Light Combat Aircraft (LCA) Tejas, the countrys first
indigenously designed, developed, and produced fighter jet achieved
the Initial Operational Clearance (IOC) on 10 January 2011, when
the Honble Raksha Mantri, Shri AK Antony handed over a formal
Release to Service Certificate of Tejas aircraft to the Chief of
Air Staff, Air Chief Marshal, PV Naik. Congratulating the Tejas
team for their dedication and hard work, he stated that a
state-of-the-art indigenous combat aircraft would go a long way in
enhancing national security and the Pride of the Nation towards
building our own combat aircraft capability. Speaking on the
occasion, Dr VK Saraswat, SA to RM, DG DRDO, and Secretary, Defence
R&D, who is also the Director General, ADA, stated, It is a red
letter day in the history of Aeronautics in the country.
The Release to Service Certificate prepared by the Regional
Centre for Military Airworthiness (Aircraft), an organisation under
Centre for Military Airworthiness and Certification (CEMILAC),
after thoroughly scrutinising the entire design, development,
testing, and the results of flight tests of all the systems of
Tejas over the last several months was handed over in a grand
ceremony. The occasion marked a great achievement in the
development of Tejas in particular, and military aviation in the

Materials Research Laboratory (HEMRL), Microwave Tube Research
& Development Centre (MTRDC), and Research Centre Imarat (RCI)
have immensely contributed to the programme. The challenge of
developing a fourth generation combat aircraft was taken up, and
the first technology demonstrator encompassing fourth generation
technologies was flown on 04 January 2001. By March 2004,
with one more technology demonstrator and one prototype vehicle,
all the technologies of the fourth generation aircraft relevant to
Tejas were demonstrated successfully, completing the Technology
Demonstration phase.
The next phase of the programme got initiated in November 2001
with Government funding for not only building the prototypes for
the Fighter and Trainer aircraft but also for establishing the
Limited Series Production (LSP) line and delivery of eight LSP
aircraft. Today, the programme has reached the stage
of demonstrating the integration of all the required sensors and
weapons as well as
demonstration of safe and reliable flying within the specified
flight envelope.
The above has been demonstrated through about 1500 test
flights
using 11 aircraft flown by over 15 test pilots of IAF and the
Indian Navy.
Based on the above progress, IAF placed an
order for the first 20 aircraft in 2006 and the next 20 aircraft
in December 2010.
Also, the Government has funded the extension of the Tejas
Development Programme for Mark-II variant, to upgrade Tejas with
higher thrust engine. There is a likelihood of delivering
altogether seven squadrons of Tejas aircraft to IAF. It is worth
recognising that during the last two decades, the efforts of the
Tejas team have not only resulted into production of the aircraft
and flight-testing, but it have also uplifted
will now be available for use by the Indian Air Force (IAF)
pilots.
Tejas programme was initiated around two decades ago to develop
technologies for the fourth generation fighter aircraft, and
demonstrate these on two technology demonstrator aircraft. There
was a gap of two generations of technologies at that time. The
Tejas team consisted of Aeronautical Development Agency (ADA),
Hindustan Aeronautics Limited (HAL), Defence Research and
Development Organisation (DRDO), IAF, CEMILAC, Directorate General
of Aeronautical Quality Assurance (DGAQA), Public Sector
Undertakings, private industry, and academic institutions.
Aeronautical Development Agency, a part of Department of Defence
R&D, Ministry of Defence, with Dr VK Saraswat, Secretary, Deptt
of Defence R&D, as its Director General, spearheaded the design
and development process as the nodal agency. A number of DRDO labs
such as Aeronautical Development Establishment (ADE), Aerial
Delivery Research and Development Establishment (ADRDE), Centre for
Air Borne Systems (CABS), Combat Vehicles Research and Development
Establishment (CVRDE), Defence Avionics Research Establishment
(DARE), Defence Bioengineering and Electro-medical Laboratory
(DEBEL), Defence Metallurgical Research Laboratory (DMRL), Defence
Materials and Stores Res & Dev Establishment (DMSRDE), Gas
Turbine Research Establishment (GTRE), High Energy

