    Jollibee says all Metro Manila branches to open onSunday: #ChickenSadNoMore?

    returning to normal after a systems upgrade compelled at least 72 branches of the fastfood giant to close down while others

    continued to operate on limited menu.

    The fastfood chain will have bestsellers Chickenjoy, JollySpaghetti and Yumburger back in stock and on the menu, but some outlets

    will still be offering a limited menu, the company said in a statement.

    The JFC Group which owns Jollibee disclosed that it recently upgraded its computer systems last August 1, but was bogged down

    in the process by technical difficulties. As a result, there was a slowdown in deliveries of products from the Jollibee commissary to

    its outlets.

    Jollibee vice president for Metro North Operations Jojo Subido said contingency measures were immediately implemented to

    resolve the problem.

    Our team has been working round the clock to catch up and put to speed our commissarys delivery schedule to enable all our

    stores to open by this weekend, Subido said.

    Jollibee has sufficient food supplies and raw materials in its centralized commissary in Laguna, contrary to previous reports of a

    possible shortage in the company's chicken supply.

    Subido said the fastfood chain does not import chicken and other meat products from China, allaying fears that its problem was

    somehow tied to the recent food safety scare in China that impacted on the operations of Mcdonald's and KFC.

    Our chicken requirements are currently sourced from our accredited suppliers such as San Miguel Foods Corporation, Foster

    Foods Inc., and GAMA Foods Corporation which have all passed our strict quality standards, Subido noted.

    Social networking sites recently went abuzz after various Jollibee restaurants in Metro Manila were closed due to the lack of popular

    menu offerings, particularly ChickenJoy.

    About 6 percent of Jollibee's nationwide sales were not served in the first week in August. Still, same store sales in the same period

    grew by 4 percent year-on-year.

    MANILA, Philippines A white sedan rolled out of the third floor of a multi-level parking building at the Greenhills Shopping Center in SanJuan City on Friday afternoon and fell onto the ground level.

    Juanito Nocos, the 73-year-old driver reportedly lost control of the vehicle while maneuvering around the Annapolis Car Park, hitting a grayvan and a gray Toyota Fortuner SUV parked in the street-level outdoor lot.

    The Greenhills Shopping Center management said Nocos was rushed to a nearby hospital and is already in a stable condition.

    The mall also apologized to their customers and said authorities are already investigating the accident.

    "We apologize for the inconvenience that this may have caused some of our shoppers," Greenhills Shopping Center said in a statement.

    "The management is currently coordinating with the San Juan local authorities to get a more detailed account of what took place, whilereaching out to several other affected vehicle owners," it added.

    The driver of the Fortuner, meanwhile, was able to get off the vehicle shortly before the incident.

    The mall said that the car park area has been covered with white tarpaulins to keep the debris from the affected levels from falling off thestreets.

    "As mall operators, Greenhills believes that the safety and enjoyment of our shoppers are of paramount importance," the shopping mall said.

    The mall said it will release more information on the status of the car parks and the affected areas.

    Speaker: No pork in P2.265-T proposed 2015 budget

    Speaker Feliciano Sonny Belmonte Jr. yesterday said there areno pork barrel funds in this years P2.265-trillion

    General Appropriations Act (GAA), branding as baseless claims that the House leadership is keeping the pork barrel

    system.

    Belmonte said Alliance of Concerned Teachers (ACT) party-list Rep. Antonio Tinio was misinformed when he led

    the filing of the fourth impeachment complaint against President Aquino in connection with supposed continued

    existence of priority development assistance fund (PDAF) in the proposed national budget for 2015.

    There are no pork barrel funds in this years budget. He (Tinio) had a misreading of what had happened, Belmonte

    said.

    Tinio vowed to block the disbursement of alleged P20.7 billion in hidden pork to the Supreme Court (SC) and the

    Office of the Ombudsman.

    Belmonte explained that under this years General Appropriations Act (GAA), the P25-billion PDAF of House

    members were scrapped and were channelled into six implementing agencies.

