FORWARD

I am pleased to present Civil Operations 2011/12 Annual Works Program. The document aims

to provide a summary of all Capital and Operating projects which the Civil Operations Business

Unit will deliver this financial year.

The Program has been designed to provide the reader with detailed information regarding the

project, the project manager responsible and contact details along with the proposed timing of

projects. The Program also enables staff to have direction and to be clear about the outputs

and expectations for the coming year.

This information will also be placed on Council’s website. It is hoped that the information

provided is not only useful and interesting to Elected Members, but also to our residents and

ratepayers.

I would like to acknowledge the input by the Civil Operations team members for their

contribution to this document and in particular the efforts of Ms Joanne Cross, who has led and

co-ordinated the production of this document.

ASSET MANAGEMENT PLANS

The objective of the Asset Management Plans (AMPs) is to enable responsible management of assets (and services provided from assets), compliance with regulatory requirements, and to communicate funding required to provide acceptable levels of service for the lowest whole of life cost. The key elements of asset management are a principal role of Council in the provision of services to its community. Some of these services are provided by assets. Council’s goal in managing assets is to meet the required level of service in the most cost effective manner for present and future consumers:

• Taking a total life cycle approach. • Developing cost effective management strategies for the long term. • Providing a defined level of service and monitoring performance. • Understanding and meeting the demands of growth through demand

management and asset investment. • Managing risks associated with asset failures. • Sustainable use of physical resources. • Continuous improvement in asset management practices.

Sound asset management is a key to the financial sustainability of the City of Playford. The Council has an obligation to ensure that current assets are managed efficiently and effectively and that decisions regarding the acquisition of new assets and the sale and maintenance of current assets are undertaken in an open and transparent fashion. The management of assets cannot be done in isolation and needs to consider financial, social and environmental factors in decision making.

Asset Based Services Provided by Council

City of Playford owns and is responsible for the management, operation and maintenance of a diverse asset portfolio that provides services and facilities to the community. Asset Management Plans have been developed to ensure that Council continues to provide effective and comprehensive management of its asset portfolios. Plans have been completed for the following asset portfolios:

• Transportation • Stormwater • Parks & Recreation • Buildings • Footpaths • Information Technology • Fleet

The Civil Works Program reflects the Transportation, Stormwater and Footpaths elements of the Asset Management portfolio.

Linking Asset Based Service Planning with Council’s Strategic Plans Council intends to operate and maintain its asset network to achieve the following objectives. • Ensure Council’s asset base contributes to the Council Plan strategic

objectives by providing the required levels of service to the community. • Ensure the Council’s assets are maintained at a safe and functional standard

as set out in the Asset Management Plans. • The Asset Management Plans are a key part of the suite of documents that

inform Council’s Long Term Financial Plan.

Measuring our Performance • Quality

The assets will be maintained in a condition consistent with a sustainable service level as determined by Council. Defects identified that are outside the service standard will be repaired. The maintenance response service levels in the Asset Management Plans contain details of defect prioritisation and response times.

• Function Council’s intent is to provide an appropriate asset network which is maintained in partnership with other levels of government and stakeholders (including the community) to achieve the aforementioned objectives.

• Safety The assets will be maintained at a safe level and associated signage and equipment will be provided as needed to ensure public safety. Council will inspect assets regularly and prioritise and repair defects in accordance with the inspection schedule to ensure they are safe.

• Growth A significant challenge for the City of Playford is the current and forecast growth of the City. As reinforced by the 30 Year Plan for Greater Adelaide, the northern region is the designated growth corridor for Adelaide. Asset growth via developer contributions at ever increasing service standards (to woo the competitive real estate market), add millions of dollars to the asset life cycle cost each year. Coupled with this is the need for Council to construct social assets such as sporting and other community facilities in these burgeoning new developments. An overview of this growth is shown in Table 1 below.

3.2 Goals and Objectives of Asset Management

Council’s Asset Strategy Statement:

“The City of Playford is committed to the sustainable provision of built and natural assets that contribute to community wellbeing. We will achieve this through community driven service levels and asset wise application of integrated knowledge management and financial systems.”

The Asset Management Plans are prepared in accordance with the goals and objectives of the City of Playford Council Plan.

Community facilities such as aquatic centres, community halls and sport and recreation facilities are kept to a standard that will encourage optimal use. The risk and condition assessment processes within the AMPs identify where any safety issues require rectification.

Economic Prosperity Quality roads, footpaths and public spaces. Local job choices for local people. A better place to do business. Recognised as a great place. Planning for urban renewal and growth

Capital works are programmed and funded in accordance with the service standards developed within the AMPs. The AMPs are predicated on maintaining the current level of services for all residents. The section of the AMPs dealing with future demand analyses future cash flows required to maintain the City’s expanding transportation network.

