PREFACE

The present economy of any developing nation depends upon the prevailing relationship with World Economic Union and globalised economy of the Developed Nation. To boost the present economy and for achieving targeted growth rate, one must raise the growth of the industrialization. Population explosion is one of the major hurdle in growth process of the economy at targeted rate in all sector mainly agriculture and industries. For implementation of various Programmes and Policies, a good data base with information on available resources, basic infrastructure facilities, policies of the Central and State Government are essential. Simultaneously, it is also important to raise the efficiency of the local people by providing them skill development training programmes, which will help in gearing up the process of industrialization. MSME-Development, Institute, Ahmedabad carries out District Industrial Potentiality Survey Report at regular intervals. The Report provides rich data base about industry type, availability of natural resources, infrastructural facilities, skilled man powers, market conditions etc. Sh.T.K.Solanki Asstt. CHAPTER: 2

OBJECTIVES, SCOPE AND METHODOLOGY:

OBJECTIVES: The main objective of the District Industrial Potential Survey Report (DIPS) is to find out the possibilities of establishing and developing new manufacturing units on the basis of available local resources and demand in the district. To full fill these objectives, correct estimates of available raw materials, natural resources, infrastructure, monetary assistance to the economic sector, industrial policies and programmes need significant importance. The report is techno-economic in nature rather than a mere statistical representation. Government of India and State Government, both simultaneously extend various fiscal incentive support and policies for the industrial growth in the state. Financial stake holders also offers various incentives after assessing the potentials in relation to human resources and natural endowments for the industrial development facilitating optimum utilisation of scarce financial resources by channelising the same into different sub sector of industries for achieving higher industrial growth. It will be a focused guide and will be given due publicity to attract the entrepreneurs of the district.

SCOPE: District Industries Potentiality Survey Report (DIPS) of Ahmedabad district was prepared in the year 2005-06. This Report is prepared with a view to achieve comparatively higher industrial growth rate. It has focused over the problems of the industrial sector and courteous endeavors have been put forth to provide information of the Central as well as State governments industrial policies and programmes to overcome the problems and aims to achieve the targeted industrial growth rate in the coming years. The existing prosperities of the district have generated esteem and inherent risk taking capacity of the entrepreneur.

METHODOLOGY:

District Industries Potentiality Survey Report (DIPS) is prepared by Assistant Director Sh. T. K. Solanki, (Statistics) of MSME-Development Institute, Ahmedabad. Derivations and compilations included in this Report by the data collected from various Offices of the State Government, Local Bodies, Financial Organizations, and other stakeholders working in the district, by giving concurrent weitage to the “Secondary” as well as “Primary” data and information about important variants like local markets, demand, agricultural and industrial operations and financial system etc..

CHAPTER 3

DISTRICT PROFILE

(i) Location: Ahmedabad is the most industrialised district in Gujarat. It is located amidst the State between 20.00” to 23.40 North Latitudes and 71.06” to 72.9” East Longitudes. On the North Mehsana, Sabarkantha and Gandhinagar, while on West Surendranagar district and on South Gulf Cambay surrounds the Ahmedabad district. The total geographical area is 8086.81 sq. k. m.

Administration Structure: Ahmedabad town is the district head quarter for the administration of the district. Besides City taluka, there are 10 other taluka namely Dascroi, Dholka, Bavla, Barvala, Dhadhuka, Ranpur, Sanand, Viramgam, Mandal and Detroj. There are 546 villages in the district. Collector office is situated in Ahmedabad town, which looks after the administration of the whole district. Besides, there are 15 Municipalities and total 517 Village Panchayats including 38 Group Panchayats look after the administration at local levels and cooperates to the district headquarter for strengthening the economic growth of the district. General Manager is heading the District Industries Centre with various Managers working under him for the implementation of Government of Gujarat Schemes for the promotion and development of various industries across the district.

(ii) Atmosphere and Rainfall: Ahmedabad district is having extreme climate with wide variation in temperature during different seasons. Highest temperature is 45’ degree centigrade in summer and lowest temperature comes down to 9’ degree Centigrade in winter season. Dandhuka and Viramgam taluka frequently faces drought problems due to meagre rain. Average 612 m.m. rainfall remains in the district during the monsoon season.

(iii) Type of land: Ahmedabad district falls in the Agro Climatic Zone 13.Soil of Ahmedabad district is quite medium black known as Goradu in the Northern part and some areas of Sanand, Dascroi, Dholka and North Eastern part of Viramgam taluka have alluvial deposits which is considered as very good fertile soil with good moisture retention capacity. Other type land is found in the district such as loam and sandy loam in the district. “Kyari” type soil is also found in Southern part. While the soil of Dascroi and Sanand taluka are best for paddy crop. Some area in Dholka and Viramgam taluka having alluvial deposits in soil is highly fertile with abundant moisture covered by “rocky Soil” which is most suitable for pre monsoon crops like Cotton, Bajra and Jowar etc. Gujarat State Land Development Corporation (GSLDC) undertakes various community programme with the assistance from State & Central Governments. Terracing, contour building, land-leveling activities are undertaken, which has subsidy component up to 50 % to the small & marginal farmers and under the Farm Pond Scheme with subsidy component of 85 %.