the technology level of various disciplines of design,
development, ground-testing, and flight-testing in the country.
Technology levels in these areas have been taken up to fourth
generation in the country. The programme has also nurtured a large
human capital of aeronautical engineers during the last two
decades. This evolution of ecosystems in Aeronautics has made the
country ready to take up future military and civil
National Metallurgist Day Award Metallurgist of the Year
2010
Dr N Eswara Prasad, Sc G and Regional Director for RCMA
(Materials), Hyderabad, of CEMILAC has been elected as the
Metallurgist of the Year 2010 by the Indian Institute of Metals
(IIM) and Ministry of Steel for his outstanding contributions
towards the research, development, and production support through
airworthiness certification of several non- ferrous aeronautical
metals and materials for Defence Applications in India. This
prestigious recognition by IIM was bestowed on Dr Prasad by Shri
Virbhadra Singh, Minister for Steel, Government of India, on 14
November 2010 at the National Metallurgist Day Celebrations of IIM,
conducted at the Indian Institute of Science, Bengaluru. Dr Prasad
was also elected as a Fellow of The Institution of Engineers
(India) for
his contributions in the field of Mechanical behaviour of metal-
and ceramic-based advanced composites and also for the Development
of several aero grade aluminium alloys and high temperature
materials based on MoSi2, C-Cf and C-Cf-SiC, in 2009.

aviation challenges. Military aviation programmes like the
advanced medium combat aircraft, unmanned combat air vehicles,
fifth generation fighter aircraft, military transport aircraft,
etc, are already visible on the horizon. It is also a day to
celebrate the achievements of the Indian Aeronautical Community in
terms of self-reliance and mastering the four plus generation
technologies of military aviation.
In its pursuit of promoting interactions with academic
institutions and industries, CEMILAC conducted a five-day
International Winter School on Advanced Aeronautical Materials and
Technologies (AAMT-2010) during 15-19 December 2010, at Taramati
Baradari Heritage Complex, Hyderabad, India. The School provided a
platform for 500-strong young students, practising engineers,
scientists, and academicians to get an exposure to the recent
advances in the areas of aeronautical materials and technologies.
The programme consisted of one keynote, 15 plenary, 14 invited, and
2 memorial lectures, and all lectures were delivered by renowned
experts from USA, Russia, France, Japan, Australia, Korea, and
India. Several discussions and meetings were conducted in the areas
of aeronautical systems, conventional aero-materials (aluminum
alloys, magnesium alloys, steels, titanium, and superalloys),
emerging aero-materials (advanced composites,

functional and structural nano materials), design, development,
and production. The Winter School was supported by various national
research and academic institutes and industries, such as DRDO,
Department of Science and Technology, HAL, ADA, School of
Engineering Sciences & Technology of University of Hyderabad,
Investment and Precision Castings Limited, and several other
industries and academic bodies.

SA to RM honoured at Indian Science Congress-2011
Honorary Doctorate to SA to RM
Dr VK Saraswat, SA to RM was honoured with the Vikram Sarabhai
Memorial Award at the 98th Indian Science Congress (ISC) - 2011 on
03 January 2011. The ISC Awards were given away by the Honble Prime
Minister of India, Dr Manmohan Singh to 27 leading scientists from
across the world including two Nobel Laureates, during the
inaugural ceremony. Dr Saraswat dedicated the Award to the entire
DRDO fraternity who have made India proud by developing cutting
edge military technologies for the countrys defence. My award is a
recognition of outstanding contributions made by the DRDO team in
achieving high level of self-reliance in the area of cutting-edge
defence technologies, stated Dr Saraswat after receiving the award.
Dr Saraswat delivered an invited lecture, The expanding scope in
the Defence Sector, during the plenary session on Enhancing
Academia-Industry Interactions, on 04 January 2011, apart from
chairing a session on Strategic Electronic Sector, on 06 January
2011.
The DRDO pavilion was inaugurated by Shri Kapil Sibal, the
Honble Minister of HRD, Science and Technology, Earth Sciences, and
Communication and IT, who also greatly appreciated the DRDO
technologies on display. DRDO participated in the Pride of India
Science Expo2011, that was organised during 0307 January 2011 as
part of 98th Indian Science Congress (ISC-2011) at SRM University,
Chennai.
Dr VK Saraswat, SA to RM was conferred Honorary Doctorate by the
Sathyabama University, Chennai, on 02 December 2010. Dr Jeppiar,
Founder and Chancellor, Sathyabama University presented the
Doctorate. Also present were Shri P Sivakumar, Director, Combat
Vehicles Research and Development Estt. (CVRDE), Avadi, and Shri R
Shankar, Director, Directorate of Combat Vehicles and Engineering,
DRDO Headquarters, New Delhi.

