The bull terrier went missing on 4 February after, it is believed, he broke out of the yard. Days after Tyson’s disappearance, Jill Shapland-Smith placed a notice in DistrictMail, imploring people to return her four-year-old brindle-and-white bull terrier. Then, just last Friday, DistrictMail received a phone call from a man who thought he may have had Tyson at his home in Eerste River. Brandon Klaasen describes himself as a “home veterinarian” and animal lover. He volunteered at the People’s Dispensary for Sick Animals in Bridgetown years before, and everyone in his neighbourhood takes their ailing pets to him. This was the case with Tyson: Klaasen says the dog had tick-bite fever when a youngster brought him in. Klaasen took the dog from the youngster when he saw the condition it was in. He could see the dog was of a good breed, and grew suspicious when the youngster said he’d found the dog on the beach. He scoured the Internet, and found the article and photograph published in DistrictMail. He couldn’t make out Shapland-Smit’s number on his phone’s screen, so he called the paper. DistrictMail let Shapland-Smit know, and she arranged to meet Klaasen at a food outlet in Eerste River the following day. “I had given up hope and wasn’t sure what to expect,” she says. She ar- ranged for a friend and a few members of the Hel- derberg Crime Watch (HCW) to accompany her. But she immediately recognised Tyson. “My family and our other bully, Stitch are so happy to have him home again. He is back to his old self again – full of life. I am so thankful towards Bran- don for saving his life and taking care of him for the past three weeks – as well as for the help of the DistrictMail and Wendy Oxley of the HCW.” Shapland-Smit says she’ll be taking Tyson to visit Klaasen and his family, who became fond of the dog in the short time they cared for him. “I’m sad to part with Tyson, but I was happy to see Jill smile when she saw him,” says Klaasen. at last at last

    The bull terrier went missing on 4 Februaryafter, it is believed, he broke out of the yard.

    Days after Tysons disappearance, JillShapland-Smith placed a notice in DistrictMail,imploring people to return her four-year-oldbrindle-and-white bull terrier.

    Then, just last Friday, DistrictMail received aphone call from a man who thought he may havehad Tyson at his home in Eerste River.

    Brandon Klaasen describes himself as a homeveterinarian and animal lover. He volunteeredat the Peoples Dispensary for Sick Animals inBridgetown years before, and everyone in hisneighbourhoodtakestheirailingpets tohim.Thiswas the case with Tyson: Klaasen says the dog hadtick-bite fever when a youngster brought him in.

    Klaasen took the dog from the youngster whenhe saw the condition it was in. He could see thedogwasofagoodbreed,andgrewsuspiciouswhentheyoungstersaidhedfoundthedogonthebeach.

    He scoured the Internet, and found the articleand photograph published in DistrictMail. Hecouldnt make out Shapland-Smits number onhis phones screen, so he called the paper.

    Car thieves strike at mallILLANA FRANTZ

    ONLYthreeweeksafteracustomerscarwasallegedly stolen at Somerset Mall, anothervehicle was stolen from the premises thistime one belonging to mall employees.

    Fazlin de Klerk and her husband, whohave been working at the shopping centrefor years, used to park their car in the staffparking area, which faces the N2. Her hus-band discovered the theft when, at about15:30 last Thursday (24 May), he was aboutto fetch his children from school. When hegot to theparking spot, hiswhiteNissanSen-tra was nowhere to be found.

    Thecouplebroughtthemattertotheatten-tion of the malls security, and then went tothe control room to view the CCTV videofootage. We saw a white car occupied by

    three men driving around and then stoppingnear our car. One of them got out, walkedstraight to our car and tampered with thedoor, recalls Fazlin. The video shows theman casually strolling back to the waitingcar when three people approach. After thepeople walk past, he goes right back to steal-ing the car. We have a Gorilla lock on thesteering wheel, but they still managed tosteal thecarwithina fewminutes. Itwasdev-astating to see how they could just take whatbelongs to you, just like that, says Fazlin.

    She says she tried to report the matter tothemallmanagement thenextday,andeven-tually managed to get hold of someone theTuesday thereafter.

    Chris le Roux, operations manager atSomerset Mall, says he is aware of the theft.

    Taking into consideration that our effec-

    tive security successfully apprehended asyndicate operating from Khayelitsha ear-lierthisyear,weareverydisappointedaboutthis blemish on an otherwise fantastic trackrecord. Subsequent to this incident we haveimplemented a permanent guard doing ac-cess control for thevehiclesusing this area.

