ATTENTION HORSEMEN

Beginning Thursday, September 3, Arlington is able to host limited spectators on-site. Despite this, it does not change the “non-essential” designation of an owner as under the Department of Agriculture’s COVID-19 protocols that were approved by the Governor’s office, that dictate no access to the Paddock or Winner’s Circle. However, currently under Arlington’s approved plan for spectators, there are two options for an owner attending the races.

First, owners can choose to purchase tickets along with spectators beginning Tuesday, September 1 at 12pm OR, as a free option, under the spectator plan on a limited basis, up to three owners licensed by the Illinois Racing Board with an ownership interest of a horse participating in a race can register for the RACE & GO option. Separate owner registrations per horse will not be accepted; one owner will register him or herself and up to two others. To take advantage of this option, owners must reserve their viewing spot by registering online.

To gain entry to the facility on race day, owners who have registered online will have their name placed on a facility access list, which will be present at the information booth at the West Marquee entrance admission gate. All attendees should enter through the Euclid Ave. gate and park in Lot B. Owners will need their 2020 owner’s license issues by the Illinois Racing Board. Upon registration, each owner will have access to a designated area solely for owners on the second floor of the grandstand seating. A saddle towel

Page 3

indicating your horse’s post position will mark each owner’s seat.

These special accommodations are conditioned upon each owner complying with and observing the following:

- All owners must make reservations online. - Individuals entering the facility must have in

their possession a valid 2020 owner’s license issued by the Illinois Racing Board.

- Enter from the Euclid Ave. entrance and park in Lot B.

- Enter the West Marquee entrance admission gate and check-in at the information desk immediately inside the entrance.

- Wear a wristband indicating access to the viewing area.

- The viewing area is outdoors on the second floor of the grandstand via an exterior staircase. Each viewing section is marked with a saddle towel. Owners should proceed to the saddle towel of the post position of their horse. The exit is separate from the entrance and located at the end of the last saddle towel. Both the entrance and exits are marked accordingly.

- Seating is available for 15 minutes prior to post until the race is official, after which time, owners should exit the facility.

Cooperation in adhering to these guidelines and procedures is necessary to continue with this RACE & GO viewing program.

State regulations mandate that all Thoroughbreds must be microchipped or tattooed prior to racing; absolutely no microchipping can be completed on the day of the race.

BAN ON HORSE SLAUGHTER

Any owners &/or trainers stabled at ARLINGTON

INTERNATIONAL Racecourse (ARLINGTON) found to have directly or indirectly sold a horse for slaughter will have his or her stalls permanently revoked from ARLINGTON. ARLINGTON requires its horsemen to conduct due diligence on those buying horses and encourages them to support rescue and adoption efforts and to find humane ways of dealing with horses unable to continue racing. All trainers &/or owners will be required to state on all departure slips that "I hereby represent and warrant that no horse is being sent directly or indirectly to slaughter".

CARDING OF RACINGS IN THE CONDITION BOOK

All non-claiming races (with the exception of maiden races) and claiming races posted in the body of the Condition Book with a claiming value of $20,000 or more, having eight or more separate interests will be carded and run.

SUBSTITUTE AND EXTRA RACES

Whenever a posted race is canceled, the Racing Secretary will first use the substitute races as listed in the Condition Book and then use the extra races.

CONDITION ELIGIBILITY PREFERRED (When Races are Over-Allotted)

Condition Eligibility consists of a preference to horses which are eligible for that specific condition (example: a 4XMC is 1st preference; next, 3XMC; etc.). Winners who have raced for a claiming price of less than $18,000 or a Starter Allowance/Starter Handicap under $7,500 shall not be preferred, unless they have thereafter finished 1st, 2nd, 3rd or 4th for $18,000 or above or a Starter Allowance/Starter Handicap for $7,500 or more.

ENTRIES

The Racing Office will open at 8:30a.m. for entries – 847.385.7600. Telephone entries are at the owner’s and/or trainer’s risk; responsibility of lost or misplaced entries will be placed solely on the person making said entry via telephone. Entries will close at 12:30p.m.; no entries will be taken from jockey agents after 12:00p.m.. With any and all disputes, the Stewards shall make the final decision. All Alternate Races will always be on the same surface as the originally-written race in the Condition Book unless specifically noted. The Preference Date System will be used this meet; please refer to pages 18 - 20.

CHANGE OF EQUIPMENT

Per the Stewards, the following procedures will be strictly adhered to: When blinkers or cheek pieces are removed or added and appear on the Program under the “Change of Equipment” caption, and said horse is a late scratch, the blinker or cheek piece change is negated. Consequently, the Change of Equipment must be designated again at time of entry for blinker or cheek piece privileges to be reinstated. If using any type of blinkers the cup must measure a minimum of one (1) inch.