(iv) Rivers: Sabarmati is the main river of Ahmedabad district, which normally continuously provides irrigation having “Dharoi” dam. Besides it, khari, Meshvo, Bhogavo, Omkar, Bhadar, Nalika, Utavali and Rodh rivers also help the farmers for cultivation and provide potable water across the district. Number of Check dams and percolation tanks are constructed for the rain water cultivation.

(v) Irrigation: Total length of Narmada and other canal is 121 km in the district. Moreover, nearly 2460 Patal Well and 1434 well provide irrigation facilities. There are two medium scale irrigation projects at Fatehwadi and Khari Cut Cannals exist in the district. Both of the canals provide only seasonal irrigation to the agriculture sector. Fatehwadi canal supplies water to City taluka, Sanand, Dholka and Bavla taluka of the district. Beisdes it, Khari Cut canal supllies water to Dascroi and City taluka part. 30 % of the total land in the district is irrigated, of which 75 % is irrigated trough ground water and 25 % by the surface water. Sanand, dascroi and Bavla taluka are the having more than 50 % of the total land as irrigated.

(vi) Forest:

Nearly 17,036 Hectors of land lies under the forest area in Ahmedabad district. As per the National nomenclature, atleast 33 % area of the total land should be covered as reserved forest in the district. However, Ahmedabad district has less than the prescribed norms for the reserved forest area. Hence, farmers should be encouraged for plantation of Eucalyptus, Silanthus tress especially requires for veneer and plywood industries and people also to be encouraged for collection of forest products in the district.

(vii) INCOME:

Predominant Economic activities in the district: Ahmedabad city is commercial capital and major industrial centre of Gujarat State. It is classified as Mega City by merging 17 Municipalities and 30 Gram Panchyats vide Urban Development & Urban Housing Department, Government of Gujarat Notification dated 14th February and 20th July, 2006. Further, vide Notification dated 17th January, 2008 the entire area of Motera and Chandkheda Municipalities have been also merged in Ahmedabad city.

Ahmedabad is the most industrialized district in the Gujarat State. The district accounts for 21.5 % of total factories generating employment of 18 % of the total employment generation in the Gujarat state. Over 14% of the total investments in all stock exchanges in India and 60 % of the total industrial production are contributed by Ahmedabad district in the state.

Moreover, Agriculture and Animal husbandry are carried out predominantly as economic activities for the livelihood in the district also. By the end of year 2007, Ahmedabad was having an investment of approximately Rs. 15,399 Crore in various sub sectors such as Petrochemicals & refineries, Engineering, Chemicals, Drugs & Pharmaceuticals, Foundry, utensils, agro & Food Processing industries etc. Textile & Chemical have been the major sectors of investment and employment in the district since 1980. There are nearly 23,734 Small Scale industries having investments of Rs. 89,356.5 lacs generating employment of over 95,591 jobs are functioning in the state. Engineering, textiles, Chemical, Paper & Paper Products are the major sub sectors in the Small Scale industries sector having investment of Rs. 68,220 lacs.

(VIII) Climate & Rainfall: the district has extreme climate and wide variation in temperature is observed during summer and winter season. The average Maximum and minimum temperature ranges between 45’ C to 9’ C. The rainfall is highly irregular resulting into frequent draught conditions in most part of the district, particularly in Dhandhuka, Ranpur, and Barvala, Mandal, Detroj, Viramgam and Sanand taluka. The average rainfall during the last 10 years has been recorded 784 mm.

Food Processing Industries including Cold Storage and Dehydration Plants, production facilities about fruit pulp and pickles are one of the most immerging sub sectors in the state. IT\ITeS Sector like Software Development Centers, Business Process Outsourcing (BPOs), Knowledge Process outsourcing and Training and Educational Centers are also a part of immerging industries in the district. Some business conglomerates such as Adani Group, Reliance Industries, Nirma Group of industries, Arvind Mills, Claris Life Sciences, Cedilla Pharmaceuticals, Shell, Vadilal Industries, Rasna, Bosch Rexroth, and Stork & Rallepaal are functioning in the district. Most of the medium scale units are located in Ahmedabad, Sanand, Viramgam, Dascroi and Dholka taluka of the district.

CHAPTER 4

PRINCIPAL RESOURCES

Social, economic and industrial growth of any district obviously depends upon the availability of abundant natural as well as skilled human resources. Classification of these resources can be done as shown below:

(A) Human Resources: It seeks greater importance in achieving consistent and targeted growth rate in every sector of the economy. Hence, it is divided mainly in two parts namely skilled and unskilled. Labour force is deemed as a main key of economy. Availability of labour and high productivity can heavily contribute to the achievements of targeted growth. Labour force is spreaded over in nearly 3800 sq. km area of the district. Available skilled labour is nearly 38.20 % to the total human resources; of which 16.13% are engaged in agriculture and 22.07 % in the industrial sector is engaged in the economy of the district. According to Census, main characteristics of availability of resources are as given in the table as below.