    Le Roux did not offer any explanation asto why Fazlin couldnt get hold of mall man-agement for so long. In the meantime, thecouple have no other means of transporta-tion, and are now forced to rely on lifts.

    Constable Suzan Jantjies, spokespersonfor Somerset West police, says the case hasbeen reported to the station. Video footageshowsawhiteToyotaTazzwithanunknownnumber plate in the vicinity of the stolen ve-hicle, Jantjies says. Anyone with informa-tion must phone the police on 021 850 1344.

    ) A JOGGER came across the body of a man, believed to be in his sixties, lying undera tree in the park on the corner of Dummer and Irene Streets at 15:00 on Tuesday. Thedeceased, from Somerset West, had a gunshot wound to his head. A resident of DummerStreet says he saw a man sitting in a bakkie opposite the park at 07:00 the morning. Theman was also seen by another resident at 10:00, and a Solomon Street resident says heheard a thud from his house at about 14:00. A 9 mm revolver was found on the scene.On the passenger side of the nearby bakkie lay a pair of reading glasses and a book, Dayof Judgement, by Jack Higgins. The police do not suspect any foul play.

    ) ASHLENE Leigh Anne Marthinus (17) from Macassar suddenly collapsed on Friday,and died the following day. According to her parents, Neil and Christolene, Ashlene hadbeen at a youth gathering at her church when she collapsed.She was taken to Helderberg Hospital at 22:00, and was trans-ferred from there to Tygerberg Hospital. Shortly before 02:00doctors declared her brain dead. Doctors informed her par-ents that shed suffered a cerebral haemorrhage after a bloodvessel in her brain ruptured. The couple had to switch offthe machines connected to their daughter and only child onSaturday. She was in Grade 11 at Gordon High School in Som-erset West. Her funeral takes place on Saturday 2 June.

    A SOMERSET West resident is outragedover tree-felling along the Lourens River atRadloffParkbut theCityofCapeTownsaysthis vegetations removal is of great impor-tance.

    The upset resident contactedDistrictMailto complain about the removal of the trees,which have been growing there for years.But Osman Asmal, director of the City ofCape Towns Environmental Resource Man-agement Department, says the invasivevegetation was earmarked for the chopwith the aim of preventing floods.

    FundedbytheCitysRoadsandStormwa-ter Department, these trees and bushes arebeing removed in the area extending fromthe low-water drift at Morgenster to thedownstream channel below Radloff Park.Asmal says departmental staff are check-ing up on the work every second day.

    The Lourens River is the only river sys-tem in the country that enjoys protectednatural environment (PNE) status. Whenthe river was declared a PNE, several di-rectives were put in place; one of these isthat landowners need to show that they havemade an appreciable difference in clearinginvasivevegetation fromtheir properties, tothe satisfaction of the City of Cape Town.

    And the City itself is a landowner in thisinstance.

    Severalmillionrandhasbeenspentonthe

    Lourens River over the last few years to pre-vent flooding. These measures haveincluded the reshaping of banks, construc-tionofgabions(wiremeshbaskets filledwith

    stones), removal of invasive vegetation, andplanting of indigenous vegetation.

    Clearing should be completed within thenext week, Asmal says.

    City workers are cutting down the trees and bushes to prevent flooding.

    Hope ahead for Helderberg schoolsSOLUTIONSarebeing explored to ease thepressure on schools in the Helderberg.

    DA councillor Stuart Pringle says the is-sue is particularly acute at Methodist Pri-mary School in Somerset West. He saysthis historical institution is the oldest inthe area, and still caters to the learningneeds of a large number of children.

    The growth and development in theHelderberg over recent years has put pres-sure on the existing facilities, explainsPringle.

    Pringle and DA councillor Benedictavan Minnen, together with Andricus vander Westhuizen (MP), have engaged withseveral local schools around these issues,and have made a number of proposals tothe Western Cape Education Department(WCED) on the matter.

    Pringle and Wilbur Hindley, headmas-ter of Methodist Primary, met with offi-cials of the WCED Metropole East region,

    including the regions director, MelvynCaroline, on 28 February to discuss theseproposals, whose focus is twofold: assist-ing schools with facilities; and buildingnewschools thatwill stimulate integrationof communities in the Helderberg.

    It was heartening to find our requestto look at the education issues in the Hel-derberg so well received, says Pringle.

    The department has undertaken toschedule a follow-up meeting within thenext few weeks to take the matter further.While it is early days still, it is clear thatthe department is aware of the challengesand is willing to address them.

