Executive Summary

Euro-Photo is a project spread over thirty months and is divided into seven work packages. This deliverable is part of work package 1 (“Project management”), and is connected with deliverable 7.1 (“Project web site”) as preparatory for the launch of a project web site necessary to make the public aware of Euro-Photo project and at the same time important for internal communication. This document introduces us to the project site and the functions fulfilled within the Euro-Photo project; it shows an overview of qualitative aspects and communication goals of the project site and especially the Awareness and Dissemination plan for it with reference to the different targets. From a structural point of view, we can say that the report is divided into two parts. The first part deals with the qualitative aspects of the site while the second focuses on target analysis. Going specifically, chapter 2 focuses its attention on the importance of the site: shown here is the site within the context of Euro-Photo project, what are its functions and role in relation to the other work packages. Managing and updating activities will be carried out by the co-ordinator who will collect suggestions by all partners, each participants can participate in discussions as well. Chapter 3, can be considered the most important of the whole document, it presents the target to which the site is designed and an Awareness and Dissemination Plan From a structural point of view the chapter is divided into several paragraphs dedicated to each target group (internal and external stakeholders). For each group there is:

a general description of who it is; what are its needs in relation to the project site; what is the best way to put it to the attention of the project site and Euro-Photo

project. In Chapter 4 are described future expectations for the project site during the course of other work packages. Attention is also focused on creating a Euro-Photo commercial pilot service through which historical pictures will be sold by photo agencies to their current customers (media industry). This activity should guarantee the sustainability of the project in the long run. The project site will remain active during all the Euro-Photo project in any case. In the latter part of the document a “text only version” of the site is presented with the various sections of the project site and what it should contain.

1. Introduction – The project web site for internal and external communication

Euro-Photo is a project funded by the European Community in the framework of the ICT Policy Support Programme (or ICT PSP) that “aims at stimulating innovation and competitiveness through the wider uptake and best use of ICT by citizens, governments and businesses.” The project is mainly aimed at digitizing 150.000 pictures of the historical photographic archives of 10 European leading news agencies coming from 9 different countries. These pictures will be made accessible through Europeana portal (to general public – non professional for private and educational use) and a dedicated EURO-Photo online service (to professionals for business use). Agencies’ historical photographic archives are to be considered valuable European historical documents of the last century recording major domestic and international events, celebrities and daily life. At present only a small fraction (about 2%) of archives have been digitalised and their availability is mostly restricted to national customers of news agencies. After the project the number of pictures digitalised will increase and all the digital material will be available to European citizens. Euro-Photo has a duration of thirty months and develops in stages, called work packages. There are seven work packages. The work package 1, "Project Management", is developed for the entire project duration (30 months) and it aims “To establish and maintain an organizational structure so that the overall objective of the project will be achieved with a high level of efficiency and sustainability. Assessment and evaluation activities are integral part of this work package. ” WP1 can be considered as the foundation on which rests the entire structure of the project. For this reason has become so necessary to create a project site: an indispensable tool for both internal and external communication We have four categories of subjects (“stakeholders”) the project web site is addressed to:

The first two could be considered as the target of internal communication, the third and fourth of external one.

For each of them the site will play a different course importance, depending on their role within the project. With regard to external communication, the purpose of the site is mainly to spread the knowledge of EURO-Photo project among European citizens and the stakeholders interested in it. Through the project site, they can not only better understand Euro-Photo project, but also be constantly updated on the various phases of the project and initiatives related to it. Furthermore, visiting the web site they will also be able to contact project partners in order to have more information or just to compare different experiences. With reference to internal communication, the project site will inform all people involved in the project by each partners (journalists, technicians, managers, historians) about the “state of the art” of activities and what the Consortium will carry out during the various stages of the project. In this way each person involved could understand the general framework of the project (objectives, timing, activities...) becoming more aware about their specific role. Documents could be downloaded (reports, communications tools, background) and the agenda could be examined. Given the importance of the project site, the aim of this deliverable is create an Awareness and Dissemination Plan for it so that the project Euro-Photo can be known by a wide range of subjects and become a reference point.

