Partners and partnership phase: Partnership is fundamental in every phase – Europe has always recreated itself based on a citizen centred approach (e.g. Talkoot “Working Party”) Including - Private foundations - SMEs - NGOs Users are pitotal, BUT it needs the OWNERSHIP of the process (public body, company) to lead to results

The project will produce following deliverables to support the R&D of the part taking companies:-a comprehensive risk assessment -a report of new features needed from future satellite navigation systems-a report of new features needed from tracking or mapping equipment-a proposal of regulatory changes
Some top of the line companies are taking part, including EADS, Portalify, RoutePC and Trevoc. From the public authorities Ficora, MINTC (ministery of transport and communication) and Customs are taking part to the project .University of Lapland is the research partner in legal issues.
Is tracking generating risks?
The unregulated use of tracking is generating risks. We need to know what are the risks and needs in legislation and in tracking equipment to keep anyone safe. EU:s new satellite tracking system Galileo will be operative in 2013. Now is the last change to evaluate the risks and needs if we want to have an guidance to future legislation and equipments.

ENERGISING URBAN ECOSYSTEMS EUE
• It is argued that the built environment lays the core foundation for the activities and competitiveness of any and all societies. It provides the scene and setting for human interaction and offers the necessary framework for economic activities (infra-structures, market place, product and service development platforms and places for interaction). In this context, it is broadly recognized that urban development (construction of urban infrastructures, buildings and networks) and urban life styles (urban activities and processes as well as patterns of city living) are seen as the main contributors to global environmental impact. Consequently, it is
argued that the 21st century urban ecosystems will be the future test-beds, living laboratories and co-creation platforms for addressing the joint, global development challenges. Accordingly, it is argued that the future urban ecosystems must undergo a facilitated transformation process in accordance with the principles of sustainable development.

Young entrepreneurial mindset EUE partnership The research consortium has developed its research agenda through far-reaching, collaborative and multidisciplinary research work done jointly by companies, universities and research centres. It has advanced from open agenda negotiations into a closed consortium that though has connections to other, parallel research and development programs. EUE acts as a seed for these other initiatives. within public regional policies and to design public innovation EUE is built on progressive visions and key notions on the development of future urban ecosystems, which will enable proactive and effective planning, designing and management of ecologically sustainable, digitalized and innovative living environments with respect to local site conditions, values and culture. The future urban ecosystems are seen as core platforms for mutually complementing innovation activities and processes, which can develop regional competitiveness and pioneering competencies for complementary product/solution development in the global markets.

Defini,on Phase Determining vision and goal state During the defini,on phase, a vision and goal state will be created of the reform of social welfare and healthcare services in the future. The vision will be created in coopera,on with an extensive network of actors. Also the residents will be involved in the development procedure.
Evalua6on and tes6ng During the defini,on phase, so-‐called sparring municipali,es will be invited to cooperate in tes,ng and trying out the visions and plans. The defini,on phase will be implemented in coopera,on with the Ministry of Social Affairs and Health and Tekes, the Finnish Funding Agency for Technology and Innova,on.
