he has also guided the design team involved in the development of image intensification technology-based sights for small arms and tank drivers.

Dr Negi has represented DRDO in Defence delegations to visit UK, France and Israel to identify areas for joint collaborations and has piloted number of activities in the area of thermal imaging under Indo-Israel

Management Council. He has published more than 20 papers in national and international journals and is also a Life Member of Optical Society of India, Instruments Society of India and Semiconductor Society of India. He is recipient of DRDO Agni Award and Technology Group Award for developing third generation thermal imagers.
