Excelsior Correspondent SRINAGAR, Feb 9: Police today said eight persons including five security personnel were injured in two separate road acci- dents in south Kashmir. A police spokesman said a Maruti car bearing registration number JK12B-8144 and a Tavera bearing registration num- ber JK03C-4701 collided near Petrol Pump at Sangam, resulting in injuries to Gulzar Ahmad Bhat, Nisar Ahmad Hajam and Hafiza. "All the injured have been shifted to Sub District Hospital Bijbehara for treatment. Police have regis- tered a case in this regard," he said. The spokesman said a Bullet Proof mobile Bunker bearing reg- istration number AP112341 of 182 Battalion Central Reserve Police Force (CRPF) and a Truck bearing registration number JK22-3837 collided near Gadoora area of Pulwama district, resulting in injuries to four CRPF persons and a police constable. "All the injured were shifted to District Hospital Pulwama wherefrom they have been referred to SKIMS Soura for further treatment. Police have registered a case in this regard," he added. Excelsior Correspondent JAMMU, Feb 9: Pledging to fight for justice to militancy victim of Panj Saran area of Poonch, Member Legislative Council and senior BJP leader advocate Vibodh Gupta has said people of this area remained worst sufferer of mili- tancy but they are still awaiting justice. He demanded registration for migrants of Poonch -Rajouri districts so that they can get relief. Addressing gathering of Prominent citizens at Chandimarh area of Poonch district on Mughal road, Mr Gupta said that people of Panj Saran area comprising from Baflias to Peer Ki Gali and sur- rounding areas were most affected due to militancy. He said that majority of the people were dis- placed. He said that most of the people of this area faced the brunt of untoward situations in the area, however these people were not compensated. He however said that Modi Government has agreed financial package of Rs 80000 crore in which one component has been kept for relief to Jammu migrants. He said that when the relief will be issued it will also be disbursed among migrants of Jammu province. Gupta however showed his concern on the non registration of migrants of Poonch Rajouri. He said all migrants and militancy victims of Poonch -Rajouri dis- tricts are not registered and they deserved to be in the list for get- ting benefit of relief package. He said that he will project their case with State and Centre government and will try to provide relief to them. Terming Chandimarh area as most fertile in agriculture produc- tion, Vibodh said that the area was once known for production of wal- nuts and beans but now the pro- duction has decreased. He impressed upon the local farmers to come forward so that the legacy of the area is maintained. Demanding tourism package for the area, Vibodh Gupta said that the area is located on Mughal Road which has bright future and government must concentrate on the tourism potential of the area. Started on February 1, the tour was organized by CRPF under Apna Watan Project CAP- 2015-16. 25 students under the project along with two teachers (care takers) from Rajpora con- stituency of Pulwama district were sent on tour to Bhopal, Hyderabad & Delhi. During the tour students vis- ited Taj-ul-Masajid, Badi jheel, Van Vihar Park and Regional Science Centre in Bhopal. They also met Rama Naresh Yadav, Governor of Madhya Pradesh. In Hyderabad they visited Char Minar, Golconda Fort and Ramoji Film city while in Delhi they visited India Gate, Parliament House, Qutub Minar, Jamia Masjid, Red Fort and also took ride in Delhi Metro. On the closing ceremony of the tour, Neeraj Kumar, DC Pulwama, was the chief guest. Vinay Anand Prakash, Comm- andant, 183 Bn CRPF, Tejinder Singh, SP Pulwama and other senior officers of CRPF were also present. Excelsior Correspondent JAMMU, Feb 9: Member of Parliament Jugal Kishore Sharma, along with General Manager BSNL Goutam Lal, while chairing a meeting of sen- ior officials and members of Telephone Advisory Committee (TAC) at Jammu, expressed his concern over poor services in rural and far flung areas in par- ticular. Jugal Kishore Sharma, who shared the feedback from differ- ent areas of Jammu-Poonch Parliamentary Constituency with these officials as well as sought suggestions from TAC members, said that the people who have been using the BSNL services have complaints against it and early steps should be taken to provide best possi- ble services to them. Jugal Kishore Sharma said that although there might be less problem in majoy cities but the people in rural and remote areas are not fully satisfied with BSNL. He said that R.S. Pura, Akhnoor and almost whole dis- tricts of Rajouri and Poonch are badly hit by the poor perform- ance of mobile and internet services. While stressing upon the BSNL officials to take the mat- ter seriously and on priority, Jugal Kishore Sharma assured them if they need any extra infrastructure for meeting the needs of people, it can be taken up with the Ministry concerned at the Centre. He said any hur- dle in smooth and quality serv- ices to the people should be removed so that they are not forced to shift to other service providers. Objective of the meeting was to evaluate and sort out cer- tain constraints and difficulties being faced in implementation of the SHG - Bank Linkage Programme and ensure hassle- free promotion of the Scheme in J&K State. The forum stressed upon the State Government to take necessary measures to ensure that financing through SHGs and JLGs is adopted as a priority area for inclusive growth. The Forum emphasized the need for creation of a dedi- cated environment to promote SHGs and JLGs of targeted individuals and creation of training infrastructure for skill up-gradation of members of the SHGs and JLGs in the State. All the banks operating in J&K State and concerned Government