The Councillors and staff of Lithgow City Council would like to wish all a
Merry Christmas and a safe and happy New year. Council will be closed
over Christmas/New Year from Close of Business Friday 21 December
2018 and reopen on Monday 7 January 2019. During this time essential

Council will be closed over Christmas/New Year from Close of Business Friday 21 December 2018 and
reopen on Monday 7 January 2018 at 8.15am.
On Friday 21 December, the Council Customer Service Centre will:

The Proposed Special Rate Variation – Has Council considered the
community’s capacity to pay? 7 Dec 2018
At its meeting on 26 November, Lithgow City
Council resolved to notify IPART of its intention to
apply for a permanent increase, above the
normal rate peg, in our general rate income to
commence in 2019/20 This process is called a
Special Rate Variation (SRV) application.
The total SRV proposal for 2019/20 is 11.7%.
This includes retaining the current SRV of 4.77%
plus an SRV of 4.23% plus the 2.7% rate peg set
by IPART for 2019/20. The 9% (4.77% plus
4.23%) would be a one off increase applied
permanently to the general rate from 2019/20.
The SRV would be applied annually as set by
IPART.

Council has developed its Draft Works Program
for Transport, Buildings and Stormwater
Drainage so that the community can make an
informed decision with regard to the proposed
special rate variation.
Download a copy of the proposed Transport,
Stormwater Drainage and Buildings Program for
2019/20 from www.haveyoursay.lithgow.com or
call into the Council Administration Centre or the
Libraries to pick up a copy. The draft works
program is subject to the consideration and
approval of Council as part of the 2019/20
Operational Plan.

Proposed Special Rate Variation – Telephone Survey Results
Council would like to thank everyone who has taken the time to respond to the telephone survey and to
contact Council with either a submission for/against the SRV or questions.
Council has received the results of the telephone survey undertaken by Micromex Consulting from 10 -12
December. 401 respondents were selected by means of a computer based random selection process
using the electronic White Pages and SamplePages. 86% of respondents were ratepayers with 14%
being non ratepayers. The survey sampling was representative of the entire local government area across
all planning precincts with 56% from Lithgow, 13% from Portland, 13% from Wallerawang, 9% from Rural
North and 9% from Rural South.
Key findings from the telephone survey showed:
Prior to contact 62% of residents were already aware of the proposed SRV – 57% become aware
via the Council mailout
58% of residents were at least somewhat supportive of Option 2 (Maintain the Current SRV +
Rate Peg + One-off (permanent) 4.23% SRV) compared to 52% who were at least somewhat
supportive of Option 1 (Current SRV Expires + Rate Peg)
Residents were split with regards to their preferred option, with 50% selecting Option 1 (Current
SRV Expires + Rate Peg) and 50% selecting Option 2 (Maintain the Current SRV + Rate Peg +
One-off (permanent) 4.23% SRV) as their first preference
Primary reasons residents selected Option 1 included: ‘Council are ineffective/I do not trust they
will spend any extra money effectively’ (19%), ‘I cannot afford a rate increase/I am a pensioner’
(12%) and Option 1 ‘is the most affordable option’ (8%)
Primary reasons for selecting Option 2 included: ‘I am supportive of
services/facilities/infrastructure being kept up to standard/improved’ (29%), ‘we cannot afford to
have services/facilities/ infrastructure further deteriorate’ (7%) and ‘it is evident the City needs
additional funding’ (5%)
As we go through this process we are endeavoring to ensure that we respond to your concerns. A number
of matters have been continually arising and a fact sheet has been developed in response along with a
copy of the Telephone Survey Report by Micromex consulting is now available
onwww.haveyoursay.lithgow.com .

important matter by:

PUBLIC EXHIBITION OF PROPOSED LICENCE TO ANGLICAN
PARISH OF LITHGOW
At its meeting on 26 November 2018 Council resolved to exhibit its intention to enter into a licence with the
Anglican Parish of Lithgow for the use of part of the Wallerawang Memorial Hall situate at Commens
Street, Wallerawang and comprised in part of Lot 1 Deposited Plan 15683.
The licence will be publicly exhibited until Monday 4 February 2019, allowing for submissions in
accordance with section 47 of the Local Government Act, 1993.
The draft licence is available on Council’s website at www.lithgow.nsw.gov.au from 24 December 2018,
and at the Council Administration Building from 7 January 2019.
Written submissions marked "Submission - draft licence to Anglican Parish of Lithgow" must be received
by Council no later than 4pm on Monday 4 February 2019.