2. The importance of the project web site and its connections with other WPs

EURO-photo project lasts thirty months. The various stages of the work that partners should play are divided into seven work packages. Considering that, the project web site is an essential element in the complex structure of the project: it acts as connecting link between all work packages and summarizes the work done - and expected to be done - during the thirty-month project duration. It will be a crucial instrument for internal communication in order to maintain all the partners and the European Commission continuously updated on project development. Of course the various partners will be informed about project’s progress not only through the project site, but also with other formal or informal means of communications (meetings, telephone, e-mail etc.). How we can see from the image, the project site acts as a link between the various agencies. At any time they can see what steps have already been developed and what are those on which they work, so that human resources of partners involved will be able to interact with each other and also participate to internal discussions. The project web site will be managed and updated by the co-ordinator who will collect suggestions and proposals by all the partners. As described in the annex, updating refers mainly to “News” (Events and project meetings) and “Download” (Background material and deliverables) sections. In order to use the web site for a free discussion among partners (of course in additions to other informal means of communication as project meetings, e-mailing, telephone calls and so on), all partners will be able to post comments with reference to documents uploaded (for

3. Target The creation of a project site is the key to the internal and external communication: it makes aware of Euro-Photo project all subjects that could be interesting in it and simultaneously inform the various partners on the various phases of work. We can say that the project site has four types of targets that can be divided into internal and external stakeholders with regard to the interest that these targets have in the project:

3.1 Project partners and subcontractors There are eleven companies from 9 different countries that form the Consortium. Ten are European news agencies and one is a technical partner. All partners are aiming at a common goal and therefore need several tools – one of them is the project web site - in order to coordinate the work they are going to carry out. This coordination is important taking in consideration that each partner will work in parallel and with a certain autonomy - using a common methodological framework - carrying on some activities of the project, mainly of the WP4 “Content selection and targeted digitalisation” and WP5 “Cataloguing and metadata enrichment”. This first target will use the project site as a means of internal communication in order to be informed on the various phases of the project, next activities and meetings, download documents, propose background documents that could be of interest for all partners and post comments about the documents uploaded. We consider two methods of dissemination and knowledge of the site through which the various agencies keep in touch for a better performance of the various phases of the work assigned to each and inform about the updating of the project web site: a) project meeting b) informal communications tools like email or phone calls

In general, through these methods of communication, all agencies (Consortium and subcontractors) will be always informed in real time about job status and get a real-time feedback of the work of other partners; every updating of the project site will be communicated through them.

3.2 UE Commission Euro-Photo project is subsidized with funds from the European Community therefore, it will be constantly monitored by EU representative in charge of the project (project officers, reviewers). The EU Commission therefore needs to be constantly updated on the project in order to be:

1. informed about main features of the project; 2. aware about progress of the work and check that the timing is respected.

The project site in this case has been assumed, for the EU, as an instrument of both information, updating and control. Awareness and dissemination of the project site, must be done with the same methods we have just expressed in the previous paragraph:

a) project meeting

b) informal communications tools A greater audience at an EU level – EU institutions and people interested in their activities - will be reached through the databases managed by the Commission where all projects funded by the European Community are presented. The web address of EURO-Photo project site should be showed also there. In this way, the Consortium may make known Euro-Photo project not only to those who are interested in the digitalization of historical photos of the various news agencies that make up the Consortium, but also to all other European citizens who visit the EU Commission’s site looking for European projects.

3.3 Europeana and other related European projects The European Commission has launched “Europeana” (www.europeana.eu) in order to offer and distribute on-line digital libraries that are considered common historical heritage to European citizens. Euro-Photo project will distribute through Europeana the historical pictures digitized by the news agencies.

