A separate toilet each for girls and boys, a playground and a library for every school with sufficient reading material, electrification of the school building and ramp access for disabled students are some of the basic requirements that have been recommended under the act. A different line of thinking, a shift from the stereotype, a deviation from the routine often results in plans that are extraordinary. Greatness lies not in doing different things but in doing things differently. An innovative project „BaLA‟ (Building as Learning Aid) was implemented in all the classroom buildings. „BaLA‟ taps the pedagogy potential of school spaces. It creates an elegant ambiance to school which motivates the child to enroll in and attend the school regularly. Implementation of „BaLA‟ not only helps in making the school inviting and attractive for children, it also helps in retaining them to be constructively engaged during and beyond school hours.

News School Building 2016-17 - Boomattu Colony
School environment is the best place which
offers opportunity for the students not only to learn
but also to work together and to learn the importance
of forging relationships with each other.
On the above account, SSA constantly take
tremendous effort in opening and upgrading schools.
A school opened by SSA in the year 2016-2017 at
Boomattu colony in Thalarpadi village of cheyyar
block has brought a remarkable change in the lives of
many young children.
Unserved Habitation:
In the year 2013-14 the habitation Boomattu colony was identified as unserved.
46 students of that habituation have to walk around 4 km to reach the school at
Pulindhai. The distance they walk is a dried lake and the land is marshy. Access to
schooling was difficult for them in such unfavourable geographical condition.
Contribution of SMC:
A new school has been sanctioned in the year
2016-2017 . Temporarily the school is running in a
community hall at the village. On seeing this, the
village President Mrs. Maniyama donated her 7200
sq.ft land worth Rs. 4 lakhs.
Construction of New School:
SSA has sanctioned 21.500 lakhs for the construction of the new school. The
construction includes 2 classrooms, Kitchen shed, two toilets, over head water tank and
hand wash facility. The people and children of Sagayapuram and Boomattu colony are
really happy and thankful to SSA and their village president who donated the land. The
construction work is under progress.
GHS – Kelapparai
Government High School Kelaparai is situated in Ellappudaiyanpatti panchayat,
Harur block, Dharmapuri district. This middle school has been upgraded to high school
on 17.12.2011. The school faced so many hurdles in its academic journey because of

insufficient classrooms. Infrastructure plays an eminent role in establishing quality
education. This school overcomes the problem with the support of SSA.
Activities of school:
PUPS Kelaparai and GHS Kelaparai accessed the same campus with very few
buildings for their academic and class room transaction with 259 students and 252
students respectively. Inadequate classrooms threaten the learning opportunities, health
and safety of the students. Some of the classes were taught in open classroom under
trees.
SMC Contribution:
SMC of GHS Kelaparai contributed for about Rs. 2,00,000/- to construct an
asbestos roofed building for class room transaction in the academic year 2104-15. Even
though a building constructed with the support of SMC the classrooms for all the
standards are not adequate. So two more class rooms are badly needed for teaching
and learning purpose to the school. For these two classes they have been using
panchayat office and open classroom under tree. These discomforts affected the
academic activities.

consideration SSA has allotted GHS
Kelaparai with 2 classroom at the cost
of Rs.1560000/- . In addition to this
SMC and public from the village
supported to construct one more class
room for instructional purpose.
Provision of these three classrooms has
increased students achievement in
academic activities. It shows that the performance of the students depends on the
school facilities, which inturn determine their future lives. The classroom needs have
been fulfilled by SSA and SMC to ensure the quality teaching learning process.
2. GHS –Athimarathur:
GHS Athimarathur with more than 150 students faced so many difficulties after it
was upgraded. Both primary and high school shared the existing buildings for
instructional purpose. The lack of basic infrastructural facilities like classrooms, toilets,
water facility and play ground has become the major issue of GHS Athimarathur.
SMC Contribution: SMC plays an effective role in the development of GHS
Athimarathur by contributing Rs. 200000/- for infrastructural facilities. With the help of
the contribution and the fund sanctioned by SSA for 4 classrooms, they managed to
construct 5 classrooms for academic and instructional purpose.
