Building permits for single-family homes have been active for year 2019. Year to date we have
issued 79 new construction permits for residential homes. This is a slight increase from last year which had 60 permits issued by this time in 2018.
Industrial activity is seeing some growth. The RDO facility has applied for their building permit
for their building west of Holly Lane and North of I-94. They have completed development work and are on track for starting building construction this spring.
The City of Dayton will be hosting a second Open House for the new I-94 Interchange (Dayton Parkway Interchange)! The event will be located at Sundance Golf and Bowl (directly west of Dehn’s Country Manor) at 15240 113th Ave North, Dayton, MN 55369. Sundance Woods: The development includes a total of 192 single family lots. Sundance Woods is located south of Sundance Golf course, west of Fernbrook Lane. Lennar is the sole builder in Sundance Woods. River Hills: Hans Hagen Homes (M/I Homes) steadily continues to build into the eighth phase of development. This phase has extended the parkway to Dayton River Road. An underpass is planned to be constructed in 2019 to connect this development to Cloquet Overlook Park and Stephens Farm property north of Dayton River Road. River Hills is located on N. Diamond View Estates: Final Plat for Phase 2 has been approved and development work will continue this year. The site is located north of N. Diamond Lake Road (accross from Kingsview Lane) and immediately west of the River Hills development. The development will feature extensive landscape buffering along N. Dimaond Lake Road. A trail has been constructed north of N. Diamond Lake Rd connecting this site to the trail system within River Hills.

development includes a variety of lot sizes, extensive trail system and preservation of open space. The development is located south of 117th Avenue between Fernbrook Lane and E. French Lake Road, north of the Sundance Golf Course. The first phase Final Plat with 48 lots has been approved. Development work to extend sewer and water to the site is underway with home construction starting in Spring 2019.
Sundance Greens: Sundance Greens has received preliminary plat approval for the redevelopment of Sundance Golf Course and surrounding property owned by the Dehn Family. The plans include maintaining a nine-hold golf course, single-family lots and a wide variety of housing types. Over 500 dwelling units overall are planned. The first phase final plat of the development, approved this fall, consists of 14 single-family lots to be built directly north of Sundance Woods. Grading work has started.
Enclave at Hayden Hills: Landmark Development of Dayton LLC received preliminary plat approval to develop a total of 238 lots and final plat approvals for the first two phases (totaling 134 lots) for the Hayden Hills golf course redevelopment. 3rd and 4th addition final plats have been approved. Development work is nearly finished and multiple homes of varying product type have been approved for construction. DR Horton is the main builder for the

Pineview Meadows: Pineview Meadows received preliminary plat approval for the development of 84 single-family lots. Grading, street and utility work is progressing. Home consturction is underway and the final phase development work will likely continue this spring. Jonathon Homes and Creative Homes are building in the development.
Cloquet Island Estates: NDI Development, Inc., received preliminary plat approval for a proposed development of the Weidema Property at 13941 Dayton River Road. The development area is approximately 76.43 acres. The development will eventually have 193 lots and is 2.5 units per acre. The development will connect directly to the River Hills development via Pioneer Parkway. Development work may start spring of 2019 for the first phase of 65 single-family lots.
Residential Conceptual Plan (not approved)
Concept Plans: A concept plan is required for any subdivision of 10 lots or more, rezoning or PUD. The purpose of a concept plan is to look at general land uses and conformance with the comprehensive plan, general layout, street configuration, access, parks, and trails. Detailed engineering is not required for concept plan review. Concept plans are required prior to any applicant making a submittal for a preliminary plat or rezoning. Developments may have multiple concept plan reviews.
During concept review the Planning Commission and City Council provide input but no statements are binding nor are any decisions on the project made during the concept review. After concept review the applicant/developer will
Commercial and Industrial ProjectsFrench Lake Industrial Center: City of Dayton approved plans for a 1.8 million square feet industrial park to be developed by Liberty Property Trust. Located along the east side of Brockton Lane and West of French Lake. The city will receive $2 million in development fees and commitment for expansion of utilities and transportation improvements. The development will provide for regional transportation improvements including extension of West French Lake Road through site and intersection improvements at Brockton Lane and Rogers Drive and Brocton Lane and CSAH 81. Grading, street and utility work completed for the first phase and ready for building construction.
RDO Construction Equipment Sales and Maintenance Facility: The new RDO Equipment facility located Holly Lane (north of I-94) has final approvals to begin construction. Consturction for the building will commence spring 2019. This facility will sell and repair large construction equipment including John Deere and Vemeer brands. City of Dayton welcomes RDO to Dayton.
revise plans based on the input received and develop plans for submittal for a preliminary plat and oftentimes a rezoning or planned unit development. The review of these future applications will require a public hearing by the Planning Commission. In some cases, staff may also recommend that applicant/developer hold a neighborhood meeting prior to submittal of a preliminary plat or rezoning.
Demars Concept: Land owned by Demars Family trust, and adjacent property went through the concept review process fall 2018 by Planning Commission and City Council. The concept plans detail a 113-lot single-family development that would have a density of near 2.3 units per acre. The development would utilize a shared access with Cloquet Island Estates. As this development has no formal approvals, details may change. The recently approved moratorium has prohibited a formal application for Preliminary Plat at this time.