    The breakdown is as follows: Department of Health (DoH), P3.69-billion; Department of Labor and Employment

    (DOoLE), P3.69-billion; Department of Social Welfare and Development (DSWD), P4.71-billion; Commission on

    Higher and Technical Education (CHEd); P2.66-billion, Department of Education (DepEd), P1.02-billion, and

    Department of Public Works and Highways (DPWH), P9.65-billion.

    Meanwhile, Eastern Samar Rep. Ben Evardone, vice chairman of the House Committee on Appropriations, said there

    is no pork in the P20.899 Billion Grassroots Participatory Budgeting Process (GPBP) allocation for 2015.

    This is not also a campaign kitty for the administrations 2016 Presidential bet, Evardone said.

    All the GPBP allocations are itemized, based on the prioritization made by barangay-based peoples organizations

    and LGUs consultations. The GPBP process of identifying projects in far-flung barangays and municipalities with high

    poverty incidence is the real people power in action, he said.

    Evardone said this is a concrete realization and implementation of Article XIII Section 16 of the Constitution which

    mandates the State to respect the right of the people and their organizations to effective and reasonable participation

    at all levels of social, political, and economic decision-making and facilitate the establishment of adequate

    consultation mechanisms.

    innovative budget reforms of President Aquino to ensure that the actual needs and aspirations of the less privileged

    sectors of society are given priority budgetary allocations. Simply put, this is actually listening to our true bosses, the

    masses of our people, he said.

    In a bulletin released at 8 a.m. on Saturday, August 16, the Philippine Institute of Volcanology and Seismology

    (Phivolcs) confirmed that the alert over Mayon Volcano was still at Level 2.

    Phivolcs initially announced that it was raising the alert over Mayon Volcano to Level 2 in a bulletin released at 1 p.m.

    on Friday, August 15.

    What does Alert Level 2 mean?

    Phivolcs said under Alert Level 2 (alarming), low to moderate level of seismic activity and episodic harmonic tremors

    are observed. Faint or intermittent crater glows and swelling of edifice may be detected.

    Phivolcs said Alert Level 2 means "magma was intruding at depth and current conditions may eventually lead to a

    larger eruption."

    Danger zone

    The agency advised the public to avoid entering Mayon's six-kilometer radius permanent danger zone (PDZ) ''to

    minimize risks from sudden explosions, rockfall, and landslides."

    Phivolcs said based on Mayon's behavior exhibited in recent eruptions, "current observations may indicate the advent

    of quiet lava extrusion that may eventually lead to greater unrest."

    Volcanic activity

    Phivolcs said a visual observation of Mayon's summit crater last August 12 revealed a growth of a new lava dome

    approximately 30 to 50 meters high.

    Phivolcs said the formation of the new lava dome was followed by "very slight inflation or swelling of the middle

    slopes of the edifice" since the volcano's phreatic eruption last May 7, 2013.

    A "phreatic eruption" occurs when magma heats the ground or surface water.

    Phivolcs added that there were also "significant increases in SO2 (sulfur dioxide) flux beyond the baseline level of 500

    tons/day, based on campaign and continuous gas measurements for the past two months."

    No crater glow in past 4 months

    "Other monitored parameters such as the occurrence of volcanic earthquakes and rockfall, however, have remained at

    baseline levels, while almost no crater glow or 'banaag' has been detected in the last four months," Phivolcs said.

    It explained: "The growth of the new summit dome, slight ground deformation and increased volcanic gas emission

    likely signify the slow intrusion and degassing of magma."

    Almost P150,000 worth of checks from different doctors and more than P7,000 cash were also confiscated from

    Erlindawho claimed that she sources her medicines from Pampanga.

    However, representatives from the Food and Drug Administration (FDA) in the region said the medicines were

    smuggled in from countries like Malaysia, Thailand, Pakistan, Jerusalem, and Canada.

    PDEA they are still investigating other distributors in other areas, such as the Cordillera.

    Senators have expressed concern over the Metro Rail Transit accident Wednesday which hurt dozens of passengers

    and left thousands stranded, as they highlighted the importance of commuter safety.