An Elysium of erudition - PUPS, Kombaithozhu
SSA scheme has bestowed many schools with vibrant amenities to pacify the
infra-structure needs. Every year, the outcome of need-based analysis directs to trace
the areas to be paid more concentration in civil works. PUPS, Kombaithozhu of
Mayiladumparai block functions as a pioneer school with fully gratified physical facilities.
The school shines as a paradise with recently colour-washed walls, a fascinating
fountain near the threshold of the school, a herbal garden with variety of herbs, a cluster
of blooming and colourful flowers and clean hygienic toilets with whitewash. All these
amenities adorn the school and enable the children to build their future with ebullience
and gusto.
Theni District
The same school is blessed with a well constructed Dias worth Rs.77,000/- and a
functional Hand-washing station for Rs.25,000/- and also a mighty iron gate worth for
Rs.15,000/- . The main reason for the saturated infrastructure with adequate fund
support is the SMC members of the school. PUPS-Kombaithozhu is also adorned by a
fascinating garden with all kinds of Herbs and greens. The highly enriched iron content
food-the greens are not only planted but also served to the children in addition to mid-
day meals. The banana trees in the school premises yield a good harvest and the fruits
strengthen the health of the children as they are served as the snacks.
The fertilizers needed for these herbs, greens and trees are prepared within the
school campus in the form of vermi-composite and the children involve themselves with
great enthusiasm in the preparation of the fertilizers. The water scarcity is not an
obstacle as they use sprinkling and drip irrigation to water the plants.
PUPS Narikattiyur
There are 284 students studying in
PUPS Narikattiyur with only 4classrooms
available in the school. The school struggled to
teach children without classrooms and they
have to teach under the trees before the school
and in the nearby temple. SSA sanctioned 2
classrooms at a cost of Rs 13,00,000 and Rs.
6,50,000/- was contributed by the SMC and
donors. With this donation a building with 2
classrooms and cupboard, store room and
staircase have been constructed. Also library
and computer lab with AC were built. Students‟
learning interest is stimulated with wall
paintings drawn through BaLA work. The
school is regularly visited by the parents, the
public and other school teachers. The school
seems a role model to other government
schools and it creates a positive impact and
confidence in govt. schools among the public.

I was studying 4thstd at Vellamaal Matriculation school. My daddy heard about
this school and its facility so he admitted me at Narikattiyur. Here I feel a comfortable
learning atmosphere. Here all classrooms are hygiene and neat. Also paintings are on
every classroom wall and school compound wall, which are very attractive. It captures
our attention and make us feel happy. Here we have a computer lab with air conditioner
and projector. I love my school.
Karur District
Voice of Head Teacher - Mrs. Vijayalalitha
The school was started in 1956. In 2002 the school was running with one
teacher and 5 students. After a great and regular effort the number of students has
been increased to 284. The concern and support of SMC, PTA and public are very
useful for our schools development. We feel proud to say that our school has more
facilities than other private schools. Our school is receiving best complements from the
public. I could proudly say that 108 students have shifted their study to our school from
private schools. Government school teachers and other department staff eagerly
admitted their wards in our school for good education.
Sufficient infrastructure is the most important factor in determining quality
education. It became the major problem of GBHHS-Mannachanallur. Some of the
classes were taught in open arena under trees. This type of teaching is not only difficult
for students to concentrate on what the teachers teach but inevitably limit the amount of
time they can spend on learning their subject. Only three class rooms were allotted to
the school but the Head Master took a Special Initiative through SMC contribution and
converted it into five classrooms successfully. This special contribution by the SMC and
the HM is appreciated and it remains as an example of a good rapport between the
community and the school.
Tiruchirapalli District
1. Innovative Infra
The infra-structure of the school plays a vital role in determining the quality of
education. The infra-structure is not limited with a pucca building, functional toilets,
drinking water facility, ramp and compound wall but it extends to micro but essential
needs such as hand washing station, dustbins and bookstand etc. PUMS,
Narasingapuram proves to be a role model school in this aspect. The children of this
locality collect the waste plastic bottles and they prepare Garbage cane, book stand,
awareness display to save nature and chalk-piece stands near blackboard.
