Background• The U.S. has had a strict policy of neutrality based on
George Washington’s pleas that the U.S. stay out of the affairs of Europe. Most Americans believed that we should stay out of Europe’s conflict in WWI.
Why did George Washington suggest that
the U.S. Stay out of foreign conflicts?
Submarine Warfare• The Germans wanted to keep the U.S. neutral and were careful
not to have their U-Boats (submarines) target U.S. ships. However, the Germans in desperation began unrestricted submarine warfare around Great Britain in a attempt to cut off supplies.

German submarines, called U-boats, torpedoed enemy ships and neutral ships trading with the enemy.
The “Q” Ship• Originally the Germans would surface and allow the ships
crew to abandon ship before sinking it. However, the British introduced the “Q” Ship or “Wolf in Sheep’s Clothing”. This was a warship disguised as an unarmed merchant vessel that would lure the U-boat in by pretending to abandon ship and then unveil their hidden guns and destroy the submarine. After this the German submarine would fire without warning.
How might the “Q” ships make it more likely that
that the U.S. would join the allies?
The British would often fly the American flag on their ships to ward off U-Boat attacks.