(B) Material Resources:

Industrial growth can be maximized by making the rational usage of the available various resources like technical knowhow, finance, productivity etc. at the proper time in ample quantity.

Agriculture: Wheat, Rice, Cotton are the major crops in Ahmedabad district. Besides cucurbits, cabbage, cumin and citrus fruits are grown in the district. (a) Land Utilisation: Out of geographical area of 749637 hector of the district, the net cultivated area during 2009-10 was 597272 ha. (79.67 %. The area under current fallow was 92373 ha. The remaining area was accounted by forest, barren and cultivable waste.

(b) Cropping Pattern: The Union Government has launched National Food Security Mission as a 100 % centrally sponsored scheme. The objective is to increase the production of Wheat, rice & Pulses on a sustainable basis to ensure food security of the country. The district has been included under the said scheme for the production of Wheat from the year 2007-08.

The district has been identified for National Agricultural Development Programme (NADP) from the year 2007-08 with a view to resolve the agricultural development strategies and reoriented to meet the needs of farmers and to evolve a strategies rejuvenate agriculture sector. Ahmedabad district is also selected for the implementation of Agricultural Technology Management Agency (ATMA) project from the year 2006-07 to bring drastic changes in the rural economy of the district. ATMA project is being implemented in the district through Agriculture University, Anand at Arnej Krushi Sanshodhan Kendra. The principal crops are Cotton, Wheat, Paddy, Cumin, Castor, Jowar and Pulses. The main cash crop is Cotton. The district is also selected for cultivation of oil seed crops such as Groundnut, Rapeseed, Mustard, Soyabean, Sunflower, Sesamum, Sunflower and Castor under Oil Seeds production Programme. Castor & Mustard are the main oil seeds in the district. Fruit crops are grown in Dholka taluka. Cropping intensity is 107 % and the area brought under high yielding variety is 1,16, 348 ha. The net cultivated area is 3,04,669 hectors in the district. Paddy, wheat, bajra, pulses and unirrigated cotton are the main crops... (c) Agricultural Production & Marketing: The Co-Operative marketing system is well established in Ahmedabad district. The farmers used to sale and purchase agricultural produces from these markets. (d) Infrastructure for the Sale of Agriculture Produces:

Irrigation:

Water Resource projects can be classified into three categories (a) Major irrigation projects where culturable command area is more than 10000 hector, (b) Medium irrigation projects where culturable command area is between 2000 to 10000 hector and, (c) Minor irrigation projects where culturable command area is below 2000 hector. The minor irrigation assumes greater importance for sustainable development of agriculture sector in the district. The Monetary Institutional activities are to be emphasized for bank financing schemes for ground water exploitation, water lifting devices, lift irrigation and micro irrigation schemes. The ground water potential of the district is as under.

Horticulture: Land of Dascroi and Dholka are much suitable for the plantation of mango trees, lemon, guava, chiku and pomegranate. State Government has initiated various schemes to support the farmers of the district for increasing the horticulture crop production taking into considerable demand and consumption of these products. Cultivation of rose and trumpets are increasing cultivation by the farmers due to increase in demand in the market.

Fisheries: Fisheries are also an important economic activity as it provides sustainable livelihood and nutrition. The sector is broadly classified into various sub sectors depending upon the location of resources and pattern of exploitation. All the three sub sectors viz. Marine, Inland and Brackish water fisheries have huge potential as Gujarat state has longest coastal area. Whereas, in the land-locked district will have potential only for inland fisheries.

Inland fisheries is further classifies into Capture fisheries and Culture fisheries, based on the nature of exploitation. Capture fisheries refers to exploitation of naturally available resources without any stock management. While, Culture fisheries or aquaculture involves farming of fish\prawn in smaller and confines water bodies like ponds and tanks. Aquaculture can be fresh water aquaculture, if practiced in fresh water and brackish water aquaculture if done in saline water. Mari culture of sea farming is another potential activity in costal\open seawater (e.g. seaweed farming, lobster fattening, oyster culture etc.)

CHAPTER 5

INFRASTRUCTURE FACILITIES:

Ahmedabad district is having a well-developed infrastructure which is conductive for the three dimensional growth of Industries, Service sector and agriculture. The district has a better literacy rate. Ahmedabad City is well connected by rail, road and air transport systems with rest of the country and other parts of the State. The district has very good network of all-weather roads of 123 km of National Highway and 1017 km of State highway passes through the district. There are 990 km of major district roads (MDR) and 334 km of other District roads apart from 1656 km of rural roads in the district. Total length of railways in the district is 369 km of which 111 km is broad gauge and 258 km meter gauge. All 546 villages in the district have been electrified under Jyoti Gram Vikas Yojana. There are 593 Post Offices providing vital Postal and Telecommunication services in all the villages. The district has a network of 939 branches of Public and Private Sector Banks, ADCCB and GSCARDB as on March 2011. There are in all 5169 Co-op Societies, of which 469 Primary Agricultural Credit Societies (PACS) and 535 Milk Co. Operative Societies are functioning in the district. The district has reasonably well developed infrastructure in terms of Hospitals (Govt. & Private), Primary Health centers, Universities and College for various discipline, High Schools and Primary Schools. A. Physical Infrastructure Facilities, and, B. Social Infrastructure Facilities.