“Winners don’t do different things, But they do things differently”
The divergent usage of waste water bottles serves multipurpose such as
protecting the environment, fulfilling the micro, basic amenities and kindly a sense of
awareness to save the nature.
Readymade Desk
The children of PUMS, Mela Poossaniyuthu suffer lack of furniture and under
Design for change; they decide to make desks of their own. From internet sources, they
surf and invent a novel usage of waste box-covers, they stick them together and paint
and this new intervention make a mighty readymade desk.
2. Safe Mode Urinating System - PUMS A.Kurumbapatty, Manaparai Union, Trichy District
“Piddle without hurdle”
Safe Mode Pissing System is economical. The cost of setting a commercial
urine tank is so high, but the cost of urine tank which these children have made is less.
Because, as part of recycling, they used those containers from shop which are often
used, damaged and has leakage. They also used it as a dustbin in schools and in
classrooms as a water bucket, scrub sweeps and so on. When the schools are ready to
use this, the expenses made by the school would drastically reduce.
They had taken this chance to express the thoughts of the students and observe
the motive of the scheme CLEAN INDIA by sending this scheme to all students (Like
schools, Colleges etc.,) Clean India, a step more towards Cleanliness.
PUMS A.Kurumbapatty, Manaparai Union, Trichy District
In 2014, The Ministry of Human Resource Development, Government of India
launched „Swachh Bharat Swachh Vidyalaya‟ (SBSV) initiative to ensure that all schools
in India have access to separate functional toilets for boys and girls. The initiative also
has its emphasis on promoting safe and appropriate hygiene practices in schools and
behavior among children.
This programme has been a very gratifying project over the past 3 years. It has
paved access for every student to sanitation facilities including toilets, school
cleanliness and safe drinking water.
SBSV has created awareness
Among students about School Campus Cleanliness and necessity of
Cleanliness.
Among the teachers/parents and also among the public
Rally about personal hygiene and school sanitation.
Cleanliness drive is being implemented by students in the school campus and
class rooms effectively.
Ensuring cleaning of School campus, class rooms, laboratories, libraries, drinking
water area, kitchen sheds, playgrounds and maintenance of school gardens
Awareness of Hand washing, Toilet Cleanliness, Healthy School Environment,
Active participation of Health Club.
Rallies and competitions were conducted by various groups like Panchayat Raj
Development Department and Self Help Group
Swachhta Activities
As Per RTE Separate Toilet for Boys and Girls ensured in all government
Schools.
Toilets with water facilities have been ensured.
Effective steps have been taken up to promote Sanitation, Proper Health and
Hygienic activities,
Toilet usage has been considerably increased and students use the toilets
properly and keep it clean as well.
Children are motivated and regularized upon to wash their hands before meals
and practice was given for hand wash in the school campus.
Degradable and Non-degradable are separated and degradable waste manure is
used for maintenance of garden in the schools.
Students, Teachers, VEC & SMC members also took part in all round cleanliness
of school activities.

To attain the goal of Swachh Bharath
Swachh Vidhyalaya (Muzhu Sugadhara
Tamizhagam in Tamil Nadu) a school level
competition in topics like hygiene and sanitation,
ill effects of open defecation and spitting, keeping
our natural environments free from chemical
intoxication, to practice safe and hygienic
measures among girl students at the time of
menstruation, to avoid air, water and land
pollution, to keep our school premises neat and
clean by making use of dustbins, importance of brushing teeth twice a day, taking bath
daily, using toilets to defecate, avoid walking barefoot etc.,
Construction of School Toilets
Following instructions from the MHRD and as per the stipulations of the RTE Act
2009, the current status of the norm of separate toilets for all boys and girls in the
schools of Tamil Nadu, was investigated by SSA.
