ConservationAgreementPrivatePartnershipPlatformCallforproposalsforsite-basedinitiatives
1. Programoverview
TheConservationAgreementPrivatePartnershipPlatform(CAPPP)isafive-yearinitiative(2014–2019)financedbytheGEF’sEarthFundthroughtheUnitedNationsEnvironmentProgramme(UNEP)asImplementingAgency,andexecutedbytheConservationStewardsProgram(CSP)atConservationInternational(CI).ThepurposeofGEFEarthFundplatformsistocatalyzeprivatesectorparticipationinbiodiversityconservationandecosystemservicemaintenance.Todoso,theCAPPPwillfundtheuseofconservationagreementstoestablisheffectivepartnershipsbetweenprivatesectoractorsandlocalcommunitiesorresourceuserswhoexplicitlyagreetoachievebiodiversityconservation,reduceland/seadegradation,supportclimateregulationefforts,andpromotesustainablenaturalresourcemanagement.TheCAPPPwillsupportsite-basedinitiativesthatengagetheprivatesectorinoneormoreofthethreefollowingways:
i. Shapeproduct-sourcingrelationshipsbetweenprivatesectorcompaniesandcommunities(forexample,betweencoffee-farmingcommunitiesandinternationalcoffeecompanies);
ii. Developconservationpartnershipsthatsupportcompliancewithcorporatesocialandenvironmentalresponsibilitycommitments(forexamplewhenaminingcompanyinvestsinabiodiversityoffsetbysupportingcommunity-basedconservation);and,
iii. Buildcapacityofsmall-andmedium-sizedenterprisestopromotecommunityparticipationinproduct/servicesupplychainsthatbenefitconservationandeconomicdevelopment(forexamplebyinvestinginacommunity-basedecotourismventure).
TheCAPPPgoalistoprotectatleast1millionhectaresofhighbiodiversityareas,bysupportingconservationagreementswithatleast30communitiesaroundtheworldandengagingatleast15privatesectorpartners.Aprincipalmetricofprivatesectorengagementwillbeco-financinggeneratedthroughoneofthethreeformsofengagementdescribedabove.
2. Granteeeligibilitycriteria
Eligiblegranteeswillincludelocal,nationalandinternationalNGOsinterestedinusingconservationagreementstocatalyzeprivatesectorparticipationincommunity-basedconservation.Theseorganizationswillimplementconservationagreementswithlocalcommunitiesandlandownerswhocansecuretheconservationofhighbiodiversityareasorareasprovidingecosystemservices.
SuccessfulapplicationswillincludeclearandcompellingjustificationforhowconservationagreementswillsupportinstitutionalstrategyandhelpensuresustainabilityofresultsbeyondthePlatform’simplementationperiod.
Eligiblepartnersmusthaveasoundandtestedfinancialandadministrativesystemthatwillbeassessedthroughtheapplicationprocess.InaccordancewithCIprocedures,applicantsmustdescribeindetailtheirexistingadministrativeandfinancialstructuresandhowthesestructureswillsupporteffectiveandefficientimplementation.

3. Funding
CAPPPgrantswillbeforupto3yearsandupto$250,000(largergrantsmaybeconsideredbutwillbesubjecttoadditionalreviewandapproval).Fundingwillsupportconservationagreementscurrentlyunderimplementationthathavedevelopedoraredevelopingarelationshipwiththeprivatesector.TheimplementationprocessoftheconservationagreementsshouldfollowthestepsandtherequirementsdescribedintheConservationAgreementFieldGuideforImplementers(availableatwww.conservation.org/csp).
4. Applicationprocess
ToapplyforaCAPPPgrantforasite-basedinitiative,NGOsmustsubmitthefollowingdocuments:
• CAPPPProjectproposal(annex1),reflectingmodeldescribedinConservationAgreementFieldGuideforImplementers
• Detailedbudget(annex2)andaccompanyingbudgetnarrative• Workplan(annex3)• Updatedfeasibilityassessment(areviewofmostrecentfeasibilityassessmentdocumenttoupdate
withrespecttochangesthatmayhavetakenplaceandrevisitconclusions)• Updatedlong-termfundingplan(toberequestedifproposalispre-selected)• Updatedlong-termmanagementplan(toberequestedifproposalispre-selected)• UpdatedinformationforCSPdatabase(annex4,toberequestedifproposalispre-selected)• Letterofsupportfromcommunitiesinvolvedintheconservationagreements,orotherformof

5. Projectselectioncriteria

6. Selectionprocess
TheproposalwillbereviewedbytheCSPteam,whowillsendcommentswithin14daysafterreceivingtheproposal.BasedonthecommentsthegranteewillsendarevisedproposaltobeassessedbyCSPusingtheCAPPPcriteria.Insomecases,additionalevaluationsmayberequired.Iftheproposalisdeclined,CSPteamwillnotifytheapplicant,explainingtherationale.Ifitisapproved,CSPwillaskthegranteetocompletethefinancialquestionnaireforgrantrecipientsandwillpreparethegrantagreement.Preparationofthegrantagreementcanbeexpectedtotakeatleast3weeks.
