    In1983,FortRuger,includingDiamondHeadCrater,waslistedontheNationaland

    HawaiiRegisterofHistoricPlacesasaHistoricDistrictforitssignificanceinHawaii’smilitaryhistory.Thedistrict

    includesmilitarysitescirca1906to1943.In2009,itwasproposedthatthedistrictbeexpandedtoincludeColdWarerasites.

    TheDiamondHeadStateMonumentMasterPlan(DHSMMP)wasdevelopedin1979andupdatedin2003.Theplanstatesthat“the DLNRacquireallavailableunusedorunrequiredFederallandsadjoiningorwithDiamondHeadandsecurethephase-outofStateDODandFAAstructureswithin

    theMonumentasfeasible.”PlanPolicy5.fromthe2003update

  • CitizensAdvisoryCommittee

    Aspartofitsplanningefforts,theDLNRformedtheDiamondHeadCitizens

    AdvisoryCommittee(DHCAC)in1977toassistinthedevelopmentoftheplanfortheDiamondHeadStateMonument.TheMasterPlanwas

    acceptedbytheBLNRinNovemberof1979.TheDHCACcontinuestoadvisetheDLNRon

    recommendationsregardingtheMasterPlan.

    TofulfillthestipulationswithintheDHSMMP,theHIARNGhasagreedtotransferBldg.301,Bldg.304complexandallassociatedlandback

    toDLNRStateParks.“2.4.1 RelocationPlan– TheStateDODis

    planningtorelocateitsNationalGuardFacilitiestoBarbersPoint,whichmayinvolvevacatingBuilding301,303and304.Whenfundingis

    available,thesebuildingswillbedemolishedandthesiteswillbelandscaped.”2003Update

    Bldg.301andBldg.304wereevaluatedforstructuralintegrityaswellasforthepresenceofhazardousmaterials.TheHazardousMaterialsStudyidentifiedasbestos-containingmaterialsonthe

    interiorofbothbuildingsandlead-basedpaintontheexteriorofbothbuildings.

    Settlingofthefoundationandcrackingofthewallsandfoundationwerenotedin

    Building301aswell.

    BothBldg.301andBldg.304weredeterminednotabletosupporttheDLNRStateParksMasterPlanfunctionsdueto

    healthandsafetyconcerns.Itwasrecommendedthatbothbuildingsbedemolishedpriortothetransfertothe

    DLNRStateParks.