In order to ensure 100 percent coverage of all schools with functional toilets both
for boys as well as girls, SSA Tamil Nadu has taken tremendous efforts to provide these
facilities. In collaboration with the Rural Development Department and through schemes
like Comprehensive School Infrastructure Development Scheme (CSIDS), Member of
Legislative Assembly Constituency Development Scheme (MLACDS), Member of
Parliament Local Area Development Scheme (MPLADS) and through Corporate Social
Responsibility by Public Sector Undertakings/Corporates (Neyveli Lignite Corporation,
NTPC, ONGC, EIL, AAI, SAIL and Titan) toilet facilities have been provided to 6157
schools (7927 toilets) that reflected in MHRD U DISE gap 2013-14.
MHRD has deputed officials to review the progress of construction of school
toilets under Swachh Bharath Swachh Vidyalaya and also to look at the implementation
of the Mid Day Meal/ SSA/ RMSA schemes in Tamil Nadu. The feedback of these
central observers was really overwhelming and the efforts taken by the State
Government to achieve the target of Swachh Bharath Swachh Vidyalaya was highly
appreciated.
Special Initiatives
Apart from the toilet gap that has been reflected in MHRD U DISE 2013-14,
DRDA has constructed 4002 toilet units across the State. Public Sector Undertakings
like BEL AAI, TNTPO and TIDCO have constructed 160 toilet units to cater to the needs
of schools where there is dire need for additional toilets.
During SMC meeting, the community was given awareness on cleanliness &
hygiene and proper sanitation. Teachers of both primary & upper primary schools were
given awareness in the CRC on School Sanitation.
The Government of Tamil Nadu has issued a GO No: 77 especially for
maintaining the school toilets by the local body administration, and an amount of Rs.
160.77 crores has been earmarked for this maintenance. Maintenance grants under
SSA have been utilized principally for making the schools toilets functional.
In continuation of the above GO, Rural Development Department has issued GO
No: 151 for engaging sanitary workers and provision of cleaning materials (Rs.57.63
crores). As per GO No. 72 RD releases fund for development of School infrastructure
under Comprehensive School Infrastructure Development Scheme. (Rs. 100.00crores)
Behavioral Changes training under Swachh Bharat Swachh Vidyalaya
“Capacity building for promoting Clean Schools in Tamil Nadu”
Tamil Nadu is one of India‟s most progressive states on several economic and
social indicators. It always takes a lead in pioneering various activities. “The Vision
Tamil Nadu 2023” is one of such documents released by the Honourable Chief Minister
for the strategic plan for infrastructure development in Tamil Nadu. One of the Ten
themes identified in Vision TamilNadu 2023 is Tamil Nadu will provide the best
infrastructure services in India in terms of universal access to Housing, Water &
Sanitation, Energy, Transportation, Irrigation, Connectivity, Healthcare, and Education.
The State aims to promote an “Open Defecation Free” status under this vision
statement namely “Muzhu Sugadhara Tamizhagam‟‟ and Promoting Clean Schools in
the State.
I Phase - State Level Training
Muzhu Sugadhara Tamizhagam” is a campaign of the Government of TamilNadu to promote cleanliness, health and hygiene. A key feature of the campaign is to ensure that every school in Tamil Nadu has a set of functioning and well maintained water, sanitation and hygiene facilities. Water, sanitation and hygiene in schools refer to a combination of technical and human development components that are necessary to produce a healthy school environment and to develop or support appropriate health
and hygiene behaviours. The technical components include drinking water, hand washing, toilet and soap facilities in the school compound for use by children and teachers. School sanitation and hygiene depend on a process of capacity enhancement of Teachers, Community members, School Management Committees (SMCs), Non-Governmental Organizations (NGOs) and Community Based Organizations (CBOs) and Education Administrators.
UNICEF is a partner with the Government for implementation of Clean India and Clean Schools. In order to promote clean schools in Tamil Nadu, Sarva Shiksha Abhiyan has organized two days State Level Workshop programme in coordination with UNICEF for orienting the Chief Educational Officers, Additional Chief Educational Officers and District Elementary Educational Officers of all districts in Chennai.
