The current ordinance allows residents to address only agenda items during the 9 p.m. public portion, though for more than 30 years the council has allowed comments of all sorts to take place during that time. Rumana, however, feels that allowing residents to speak only on agenda items during the 9 p.m. portion should be enforced. He urged opening the meeting up for additional public comments after the regular business meeting. “This would not be at the end of the meeting, necessarily,” Rumana said “Just at the end of the business portion. We’re not against free speech here, we’re just trying to better manage our time during the meeting.” Several council members agreed amending the public portion would have merits. “In effect, members of the public would get two chances to speak,” Coun- cilman Michael Krause noted. “We' never curtailed free speech in the past,” said Councilman Gary Webb.“But sometimes it is a disservice to the community to carry these meet- ings late into the night.” “Making a $ million decision at midnight is not responsible,” Rumana said. The first floor will house a 20-station chronic dialysis “eenter and the second will b used to better accommodate some of the services currently operating with limited space. The 10,000 square foot area of the lower level will at first ca- pacitate eight outpatient dialysis stations, then increase to 12 with 20 the maximum, according to Mark Rappaport, senior vice president and CEO at Chilton. “The trend in health care is leaning toward outpatient ser- vices,” said Rappaport. “We' just seeking to better serve the community, and at the same time gain more room to spread out hospital services.”” Rappaport said that the nearest outpatient chronic dialysis center is in Paterson. He also noted that there is a 50-50 chance that the first level of the new addition will be used for a dialysis center, but said he re- alizes that if any changes are made of how the space will be used the situation must be brought to the Planning Board’s new addition will be the OB clinic, mamography testing center and other administrative functions such as personnel. This is contingent upon increased parking spots and re-striping of spaces currently in existence. Experts have stated that there is a sufficient.amount of parking to occupy the first floor of the proposed structure, but approx- imately 37 additional spaces will be required to utilize the second floor. There will be an increase of 119 parking spaces all together, providing extra spaces for gen- eral hospital visitor use. Both the existing parking lot and the newly proposed parking lot renovations lie within a flood plain, making the extra spaces a positive addition. Hospital staff members usually park in the back lot, but are not required to at this time. Rappaport said to better accom- modate hospital visitors it will be enforced by word of mouth that they continue to do so. Juba and more than a dozen of his friends showed up at a Borough Council meeting on June 22 to show their support for the completion of the rink. Juba addressed the mayor and council, saying there is little for kids to do in town. H told the council that he and his friends enjoy roller hockey, but there was nowhere to play. “Kids in the 12 to 16 age group need things to do in town to stay out of trouble, and the street surface causes wear and tear on our skates, its just not smooth enough,” Juba said. Councilwoman Ruth Theodora stated that to the best of her knowledge, she believes the rink is very close to completion. “The fence should b put in any day, and as soon as its in, the rink will be ready to go,” she said. A concerned looking Juba was skeptical. “I’m glad to hear that the rink is nearing completion, but we heard the same thing last year, and nothings been done,” Jub said. Mayor Matthew Capano men- tioned that the parking lot at Memorial School has been re striped for rollerblade use, so this could be a place to go in the meantime, while the smoother rink is being finalized. Councilman Gary Coletti ad- mitted that it actually turned out for the best that the rink was not completed prior to the past win- ter. “Those weather conditions would have destroyed the sur- face completely causing severe cracking,” Coletti said. Fire prevention, safetyis taught to students
WAYNE — Third graders at
Lafayette Elementary School re-
cently experienced firsthand the
importances of fire preventionand safety.
Students visited the St.
Barnabas Hospital’s “Fire SafetyHouse” and its educator, Warren
Kirby Jr., who spent the dayteaching, demonstrating and
showing students what to do in
case of smoke or fire in their
home.
The house is a two-story, 28-
foot mobile classroom with simu-
lated living areas, including a
kitchen, living room, bathroom
and bedroom. The students re-
ceived hands-on training in
preventing burn injuries and es-
caping fro fires.
Students identified fire haz-
ards and fire safety factors and
practiced survival techniques.Each student would return home
to identify with their families a
meeting place to gather to escape
from
a
fire and hav the ability to
call 911 from a neighbor’s home.
The students learned a greatdeal as they practiced emerg-
ency escape procedures when a
bedroom was filled with non-
toxic smoke to simulate fire con-
ditions.

