Dear UAEMers,

It is our pleasure to welcome you to the 2014 Annual UAEM Conference at Duke University! We are

honored to be your hosts once again in the Research Triangle of North Carolina.

Over the next two days, you will meet extremely talented experts and UAEMers on the

front lines of access to medicine issues who will share their unique perspectives and experiences.

Join in the panel discussions and breakout sessions. Become an experienced advocate for UAEM

issues by participating in an advocacy workshop. There is so much energy and enthusiasm at this

conference that will make a positive impact for change in our collective UAEM communities.

Being part of UAEM has shown us time and time again that each one of us can have an impact. The

amazing work of UAEM Chapters around the world serves as a constant reminder of this.

We hope that during your time at Duke you will learn more about access to medicines issues and the

tools we have at our disposal. We encourage you to connect with our speakers and other UAEMers

you meet here this weekend. We want you to leave here inspired as we have been by their dedication

and commitment to addressing health issues that affect millions of people globally.

3 Background 3.1 Core Issues Ten million people die each year from diseases that have available treatments. Tragically, the essential medicines to treat such diseases are lacking throughout much of the world. Nearly a third of humanity does not have regular access to essential medicines, and in the poorest parts of Africa and Asia this figure rises to over 50%. During the fifteen seconds it takes to read this

paragraph, five people have died from preventable causes. Many diseases affecting millions of the worlds poorest remain entirely overlooked. Countless people suffer in developing countries from sleeping sickness, lymphatic filariasis, blinding trachoma, and other “neglected diseases,” because these destitute sick do not constitute a sufficient market opportunity to attract commercial research and development

The health burden facing millions in the developing world is one of the most pressing moral issues of our time, yet also one of the most solvable. In this environment, universities have a critical role to play. Many of our most important medicines, diagnostics, vaccines, and medical devices were invented, discovered, or developed at universities; their accessibility around the world depends critically on how universities manage their intellectual property. As research institutions that exist to serve the public good, universities are natural leaders in the search for new treatments for neglected diseases.

3.1.1 Our Vision Universities and publicly funded research institutions will be part of the solution to the access to medicines crisis by promoting medical innovation in the public interest and ensuring that all people regardless of income have access to essential medicines and other health-related technologies.

3.1.2 Our Mission As a non-profit organization rooted in a global movement of university students, UAEM aims to

1. Promote access to medicines and medical innovations in low- and middle-income countries by changing norms and practices around academic patenting and licensing, supported by our own independent research,

2. Ensure that university medical research meets the needs of people worldwide and

3. Empower students to respond to the access and innovation crisis.

3.1.3 Our Values As committed students from all over the world who passionately believe in social justice and health equity, we find it unacceptable that millions of people do not have access to essential medicines. We are particularly concerned about people in developing countries who are

disproportionately affected by the access to medicines crisis. Universities have a social compact with society and, as educational and research institutions, they have a responsibility to promote and manage the deployment of innovations for the public benefit. In no field are the moral imperatives to do so as clear as they are in medicine. Students are uniquely positioned to push for normative change in their universities and research institutions. We will use the intellectual sophistication, rigor and integrity of our members to fight for increased innovation as well as access to medicines and health-related technologies for all. Our work is guided at all times by principles of non-partisanship, democracy, transparency and respect.

3.2 UAEM at Duke Universities Allied for Essential Medicines has been a presence on Duke’s campus since 2006, with Dr. Anthony So as a faculty advisor. In its early years Duke’s UAEM Chapter was mainly situated in the School of Medicine. Recently, increasing undergraduate interest in UAEM has led to a newly chartered undergraduate UAEM Chapter here at Duke. Our current student membership consists of students pursuing degrees from Global Health and Public Policy to Chemistry and Neuroscience. Past accomplishments of Duke’s UAEM Chapter include teaching a house course on intellectual property and global health that is being taught in its second iteration this semester. Our members have also published op-eds in several campus-wide publications spreading awareness of issues pertaining to research and access to technologies and medicines. Last year, we held the first annual