The Directors and Joint Directors of Department of School Education, Directorate of Elementary Education, RMSA and SCERT have also attended the workshop. The other invitees include officials from Public Sector Undertakings and Corporates who hone to committed to construct school toilets.
Objective
To develop capacity of State and District level officials to roll out Vision 2023
activities in the State with Clean Schools under Muzhu Sugadhara Tamizhagam.
To review the status of implementation of “Swachh Bharat - Swachh
Vidyalaya”(SBSV), especially, construction of toilets and handwashing facilities
Methodology
The participants are sensitized through various inputs like WASH promotion in Schools, activities involved in Swachh Bharath - Swachh Vidyalayas, Safe drinking water, Sanitation, Hygiene promotion especially Hand washing at critical occasions and Menstrual Hygiene Management.
II Phase - Regional Level Trainings
Objective To promote a core group of trainers in each district with necessary tools and
modules for capacity building of various stake holders like Head Master/Head Mistress,
Teachers, School management committee members and students
Specific Objective
Organised one day Regional Training programmes in 4 places namely Thanjavur,
Krishnagiri, Coimbatore and Tirunelveli. A team of 5 Block Resource Teacher Educators
(BRTEs) and 1 District Coordinator from each district got trained as Trainers during this
programme.
III Phase - District Level Trainings
The resource persons trained at the Regional level had imparted this training at the
District level training wherein 3 BRTEs per block and the Head Teacher who had
performed well in school sanitation had been selected and given training. A core team
with necessary tools for capacity building of various stake holders in all the districts of
Tamil Nadu had been established.
IV Phase - Block Level Training
In turn these block BRTEs and Head Teachers have provided training to all the Head Teachers of Government Primary, Middle, High and Higher Secondary schools in Tamil Nadu.
V Phase - School Level Training
The concerned school Head Teachers have trained the school teachers, VEC/SMC members and the students on the importance of Swachh Bharat - Swachh Vidyalaya, Safe drinking water, Sanitation, Hygiene promotion especially Hand washing at critical occasions and Menstrual Hygiene Management.
2015-16 Civil Works
All 39 New Primary School Buildings constructed includes, Separate toilet for Boys
and Girls, BaLA and Group hand washing stations.
All 5 Upgraded Upper Primary School Buildings constructed includes Separate toilet
for Boys and Girls, WSDP, BaLA and Group hand washing stations.
In all the 550 schools where 770 Additional Classrooms have been constructed
includes BaLA and Group hand washing stations.
Neat and tidy infrastructure
Swachh Bharat Swachh Vidhyalaya
scheme launched by our Honourable Prime
Minister concentrates on implementing ten
recommendations and the fifth one is
handwashing. The habit of proper hand
washing in 6 stages should be inculcated
from the childhood days of the children. To
emphasize a perfect hand washing habit,
PUMS-Vaaliparai has constructed a new
fangled hand washing station in stainless steel supported with 12 taps. These taps are
constructed face to face. The determination of the Head teacher to animate the children
to share their ideas and views is reflected even in the construction of the Hand washing
station. The children of the school are fascinated and they practice proper hand
washing everyday before and after meals.
The Swachh Vidyalaya initiative has defined the essential elements of Water,
Sanitation and Hygiene in Schools which are categorized under Water, Sanitation,
Handwashing with Soap, Operations and Maintenance, Behavior Change Activities
and Capacity Building.
It is required that the components of this basic minimum package are
commonly understood and used by all schools as a means to achieve desired
service levels in water, sanitation and hygiene practices. Following the launch of the
initiative, the state, district and local governments as well as schools across the
country have significantly improved sanitation facilities in schools. They are striving
to improve access and have introduced child friendly designs, maintenance
practices, effective monitoring using ICT tools, behavior change communication, new
financing options and forging partnerships. These good practices need to be
recognized and shared for accelerating and sustaining the achievements of the
Swachh Vidyalaya initiative.