Lakshya-2 Trials Successful
HR Oration byHis Holiness Yog Rishi Swami Ramdev ji
Defence Science Forum organised an HR Oration by His Holiness
Yog Rishi Swami Ramdev ji on
Yoga for Healthy Living, on 07 January 2011, at Dr Bhagavantham
Auditorium, Metcalfe House, Delhi. The programme began with
lighting of the lamp by Swami Ramdev; Shri AK Maini, OS and
Director, LASTEC, welcomed the invities and other dignitaries,
while Dr W Selvamurthy, DS and CC R&D (LS), delivered the
presidential address and also introduced Swami Ramdev. Swami Ramdev
explained the usefulness of yoga and demonstrated some of the
pranayams and aasans. He also appreciated the efforts being made by
DRDO scientists in self-reliance of defence technologies. About 800
participants including Chief Controllers, Directors of DRDO HQrs
and Labs of Delhi, and officers and staff from various Delhi-based
labs participated actively. Dr Rajeev Vij proposed the vote of
thanks.
The digital version of the pilotless target aircraft (PTA)
Lakshya-2 was successfully flight-tested on 20 December 2010.
Lakshya-2 was developed with the necessary hardware and software to
meet the user requirements of very low altitude flight (15-25 metre
above sea level) capability. Lakshya-2 flew for 32 min duration,
controlled by Ground Control Station and proved over a range of 10
km at very low altitude. The flight was stable and well-controlled
during the flight tests. A mobile launcher, to launch PTA from
anywhere and GPS to locate for recovery, were also used
successfully. The aircraft also demonstrated its manoeuvering
capability simultaneously simulating manoeuvering attacking
aircraft. The aircraft has been designed in such a way that two
Lakshya targets can be flown and controlled by a Common Ground
Control Station.

A DRDO Counselling Centre has been setup at the Defence
Institute of Psychological Research (DIPR) campus, Delhi. The
Counselling Centre was inaugurated by Dr J Narayana Das, OS and CC
R&D (NS M & HR).
The Centre aims to enhance the psychological well-being of the
DRDO fraternity and help achieve
the fullest potential at the personal and professional fronts by
providing counselling services to its employees for their personal,
family, and work-related problems. Counselling services are being
provided for the DRDS/DRTC, Admin and Allied cadre, and their first
degree family members free-of-charge.
The Centre is currently functioning within the premises of DIPR.
It is manned by experienced, professionally-qualified clinical
psychologists. It provides counselling services to people with
problems like difficulty in interaction, getting anxious easily,
low mood, habit of excessive cleaning and

Establishment (DRDE), Gwalior, installed six temperature-controlled
bio-digesters with four toilet and shelter facilities at Solar
Colony, Charglasar, Leh, where several villages were washed away in
the recent natural disaster. These
bio-digesters are under community toilets that are being used by
about 135 families residing in quarters built by the Government of
India. Kumari Shelja, Minister of Housing and Urban Poverty
Alleviation and Tourism, visited the site. Dr Mukesh Agarwal, Sc D,
DRDE, Gwalior, demonstrated the functioning of the bio-digesters to
the Honourable Minister and the Local Administration.

skills, and general well-being.
DIPR is working on a proposal for online counselling for labs
outside Delhi; however employees desirous of brief
intervention/counselling can visit the counselling Centre as per
appointment.

Manpower Development Activities
ASL, Hyderabad
A five-day course on Information Management in R&D was
organised by Advanced Systems Laboratory (ASL) during 29 November
to 03 December 2010. Smt G Rohini Devi, OS and Associate Director,
ASL, inaugurated the course. About 25 participants from DRDO
labs/estts including ASL attended the course. Experienced guest
faculty along with internal faculty from DRDO, ISRO, CSIR, and
University of Hyderabad, delivered lectures. Dr AL Moorthy,
Director, DESIDOC, presided over the valedictory function. Shri S
Rajesh Mohod, Sc E was the course director and Shri Hemant Kumar,
Head, TIC was the course coordinator.
CEMILAC, Bengaluru
The Bangalore Chapter of Society for Failure Analysis (SFA)
conducted a one-day workshop on Failure Analysis of Aerospace
Engineering
Components on 21 December 2010, at CEMILAC.The workshop mainly
dealt with the fundamentals of fracture, fracture mechanisms,
failure analysis, and prevention of failures. Eminent personalities
from HAL, CPRI, and NAL delivered the lectures. More than 100
delegates from DRDO, HAL, ADA, SAFRAN India, and private industries
attended the workshop.
RCMA, Nasik
A five-day course on Aircraft System and Store Integration, was
organised by Regional Centre for Military Airworthiness (RCMA). The
Course was inaugurated by Chief Guest Shri PK Khanwalkar, GM
(AURDC), HAL(ND). About 19 scientists belonging to aero-cluster
labs such as ADE, ARDE, CABS, CEMILAC, DARE, DRDL, and RCMA; and
officers from Naval Aircraft Yard, Base Repair Depot, IAF, DGAQA(N)
and HAL(ND) attended the course. Shri SD Lagavankar, Sc F, was the
course director and Shri BS Mandloi, Sc E was the
course-in-charge.