Notice of public exhibition and public hearing regarding an
amendment to Council’s 2013 Generic Plan of Management
At the Ordinary Meeting of Council held on 26 November 2018, Council resolved to place on public
exhibition the proposed amendment to Council’s 2013 Generic Plan of Management.
Council’s 2013 Generic Plan of Management outlines the values and features of Council’s “community”
land assets, and clarifies how Council intends to manage, use or develop the land in the future. The
purpose of the Plan of Management is to:
Contribute to the City’s broader strategic goals and functions
Ensure compliance with the Local Government Act 1993; and
Provide clarity in the future development, use and management of community land.
Council proposes to amend the 2013 Generic Plan of Management by inserting the community asset
known as Wallerawang Memorial Hall and the adjoining land (comprising Lots 1 to 5 in Deposited Plan
15683 and situate at Commens Street, Wallerawang.
Council invites public submissions on the amended Plan of Management, which is on public exhibition
from Friday 24 December 2018 until Friday 8 February 2018, and is available for public viewing at:
Council’s website www.lithgow.nsw.gov.au

Should any person or group wish to make a submission on the amended Plan of Management, it should

A public hearing into the categorisation of Lots 1 to 5 in Deposited Plan 15683 as General Community Use
is to be conducted in the Council Chambers, 180 Mort St Lithgow, on Wednesday 6 February 2019 from
10.30am – 11:30am. Members of the public wishing to make a submission to the public hearing should
register their interest prior to the commencement of the hearing by contacting

Unsealed Road Renewal
Lithgow City Council invites submissions from suitably qualified and experienced Tenderers to undertake
gravel re-sheeting to four rural roads within the Lithgow Local Government Area.
Documentation containing further information in relation to this Tender can be obtained free of charge

Tender documents will be available from Tuesday 11th
December 2018. Submissions will be
received up until 10:00am, Tuesday 15th
January 2019.

We invite local artists to submit an application to hold an exhibition at Lithgow Library for one month during
2019. The Library has a gallery hanging system for artworks and we also invite displays to be housed in

Council would like to ensure that drought affected farmers are
aware that they can apply for rate relief under Council’s Hardship
Policy.
Farmers affected by the current drought can apply for assistance available to ratepayers as set out in
Council’s Hardship Policy. The Hardship Policy permits Council to enter into payment agreements with
ratepayers who cannot meet their normal installment payments. Accrued interest on rates and charges
may also be written off in cases of hardship.
Drought affected farmers may apply for hardship relief on Council’s Rates and Charges Hardship
Application Form.
Council’s Hardship Policy (Policy 8.6) and the Hardship Application Form are available on

Cullen Bullen Sewerage Scheme Progress Lithgow City Council has received the Concept
Design Technical Report for the Cullen Bullen
Sewerage Scheme. The concept design process
is undertaken to provide a preliminary layout for
infrastructure and ensure the scheme will have
as little impact to residents and property whilst
being able to serve the desired purpose.

Information Session on the 15th of January 2019
at the Cullen Bullen Progress Association

Council’s 2013 Generic Plan of Management outlines the values and features of Council’s “community”
land assets, and clarifies how Council intends to manage, use or develop the land in the future. The

A public hearing into the categorisation of Lots 1 to 5 in Deposited Plan 15683 as General Community Use
is to be conducted in the Council Chambers, 180 Mort St Lithgow, on Wednesday 6 February 2019 from
10.30am – 11:30am. Members of the public wishing to make a submission to the public hearing should
register their interest prior to the commencement of the hearing by contacting
TENDER Unsealed Road Renewal Lithgow City Council invites submissions from suitably qualified and experienced Tenderers to undertake
gravel re-sheeting to four rural roads within the Lithgow Local Government Area.

At its meeting on 26 November, Lithgow City
Council resolved to notify IPART of its intention to
apply for a permanent increase, above the
normal rate peg, in our general rate income to
commence in 2019/20 This process is called a
Special Rate Variation (SRV) application.
The total SRV proposal for 2019/20 is 11.7%.
This includes retaining the current SRV of 4.77%
plus an SRV of 4.23% plus the 2.7% rate peg set
by IPART for 2019/20. The 9% (4.77% plus
4.23%) would be a one off increase applied
permanently to the general rate from 2019/20.
The SRV would be applied annually as set by
IPART.

Council has developed its Draft Works Program
for Transport, Buildings and Stormwater
Drainage so that the community can make an
informed decision with regard to the proposed
special rate variation.

Cullen Bullen Sewerage Scheme Progress Lithgow City Council has received the Concept
Design Technical Report for the Cullen Bullen
Sewerage Scheme. The concept design process
is undertaken to provide a preliminary layout for
infrastructure and ensure the scheme will have
as little impact to residents and property whilst
being able to serve the desired purpose.