    Pringle and Van Minnen are now refin-ing the proposals, and investigating areasin the Helderberg that would be suitablefor building new schools.

    PV launches Astro

    Parel Vallei - excellence in a changing world

    THE installation of the long-awaited hockeyAstroTurf at Parel Vallei High School is fi-nally done, and the field is ready for action.

    This R5,2 million hockey pitch is a first forthe Helderberg, and will not only be an assetto the school, but also a benefit to all hockeyplayers in the Helderberg.

    Eunice Kets, the schools sports coordina-tor, explains that plans for the installationof an AstroTurf field had been on the budgetfor the past 15 years, but kept being crossedoff the list of priorities.

    A committee of parents and myself con-tinually researched the benefits of havingsucha facilityat theschool,andpreparedtwoproposals in an attempt to win over the gov-erning body but no luck. With help fromone of the parents, Andy Mallett, who put to-gether a brilliant financial proposal, thethird attempt was a success, smiles Kets.

    Thearea thegoverningbody foundwherea difference could be made to sport at theschool, was hockey. There are currently 20

    hockey teams at the school, she says.The installation of the AstroTurf started

    in mid-January; the civil engineering com-pany involved in preparing the ground forthe laying of the AstroTurf was Burger andWallace Construction, while the actual lay-ing of the turf was undertaken by SynSport,a Kenilworth-based company.

    The AstroTurf covers one full-size field,plus a practice pitch. A fence was set uparound the field, and a technical area and asmall grandstand were installed.

    Kets says Parel Vallei is now sending outthe message to other schools that they are se-rious about hockey and ready to competeagainst thetophockeyschools inthecountry.

    Although Parel Vallei pupils will get themost use out of the pitch, other local primaryand high schools will also benefit from thebrand new AstroTurf pitch.

    Somerset West Hockey Club (SWHC) willalso have access to these facilities.

    There are no floodlights around the fieldat present, as these will cost an additionalR1,5 million. Theyre certainly on the cards,however.

    At present each of our teams gets the op-portunitytopracticeonthepitchat leastoncea week, but once the floodlights are in place,more practice time will be available to all,explains Kets.

    The school also plans to employ a sportscoach with a level-two hockey coaching qual-ification; he or she will visit local primaryschools to identify pupils with talent.

    Once these players have been identifiedthey will receive free coaching coach on the

    AstroTurf field.RyanWest, chairpersonofSWHC, says the

    long-awaited hockey AstroTurf is fantasticnews for the entire Helderberg area.

    He points out that there are currentlyabout 12 AstroTurf pitches around CapeTown, plus two in Stellenbosch.

    For many years the clubs top mens andwomens teams have been practising andplaying matches on AstroTurf fields in Stel-lenbosch and Cape Town.

    Most of the subscription fees paid by ourclubmembersareused towardshiringAstro-Turfs, and for lights used for practice atnight, he says.

    We have been playing at Maties for about10 years now, so it will be a welcome reliefto play in Somerset West.

    Itwill alsomeanconsiderable savings forplayers in the future, a better club spirit, andmore local spectators supporting the

    Somerset West teams.The new hockey AstroTurf will be offi-

    cially opened on 15 June. Most of the localprimary schools will be part of the opening,and Worcester Gymnasium will be playingin the main matches against the Parel Valleiu.18 A teams.

    Therewill alsobe twospecialmatchesdur-ing the course of the afternoon a past pupilsteam will play in a demonstration matchagainstthecoachesofParelVallei,andimme-diately afterwards two past pupils teams willplay against each other.

    Parel Vallei will play their first hockeymatches on the pitch against Paarl Gym-nasium tomorrow (Friday).; The u.18 A girls hockey match will

    start at 14:30, with the u.18 B girls hockeymatch following at 15:30.; Theu.18 Aboyshockeymatchwill take

    place at 16:30.

    Several bluegumtreeshad tobe removedto make way for the AstroTurf.

    Once the field was levelled, a layer of as-phalt followed.

    A shock and drainage layer was thenplaced over the asphalt.

    A small grand-stand, which willseat around 500people, was con-structed on theside of the Astro-Turf pitch. Futureplans for the newfield include flood-lights around theperimeter, as wellas a roof over thegrandstand.

    Once the shock layer was laid, the layingof the AstroTurf itself started.

    An incredible 70 tonnes of special sandwere impregnated into the AstroTurf by athis remote-controlled machine.

    Putting pupils firstYOUR article on the educationalneeds in Macassar (DistrictMail17 May) refers.