killed and another was clingingto life Friday after a policechase beginning in ElmwoodPark ended with a crash near
the township’s Route 46/80/23interchange.
State police began to chasethe 1993 Honda motorcycle fora speedin violation on Route 80in Elmwood Park shortly after 3
p.m., Wednesday, June 22.The motorcycle, driven by
24-year-old Emanuel Diakos ofLittle Ferry, apparentlycrashed on the Route 80 off-
ramp in Wayne. Diakos, whowas thrown to the pavement of
the Route 23 South ramp, was
pronounced dead at the scene.

Worship site ordinance seems secure

WAYNE — After more than a
year of discussion and debate the
Township Council seems ready to
give final approval to an ordi-
nance which sets guidelines for
the establishment of houses of
worship in the township.The council reviewed the
proposed ordinance Wednesdaynight and seemed pleased with
the explanations they got from
Township Attorney John
Fiorello.“This will pass constitutional
muster,” Fiorello said when
asked if the ordinance would
stand up in court. “In no way doesthis ordinance prohibit peoplefrom coming together in a
private home to sing, pray or
worship. That’s the saving grace

in regard to the constitutionallyof this ordinance.”
Areligious group threatened to
sue the township last year if such
an ordinance were adopted. The
Ahavas Torah Temple was look-
ing to build a house of worship in
a residential zone on Ratzer
Road.
The property has since been
sold to a third party, but debate
over the issue became heated
during some public meetings,with representatives of the Tem-
ple implying the ordinance was’
anti-Semetic and local residents
demanding an equal voice in
community development.The proposed ordinance de-
fines houses of worship on a
sliding scale according to lot size.
The original ordinance requiredhouses of worship be built on at
least 3.5 acres of land, effectively
banning them from residential
areas. The ordinance discussed
by the council Wednesday re-
quires a minimum lot size of 1.5
acres.
“Most of the houses of worshipin the township are built on an
acre and half,” Fiorello said. “If
you want a large building, you&#need a larger piec of land.
“What this does is prevent a
house from turning into a
church,” he said. “You can gatherthere to worship, but it must
remain a primary residence.”When the ordinance was firstintroduced last August it stirred
controversy among residents
and religious leaders wh felt thecouncil was attempting to ban
religious houses of worship fromresidential zones. Many resi-
dents supported the ordinance,believing it offered property

“We are in the perception busi-ness,” Russo said. “And this
might give the perception that we
are censoring the public. Whydon’t we just amend the current
ordinance so people are allowedto address whatever issues theywant during the public portion?”
But Russo’s suggestion got no
support from the council mem-
bers eager to streamline theirbusiness meetings. Councilman
Joseph DiDonato suggested that
special interest groups attemptto monopolize the public portionin order to drag out the council
meetings.“There are certain groups in
this town who are spiteful,spiteful, spiteful,” DiDonato
said.
Resident Art Smith, who oftenspeaks at council meetings, be-lieves the council should leave
the public portion a is.“Under this amendment, no-
body will know what time the
public portion will occur,” Smithsaid. “Plus, all the council mem-
bers will have gone hom by the
time the public gets to speak.They should just leave thisalone.”

up any of their own plans,”The fifth annual Kinnelon
Fourth of July celebrations willkick off at dusk, or approximate-

The highlight of the eveningwill be a fireworks displaychoreographed by the Bay Fire-works Compan of Syosset, N.Y.