In the year 2016, The Swachh Vidyalaya Puraskar is instituted by the Ministry
of Human Resource Development, Government of India to recognize, inspire and
celebrate excellence in sanitation and hygiene practice in Schools. The explicit
purpose of the awards is to honor schools that have undertaken significant steps
towards fulfilling the mandate of the Swachh Vidyalaya Campaign.
Children are agents of Change
Schools are an established entry point for learning. They present an opportunity
to engage parents and community in general, either through knowledge dissemination
via children or through direct engagement and demonstration at the school. Children are
fast learners and adapt their behaviour more easily than adults. Children are also
effective role models. They may question existing practices in their households and
choose to demonstrate good hygiene. What they learn at school is likely to be passed
on to their peers and siblings, and to their own children if they become parents.
The process for identifying and recognizing schools for awards: The awards were open to all Government schools in both rural & urban areas. Schools
have registered and submitted information as per the prescribed format made available
online (http://mhrd.gov.in → Swachh Vidyalaya → Swachh Vidyalaya Puraskar) or by
downloading a mobile app, Swachh Vidyalaya Puraskar. The registration of schools had
been done with the U-DISE code of the school.

The performance of the schools against categories will be scored as per the method
and on the basis of the scores obtained, the schools would be given a rating as
described in Table 2:

Below 35% adherence to the Norms Red / * Poor : Needs considerable Improvement * Each school should score a minimum of orange rating in each of the Sub-categories in order to be eligible for any award.
The awards are categorized at the District, State and National Level
Tamil Nadu is the first State in the country to achieve the highest target in time of
99.83 % (37140 out of 37201) of schools submitted for the awards, out of which 6337
(17.1%) are green schools, 20494 (55.2%) fall in the category of blue schools, 9573
(25.8%) come under yellow schools, 638 (1.7%) schools fall in orange category and
only 98 (0.3%) schools come under red schools.
District Level Selection of Schools:
District level Committee headed by the District Collector (or her/his appointee)
and comprising of Chief Educational Officer, District Educational officer, District
Elementary Educational Officer, Assistant District Project Coordinator, Assistant Project
Officer, three eminent school teachers, Superintendent Engineer (Water supply / Public
Health Department), District Health Officer and two members from civil society
organizations/NGOs has been formed for selection of 48 best schools for the award.
Each of the selected schools with highest overall score (Total 8) and each of the
schools having the highest score under each sub-category (Total 40) will be awarded
with certificate of recognition at district level, provided that all the schools with an overall
rating of GREEN would be awarded with a certificate of Recognition.

State Level Awards: Open for Green and Blue Rated Schools
• Schools selected for District Level Awards with overall rating not less than BLUE
will be considered for the State/UT Level Awards. These schools have been
screened by a State/UT Level Committee headed by the State Project Director
(SSA) Director (Health), two eminent school heads, Chief Engineer (Water Supply
& PHD), Director (Panchayati Raj), Director (Urban Local Bodies), representatives
of Civil Society Organizations as members.
• Twenty Elementary and twenty Secondary schools having the maximum score
and rating not less than Blue from urban & rural areas (5 from urban and 15 from
rural) have been selected for State/UT Level Awards and have been nominated
for National Level Awards.
National Level Awards : Open to only Green Categories
• 100 schools each at Elementary and Secondary level will be awarded at the National
level (30 urban and 70 rural).
• The 40 schools selected for State/UT Level Awards from each state will be
considered for National Level Awards.
• A National level Committee headed by the Secretary (School Education& Literacy)
and comprising of Additional Secretary (School Education), Joint Secretary (Ministry
of Drinking Water and Sanitation), Joint Secretary (School Education), 3 experts in
Schools/ Bilateral agencies/Civil Society Organizations (to be nominated by
Secretary(School Education & Literacy) as members will decide the final awardees.
• Tamil Nadu has nominated 40 schools for National Level Awards with 30 schools (15
Elementary and 15 Secondary) in the Rural Category and 10 schools (5 Elementary
and 5 Secondary) in the Urban category.