As member of Europeana network, EURO-photo project wishes to maximize the synergies with other related projects, so it is also important the dissemination of the knowledge about EURO-Photo project and its web site in the Europeana network:

using the Europeana site in which will be added a link and the Europeana newsletter; presenting the project and its web site during meetings and conferences.

3.4 End users: Target business and citizens As mentioned previously, the Euro-Photo project aims to digitize photographic archives of several European news agencies and put on-line the digital pictures. In this respect, end users are of course a target of great importance for dissemination activities. The target “end users” is made by: professionals (print and on line publishers) and not professionals (European citizens, students and teachers, universities);beyond the technical distinctions between the two groups, what they share is an interest in historical photographs. At this stage the consortium should make known to end users the project site where Euro-Photo project is explicated. Creating awareness is done with various methods and dissemination activities:

a) agencies of the Consortium will insert when possible in their website a brief description and a link to the project site. Agencies’ web sites are among the most visited information web site in their countries (in term of unique visitors and pages viewed);

b) a link to our project site will be present in Europeana and EU web sites as described before;

c) presentation of Euro-Photo project and the project site during conferences and meetings:

d) request to national pilot groups to raise awareness of project web site among their members and customers through their communication activities (for example newsletters).

At a later stage, a dissemination and communication plan on EURO-photo pilot service and the availability of pictures in the Europeana network is scheduled in WP7 “Sustainability and dissemination”.

4. The project web site during the time The sustainability of the EURO-Photo project in the long run will be based on the revenue stream coming from sales of historical pictures by agencies to their current customers (media industry) at an European level; an EURO-Photo Pilot commercial service will be set up for this purpose. In WP7 a new web site will be launch, through which everyone can see and buy digital photos of the various news agencies that are part of the Consortium. Of course, the project site will not disappear but will remain active and updated for the whole duration of the project and after, if necessary, according to the request of the EU Commission. The two sites will coexist simultaneously, but of course they will be independent of each other. Nevertheless, it will be possible to create synergies between the two in order to reach a greater visibility of both, for example by the inclusion on the project site a link to the new site and vice versa. With the new site, the EURO-Photo Pilot Commercial Service, also changes the perspective of dissemination: in D7.2 a dissemination plan will be created for the new EURO-Photo Pilot commercial service.

ANNEX: EURO-PHOTO PROJECT SITE (Text only version) The Euro-Photo project site (www.europhoto.org) includes information about objectives, approaches and expected outcomes as well as public documents, deriving from the project work, which will be regularly updated, offering links to news agencies that make up the Consortium and the others stakeholders Project’s website is divided into 2 areas:

1) Public Area: In this area the public is able to gather information regarding the project, download the project’s publicly available material (i.e. brochures and other public documents or publications), to find information about the project and its consortium, to contact project’s partners.

2) Private Area: In this private area (the “Download” section), only Euro-Photo Consortium has

an access in order to deposit various data, to exchange documents, to organise events and for collaboration.

HOMEPAGE Homepage of the site welcomes visitors with a welcome message that explain the project, the period in which it is held, the European Commission that finance it ( insert European Commission logo and link to website), the main topics of the site. I) Welcome to EURO-Photo project The Euro-Photo project is funded by the ICT Policy Support Programme of the European Union, that aims at stimulating innovation and competitiveness through the wider uptake and best use of ICT by citizens, governments and businesses. The project aims to digitise historical pictures from the archives of 10 leading European News Agencies (150.000 picture to be digitalised during the project about 15.000 for each partner) and make them available to Europeana (www.europeana.eu), together with a huge number of their historical pictures already digitalised and captioned. Pictures in these huge archives are among the most valuable historical documents of the last century. They record the major domestic and international events (political, social, cultural, sporting), celebrities and daily life from the turn of the century to the mid 1990. The project aims at developing a unique pan-European press photo historical archive available and usable by European Citizens through Europeana, which is a common multilingual access point to Europe’s distributed digital cultural heritage. At present this content is not available to citizens (except in The Netherlands) and it could be considered as never published and known. In past communist countries a huge quantity of pictures was censored: a significant amount of these pictures are now already available in digital format, others will be digitised during the project. It is the first time that this kind of content will be accessible at European level and not at only a national one. A) OVERVIEW Section contains sections regarding the technical aspects of the project. They are: a.1) Objectives