TATTOOING OR MICROCHIP

ATTENTION TRAINERS: Horses must be microchipped or tattooed to be eligible to start. TURF RACE ENTRIES

Entries will be accepted in turf races (excluding 2020 ARLINGTON’S Stakes) for All Weather Track (AWT) Preferred horses (which does not include overnight stakes or overnight handicaps). Trainers must declare the horses AWT-Preferred at time of entry. An AWT-Preferred entry has no preference to draw into a turf race as a starter and will be carded as an Also-Eligible at all times even if the race does not overfill. For program information, the AWT-Preferred horses will be listed as MTO (Main Track Only). In over-filled turf races the Also-Eligible list shall be composed of first AWT-Preferred entries and then turf entries. If the race is removed from the turf, AWT-Preferred Also-Eligibles will have first preference (by their date). If a race remains on the turf AWT-Preferred horses, regardless if the race is overfilled or not, will not be eligible to start. No alteration shall be made in any entry after closing of entries, except that errors may be corrected. Any allowance claimed at time of entry may not be waived after publication of the weights, except with the permission of the Stewards. Owners and trainers, when entering horses in races, are cautioned to check carefully as to the eligibility of horses in their care and allowances claimed in races. Under the universal rules of racing an owner or trainer is responsible for the weight his horse carries. All agents entering horses must have written authorization from the trainer to do so. The Racing Secretary will give horsemen information regarding their horses, but ultimate responsibility regarding horse information rests with the owners and trainers.

Notice to all: Only a Trainer and/or Groom with a horse in the current race for which horses are in the Paddock will be permitted access through the Paddock Horse Path.

Page 13

NAMING OF JOCKEYS

Each horse to be drawn into the main body of a race shall have its jockey named by the time established by the Racing Secretary for the drawing of post positions and prior to the publication of the Overnights. An apprentice allowance may only be claimed before entries have closed and only if the apprentice has been engaged. It shall be the responsibility of the trainer to ensure compliance with this rule. In this regard, upon request, the Racing Secretary’s Office when taking entries shall notify the trainer of the availability of specific jockeys. Should a jockey remain unnamed at the time prescribed herein, such naming shall be made by the Stewards or their designee. No jockey, once named, shall be changed except for good cause by the Stewards. It shall be the responsibility of both jockey and trainer to fulfill their engagements.

Please review the rules of the Date Preference.

HORSEMEN’S BOOKKEEPER

(D) No ponies will be allowed to accompany the horses for workouts. (E) All horses must enter at the Half-Mile Pole on the All Weather Main Track. The Turf Course Shoe Policy will be strictly enforced for racing and morning workouts. Any trainer disregarding this rule during morning workouts may lose turf privileges.

SECTION 1413.140 RIGHT TO DECLARE OUT a) In purse races and overnight handicaps, before the time

stipulated by the regulations of the operator on the day of the race, owner declarations may only be made by permission of the Stewards for reasonable cause or when a note from the veterinarian licensed by the Board establishes a medical reason to excuse the horse from the race. The Also-Eligibles shall have the preference to scratch over regularly carded horses.

b) In purse races and overnight handicaps moved off the turf with more than eight (8) interests, owners shall have the right to declare out to that number before the time stipulated by the regulations of the operator on the day of the race. When more than one (1) owner expresses the desire to declare out, the right to declare out shall be determined by lot. Declarations below eight (8) interests may only be made by permission of the Stewards.

c) Horses may be scratched out of stake races no later than forty-five (45) minutes before post time of the race.

CLAIMING

All claims must be deposited in the Claiming Box at least ten (10) minutes before Post Time or the time fixed for the race to begin and not later. No official of said Association shall give any information as to the filing or claims therein until the race has been run. All claims shall be passed upon by the Stewards, or their designated representatives. When a claim is filed, it is irrevocable and at the risk of the claimant. Determination of the true age and sex of a claimed horse shall be the sole responsibility of the claimant. A horse claimed out of a claiming race is not eligible to race in any state other than Illinois for a period of 45 days from the date of the claim. This Section shall not apply when claimed horses are fulfilling a stakes engagement.

SECTION 510.250 CLAIMING PRICE

a) For a period of twenty (20) days after the claim of a Thoroughbred horse, it shall not start in a race in which the eligibility price is less than 25% more than the price at which it was claimed. For a period of ten (10) days thereafter, a Thoroughbred horse is eligible to run back for the same claiming price or higher.

b) Starter handicap or starter allowance races are not subject to subsection (a).