PERSONNEL NEWS
Appointments
Shri M Aravindakshan, Sc G has assumed the charge of Scientific
Advisor to the Chief of Naval Staff wef 10 January 2011. He
obtained BSc (Mech. Engg) from National Institute of Technology,
Calicut and MTech (Marine Technology) from IIT, Kharagpur.
Shri Aravindakshan joined Naval Science and Technological
Laboratory (NSTL) in 1977. He worked in the areas of mechanical
engineering and hydrodynamics of various torpedos. He developed an
Exercise Head with a balloon recovery mechanism for Torpedo ATIME
(Ex USSR). He moved to Naval Physical and Oceanographic Laboratory
(NPOL), Kochi, in 1996 and headed the Product Design and Drawing
Division. He was a team member in the development of airborne winch
of MIHIR. He designed the cable drift sensor mechanism of MIHIR,
which provides vital input to the AFCS of helicopter. He has been
assigned the most challenging job of developing a dunking Sonar
with an openable transducer array for LFDS. Later, he took higher
assignments of steering the entire engineering of Low Frequency
Dunking Sonar, its safety-of-flight tests, and final installation
on ALH at Bengaluru. The system is currently undergoing technical
trials at INS Garuda.
His awards and recognitions include: NPOL Award for conduct of
Successful Sea Trials of Airborne Sonar 2007; NPOL Award for Design
and Display of Naval Tableau; Laboratory Scientist of the Year
2010. He has published papers in national and international
journals. He is a member of the Institution of Engineers
(India).
R&DE(E), Pune
Dr S Guruprasad, Sc G has been appointed as Director,
R&DE(E), Pune, wef 01 October 2010. He obtained his BE (Mech.
Engg) from Mysore University, ME (Machine Design) from
Bengaluru
University, and PhD from IIT, Bombay, for his research work in
Blast and Impact Resistant Structures.
Dr Guruprasad joined R&DE(E) in 1986. Since then, he has
contributed to the major R&D activities of the lab. He was a
key member of the design team of project Sarvatra, a Multi-span
Mechanical Military Bridging System. As Project Director for the
BrahMos Launchers and Ground Systems, he was instrumental in
development of Weapon Complex elements for BrahMos. For the first
time, a Single vehicle weapon system for BrahMos, the Mobile
Autonomous Launcher was developed, and inducted into Services. His
efforts have resulted in design and development of inclined
deck-mounted launchers and vertical launchers for naval
warships.
Dr Guruprasad is an expert in computer-aided engineering,
simulation-based design, and product life cycle management systems.
He has a number of patents related to Sarvatra Project and has
filed more than 18 patents related to BrahMos Launchers and Ground
Systems. Now, as Director of R&DE(E), he is leading several
important development projects in combat engineering, weapon launch
systems, advanced composite products, NBC protection systems, and
robotic systems.

Dr K Sekhar, CC R&D (MS & LIC) was conferred The Eminent
Engineer Award-2010 for his meritorious contribution in the field
of Chemical Engineering by The Institution of Engineers Limited,
India during its 26th National Convention of Chemical Engineers
held at Bengaluru.

Higher Qualification Acquired
HEMRL, Pune Shri Raj Bahadur, Hindi Officer, has been
awarded PhD (Hindi) by University of Pune, Pune,
DRDE, GwaliorDr SK Raza, Sc F, DRDE along with Dr W
Selvamurthy, DS and CC R&D (LS), DRDO HQrs, attended the
Chemical Biological Defence Science and Technology (CBDS&T)
Conference organised by Defence Threat Reduction Agency (DTRA),
USA, in November 2010, at Orlando, Florida, USA. They gave invited
talks in the field of NBC Defence.