The EURO-Photo project aims at digitising historical pictures from archives of 10 leading European News Agencies, in order to make them available to Europeana, together with historical pictures at present already digitised. Targeted digitisation, metadata enrichment and establishing interoperability with Europeana are the main goals of the project. Complementary content will be digitised following a targeted/thematic approach, according to Europeana themes and major events and themes that end users will indicate as of interest. Enrichment of metadata will be carried out, following the same criteria and international technical standards adopted by news agencies (IPTC - International Press Telecommunications Council - standards www.iptc.org) that will guarantee interoperability with Europeana. The number of pictures to be digitised during the project will be at least 150.000. Digitised content will be made available through Europeana immediately after digitisation. Pictures will be available free of charge for educational or private use, duly taking into account IPR issues (low/medium resolution, at minimum 400 x 600 pixel + Watermark). The project's objectives aligns with general objectives of the ICT PSP: “stimulate innovation and competitiveness and accelerate the development of a sustainable, competitive, innovative and inclusive information society, supporting activities to accelerate innovation and implementation of ICT based services and systems through the wider uptake and best use of ICT and the exploitation of digital content by citizens, governments and businesses”. a.2) Objectives of work package They summarize the work to be done in that period and the agency committed. There are seven work package: WP1 (months 1-30) To establish and maintain an organizational structure so that the overall objective of the project will be achieved with a high level of efficiency and sustainability. WP2 (months 1-4) The main objective is the identification of content provisioning requirements. General editorial and publishing guidelines will be decided by the Content Operational Team in order to select photos taking into account user needs analysis and IPR issues. Afterwards A “List of European Themes of Interest” will be defined, based on their main historical, educational and editorial value, according to user needs pointed out by pilot users groups and by Europeana. WP3 (months 1-6) Define an open architecture to fully supports interoperability among press agency archives and Europeana and other EDL (Electronic Digital Library) relying on main international standards for publishing industry like Dublin Core , “Photo Metadata standard 2008 - IPTC (International Press Telecommunications Council - www.iptc.org”). WP4 (months 3-30) Selection of pictures of partner’s historical archives according to the list of “European Themes of Interest”. In this stage the quality of pictures will be considered as well. Digitalisation of pictures that will be available for WP5 Pictures to be digitised will be selected through a thematic approach and NOT a “massive” one. C) COMMUNITY In this section there are informations about Consortium and Partners c.1) Consortium Consortium is composed by national press agencies that act in the project as content providers, except for Expert System, which is a technical partner. All agencies carry out similar activities aimed at providing national and international news, 24 hours a day, seven days a week and 365 days a year. News is distributed in the form of dispatches (text), photos, audio and video (only pictures for Scanpix). All aspects of life and current affairs are covered: politics and economics, finance and social affairs, sports, culture and personalities. The national press agencies are active in the business to business segment, as well as the private segment. Against the background of a rapidly and constantly changing information technology, all national press agencies have started to develop digital services, such as digital news papers, online photo services and other ICT developments which are not as obvious to the end user of the news. These are ICT solutions in logistics, data editing, printing, communication and virtually all other business aspects. Moreover, news agencies have developed high technical skills in order to manage their ordinary services. They will support and work in synergy with the technical partner. Other stakeholders in the value-chain are the users of Europeana and the EURO-Photo pilot service. The ICT Policy Support Programme (ICT PSP) under the Competitiveness and Innovation Programme (CIP) aims at stimulating innovation and competitiveness through the wider uptake and best use of ICT by citizens, governments and businesses, particularly Small and Medium-sized Enterprises.