SECTION 510.260 (WAIVER CLAIMING) OPTION TO DECLARE HORSE INELIGIBLE TO BE CLAIMED

At the time of entry into a claiming race, the owner, or the trainer action under authorization from the owner, may opt to declare a horse ineligible to be claimed provided that:

a) the horse has not been an official starter in a race at any racetrack for a minimum of 120 days since its last race as an official starter;

b) the horse’s last race as an official starter was a claiming race in which the horse was eligible to be claimed;

c) the horse is entered for a claiming price equal to or greater than the claiming price at which it last started as an official starter;

d) failure to declare the horse ineligible at the time of entry may not be remedied; and

e) ineligibility to be claimed shall only apply to the first start as an official starter following each 120-day or longer layoff.

A horse who is running for the Waiver Claiming and wins will have the win considered a Starter Allowance win for future conditions.

PREFERENCE DATE SYSTEM

Preference Dates will not supersede conditions of a race/eligibility. 1. Horses will not be eligible to receive a date until their foal

papers are on file in the Racing Office. No horse will receive a date without a current negative Coggins test, attached to the foal papers.

2. Under the Preference Date System at ARLINGTON, a horse will receive either an Entry Date All Weather Track (AWT) (example: E2D), Entry Date Turf (example: E2T), a Running Date (example: R2D), or a Scratch Date (example: S2D). Preference will be given to the horses with the earliest Dates. An Entry Date takes preference over a Running Date; a Running Date takes preference over a Scratch Date of the same day.

3. Horsemen can establish an Entry Date for their horses by registering their foal papers with the Racing Office in which case the horse will be given an E-Date corresponding to the date the foal papers are turned in, the earliest date being Opening Day (E1). All foal papers received up to Friday, May 1, 2020, will receive an (E1) Date. Foal papers received after that time will receive a date corresponding to the date of racing. If a horse is registered on a non-racing day, the next racing day will be used.

4. A Running Date is established when a horse draws into the body of a race, in which case the horse will receive a date corresponding to the date the race is scheduled to run.

5. Horses that are scratched off the program of a race will receive a Scratch Date for the day they were scheduled to run.

Page 21

6. ARLINGTON’s Preference Dates will consist of two categories: AWT and Turf (T). Preference Dates are good for any type of race or distance with the exception of Stakes and Overnight Stakes (Sweepstakes).

7. Any horse, which is a scheduled starter in a race originally scheduled for the Turf, and such race is removed from the Turf will receive an R-Date (AWT) and also retain his/her previous Turf Date. Any horse scratching from a race taken off of the Turf shall receive an S-Date (AWT) and retain his/her previous Turf Date. If the race remains on the Turf, AWT-Preferred horses will not be eligible to run and will retain their previous date. a. Horses on the Also-Eligible List will draw into the body

of the race with #13 first, #14 second. Also-Eligibles (13 & 14) that scratch from the program page will retain their previous date.

8. All races are Winners Preferred. 9. A horse can only have one Date Preference for each category

(All Weather Track [AWT] | Turf). 10. Not more than one horse owned by the same person shall be

drawn into any overnight race to the exclusion of a single interest. Second choice same owner will not receive a Date unless in the body of the race. Any trainer entering two horses in an overnight race must prefer the horse with the best Date.

11. Horses with established Dates, which re-enter but do not get in, will keep the Date previously established.

12. No horse in the body of a race will be allowed to re-enter for the following day without permission of the Stewards; once permission is granted, such entry will be given no consideration should the race in which it is entered be overfilled.

13. Horses entered and taken out of a race because of insufficient works or not eligible to the race, etc., will use the Date they would have gotten had they raced.

14. All horses placed on the Stewards’, Veterinarian’s, Starter’s, Paddock or Bleeders List will not be permitted to enter until they have been approved to start. Horses placed on these lists will retain their Date.

15. Horses which have established a Date at the current meeting will lose their preference should their foal papers be withdrawn from the Racing Office OR demonstrate intent to race elsewhere and must reestablish a Preference Date at this meeting. Should a horse’s foal papers be withdrawn from the Racing Office for just cause (i.e., tattooing, corrections, change of ownership or clarifications, etc.), the Racing Secretary may determine the status of the Preference Date established.

16. Preference Dates are transferred through change in ownership and changes in trainer only after the proper transfer procedures have been completed through the Stewards’ Office and delivered to the Racing Secretary’s Office.

17. Trainers are responsible for Dates; Preference Dates must be claimed at the time of entry.

18. In all matters of discretion, the Stewards’ ruling is final.
