Before I get started on the mindless drivel that I have in store for you this month I wanted to brag on our organization a bit. I was so very pleased with our Annual Dinner on April 18! The food was magnificent… and you can tell by looking at me that I know my food. The Sponsors were generous, knowledgeable and gracious… and our Keynote Speaker, Dr. Knute Buehler was mucho excellente’! Seriously… I don’t know if that really means anything but it sure sounded like I can speak multiple languages. Nope, the truth is I cannot. We gave away soooo many door prizes that the IRS has contacted me for your personal information so that they may take their cut. Of course, being the Patriot that I am; I released that information promptly. Ok. That’s not true either. We released the details of our Annual Survey and elected new Board Members… Yay for COROA! Never one to rest on past laurels however, I want to encourage you all to continue to throw yourselves fully into our classes and our community. I am excited about the fresh ideas that will surely come from our new Board Members and I know there is much to learn from your active participation and feedback. I would like to offer a very sincere “THANK YOU” to Jamie Chimpky for all of her hard work for the dinner and for our organization! Hooray for COROA!! As you would certainly know if you attended our Annual Dinner, the vacancy rate in Central Oregon is low… very low. As a result of this low vacancy and higher rent prices… you can afford to be a better landlord. As we move into warmer weather (with blue skies in the rental market), you may want to consider upgrading and/or improving your property. This may serve you well in the future when the rental market pendulum swings yet again; as you will have an attractive, well maintained unit. I am personally upgrading my rental property with a helicopter pad, lavish English Tea Garden, and full live-in wait staff. Ok…. That’s totally not true… But I am painting the fascia boards! Well Hello Everybody!

organization a bit. I was so very pleased with our Annual Dinner on
April 18! The food was magnificent… and you can tell by looking at me that I know my

Question: My Section 8 tenant has been living in my house for 3 years. The inspector
just sent me a letter that the home failed inspection because there was mildew on the
ceiling in the bathroom, is that my responsibility or my tenants?
Answer: The tenants under the voucher program are responsible for correcting the
following deficiencies (24 CFR 982.404):
Tenant paid utilities not in service Failure to provide or maintain family-supplied appliances Damage to the unit or premises caused by a household member or guest
beyond normal wear and tear. "Normal wear and tear" is defined as items which could not be charged against the tenants security deposit under state law or court practice.
Typically the landlord or manager will assess the items listed in the "fail" letter and
determine whether or not the fail was caused by tenant damage. The landlord may
ask that Housing Works make a determination of responsibility for the "fail" item.
Should the landlord be deemed responsible and fail to complete the repair within 30
days (unless an extension is received), then Housing Works may abate the Housing
Assistance Payment (HAP) until the repair is complete. Recourse against the tenant is
not allowable under these circumstances. Once the repair is completed the housing
assistance will be reinstated. From the time abatement begins and the repair is
completed the landlord will not be entitled to receive any housing assistance. If the
tenant is responsible for repairing the item and fails to do so, then assistance may be
terminated by Housing Works.