    A train of the MRT Line 3 slammed into a barrier at Taft Station while jam-packed with passengers. At least 30 have

    been brought to nearby hospitals due to injuries sustained during the crash.

    Senator SonnyAngara on Thursday filed a resolution urging the Senate to look into the incident, which he called an

    accident-in-waiting for the overloaded and poorly maintained train system.

    Such incident was actually an accident-in-waiting considering MRT 3 currently operates double its original capacity

    at 500,000 passengers a day when it was designed for only 350,000, he said.

    Angaras sentiments were echoed by Senator Koko Pimentel, who said he would also file a resolution to investigate

    into MRT operations after the incident and amid mounting commuter complaints.

    "Why is this happening? What must be done? Lets probe the existing maintenance contract of MRT-3 said

    Pimentel, who claimed the train management failed to bid out contracts for three years.

    This is not the first time the train line, which is one of the busiest in Metro Manila, experienced technical problems

    that compromised the safety of thousands of train commuters.

    In his resolution, Angara identified recent malfunctions involving the MRT-3, including a fire in one coach at

    Kamuning Station in November 2012, allegedly due to a short circuit.

    He also listed a shutdown of MRT-3 operations in October 2013; and when the MRT abruptly stopped at the Ayala

    station causing at least 10 commuters hurt; among others.

    The litany of incidents highlights the need to look into the operation-worthiness of the MRT to ensure the safety and

    welfare of riding public, Angara said in a statement sent to the media.

    Senator Bam Aquino, for his part, said it is not acceptable that one of our main public transport systems has been at

    risk, adding that the MRT is a crucial means of transport for metro commuters.

    Let us not wait for a major accident to happen before we address the long overdue problems - a more rigid inspection

    system, the rehabilitation, maintenance and replacement of parts Aquino said.

    Senator Grace Poe meanwhile called for the creation of a National Transportation Safety Board that will investigate

    and report on air, road, and sea accidents in the country.

    The recent string of transportation-related accidents and misfortunes calls for our immediate attention to find

    solutions, Poe said in a statement released Thursday.

    PSEi closes above 7000 for the 1st time in 2014

    The Philippine Stock Exchange PSEi index gained for a second day boosted by a strong exports report and upbeat

    corporate earnings.

    The index gained nearly four-tenths of a percent to 6,983.49

    Today's big gainers include San Miguel Corporation which rose more than 3 percent.

    San Miguel returned to profit in the first half amid the strong performance of its businesses and lower interest

    expenses.

    Strong first half earnings also boosted Metro Pacific Investments, which rose 1.3 percent. Metro Pacific attributed the

    rise to its utility businesses.

    Other index gainers include Ayala Land, PLDT, and Aboitiz Power.

    At the foreign exchange market the peso slightly strengthened, closing at P43.84 against the dollar.

    COA bares P229.6-M DAP milk feeding scam

    The Commission on Audit (COA) has uncovered numerous irregularities in the implementation of a P229.6-million

    milk feeding program under the Disbursement Acceleration Program (DAP) that benefitted 46 congressmen who

    supported the impeachment of former Supreme Court Chief Justice Renato Corona in 2011.

    COA, in its 2013 annual audit report for the National Dairy Authority (NDA), disclosed that Malacanang released the

    P229.6-million funding for the project on Dec. 22, 2011, exactly 10 days after the House of Representatives impeached

    Corona.

    Among the 46 House members who implemented the milk feeding project were representatives of the ACT Party-list

    and Gabriela Party-list groups who are currently supporting the impeachment of President Aquino on account of his

    approval of the DAP, basic components of which were declared unconstitutional by the Supreme Court.

    COA auditors said the government issued the Special Allotment Release Order (SARO) and the Notice of Cash

    Allocation in the amount of P229.6 million on Dec. 22, 2011 to finance the milk feeding program of 46 legislators.

    Records showed that the 46 proponents were endorsed by the Speaker of the House of Representatives to the DBM

    for fund allocation, the state audit agency reported.

