CORINTH COMMUNITY CONSOLIDATIONDeputy Secretary of State for Local Governments Dede Scozzafava (Capital Confidential August
2011) states, “Change isnʼt easy for anyone, and itʼs especially not easy for municipalities...but thetime has come.” (referring to consolidation) “Hopefully what we will have at the end of the day aremore efficient government entities that will hold the line or decrease property taxes.” The state de-termines the set up and the distribution of funds for the municipal budgets in towns. If there areadditional levels of government, for example villages or hamlets; they can set up their own taxstructure, but those residents still pay into the town budget.Assessments for the Town of Corinth properties are approximately $299M for town residents and$241M for village residents. At the tax rate of $1.54 per $1000 assessed value, village residentspay about 45% of the Townʼs general budget or A fund. According to NYS mandates, this fundmust be used by the Town to pay for approximately forty-eight budget items, which include the Su-pervisor and Board salaries; Town assessor, clerk, attorney, superintendent of highways, engineer, animal control officers; economic development, museum, celebrations; town employee benefits-retirement, social security, disability, unemployment, and life insurance. Many of these same serv-ices are provided to village residents through that level of government at an additional tax rate. Asan example, when we enjoy the fireworks at the beach (celebration budget items from A fund), halfthe cost is paid by the Village and half by the Town; but 45% of the Town expense has alreadybeen paid by village residents. In reality, weʼre paying 75% of the cost. We paid $5K toward the$50K expense of the consolidation study. Again 45% of the Townʼs portion was paid by village res-idents.In these challenging economic times, it is important for all of us to be vigilant and for municipal
budgets to be transparent. Tax dollars must be spent for necessary services without duplication.

SECRETS UNCOVEREDNever let it be said that I would fail to reveal Yvonneʼs latest
caper to my gentle readers. In this particular case, though, I foundout about it quite by happenstance and long after it actually hap-pened. Letʼs just say that she wasnʼt the one to tell me. I wonderwhy.
Let me explain. Daughter Yvette asked me why I havenʼt beenwriting any articles for the Pennysaver/News. I told her, “Yourmother has been behaving quite well lately so I havenʼt had any-thing newsworthy that I havenʼt already written about.” Yvettesaid, “Thatʼs not quite true, Dad, didnʼt she tell you about her lat-est fracas?” “No, I donʼt think so. What has she done now? Notshop-lifting at Walmart again, was she?” “No, Dad, nothing likethat.” She proceeded to recount this remarkable story to my as-tonished ears.
It seems that the two of them got their heads together and de-cided to take a shopping trip down to The Christmas Tree Shopin Albany. They shopped, had a nice lunch and an enjoyable dayup to that point. They started back towards home again, full ofthemselves and happy to have gotten away from the hum-drumfor a few hours.
They came off Ballard road at the traffic light and started up to-ward Wilton Mountain when my redoubtable wife decided the carahead of her was going too slow and she didnʼt want to have tofollow it up the mountain. So she, anxious to get home, revved itup and zoomed by. Yvette gulped a couple of times, but said toherself, “Oh well, thatʼs Mom.” As if that wasnʼt enough, the nextcar was going too slow too, so she zoomed by him, as Yvette putit, with a bit of excessive speed. So now she was clear to go upthe mountain with no hindrances. But to their horror a police carpulled out of a side road with lights on and sirens blasting. Momsays, “He must be after somebody else; I didnʼt do anythingwrong and my car is legal.” So she slowed down to let him passand kept going. But he didnʼt pass and by this time sheʼs headingup the mountain with him tight on her bumper. He had turned thelights and siren off by then so she kept going. When she got tothe top and started across the flat stretch, he turned on the lightsand siren screaming full blast. So when she finally came to a spotshe turned off and parked.
The young trooper came up to her window and before he couldget a word out of his mouth, she lit into him with, “What the heckis all the ruckus about? Do you think Iʼm trying to run away fromyou?” He said, “Well, you wouldnʼt stop.” She said,” I wasnʼt goingto stop in the middle of the mountain. I waited until there was asafe place to pull over.” He said, “There were spots back downat the base.” And she said, “But I didnʼt do anything so I didnʼtthink you were after me.” Then he took her license and registra-tion to check and asked her if she knew what the speed limit wasthrough that area and in a much subdued voice she told him no.He told her it was 40 and she was doing 60. Then he admonishedher to slow down through there and let us go.
After they had gotten on their way again, Yvette told me thather Mother said, “That poor guy; it must have felt like he was ar-resting his grandmother.”
She is getting pretty cagey, hiding these tidbits from me, GentleReader. Again, I wonder why?
Your friend,Russ Melville