agencies were impressed upon to work in a coordinated manner to imple- ment the SHG-Bank Linkage Programme in letter and spirit in the State, so as to encourage members of the SHGs to build relationship with the banks and other developmental agencies, which will boost their motiva- tion to start their livelihoods and encourage balanced growth. Tickoo, mem- ber state Animal Welfare Board, Chief Executive Officers of Livestock Development Board Jammu & Kashmir , B.A Lone Deputy Director Urban Local Bodies. Gauri Maulekhi, animal right activist and Advisor to Union Minister for Woman and Child Development gave an exhaustive overview about the current animal welfare status in the country and laid down the contours of the road map aimed at ensuring care and manage- ment of stray animals. She said that there is a urgent need to tackle the stray dog pop- ulation on war footing with more effective municipal licensing of pet dogs and awareness cam- paign for better and responsible dog care and management practices are needed. The sheer magnitude and logistics of catch- ing, neutering and releasing of such a huge number of stray dogs is a big challenge for the successful outcome of the ani- mal birth control programme, she added. She also said that the root cause of the problem is uncon- trolled urban waste accumula- tion in public spaces which needs to be tackled at the level of the local Governments. Simultaneously, State authorities should initiate steps to neuter the dog population so that their pres- ence in the streets does not cre- ate panic among the public and there is no public clamor for mass culling. While speaking on the occa- sion, Director Animal Husbandry Jammu, Dr S L Bhagat said that the objective behind organising the workshop is to manage the increasing population of stray dogs and to work out on the modalities to tackle with the alarming situa- tion. As per police sources, on specific information, a team from Nagrota police station laid a naka near Ban Toll Plaza and intercepted a truck bearing reg- istration number JK02AL-2983, Mahindra bearing temporary number JMU-6059 and Tata Mobile having registration num- ber JK02AN-0766. During checking, police res- cued 17 bovine animals from the vehicles and arrested six persons on the spot. The accused have been iden- tified as Mohammad Hanief, son of Mohammad Rashid of Ragoora, Sidhra, Abdul Hamid, son of Mohammad Shafi of Talab Tillo Camp, Gole Gujral, Roshan Din, son of Bashir Ahmed of Vijaypur, Nazam Ali, son of Dilawer Ali, Ghulam Ali, son of Noora and Faryad Ahmed, son of Manzoor Ahmed, trio residents of Chanderkot, District Ramban. They were trying to smuggle the bovines to Valley, but their bid was foiled by the active cops of Nagrota police. A case under FIR Number 36/16 under Section 188 RPC has been registered at Nagrota police station and investigation started. Army organizes medical camp in South Kashmir Excelsior Correspondent SRINAGAR, Feb 9: Army organized a medical camp at Sirahom Village of Awantipora in South Kashmir's Pulwama district under the aegis of Chinar Corps. A defence spokesman said the locals of all age groups turned up in large number to uti- lize the medical services. "A joint team of six doctors from army and civil administra- tion conducted the camp and rendered medical services to 225 males, 175 females and 130 children. Medicines were dis- tributed to the villagers free of cost. Refreshment and free transportation was also organ- ised for the population who had come from far flung areas," he said. The team of doctors also educated the villagers on health, hygiene and first aid life saving skills, he said, adding that the medical camp received an over- whelming response from local population. "The camp was aimed at providing medical facilities at the door steps of people residing in far flung areas," the defence spokesman added. Spurious drugs in J&K continue unabated: DAK Excelsior Correspondent SRINAGAR, Feb 9: With trade of spurious dugs allegedly continuing unabated in Jammu and Kashmir, the Doctors Associ-ation Kashmir (DAK) today said that nothing is being done to curb the menace. Alarmed by the reports of widespread presence of these drugs, the president DAK Dr Nisar-ul-Hassan said State has turned to be safe bastion for trade in spurious and substandard drugs. "Every day patients suffer and even die because of this menace. In a recent report, an antidiabetic drug, Blisto-4MF, manufactured in Jammu was found spurious and the quantity of drug was found nil in the sam- ple taken," he said. The DAK president quoting another report said three injec- tions, namely Dicloliv, Phener- gram B and Lezon lifted from Sopore and Baramulla, after pub- lic uproar, were declared spuri- ous. "Another antibiotic drug, metronidazole continued its use in Kashmir hospitals for 4 months after being declared sub- standard," he said. J&K has become a gold mine for spurious drugs as the market is unregulated and unchecked, said the DAK president, adding that the people have lost confi- dence in drugs and healthcare system because on ground noth- ing has changed and no serious efforts have been made to weed out the menace of spurious drugs. Police recovers abducted Handwara girl from HP Excelsior Correspondent SRINAGAR, Feb 9: Police today said an abducted girl hailing from Handwara area of North Kashmir's frontier Kupwara dis- trict has been recovered from Dalhousie in Himachal Pradesh. The kidnapper has been arrested. A police spokesman said on 5th of last month it was reported to it that a minor girl (name with- held) has been abducted by Dilawar Ahmad Sheikh. "To this effect a case FIR number 07/16 was registered in Police Station Handwara and investigation was taken up," he said. During the investigation, sev- eral accomplices of Dilawar were arrested for their involvement in facilitating the kidnapping, said the