COUNTYWIDE DATA REPORT FOR PEI PROGRAMS as of March 31, 2016
INTRODUCTION The following report reflects the cumulative data of the PEI Practices being implemented in Los Angeles County by both DMH Directly Operated (DO) clinics and Legal Entity (LE) Providers from 2010-11 to the current fiscal year. The first seven pages contain aggregate data of all the practices implemented by all providers, followed by practice-specific data. The information includes claim utilization by fiscal year, the demographic information of clients served by PEI Practices (gender, age group, ethnicity, and language), and comparative practice statistics (total clients served, total claims, average cost per client, etc.). This report is updated on a quarterly basis. The source of the data is the DMH Integrated System (IS), Integrated Behavioral Health Information System (IBHIS), and PEI Outcome Measures Application (PEI OMA). COUNTYWIDE – PEI ALLOCATIONS AND CLAIMS (PAGE 1)
COUNTYWIDE PEI CLAIMS BY FISCAL YEAR
In Fiscal Year (FY) 2010-11 Countywide (CW) LEs utilized 72% of their PEI allocation with $143,869,273 in claims while the DOs claimed $25,688,740. In FY 2011-12, LEs claimed $183,333,215 which was 79% utilization rate and DOs claimed $33,742,871. In FY 2012-13, LEs claimed $208,403,630 which was 79% utilization rate and DOs claimed $44,820,296. In FY 2013-14, LEs claimed $213,083,320 with an 81% utilization rate and DOs claimed $27,577,538. In FY 2014-15, LEs claimed $199,213,294 with 81% utilization rate while the DOs claimed $23,741,477.69. As for the current FY 2015-16, LEs claimed $132,887,088 while the DOs claimed $3,417.
PEI SUBMITTED CLAIMS – FY 2014-15
Total claims for FY 2014-15 including both LEs and DO clinics were $203,464,690 as of March 31, 2016; the majority of the claims were claimed to PEI Child at $146,728,078 and the remaining claims are as follows with PEI TAY at $39,424,213, PEI Adults at $9,425,618, PEI Older Adults at $4,090,547, PEI Special Programs at $2,548,118, and PEI Training Funds at $1,248,118.
Of the total claims for the FY 2014-15, the majority of services were claimed to EPSDT/Medi-Cal for a total of $159,764,428. The remaining services were claimed to State Children’s Health Insurance Program (SCHIP) at $17,565,700, Indigent/Non Medi-Cal at $9,397,561, and Invoices/Manual Billing reimbursed at $3,796,235.
COUNTYWIDE PEI % TOTAL CLAIMS BY IS PLAN – FY 2014-15
72% of PEI services were claimed to PEI Child, 20% to PEI TAY, 5% to PEI Adult, 2% to PEI Older Adult, and 1% to PEI Special Programs, and 1% to PEI Training Funds.

UNIQUE CLIENT COUNT BY IS PLAN AND GENDER
The majority of PEI services were provided to the Child age group with 19,412 male, 15,780 female and 11 unknown/not reported. The second largest age group was TAY with 5,271 male, 5,334 female and 5 unknown/not reported.

AVERAGE COST PER CLIENT
To date, 56,074 clients were served in Los Angeles County through PEI funding for the FY 2014-15, with the average cost per client at $3,582.
TAY clients had the highest average cost per client at $4,325, followed immediately by Child clients at $4,168.
UNIQUE CLIENT COUNT BY PEI PLAN AND ETHNICITY
As of March 31, 2016, Hispanic/Latino had the highest client count in each age group. Overall, 65% of the PEI clients were Hispanic/Latino, 16% African/African American, 10% White, 2% Asian/Pacific Islander, 5% Other/Unknown/Unreported, and <1% American Native. The Asian/Pacific Islander ethnic group is comprised of 16 different ethnic populations, each of which made up less than one percent of the total population served with PEI Programs.
LANGUAGE
English was the primary language spoken among those served through PEI programs and services for a total of 40,486, followed by Spanish at 13,498.
COUNTYWIDE – PEI PRACTICE STATISTICS AND CLAIMS FOR FY 2014-15 (PAGE 4-5)
For FY 2014-15, the three largest PEI Practices having the highest total number of clients served are MAP with 17,350 clients, TF-CBT with 8,227 clients and Seeking Safety with 7,608.
For FY 2014-15, there is a concern in the comparison between Core and Non-Core services for MP wherein the 69% Non-Core percentage and PATHS wherein the 75% Non-Core percentage, which is higher than the allowable maximum of 49%.
For FY 2014-15, the top three PEI Practices with the highest total claim amount are MAP, TF-CBT and Seeking Safety. To-date, claims are at 33% for MAP, TF-CBT at 15% and Seeking Safety at 14%.
For FY 2014-15, the PEI Practices with the highest Average Cost per Client include MDFT at $6,408, followed by DTQI at $5,968, and MST at $5,706.
For FY 2014-15, the PEI Practices with the lowest Average Cost per Client include Group CBT at $849, followed by CORS at $1,058, and MP at $1,123.
Top DIAGNOSES AT ADMISSION (PAGE 6-7)
Of the top diagnoses at admission, Depressive Disorder NOS is the only common diagnosis in all age groups until FY 14-15.
Countywide as of March 31, 2016, Depressive Disorder NOS is the top diagnosis at admission from FY 2010-11 to FY 2013-14. In FY 2014-15 and FY 2015-16, Disruptive Behavior Disorder NOS is the top diagnosis. The hierarchy of the top diagnosis at admission is composed of Hispanic/Latino every fiscal year.
REPORTS BY EBP – FY 2015-16: ART (PAGE 8-9)
ART had a total of $880,416 claims with 76% Core services and 24% Non-Core services. ART providers have served 403 clients with an Average Cost per Client of $2,185, with the most common diagnosis at admission being Oppositional Defiant Disorder. ART client demographic information shows that 69% of

AF-CBT had a total of $1,013,984 claims with 75% Core services and 25% Non-Core services. AF-CBT providers have served 256 clients with an Average Cost per Client of $3,961, with the most common diagnosis at admission being AD/HD, Combined Type or Hyperactive Impulse Type. AF-CBT client demographic information shows that 86% of clients served are Children between the ages of 6 and 15, 56% of clients are male, 82% are Hispanic/Latino and majority identified English as a primary language.
BSFT (PAGE 12-13)
BSFT had a total of $149,565 claims with 97% Core services and 3% Non-Core services. BSFT providers have served 45 clients with an Average Cost per Client of $3,817, with the most common diagnosis at admission being Disruptive Behavior Disorder NOS. BSFT client demographic information shows that 79% of clients served are Children between the ages of 6 and 15, 56% of clients are female, 71% are Hispanic/Latino and majority identified English as a primary language.
