• From <Caboter>, to sail along the coast• Cabotage is the Transport of Goods and Passengers
between two points in the same country (Wikipedia)• Cabotage is the principle of reserving the privilege or
right of Navigating and trading along the coast between two or more ports within the National territory “only to vessel that are duly registered in that country”
Cabotage by Definition
10/05/2011 DPP INSA-BEM FTK ITS SURABAYA 17
• Maintain National Economic and operating control over critical National Infrastructure
• Critical national Infrastructure-Essential to functioning of National Economy- Banking and Finance, Domestic transport, telecommunications and utilities.
• All providers of domestic transportation services operate under the same National Laws and regulations
Why Cabotage
10/05/2011 DPP INSA-BEM FTK ITS SURABAYA 18
• The Domestic (“Cabotage”) Fleet is the Foundation of Country maritime industry
• The “Cabotage” enforcement are the foundation for ensuring National control over critical domestic transportation infrastructure
Cabotage as Foundation
10/05/2011 DPP INSA-BEM FTK ITS SURABAYA 19
• Maritime transport play very important role for the country
• Maritime Transport services contribute National, Regional, as well as to world Economic Growth
• Country Obligation in implementing Liberalization and Multilateral trading ( many Indonesian Ports open for Foreign flag vessels)
But National development in Maritime industry sector should be prudently taken into account
Cabotage Vs Liberalization