(A) PHYSHICAL INFRASTUCTURE FACILITIES:

1. Availability of land for establishing various industries : Availability of vacant plot of land in ample quantity should be easily available to the entrepreneurs. There should be balanced economic growth of the agricultural as well as industrial sectors in the district.

Gujarat Industrial Development Corporation (GIDC):

GIDC helps new as well as existing entrepreneurs for procuring industrial plots and getting other infrastructural and financial assistance from the various banks and institutions. At present, GIDC has established various industrial estates in the district. Thus, role of the GIDC seeks greater significant in developing balanced industrial growth in the district.

2. Water Facility for the Industrial Units:

Water facility is the prime factor for constant manufacturing of finished industrial goods as well as agricultural produces for final consumption and for drinking facilities. The Gujarat Water Supply and Sewerage Board (GWSSB), irrigation canals and Sardar Sarovar Project manage the water resourcesin the district.

3. Sardar Sarovar Project:

The project envisages supply of water for drinking purposes, irrigation and industrial use. Water is made available for the industrial use through the branch canals laid down in the different taluka.

RENWEABLE SOURCES OF ENERGY AND WATSE: One of the most critical challenges of the immerging economies facing today is the energy requirement and at the same time judicious use of the natural resources and thus save the foreign currency. India spends heavily on conventional sources of energy. Climate change concerns, coupled with high oil prices are driving the growth of renewable energy not only in India but also across the globe. Renewable energy sources, the primordial power and energy of Sun, wind, water, wood and water or biomass energies have been silently serving the mankind since the pre-fossil fuel era. These sources are ecologically safe and are either infinite or replenishing themselves. The increasing cost of fuel based conventional electricity has caused a distressed interest in man to look up to the natural sources for meeting the daily energy requirements. The conventional sources of energy such as petroleum oil, gas and coal are finite and already depleting rapidly. Renewable sources of energy like solar power have entered the Indian energy sector. Government of India provides incentives to the projects through subsidies and tax holidays. NABARD has prioritized the renewable sources of energy as a thrust area. Gujarat is the first State in the country to install a one MW capacity solar power project on the Narmada Branch Canal near Chandrasan village in Kadi Taluka, 75 km away from Ahmedabad. Renewable energy Resources: Biogas: Bio gas is a clean and efficient fuel contain 65 % methane, about 34 % carbon dioxide and traces of other gases, such as hydrogen sulphide, and ammonia. Biogas is produced when organic materials like cattle dung are broken down in the absence of air, in ‘Biogas Plan’. Bio Mass: Biomass is organic material of recent origin, which can be used as a source of energy. It generally includes crops and other plants, as well as agricultural produces, forestry, sawdust and agro industrial waste. The principal sources of biomass are rice husk, woody biomass such as flora, casuarinas, other agro residues such as stalks/cobs/shells, sugarcane trash, cotton stalks, mustard stalks, groundnut shells etc. The estimated power potential from surplus agro residues in the country is about 17000 MW. In addition, about 500 MW of power can be produces, if the sugar mills in the country switch over to modern techniques of cogeneration. Wind Energy: In India, 10 % of installed power capacity comes from renewable sources and wind power contributes about 7 % of it.

22. Solar Energy: Solar energy is an important resource in India with the potential to offer an improved power supply and increase India’s energy security. On an average, the country has 300 sunny days per year and receives and average hourly radiation of 200MW/sq km. The Energy India Portal estimates that around 12.5 % of India’s land mass, or 413000 sq km, could be used for harnessing solar energy. Solar photovoltaic Technology is employed for directly converting solar energy into electrical energy. Solar PV has found wide application in rural area for various important activities besides rural home lighting. Beside, solar thermal power technology is generally used in solar water heating system and solar cookers. Keeping in view the importance of solar energy, the Government of India has launched Jawaharlal Nehru National Solar Mission. The Ministry of New and Renewable Energy, Government of India has announced a scheme for financing solar applications under Jawaharlal Nehru National Solar Mission (JNNSM). Installation of solar off grid (Photovoltaic and Thermal), and decentralised applications under the Jawaharlal Nehru National Solar Mission has been launched with a view to promote off-grid applications of solar energy (both photo voltaic and thermal) and to encourage replacement of non-renewable energy sources like fossil fuels, kerosene and diesel with solar energy to meet energy to meet energy requirements in rural areas under the Capital Subsidy Cum Refinance Scheme. (Source: NABARD PLP 2014-15 Ahmedabad) Gas Total 76.588 km long pipeline of Gujarat State Petrochemical is laid down for the continuous supply of gas to the social and industrial sector of the district for domestic and industrial consumption. Anand-Rajkot section admeasures about 48.178 km and Baroda-Ahmedabad-Kalol section is of 18.71 km in the district. A pipeline of 70.998 km is proposed in the district covering two sections Jafrabad and Gana-Rajkot Pipeline.

