Students should:

• Master priority concepts and practice standards (not just procedures)

• Master targeted remedial content that allows faster on grade level practice

By the end of cluster, teachers will be able to understand how to implement learning centers that provide an engaging way for students to work independently of the teacher in small groups, pairs, or individually to reinforce and extend classroom learning, resulting in teachers providing time for remediation of skills, as measured by student work.