    The program, entitled The Community/School Milk Feeding Program, called for the distribution of 200 ml pack of

    pasteurized/sterilized choco flavored milk to every pregnant or lactating mother, elderly citizen and pupil in early

    learning classes in areas identified by the congressmen.

    In its audit of the program, COA ordered the NDA to return the unutilized funds to the Bureau of Treasury as ordered

    by the Supreme Court.

    The auditors were referring to the remainder of P80 million that the NDA failed to spend for the project.

    The DAP is a stimulus package designed to fast-track public spending and push economic growth, the state auditors

    stressed.

    COA doubted that all 6,684,644 packs of milk that were procured for P87 million were completely delivered as audit

    examiners noted discrepancies in the specimen signatures of representatives of lawmakers authorized to receive the

    supply to those of signatures affixed in documents claiming receipt of the milk packs.

    We recommended the conduct of initial investigation into differing signatures of recipients of deliveries, COA said.

    According to the audit report, several disbursement vouchers lacked supporting documents for payment. Among

    these are disbursement for supplies delivered to the second district of Cavite, Kalinga, Cavite, San Juan, third district

    of Quezon City, first district of Maguindanao, Act Teachers, General Santos City, second district of Cotabato, and first

    district of Misamis Occidental.

    Review of supporting documents in Misamis Occidental revealed that milk feeding was shortened from 120 to 60

    days since delivery was doubled in quantity without first amending the Memorandum of Agreement, COA said.

    The audit examiners said the NDA may have violated the law for getting their milk supplies from sources, other than

    small farmers. They said no public bidding was also conducted.

    Auditors referred to the milk feeding projects implemented by congressmen who represented the 1st District of

    Bataan; 1st District of Antipolo; Butil, Gabriela, 6th district of Cavite; Kalinga and Lone District of Aklan.

    Reacting to the audit observation, NDA explained that no cooperative or local processor of fresh milk would have

    passed the rigid requirements for public bidding in Aklan.

    Auditors noted that the P1.624-million worth of milk was purchased from the daughter of the proponent legislator in

    Aklan.

    Aquino says Chinese survey ships seen in Philippine

    MANILA (Reuters) - Philippine President Benigno Aquino said two Chinese survey vessels had been sighted in a gas-

    rich area of its exclusive economic zone, raising concerns of heightened tensions in the disputed South China Sea.

    China claims almost the entire South China Sea, believed to be rich in deposits of oil and gas resources. Brunei,

    Malaysia, the Philippines, Taiwan and Vietnam also claim the sea where $5 trillion of ship-borne goods pass every

    year.

    "Recently, we got a report from the armed forces that there were two hydrographic ships in Recto Bank, about 80

    nautical miles off Palawan, clearly within our exclusive economic zone," Aquino told a television interview aired on

    Sunday. Recto Bank is also known as Reed Bank.

    "What are they doing there? What kind of studies are they conducting? I hope the presence of these ships will not lead

    to an increase tension between the two states."

    Tensions in the South China Sea between the Philippines and China began in 2011 when Chinese patrol boats

    harassed a survey ship hired by Anglo-Filipino Forum Energy PLC which won a contact to explore the Reed Bank.

    Aquino said two Chinese survey ships were now in the same area where Veritas Voyager, hired by the British-based

    energy company, was conducting research three years ago.

    In May, Aquino told Southeast Asian leaders that two Chinese ships were also sighted in Galoc, another oil field

    operating in western Palawan.

    Aquino did not say when the military sighted the Chinese survey ships in the Reed Bank and if they were still in the

    area. The Philippine Navy said three Chinese coast guard vessels have been seen daily around Second Thomas Shoal,

    not far from Reed Bank.

    Another two to three Chinese ships have been seen regularly on patrol around Scarborough Shoal, another part of the

    disputed South China Sea.

    Last month, Forum Energy PLC obtained an approval from the Philippine government to extend by one year its

    drilling plan for a natural gas project in Reed Bank. The company is now expected to complete by August 2016 drilling

    for its appraisal wells to assess the size of gas or oil discoveries.