Ahmedabad district is well-connected by Broad Gauge railway lines with other districts and cities of the State and Country. It is also well-connected by meter gauge railway line with other taluka. There are 42-meter gauge and 18 broad gauge railway stations in the district. The total length of Broad Gauge line is 111 m and Meter Gauge line is 245 km in the district. It is directly connected to other important metropolitan cities and other major cities of the State and India like New Delhi, Mumbai, Chennai, Kolkata, Banglore, Bhopal, Rajkot, Vadodara, Bhavnagar, Jamnagar, Mehsana, Vapi, Bharuch, Ankleshwar and Navsari etc. Thus, railway infrastructure immensely contributes towards the rapid economic growth of the district. It is mainly used for procuring raw materials from outside the district and for transportation of sold out finished goods to other markets in the various districts and States.

8. Road Infrastructure: National High way No. 8 passes through the district connecting it with major industrial cities like Gandhinagar (28 km), Vadodara (110 km), Bharuch (182 km), Surat (278 km), Valsad (320km), Navsari (301 km), Anand (73 km), Jamnagar (313 km), Rajkot (225 km), Ankleshwar (195 km),, Vapi 345 km), Mehsana (74 km) and Mumbai (516 km). As a part of Golden Quadrilateral, the 95 km long Ahmedabad-Vadodara Express Way connects the two districts, which has reduced the total journey by 2.5 hours.

24. Ahmedabad district is well-connected by roads with other cities of the State. National High way (NH) 8 passes through the district connecting it to other important cities like Ahmedabad (52 km), Surat (226 km) and Vadodara (59 km). Ahmedabad- Nadiad- Vadodara Expressway has a lot improved the connectivity between the district. It is also well connected with Gandhinagar (83 km), Jamnagar (322 km), Vapi (323 km), Mehsana (126 km) and Ankleshwar (143 km). Delhi Mumbai Industrial Corridor (DMIC) Government of India plans to develop a dedicated freight corridor (DFC) linking

Delhi, Mumbai, Kolkata and Chennai. The proposed DFC passes through six states in India, of which Gujarat accounts

for 38 % (564 km) of total DFC length. The influenced area of 150 km on either sides of DFC is being developed as

Delhi-Mumbai Industrial Corridor (DMIC). Almost 62 % of the total area of Gujarat (18 out of 26 districts) would be

benefited by DMIC development. The State Government has identified 82 links in the DMIC influenced area to

upgrade them into two/four lane carriageway offering connectivity between ports, industrial estate, hinterland, markets and points of agricultural produce.

Road Transport: State Government Transport Corporation operates buses throughout the district. Moreover, private vehicles like jeep, rickshaws, tractor trolleys, cars, trucks, and motor cycles run over these roads in the district. There are nearly 464758 vehicles registered in RTO of the District. More over motor cycles, scooters, cars, trucks, tractors, trolley, rickshaws etc vehicles are used in large numbers. Model connectivity set up must be established among the SIR, SEZ, Seaports, Airports etc. to boost the industrialization and overall economic growth. There are total 11 Mandli are working in Ahmedabad for the sale of agriculture produce with a view to accrue remunerative gains to the farmers on their sale as well as at the fairly reasonable prices to the ultimate consumers in the district. A high quantity of food grain production is lost between the farm and ultimate consumer in the district due one or other reasons. It is presumed that due to lack of proper storage facilities about 30 % food grains, especially horticulture crops are lost. This also leads to distress in sale of the produce, financial loss to the farmers and affects the consumption level of poor people, which ultimately results in starvation of the poor people. So, production and marketing are inextricably interlinked in the agriculture sector. An effective marketing system is the key driver of the ago-economy of the whole country. It aims at ensuring remunerative prices to the producers as well as smooth supply of commodities to the consumers’ economy rates without additional higher cost on marketing inputs. In order to protect the interest of nation in the global arena and the local economy, Government had initiated various reforms to address the issues relating to marketing and marketing infrastructure for agriculture produce. Thus, to meet the demand of the farming community for scientific storage to avoid more wastage and produce deterioration, Government of India has introduced capital linked credit subsidy for rural godowns, cold storages and creation of agricultural produce marketing infrastructure.