mind, Wayne Lincoln MercuryA’s coach Russ Purdue thoughthis club might suffer a letdown in
Thursday’s Met League game
against Glen Rock.
The A’s tallied a huge victoryover the toug Clifton Phillies the
previous night, and Purdue fear-
ed the A’s would not be focused
against the second division
dwelling Giants.
Plus, Purdue was forced into
starting Lou Torres. Torres, who
is usually used in relief situ-
ations, was thrust into a startingrole when Purdue’s top four
starters were either unavailable
or unable to pitch Thursday.Purdue’s fears were realized in
the first four innings, when Glen
Rock built a 3-0 lead behind
starter Scott Brudner. However,the Wayne A’s came alive in the
fifth, as Lincoln Mercury ex-
ploded for six runs, propellingthem to a 6-3 victory over the
Giants,“Before (the fifth inning rally)
we were not playing to our poten-tial,” said Purdue.“After the win
against Clifton we lost our focus,and you can’t do that in the Met
League. You be behind three or
four runs before you kno it.”
Wayne (11-6) sent 10 men to the
plate in the fifth. Ray Valente ledoff with a single, but was caughtstealing shortly after. Brian
Kelly followed with a walk, stolesecond, and scored on
a
triple byBrian Schroeder. Ed Mitchell
drove home Schroeder with an
opposite field single, closing the
Glen Rock lead to 3-2.
After Jason Friedman’s singleput runners on first and third,Tom Kwiatkowski put the A’s in
the lead for good with a two-run
triple to make it a 4-3 game.Catcher Bill Jannucci’s infield
hit plated Kwiatkowski, and Jan-
nucci stole second and advancedto third on a balk b a rattled

ripped an RBI double down the
left field line, giving the A’s a
three-run lead.
“We were hitting Brudner
pretty hard all game,” saidSchroeder afterwards. But Glen
Rock made good defensive playsagainst us. In the fifth, our hits

Purdue has been pleased withthe club’s offensive production,especially the way the A’s havecombined power and speed
“We have tremendous team
speed,” said Purdue. “Schroeder,Kelly and Mitchell can really run
the bases. But we also have
power, something we haven’t hadin three or four years. We had two

Located in the northern part ofPassaic County, as well as the
southern part of New York’s Or-
ange County, Greenwood Lake is
one of the largest freshwaterbodies to be found in the state
The lake covers more than 1900surface acres, with depths rang-
ing down to SO feet. It hosts a
hug variety of spring and sum-
mer activities, most of which are
available to all who are
interested
With the exception of Brown'
Point Park, the lake’s perimeteris privately held. Access is, how-
ever, available through many of
the commercial establishments
(especially marinas) dotting the
lake’s edgeFishing is probably the fore-
most activity for organizedevents. It is a very popular site
for local and regional bass fish-
ing tournaments, organized bygroups from New Jersey, New
York, and Pennsylvania. Two of
the New Jersey groups organiz-
ing such tournaments are the N.J
BASS Chapter Federation, and
the New Jersey Anglers Sports-men’s Association.
In fact, Greenwood Lake is
considered by some to be the
finest bass fishing water in our
state, especially for numbers of
legal size (12 inches or larger)specimens. This is probably due
to the fact that there is a greatvariety and abundance of bass-
attracting structure and habitat,
including docks, weed beds, rock
piles and more.
As for most lakes of this sizeand type, most anglers target theweed beds and other relativelyshallow areas with surface or
fast-moving lures in early morn-
ing and evening. As the heat ofthe day increases and the sun
ascends, they tend to downsizeand slow down their baits, offer-ing them in deeper-water struc-
tures or around boat docks. Both
largemouth and smallmouth basslive in the lake.