PUBLIC EXHIBITION OF PROPOSED LICENCE TO ANGLICAN
PARISH OF LITHGOW At its meeting on 26 November 2018 Council resolved to exhibit its intention to enter into a licence with the
Anglican Parish of Lithgow for the use of part of the Wallerawang Memorial Hall situate at Commens
Street, Wallerawang and comprised in part of Lot 1 Deposited Plan 15683.
The licence will be publicly exhibited until Monday 4 February 2019, allowing for submissions in
accordance with section 47 of the Local Government Act, 1993.
The draft licence is available on Council’s website at www.lithgow.nsw.gov.au from 24 December 2018,
and at the Council Administration Building from 7 January 2019.
Written submissions marked "Submission - draft licence to Anglican Parish of Lithgow" must be received
by Council no later than 4pm on Monday 4 February 2019.

Our newsletter is designed to keep local businesses updated with information about
current and future business events and initiatives. This newsletter, and those to
follow, will provide information and opportunities for businesses in Lithgow.
In this month’s edition we share some amazing news - we are shooting a suite of
tourism movies to market our amazing destination, and we also have the statistics
and insights from research conducted at Lithgow Halloween 2018. In this month's
issue we also remind main-street businesses there is a fund on offer to assist with
store-front improvement works, and Council is currently seeking feedback on a
proposed special rate variation. And the date has been set for the 2nd meeting of the

DESTINATION MOVIES UNDERWAY
Here’s something everybody knows - everywhere you look in Lithgow there is
something fascinating on offer; from stunning views, to amazing heritage, to inspiring
locations, to creative excellence, to one-of-a-kind events, to tales of yester-year, to
places that are just awe-inspiring to be at.
So the ability to brand our region and then market it far and wide is on-hand, and
place branding and marketing is key for promoting local competitiveness and for
capturing significant mind and market share.
Our number one reason for marketing the Lithgow region is to promote it in a way
that, if done properly, should attract visitors and drive tourism. So - to promote the
region we knew we needed to develop suitable marketing and advertising material.
As such Council has approved and endorsed the development of a suite of movies to
be used to brand and market the Lithgow destination via digital and social media
channels. So 7 movies have been briefed in to Taylor Film (our local movie-maker):

3. Lithgow Halloween
4. The Foundations Portland
5. Ironfest
6. Capertee Valley and Surrounds, and
7. Wolgan Valley and Surrounds
The movies are planned to be completed in February 2019, so watch this space and
await the launch of Lithgow's own destination movies.

2nd MEETING SMALL/HOME BASED BUSINESSES
The Lithgow Home-Based-Business Network (the LHBBN) has been created to
enable connections in the region. At the kick-off meeting in November the call was
made to open the network to small businesses who could benefit from such a
network. As such the LHBBN now has an "S" in it to reflect the change of terms -
Now the Lithgow Small & Home Based Business Network. The network will offer:
1. Regular networking events to provide opportunities to meet others and to hear
successful business people share key insights relevant to running a home-based
business,
2. Speakers and information provision on all the pieces that are important to running
a home-based business, including; business plans, accounting, marketing, working
in the digital age, supply-chain management, etc,
3. Insight of, and referrals to, available business support and growth programs, and,
4. Direct access to Lithgow City Council’s specialist business support Economics
Development, Events and Tourism Division.
The next network meeting is on Wednesday the 12th of December at 5.00pm at the
Lithgow Visitor Information Centre (Great Western Highway). There will be a
presentation by a Business Coach from our Regional Business Enterprise Centre
(Central West BiZHQ).

MAIN ST FACADE RESTORATION PROGRAM
The Main Street facade Restoration program was developed to provide financial
assistance to owners of properties within the Lithgow, Wallerawang and Portland
CBDs, to assist in the restoration of the external facade of premises that will enhance
our town centre precincts.
Support for works in a number of areas are available; repair, maintenance, or
reinstatement of traditional windows, awnings or decoration as well as reinstatement
of colour schemes.
Funds are allocated to successful applicants on a dollar for dollar basis following
completion and inspection of pre-approved works by Council, to a maximum of
$2,500 (note there is a budget allocation and funding is capped every year).
To be considered for such a project a formal application must be submitted to
Council detailing the project, description of the colours or materials to be used,
written quotations from suppliers or licensed trades-person, a time-frame of when the
work will be undertaken and written owners consent if applicable.

PROPOSED SPECIAL RATE VARIATION
At its meeting on 26 November, Lithgow City Council resolved to notify IPART of its
intention to apply for a permanent increase, above the normal rate peg, in our
general rate income to commence in 2019/20 This process is called a Special Rate
Variation (SRV) application.
Council proposes to apply to retain the current SRV of 4.77%. Council also plans to
request an additional one-off SRV of 4.23%. The total SRV application will be for a
9% increase in rates revenue (i.e. the current 4.77% SRV plus a new 4.23% SRV)
plus the 2.7% rate peg (set by IPART for 2019/20) will also be added.

SRV. A rates calculator has been developed and is available on the site so that you
can see what the impact would be on your rates if Council is/isn't successful in
