Czech eGovernment:the current status

From 2007 to 2013 were successfully implemented following key projects:

• A system of data boxes as a universal and centrallyguaranteed communication tool to facilitate communicationbetween the public administration and its clients

• Contact points of Public Administration - Czech POINT- as forerunners of the future one-stop-shops

• Public administration portal as a electronic gateway for citizens to public administration (forms, life situations)

• A system of basic registers as a public sector reference data sources

Data Box System: The purpose

• To reduce the bureaucracy burden for citizens and companies

• Where possible, to use the electronic delivery instead of a traditional one

• How does it work?

– e-delivery of documents via data boxes is guaranteed

– the data box owner will be notified when receiving a new message;

he can choose the preferred form of notification (SMS, email)

– the message is considered as „received and read“ 10 days after

being sent

Data Box: Background and Principles

• A data box is an electronic storage site, intended for delivery of

official documents and for communication with public authority

bodies

• Based on Act No. 300/2008 Coll.

• Data boxes are established and managed by the Ministry of Interior,

operated by the Czech Post

• Data box system is a closed system only for registered users of DB

• A data box is not an e-mail box; it cannot be used for direct

communication with individual clerks, only with the whole office

Data Box: Principles (2)

• MANDATORY usage for public administration (PA), legal entities

and legal persons (LP)

• VOLUNTARY for citizens (CIT) and entrepreneurs (ENT)

• Requests are fulfilled by target agenda or document management system

• Use of data boxes:

– G2G – for public authorities compulsory

– G2B, G2C – compulsory communication

– B2G – optional communication

– C2G, G2C – for citizens optional, everyone can choose a way of

communication he likes

– C2B , B2C, C2C, B2B – optional, NOT free of charge, it´s not supposed

to be used as a traditional email communication

Data Box System: Operation

• Service provider – the Ministry of Interior as a Central Government body

responsible for the information society. The Ministry of Interior’s primary

role is to manage DATA BOX services and data. We also provide guidelines

and user support.

• Operator – the Czech Post

• Available 24x7 at https://www.mojedatovaschranka.cz or by web services

• Starting date: 1st July 2009

• Architecture design and SW/HW platform

– solution is based on Linux OS, IBM Intel servers, Oracle databases,

Novell e-Directory and open source application servers.

• IS of DB meets all security standards and fulfills requirements of ISO 2700x

Data Box: The most important features

• Secure and guaranteed ‘electronic registered delivery service’ – data transmition

between third parties by electronic means

• Provides evidence related to handling of transmitted data, including the proof

of data sending and receiving (e-seal, timestamp)

• Protects transmitted data against the risk of loss, theft, damage and any unauthorized

alterations

• Secure access

• Username and password

• Higher security level ensured by PKI certificate

• Or the one time password (OTP) – Time-based OTP (SMS), or HMAC-Based

One-Time Password (HW or SW)

• Secure identity management approved by non-public registries

• Secure archiving of delivered messages (≤90 days free of charge, 90+ days as a paid

service)

Data Box: Integration with other systems

• Users now benefit from wide choice of operating systems and browsers

• Data Box interface is based on pure SOAP architecture (WSDL, web services)

• an API (application programming interface) available to all users without a need

of any registration or approval. API offers full set of web services (sending /

receiving messages etc.)

• Data message format specification (PDF,XML,HTML, DOC, PPT etc.) set by eGov Act

=> this allows any software developer to implement IS DS support / connectivity

to his own solution

• Currently, most of the traffic comes from third party products (connectors), while

IS DS web portal serves the occasional users

The „desert-crossing“ period

• Before launching the system: marketing actions

directed by the Ministry of Interior (MoI)

• During operational running: official press release

from the MoI

• Using of Data boxes is obligatory for PA

– all subjects of concern addressed by broad media

campaigns such as TV & radio spots, printed ads,

seminars, web pages and a phone hotline

Adoption of Data Box by citizens and companies

• The GOAL – for Citizens & Companies:

sending of messages to PA is free of charge

• Positives: safe electronic communication, easy

to use, saving on postage

• Negatives: messages are stored only during

the limited period of time (90 days)

The Future of Data Boxes

• Supporting new technologies

• Fulfilling all security standards, including cybersecurity requirements

• Planning to implement logon/authentication by notified e-Identity

means (according to the eIDAS regulation)

• Provide for a legal framework to facilitate cross-border recognition

between existing national legal systems related to electronic

registered delivery services (according to eIDAS)

• Data Boxes should be considered as a qualified trust service -

qualified electronic registered delivery service (according to eIDAS)
