Fuel economy is the level of efficiency at which an engine consumes fuel.

The fuel economy of automobiles is affected by various factors:

Engine efficiency

Car weight

Road surface

Fuel used

Automobiles fuel economy is measured:

Miles per Gallon (MPG) in America

Liters per 100 Kilometers (L/100km) in EU

Why Is Fuel Economy An Issue in the South Caucasus?

1. The car fleet is old, fuel inefficient and poorly maintained2. Traffic is rapidly increasing in urban areas3. Transport policy is fragmented, inconsistent and uncoordinated4. Transport is the main contributor to air pollution and global warming in

the region5. At the local level, the greatest cost of air pollution is to human health6. Public awareness of these issues is very low7. Fuel efficiency will have important benefits for energy security and citizens’

expenditures

Facts about transport in Georgia

• Transport is the main contributor to air pollution, transport emissions are increasing every year;

• Since 2000 the car fleet tripled;

• 90 % of the car fleet is older than 10 years;

• Fuel consumption has doubled in the past 10 years;

• Fuel quality does not correspond to international standards;

• Fuel quality is not monitored by the government;

• The technical inspection of passenger cars has been suspended;

• No financial incentives to support the import of new vehicles.

CENN and the Partnership for Road Safety are implementing a project initiated by the GFEI:

‘Initiation of an Auto Fuel Efficiency Programme in Georgia & Development of the Caucasus Fuel Economy Initiative (CFEI)’

The objectives of the initiative are to catalyze the development of national fuel economy plans, targets and policies in the South Caucasus.

Activities

1. Intensive engagements of the GFEI in Georgia as a GFEI sub – regional node and production of a ‘case study’ for the GFEI approach that includes:

Institutional and legal analysis related to fuel economy Vehicle stock baseline development Target setting through national consultation Auto fuel efficiency plan/policy

2. Scaling up of the GFEI approach and lessons learnt in Georgia to the South Caucasus.

Launch of the Project and Release of the PSA

Documentation of Legal & Institutional Context of FE in all 3 countries

• to provide an overview of the existing regulations and policies impacting Fuel Economy in all 3 South Caucasus Countries;

• to identify the key stakeholders and role players in Fuel Economy in the South Caucasus;

• to document existing initiatives and developments in the field of Fuel Economy in the Region;

• To assess key legal and policy lacks.

The Steering Committee (SC) is an advisory panel supervising the implementation of the project and the development of Georgia’s Fuel Economy Action Plan by: Providing recommendations and advice; Facilitating communication of the project’s activities and outcomes with the main stakeholder groups; Ensuring that the interests of all stakeholder groups are reflected in the final Action Plan.

It is composed of 12 representatives from all sectors of society, in particular from:

Governmental structures at the central level; Municipal authorities Civil society organizations International organizations Scientific institutions Businesses

The projections were done in 3 steps:

collection and analysis of Georgia’s car fleet data analysis by the IEA discussion with the SC.

1) Collection of the data concerning light vehicles imported to Georgia in 2008 and 2010 (we are currently processing data for 2011 and 2012):

The following data was received from the Ministry of Internal Affairs:• Brand, Model, Production Year, Engine Volume, Type

This data was processed by experts to find out:• Vehicle fuel type• Fuel efficiency (L/100km)• Vehicle fuel emission (gCO2/100km)