Furino pleadsguilty to theft
of LL funds

BLOOMINGDALE — Paul
Furino, a 57-year-old boroughpolice force veteran of 25
years could face five yearsyinprison after pleading guilty to
taking almost $29,000 from the
Tri-Boro Little Leaguetreasury.
In Superior Court ;;in
Paterson Thursday, Furino
pled guilty to one count: of
third degree theft by decep-tion. Furino, who was president of the Bloomingdale Lit-
tle League for nine years,could face five years in prisonwhen h is sentenced Oct. 20
by Criminal AssignmentJudge Sidney Reiss.
However, Furino may ‘getoff with five years probationfor pleading guilty to the
crime. As part of a plea agree-ment, Furino would have to
resign from the police depart-ment and repay the $29,000that he took in order_to getprobation and no jail time. He
has already resigned fromthe
force, as his last day will be
July 1.

maintenance in 1993 had some
Little League organizers ques-
tioning the expense. Accord-
ing to records, money was@lso
spent for anew tractor, but the
tractor had never been
purchased. ,
Around May 12, Margeetessaid that Fredericks met With
him, and found that there were
enough questions surroundingthe expenses to look into the
matter further. It was later
found that Furino had kept the
money for his own .yse.
Margeotes said that Freder-
icks was in no way involvedinFurino’s crime.
Margeotes said as far ashe
could tell, Furino began takingLittle League funds in Jan.
1990 and continued until Aprilof 1994. In 1991, he took ap-
proximately $4,000, he téok
$7,300 in ‘92, $8,400 in ‘93 and
$9,100 so far this year. Furino
is believed to have taken the
money to pay off personaldebts, Margeotes said.

cognition at the United States
Gymnastics Federation Level 8
State championships held in
Cherry Hill May 14 and 15.
Twenty-one gymnastic clubs
were represented by 140 gym-nasts from areas all over the

Marla Ranieri (35.5) of Kin-
nelon led the ENA team to re-
cognition. Ranieri dominated the
scores for the 11-year-old com-
petitive division, achieving first-place on bars, second-place on
beam and vault, and seventh-
place on floor.
Completing the competitionwith the highest all-around score
for the 11-year-old division, she
was honored with the first-placeall-around medal.

traction is the muskellunge.Often considered the most dif-ficult and moody of North Ameri-
ca’s large, freshwater game fishto catch, these sharp-toothedbandits have been stocked in
Greenwood, and recently suchfish have been caugh as large as
39 inches long.Other fish typically sought are
pickerel, perch, catfish, and sun-
fish. Pickerel are typically foundin or near weeds, and can nor-
mally be caught with bas lures.The other fish varieties may bewell distributed, and can usually
be enticed with garden worms or
night crawlers
Incidentally, don’t think thatthe New York half of the lake isoff limits to you. Either a New
Jersey or New York fishinglicense is legal anywhere on thelake.

real estate is built and sold.
The Byelorussian builders toured two
homesites: The Mews at Allwood, a 128unit
Clifton townhouse project built by Atlanta-based Beazer Homes which is nearly com-
pleted and sold out, and Preakness Estates in
Wayne, constructed by builder Gary Kramerof Kramer Family Builders, Clifton. The visit
was coordinated by Sue Ramsey, District
Manager, Coldwell Banker Schlott Realtors,New Homes Division.
“The purpose of this visit was to show a
new breed of entrepreneurs how the real
estate industry adapts to the demands of a
free-market economy,” said Ramsey. “Webelieve when the Byelorussians return home,
they may b able to apply new ideas about
building and selling houses. We have also
opened the doors to the possibility of workingtogether.”

Clifton and Wayne homesites, the

struction, costs, wages, and the amount oftime it took to build both projects.
The Byelorussians were led by Leonid
Plechko, who is responsible for the speci-fying and receipt of government approval forall construction in the City of Minsk, Belarus.
According to Plechko, the two new home
projects made an impact in several ways.
“They are able to design, build and marketin less than two years, and the project is
virtually sold-out in 15 months,” he said.“The degree of organization and efficiency isimpressive.” The Byelorussians made sev-