26. NABARD WAREHOUSING SCHEME: With a view to developing the warehousing sector in the country and to bring efficiency in the conduct of the warehousing business through the negotiable warehouse receipt (NWR) system, a dedicated scheme for providing assistance for creation of storage infrastructure with a corpus of Rs. 5000 crore has been introduced by NABARD. The Scheme titled “NABARD Warehousing Scheme” 2013-14 (NWS), approved by the Union Finance Ministry, envisages direct loan by NABARD to public and Private sector. Loans will be provided under the scheme for projects involving construction of Warehouses, Silos, Cold Storage /other cold chain activities. Projects financed under the scheme should not only confirm the norms lay down by the Warehousing Development and Regulatory Authority (WDRS) but also give an undertaking for obtaining accreditation/registration from WDRA on completion of the infrastructure. Ministry of Agriculture, GoI has since advised that all NABARD assisted storage infrastructure projects would be eligible for capital subsidy under Gramin Bhandara Yojana. Ahmedabad has one well established airport namely Sardar Vallabhbhai Patel International Airport with combined facilities of National and International Terminals. It is well connected with other National airport like Vadodara, Mumbai, Chennai, Bangalore, Hyderabad, Calcutta, Goa, Coimbatore, Puna, Kolkata and Jaipur. International Terminal is well connected directly or indirectly with other countries of world like USA, England, France, China and Japan. There are well airways companies such as Air India, Indian Airlines, Jet Airways, NEPC Airlines, Damania Airways, East West Airlines and Fly Emirates provide services to the passengers all across the nation as well as for international flights.

12. Port:

Dholera is the nearest port in the district. It is an ideal location for developing Special Investment Region (SIR) having close proximity to the coast. SIR has proper industrial infrastructure including airport connectivity, power plant and water supply. A self contained and comprehensive SIR development plan with residential, commercial and entertainment zones is proposed to the authority. A proper general cargo and container port and ship building\repairing yard at Dholera is also proposed. It is connected to NH 8 A (Bagodara), NH 8 (Anand) and augmentation of Bagodara-Bhavnagar, Bagdara-Surendranagar-Radhanpur link. Ahmedabad industrial area lies within 100 km of the Dedicated Freight Corridor in Central Gujarat.

27. (B)SOCIAL INFRASTRUCTURE FACILITIES: 1. Industrialisation/Entrepreneurship: Ahmedabad is most industrialized district in the Gujarat State. The district accounts for 21.5 % of total factories generating employment of 18 % of the total employment generation in the Gujarat state. Over 14% of the total investments in all stock exchanges in India and 60 % of the total industrial production is contributed by Ahmedabad district in the state. Moreover, Agriculture and Animal husbandry are also carried out predominantly as economic activities for the livelihood in the district. By the end of year 2007, Ahmedabad was having an investment of approximately Rs. 15,399 Crore in various sub sectors such as Petrochemicals & refineries, Engineering, Chemicals, Drugs & Pharmaceuticals, Foundry, utensils, agro & Food Processing industries etc. Textile & Chemical have been the major sectors of investment and employment in the district since 1980. There are nearly 23,734 Small Scale industries having investments of Rs. 89,356.5 lacs generating employment of over 95,591 jobs are functioning in the state. Engineering, textiles, Chemical, Paper & Paper Products are the major sub sectors in the Small Scale industries sector having investment of Rs. 68,220 lacs. Food Processing Industries including Cold Storage and Dehydration Plants, production facilities about fruit pulp and pickles are one of the most immerging sub sectors in the state.

IT\ITeS Sector like Software Development Centers, Business Process Outsourcing (BPOs), Knowledge Process outsourcing and Training and Educational Centers are also a part of immerging industries in the district. Some business conglomerates such as Adani Group, Reliance Industries, Nirma Group of industries, Arvind Mills, Claris Life Sciences, Cedila Pharmaceuticals, Shell, Vadilal Industries, Rasna, Bosch Rexroth, and Stork & Rallepaal are functioning in the district. Most of the medium scale units are located in Ahmedabad, Sanand, Viramgam, Dascroi and Dholka taluka of the district.

There are 11 Special Economic Zones (SEZ) namely Ahmedabad Apparel Park, Pharmez, Million minds SEZ, Phaez, City Gold Realties Pvt. Ltd., Adani Township & Real Estates Co. Pvt. Ltd., 3rd Eye Voice SEZ, Dholera SEZ, Dishman Pharma SEZ and Jindal World Wide Ltd. Functioning or proposed in the district. Moreover, 10 Industrial Parks namely M\s GNFC Ltd., M\s Ganesh Housing Co. Ltd., M\s Gujarat Pharma Techno Park, M\s Shree Rang Infrastructure Pvt. Ltd., M\s Gujarat (Bhal) Construction Ltd., M\s Devraj Infrastructures Ltd., M\s Jayani Project Ltd., M\s Sun Blue Infrastructure Pvt. Ltd. and, M\s Pradip Overseas Ltd. are also operating in the district.

Transport operators, retail trade, small business, professional and self employed, education, housing and consumption comes under other priority sector. Moreover, the district has good number of Doctors, Engineers, Chartered Accountants and Software Designers who are setting up self-employment ventures. With urbanization professionals in rural areas are upgrading their infrastructure and setting up their own offices at different blocks to meet the local demand.