    The issues of education and pu-pils needs are very close to myheart, as our children are our in-vestment in the future.

    At a recent meeting between anumberof thewardcouncillors ofthe Helderberg and the Depart-ment of Education, the needs ofpupils in the Helderberg were dis-cussed at length. As a result thedepartment is currently formu-lating a comprehensive plan toprovide schools for the childrenof the Helderberg.

    At this time the department isof the view that there is no short-age of accommodation at schoolsfor children in Macassar, but ob-viously as theareagrows thiswill

    have to be reviewed. The depart-ment will be keeping the wardcouncillors abreast of develop-ments moving forward.

    There are, however, otherparts of the Helderberg facing se-vere shortages of places for pu-pils, and this is currently beingaddressed by the department.

    As the ward councillor for Ma-cassar, and because I have beenconcerned about the state of pupiltransport and the dangers facedfor these children, I have broughta number of motions to Subcoun-cil 22 regarding the need for visi-ble policing and the traffic safetyof learners. Both the Traffic De-partment and the Cape TownMetro Police have been very re-sponsive in this regard and havebeen very active in the area.

    However, we now need to takehands with schools and parentsand ask them to support safetransport initiatives.

    As a public representative, Icontinually interact with thecommunity on issues, includingthe needs of the children in Ma-cassar. Accordingly I am, as thechairperson of Subcouncil 22,commenting on the proposedplans of Social Development forthe framework for early child-hood development, and I invitethe community to participate inthis process so that we develop acommon approach.

    Our firstvisit toHHinJanuarywas eye-opening! We were direc-ted to the trauma section by a se-curity guard. We sat there foraround four hours getting moreupset as the time went by with allthedramagoingonaroundus.Allthe weekend casualties were

    crowded into the little room. Iwasall for rejoining our medical aid(which we can no longer afford).

    However, since then we havechangedouropinions.Wereceiveour chronic medication withouttrouble each month yes we dohave to wait our turn, and some-times it takes hours. On 23 AprilI had a carpal tunnel release oper-ation.Thestaffwerecheerful,effi-cient and kind to the patients.

    The bedding was spotless and

    the doctors amazing. They wereespecially attentive when they re-alised I was a terrified old lady.

    Thank you, Dr Fatti. Your bed-side manner was fantastic! Wenow attend the Gordons BayClinic tocollectourchronicmeds.All thestaff therearealsoefficientand cheerful while working un-der heavy pressure.

    The cuppa questI MUST say I agree with you wholeheartedly[about the poor cappuccino in SomersetWest], and am pleased to hear that I am notthe only one who feels like this. I wish some-one would explain to these cafs and restau-rants that a cappuccino is not coffee withfoam on top. What annoys me even more isthat thosewhomaketheworstcappuccinoinevitably charge the highest prices.

    I too have found Woolworths cappuccinothe best in Somerset West, with Illys (Som-ersetMall) a close second.Please let thecom-munity know if you find any other places.

    Indien jy jou in die verkeerde baan be-vind, verander na die regte een (die een watn pyl het in die rigting waarheen jy wildraai), voordat jy die sirkel binne tree.

    Hou in jou baan wanneer jy om die sirkelbeweeg en dui aan wat jou intensie is deurjou rigtingaanwysers te gebruik.

    Wonderful wines towarm you in winterWINE lovers will get to treat themselves tosome of South Africas top wines and gour-met dishes when the Taste of the Helderbergwine show touches down this winter.

    The wine show will take place at NH LordCharles Hotel in Somerset West on Thurs-day 7 June, from 17:00 to 21:00.

    Bennie Avenant, chairperson of the Hel-derberg Wine Route, says the wine show isgrowing bigger every year, and becomingmore popular. We wish to keep the showintimate to enable visitors to chat to wine-makers without feeling they are part of amassive crowd. We, therefore, limit thenumber of tickets to 500.

    Avenant says theroutehopes to showcaseat least 20 wineries and five restaurants.

    Chefs have been asked to prepare smallportions of their signature dishes to sell to

    A Franschhoek for allWITH winter swiftly ap-proaching, residents ofthe Western Cape areshifting their focus indoors, look-ing for roaring fires, warmingwines and top-rated restaurants towhile away rainy weekends.

    Pam Golding Properties says re-cent developments in Franschhoekconfirm its status as the ideal placefor a winter cottage. And despiteperceptions that it is a home bestsuited to the affluent, PGP says thiscosmopolitan village in fact catersfor those from various walks of life,with properties on offer to suitmany budgets.