spokesman. "The investigat- ing team's strenuous efforts got the information that the kid- napped girl has been taken outside the State in Dalhousie, Himachal Pradesh," he said. He said police, in coordination with the State police of Himachal Pradesh arrested the accused along with the abducted girl. The others demands highlight- ed during the meeting included removing pay anomaly, leave encashment and implementing minimum wages act in favour of contingent paid employees besides providing infrastructure to schools and provision of subject teachers to needy schools before opening of schools in winter zone. Victimized poor family goes on hunger strike Excelsior Correspondent MENDHAR, Feb 9: Victimized by the system, a poor and hapless family whose land has been forcibly grabbed by another family at Bera village of Mendhar in district Poonch has gone on hunger strike. Eight members of the family headed by Fazal Hussain, son of Mithu, resident of Bera, reached at Shahidi Yadgar Mendhar in the middle of the town and start- ed hunger strike. They kept sit- ting there to lodge their protest against the Divisional Administr- ation, Tehsildar and police for their failure to provide them jus- tice. Fazal Hussain claimed that he had purchased 12 kanal and 9 marla land during 1989 under Khasra No. 688 at Bera from one Mohd Din, son of Qadra. That family later settled at Narian in Chingus ( Rajouri) along with son Mohd Shafi. He said that land was duly got registered in the Court at Mendhar. About few months back one Mohd Aziz, relative of Mohd Din is claiming that land belonged to them. He with the connivance of some lower level Revenue staff broke their wall and raised two structures. They moved to Naib Tehsildar, Tehsildar and even SHO for the intervention but nobody helped. That family has now raised another structure on their land. He said that proper land record was produced before the Revenue officials. No action was taken against the accused land grabber. He alleged that no senior official from Mendhar vis- ited them at the dharna site. DC Poonch, MH Malik when contacted said that matter was not in his knowledge. Malik said that he would direct the SDM Mendhar to visit to the dharna site and talk to the family. The DC said that he will ask SDM Sher Singh to hold inquiry into the matter and submit report within two days. He said that structures will be removed if found raised illegally. As per police sources, a Kullah of Bahadur Ali, son of Qasim Din at village Birla caught fire under mysterious cir- cumstances. After getting information, police team from RS Pura police station led by SHO Bhushan Manhas rushed to the spot and informed the Department of Fire and Emergency Services. The fire fighters along with fire tender reached the spot and after hectic efforts doused the flames, but till then property worth several lakhs got gutted in fire. NEW DELHI, Feb 9: Amidst controversies over the role of Governors, President Pranab Mukherjee today said all those who hold Constitutional positions should maintain sanc- tity of the Constitution. “Our nation has grown from strength to strength since inde- pendence. It is primarily due to our steadfast adherence to the principles enshrined in our Constitution. It is an enduring document that reflects our aspi- rations and the avenues to achieve them, in an inclusive manner. “It is incumbent on us all who hold constitutional posi- tions to maintain the sanctity of this sacred text,” Mukherjee said inaugurating a two-day conference of Governors at the Rashtrapati Bhavan here. The President’s call assumes significance against the back- drop of a raging controversy over the role of Governor J P Rajkhowa in Arunachal Pradesh that led to various developments culminating in the imposition of central rule. The issue is also being fought in the Supreme Court. Terming as difficult the last year that saw terror attacks with “clear external linkages”, he said the country has to continue efforts to resolve all outstanding international issues through peaceful dialogue and negotia- tions. “We faced challenges from the global economic slowdown, climatic changes, and internal and external security. States having international borders were affected by terrorist attacks that had clear external linkages. “Volatile external security environment makes it incum- bent on us to upgrade our defence capabilities. At the same time, we have to continue our efforts at resolving all out- standing international issues through peaceful dialogue and negotiations,” the President said in his inaugural address at the conference attended by 23 Governors and Lt Governors of the states and union territories. Mukherjee said India is suf- fering the worst effects of drought with two consecutive deficient monsoons. “Another dry spell is likely to impact agricultural produc- tion further. Farmer distress has to be addressed on a war-foot- ing. The newly-launched Pradhan Mantri Fasal Bima Yojana aims at providing effec- tive risk cover to farmers using technology. This and other measures to provide relief to farmers should receive top pri- ority. “To develop climate resilience, we must task our agricultural research institutions to develop drought-proof vari- eties of food grains and other food commodities,” he said. The President said for suc- cessful implementation of gov- ernment’s schemes like Make- in-India, Start-up India, Smart City Mission and Swachh Bharat Mission, these have to run in close partnership with state governments. “As the constitutional heads of their respective states, Governors can play an inspira- tional role to ensure their active cooperation,” Mukherjee said. The President said there are over 320 state public universi- ties and over 140 state private universities. Governors can also play a persuasive role in improving the quality of educa- tion in these institutions, he said.