The activities falling under the category of other priority sectors are otherwise referred to as the ‘Service Sector’ or ‘Tertiary Sector’. The potential for development of this sector thus depends upon the generation of effective demand, which in turn depends upon the purchasing power of the people. These activities are considered vital for sustainable development activities other sectors of the economy. Lending to these economic activities assumes significance from the point of view of linkage support provided by it to Agriculture (Primary Sector) & Rural Non-Farm Sectors (Secondary Sector) and for the over-all development of the district economy. Financing of Professional and self-employed persons enables them to set up their own enterprises and provide employment opportunities. With many of the well- established educational institutions located in Ahmedabad, credit for higher education may be one of the major areas where demand for credit can be expected to further increase in the coming years.

Moreover, adequate gas/service stations, showrooms of vehicles, insurance offices etc. in the district for supporting the transport activity as traders procure their merchandise. The government of India and Government of Gujarat have focused its efforts on development of skilled work force through technical education to create local entrepreneurship, promote self-employment and easy absorption in local industries.

Gujarat International Finance Tech City (GIFT): The Government of Gujarat has set up ‘Gujarat International Finance Tech City Company Limited’ (a joint venture between Gujarat Urban Development Corporation Ltd. and, Infrastructure Leasing & Financial Services) to develop and implement the said project. The location of the project is 12 km from Ahmedabad city by the International airport and 8 km ahead of Gandhinagar district on N. H. 8.

The main concept of the project is:

Creation of a hub for the global finance services to be provided to the various industries.

State of the art connectivity, infrastructure facilitation and better transportation access

An attractive pricing strategy.

Linkages:

Infrastructural services for supporting the business sector including connectivity, IT walk-to-work housing, security and auxiliary ervices.

2. Marketing Potential: There are well developed Market Yards in each taluka of Ahmedabad district for the distribution of the agricultural produces. Farmers can accrue more competitive prices of their produce in these market yards by selling their produces. There is good infrastructure in the district for the sale of industrial goods and services manufactured and produced. The Mandli are working in Ahmedabad, Bavla, Dholka, Dhandhuka, Sanand, Viramgam, Mandal, Ranpur, Barvala, Rampura and DMI under the administration of Gujarat State Agricultural Marketing Board.

3. Credit Banks & Lending Agencies: In conformity with its Corporate Mission to ‘promote sustainable and equitable agriculture and rural prosperity NABARD and the Lead Bank-Dena bank had introduced the concept of Potential Linked Credit Plans. The Potential Linked Credit Plans (PLP) for the year 2014-15 is prepared taking into consideration the views and suggestions of the Senior Government Officers of the Line Departments, banks, NGOs, and Progressive Farmers of the district. The PLP 2014-2015 presents the projections of potentials for ground level investments through bank credit after estimating the potential available for exploitation in respect of rural economic activities for overall development of the district taking into account the human and natural resources endowment factors, infrastructure and support services available and likely to be created.

Small & Micro Enterprises (MSEs): This sector comprises of all the Non-farm activities such as Cottage & Village Industries, Handloom, Small & Micro enterprises, Rural Artisans and Agro & Food Processing industries etc. Next to Agriculture sector, the MSME sector has large scope for development. The Potential for the year 2014-15 under this sector other than Agri & Food industries has been assessed at Rs. 56643.75 lacs and Food & Agro industries at Rs. 9750 lacs. Thus, the total investment for the MSME sector is placed at Rs. 66393.75 Lacs.

POTENTIAL CREDIT PLAN (PLP): To build a more meaningful link between development planning and the processes of credit planning for supporting agriculture and rural development, NABARD, in 1988-89 have taken initiative of preparing the District-wise PLPs. The basic objective is to map the potential available, assess the gaps in infrastructure, which needs to be bridged and marketing support available to channelise credit into sector with growth potential, within a specified period. The approach adopted in assessing the potential involves detailed analysis of data/information base, stage of development and infrastructure available and planed, consultation with the departments and financial institutions etc. The PLPs make a realistic assessment of potential that could be tapped with institutional credit, factoring all the aspects. It aims at providing a meaningful direction for credit deployment, reflecting the ground realities. To enhance the quality, utility, contents and coverage of PLPs, the process involved is reviewed and updated every year.

A Well established Educational and Technical Training Institutes like Government aided Gujarat University, Private University approved by the University Grants Commission, GTU approved Self Finance Colleges, it is, Government Polytechnics, SFI Polytechnics and other Training-cum-Production Centers with vocational and Professional courses having modern infrastructure facilities, which helps to develope intellectual, technically sound skilled work force to the existing industries. In the year 1966 Gujarat Government had established Gujarat State Export Corporation, which monitors the quality of the goods to be exported to the other foreign countries. (2) Gujarat State Industrial Development Corporation(GIDC): Evelopment Corporation (GIDC) is established by the Government of Gujarat with a view to fasten the industrialization in the State and to provide all type assistance and guidance to the new entrepreneurs and the existing one in Gujarat State. It helps the entrepreneurs in procuring industry base sheds, formation of industrial plots, provide basic infrastructural necessary facilities to the various industries viz. roads, electricity, drainage, telephone lines, canteen, shopping centers, fire safety services etc.