    PGPs Franschhoek area manag-er, Surina du Toit, says the highestdemand at present is for homespriced below R3 million and thereare a number to choose from. Wecurrently have around 20 homes onour books priced between R2 mil-lionandR3 million,shesays. Onecan obtain an apartment in the vil-lage from just R1,1 million, whilesmall cottages are priced fromR1,6 million upwards and largerhomes from R2,5 million.

    Certainly, the valley also has itslargerluxuryhomes, lifestylefarmsand major wine farms, but it is bynomeans limited to thevery topendof the property scale. In fact, 60%of all sales concluded in Fransch-hoek last year (2011), were in theprice range below R3 million.

    DuToit says the focushas shiftedquite significantly in recent years.Prior to 2007, there was verystrong demand for top-end homes,and over a third of our buyers wereinternational clients, takingadvan-

    tage of their strong currencies andthe weak rand, she says.

    Some very high capital gainswere made on short-term turnoverof properties.But in the subsequentyears the rand has strengthenedand the global economic meltdownhas completely changed the inter-national picture. We now have al-most 90% South African buyers,and far higher demand for the moremodestly priced homes. People arelooking to buy here for the fantasticlifestyle on offer and the tremen-dousscenicbeauty,not just tomakea quick profit on resale. There isalso a far higher awareness of accu-rate pricing, with buyers simply re-

    This is one of the largest pur-chases you are likely to make inyour lifetime, so give these pointssome serious thought.

    Before you even start searchingfor a home, its really importantthat you determine how much fi-nance you will qualify for. Speak toa mortgage originator or your ownbank and ask them not only howmuch you will qualify for, but alsothe maximum loan-to-value (LTV).Also find out what documentationthey require, and ensure you havethisreadyasyouwillneed itassoonas an offer is concluded.

    The LTV is really important it

    is the maximum percentage of theselling price your bank will fi-nance.     Make your home more attractive to buyersALTHOUGH the property markethas been a tough trading arena forsellers over the past few years, themarket is turning and sellers willfind that making their home moreappealing to buyers may be easierthan they think, says Adrian Gos-lett, CEO of RE/MAX of SouthernAfrica.

    According to Goslett, whilemarket-related prices will alwaysbe attractive to buyers, there areother simple things sellers can doto make their home stand out andleave a lasting and good impres-sion. He offers a few tips:

    ) If its attractive on the out-side, buyers will want to see theinside: homes that are visiblywell-maintained and well-kept onthe outside will be more appealingthan the homes that arent.

    Most buyers will pass over ahomewhentheydont like the lookof it from the outside. This doesntmean that the structure of thehome needs to be changed justsimple improvements such as afresh coat of paint, a cut lawn andflowers in the garden. Buyerswant to be able to move in and livethere without the need for exten-sive renovations or upgrades.

    ) De-clutter and keep it tidy:make sure that the home is clean,because you dont want the dirty

    THE recent Constantia matteris well known to the sectionaltitle industry, the end of whichwe are yet to experience.

    The question is: could thishavebeenavoided?Whoshouldaccept responsibility for thelosses still to be calculated?

    Prescribedmanagementrule(PMR) 29 (2) of the Sectional Ti-tles Act states, among others,that the trustees shall take allreasonable steps to procure as determined by the membersof the body corporate in a gen-eral meeting, a fidelity guarantee intermsofwhichshall be refundedany lossof moneys belonging to the body corpo-rate sustained as a result of any actof dishonesty committed by any person in the services of the body corporateand all trustees and persons in the capa-city of managing agents

    Threeveryimportantpointsinthisruleshould be considered: (i) the trustees needto take steps; (ii) the members at a generalmeeting determine the amount; (iii) andcover should include managing agents.

    Fidelity cover forms part of the insur-ance package offered by all sectionaltitle insurance policies and, except fortwo insurers of which I am aware, thiscover only applies to members of thebody corporate managing agents arenot included in this cover.

    Furthermore, cover is limited toamounts ranging fromR20 000 toR50 000.

    Subject to ongoing investi-gation, the amount in-volved with the Constantiaevent is around R17 mil-lion.Consideringthishugeloss, bodies corporateshouldensure that (a) theirinsurance policies includelosses by managing agentsand (b) that managingagents have in place suffi-cient cover for such possi-ble losses.

    Bear in mind that to in-crease the basic cover as

    above is very expensive. Increased in-demnity of R1 million would cost be-tween R9 700 and R12 500 per annum.However, I am aware that there are prod-ucts available that would offer morecover at a much more reasonable cost.