NPOL, Kochi
Naval Physical and Oceanographic Laboratory (NPOL) celebrated
its Annual Day on 10 December 2010, with vibrant enthusiasm and
team spirit. Dr T Mukundan, Sc F, Chairman, Organising
Committee,
welcomed the gathering. Shri K Madhavan Nair, IRS, Chief
Commissioner of Income Tax, Kerala Circle, was the Chief Guest, and
he lauded the contributions of NPOL to the nation and shared his
thoughts on the importance of maintaining a healthy balance between
reality and human expectations, for satisfaction and happiness in
both official and personal life. This was followed by distribution
of DRDO and NPOL awards to the scientists and supporting staff, who
had made outstanding contributions to the organisation. Prizes were
also distributed to the winners of the sports competitions
organised as part of the celebrations.

As part of ADE Foundation Day Celebrations, ADE conducted DRTC
Technical Colloquium Contest 2010 from 13 to 15 December 2010. This
event was to encourage the DRTC personnel to bring out their talent
and speak on the topic of their interest. Two topics were chosen by
an evaluation panel: (1) Lightning Tests on Fighter Aircraft and
its Sub-systems, by Shri Subramanya GA, TO-C, FCCD (2) Innovative
Methods Adapted in the Development of Aluminium Alloy Castings for
UAV, by Shri Sathnarayana PV, TO-D, NIRBHAY.
ADE also conducted DRDS S & T Contest 2010 as a part of ADE
Foundation Day Celebrations from 27 to 29 December 2010. This event
was to encourage the DRDS scientists to bring out their talent and
propose a project that will be useful for ADE and the country.
There were 24 contestants who confidently proposed the projects
exposing their in-depth knowledge. Two projects were chosen: (1)
Development of Knowledge Management System, by Shri Vadivelan A, Sc
C, and (2) Development of Real-time Kernel for FCS, by Shri Pavan
Kumar N, Sc B.

DRDO North Zone Chess Tournament The chess
tournament w a sorganised by D E S I D O C from 29 November to

with medals and certificates. Shri TD Mitra, SAG and Shri NK Gupta,
LASTEC won the gold and silver medals, respectively, in Individual
Category, whereas the champion trophy was won by LASTEC and the
runner-up trophy by SSPL.
DRDO Intra Zonal (North) Volleyball Tournament
D M S R D E , K a n p u r organised the t o u r n a m e n t
during 2729 December 2010. Volleyball teams from SSPL; INMAS; ISSA,
Delhi; SASE; TBRL, Chandigarh; DEAL, Dehradun; and DMSRDE
participated in the tournament. DMSRDE, Kanpur team was the winner,
while DEAL team was the runner-up. Dr KU Bhasker Rao, former
Director, DMSRDE and Dr AK Saxena, present Director, DMSRDE graced
the inaugural function. Dr Sarfaraj Alam, Additional Director,
DMSRDE, gave away trophies and medals.
DRDO Central Zone Shuttle Badminton Tournament
NSTL team participated in this tournament 2010 held at RCI,
Hyderabad, during 29 November to 01

DRDO Central Zone Volley Ball Tournament
N S T L o r g a n i s e d the tour-n a m e n t during 03-05
January 2011. Four t e a m s from various DRDO Labs - DRDL, DMRL,
DLRL, ASL, and NSTL participated. NSTL team was the winner. Dr V
Bhujanga Rao, DS and Director, NSTL inaugurated the tournament and
Shri SV Rangarajan, OS was the Chief Guest for the valedictory
function. Smt. Lalitha Bhujanga Rao gave away the prizes to the
winners.
DRDO West Zone Chess TournamentThe tournament was held at NMRL
during 2223
November 2010. About 25 participants from the west zone DRDO
labs namely NMRL, ARDE, R&DE(E), HEMRL, and VRDE participated.
The tournament was inaugurated by Dr BC Chakraborty, Addl Director,
NMRL. ARDE won the championship and R&DE(E) was the runner-up
in the team event. In individual events, (Gents Category) Shri RK
Patel, Sr Admin. Asst., VRDE, won the gold medal and Shri DS
Gautam, Sc`C, NMRL, won the silver medal; (Ladies Category) Ms Renu
Gill, TO`A, HEMRL, won the gold medal.