(3) District Industries Center (DIC): In the year 2003-04, 24 District Industries Centre (DIC) were established in Gujarat State. The main objective of establishing DIC is to provide all assistance under one umbrella to the entrepreneurs engaged in dispersed area and diversified industries and to those proposing to establish a fresh small and cottage industries. The perspective entrepreneurs get all type of assistance like credit, raw materials, power, land and building from DIC. Even for follow up of larger projects having investment up to Rs. 100 Crore, where the corporate office is in Gujarat, DIC extends its assistance for speedy implementation of the projects.

The working of all DICs is monitered by the Monitoring Cell established in the office of the Industries Commissioner. The progress achieved by each DIC is monitored every month by the Industries Commissioner in the meeting of all General Managers of the District Industries Centers.

At the district level, there is District Industries Executive Committee with Member of Parliament (MP) or Collector as the Chairman. This Committee meets periodically to discuss and solve the problems of Industrialists with the help of DIC.

In order to achieve better Co-ordination between different agencies and to solve the problems of entrepreneurs, a “Single window Industries Follow up Team (SWIFT)” has been constituted in all the districts under the Chairmanship of Collector of the district.

Moreover, the arrangement has been made for the applicant to have proper guidance and authentic information of various schemes implemented by District Industries Centers (DICs) with establishing the ‘Citizen Charter Centre” in all DICs.

PRESENT INDUSTRIAL STRUCTURE:

(1) General Industrial Climate:

Normally MSMEs in the district is lagging behind in the point of view of dimensional and motivational strategy. Lack of ample resurrection measures supported in the various policies and procedures of the state government, non availability of adequate financial support, lack of market intelligent, lack of globlisation approach, inadequate technological transformation support by the state government etc. All these factors have slowed down industrial growth in the district.

Therefore, ample care and support are necessary to bring about a change in the perception and practices and make then SMSEs successive and improvising the competitiveness for the longer survival through technological transformation ensuring quality and productivity improvisation.

(2) Large/Medium Scale Industries:

Industrial units having investment exceeding Rs. 10 crore in plant and machinery areclassified as large industrial units. An Entrepreneur or a company desirous to set up alarge project needs an approval in the form of industrial license from Government of India (GOI) under the provisions of Industries (Development and Regulations) Act, 1951.In July 1991, Government of India liberalized the licensing procedure and exemptedalmost all the industries from the purview of industrial licensing, except a few industries which are of strategic importance. As per the present licensing procedure, only twoindustries are reserved for public sector and four industries, which are of strategicimportance, need an industrial license. Problems of the SMEs sector:

(1) The utmost Problem is very low awareness in MSMEs about government schemes and subsidies because of lack in corporate governance or due to communication system of the government itself. There are lots of incentive schemes and packages especially designed for MSMEs but most of the entrepreneurs remain unaware of it.

(2) Global recession of 2008 had slowed down the overall growth of the MSMEs. Due to failure of banking and insurance company globally, the global credit squeeze had reasonably affected the export textile and jewellery goods, which created temporary shutdown of production in the sector.

(3) Lack of skilled human resources has also affected the sector at noticeable level. Technology intervention is still very low in the sector. Artisans and weavers still have been remained unaware of latest designs and current market trends. They continued to manufacture products with old designs which fail to generate consistent demand in the consumer markets. There is still huge gap among the household unit owners/weavers/artisans and the designers/engineers. There is immense need to encourage engineers and fashion designers to work out with these small units’ owners, weavers, designers which would be mutually beneficial and help revive the sector and make it globally more competitive. Information dissemination about availability of recent technologies, literature on modern machinery, contact details of suppliers of raw materials, buyers etc. are very essential factors for the MSMEs.

(4) Another major problem related to payment durations normally faced by the MSME entrepreneurs. Mostly they are causing delay in payments and bad debts, which causes trouble in the working capital ratio. Low credit period provided by the suppliers and on other side late payment made by the customers also creates imbalance in the working capital.

(5) One of the major concerns is low credit availability to the MSMEs. Though, credit to MSMEs fall under the category of priority sector lending, but with the expansion of the priority sector lending to accommodate fast growing areas such as home loans, education loans; the percentage share of credit to MSMEs have been fallen down. There is strong need to increase the target of commercial bank lending to MSMEs from 20 % year on year growth to 30% which will enhance the credit facilities to MSMEs.

A. Resource Based Industries. Ahmedabad district offers good scope for entrepreneurs to establish new industrial units for manufacturing various products. The industries have been suggested on resources available in the area. Agro based and livestock based as well as Mineral based industries have good scope of development. In addition, many market oriented items can also be taken up in the district.

Taking into consideration the available infrastructure facilities and resources in the district and medium & large scale units operating since the last couple of years and huge investment in the projects under the implementation, following industries are considered to have ample potential. Information on potentiality of resource based industries is as follows.