Environmental Care Protecting and improving our natural environment. A City with attractive buildings and landscapes Waste that is managed in a responsible manner. Water that is managed in a sustainable manner.

Natural resources required for asset renewal are minimised through the development of lowest life cycle cost techniques. Replacement assets are specified to have minimal environmental impact without sacrificing service capability.

Organisational Excellence Decision making in the best interests of the City. Effective Leadership and Teamwork throughout the organisation. A community that is informed and involved. Balancing community need with available resources. Working towards sustainability

Asset Management Plans are available for community consultation. The AMPs are based on service level decisions which are prioritised against feedback from surveys etc. Data on works programs is available to the community for comments and suggestions. Staff have a significant input into the development of the AMPs. The linkages between the AMPs and Long Term Financial Plan ensure community need is balanced with a sustainable outcome.

Further detailed linkages with the Council Plan are provided within the individual AMPs.

4 APPLYING THE LIFECYCLE PRINCIPLE TO ASSET BASED SERVICES

4.1.1 Council Owned Assets

The asset categories covered by the AMPs include the following:

4.1.2 Age Profile of Council’s Assets

The age profile of Council’s assets is shown below in Figure 1.

The above graph shows that much of the City’s assets were originally constructed during the mid 1960’s. As these assets, many of which were donated to Council, reach the end of their useful lives, Council will face the challenge of funding their replacement in order to continue provision of the accepted service level.

In addition to the existing asset portfolio, the city is experiencing significant urban development associated with urban boundary changes and the release of State Government owned residential and commercial land. The graphs also shows with this development a significant amount of contributed assets are recognised in our Asset Portfolio.

PROJECT: Asset Management Plan - Carparks Project Description: Based on Council’s Asset Management Plan, identify damaged sections of existing carparks, then increase the level of serviceability by resurfacing the carpark. The program of works is currently being developed, and will be placed on Council’s website when available. Project Deliverables: To extend the life of surface of the carpark and repair any maintenance causing issues arising. Key Activities:

• Identify extent of works. • Implementation of works

Timing: This project will commence in October 2011 and be completed by 30 June 2012 Major Project Risks:

• Public Safety • Traffic Management

PROJECT: Asset Management Plan - Drainage Project Description: Based on Council’s Asset Management identify damaged sections of existing stormwater network via CCTV inspections. Replace sections of pipe as required. The program of works is currently being developed, and will be placed on Council’s website when available. Project Deliverables: Extend life of asset. Increase water flows, reduce damage to other infrastructure. Key Activities:

• Identify extent of works • Develop specifications • Implementation of Works

Timing: Project will commence from October 2011 and be completed by 30 June 2012 Major Project Risks:

• Public Safety Work to be Undertaken by: External Contractors – To be appointed.

PROJECT: Asset Management Plan - Footpaths

Project Description: This project is aimed at replacing poor sections of existing footpaths in accordance with Council’s Asset Management Plan. Attached is a list of footpaths carried over from last financial year, which will upgraded as part of this program. A new program of work for the current financial year is currently being developed, and will be placed on Council’s website when available.

Project Deliverables: Replacement of footpaths within the City will significantly improve city presentation, public safety and ensure Council’s footpath network is maintained to an acceptable standard.

Key Activities: • Identification of locations • Notify residents • Removal and replacement of footpath • Site clean up

Timing: The project will commence from October 2011 and be completed by 30 June 2012.

Major Project Risks: • Possible damage to private property • Inclement weather • Public safety

PROJECT: Asset Management Plans – Roads and Kerbing Rehabilitation Project Description: This project is aimed at replacing those sections of roads and kerbs that have reached the end of their useful life as identified in the Asset Management System and by visual inspection. A significant number of Council’s roads are in a poor state of repair and need urgent intervention. PROJECT: Rural Road Construction Program Project Description: Council currently has approximately 87 kms of unsealed roads. Council has adopted a Rural Road Construction Program which is used to determine the priority order of when roads will be upgraded. The following roads will be graded and additional quarry material added. Once shaped and compacted a two-coat aggregate spray seal will be applied. This program is developed based on traffic volumes, number of houses and density. PROJECT: Munno Para Traffic Calming Project Description: Council has received a petition from community members requesting that Council look at the strategic positioning of roundabouts, chicanes and other traffic calming measures on the main streets of Munno Para namely Alawoona Road, Myall Avenue, Maltarra Road, Karri Street and Carcoola Road. A Traffic Study was undertaken in Munno Para in response to the petition. The traffic study undertook: • A review of the current road conditions; • Identification of local road network issues from site observations, traffic

data and community questionnaire surveys; and • Identification and recommendations of feasible and appropriate traffic

solutions to improve resident amenity, improve safety and manage driver behaviour on the local road network.

The subsequent report proposed recommendations categorised as Immediate / Short and Medium / Long term and assigned costs for the treatments. Funding has been secured to implement a significant number of the treatments. Project Deliverables: The short term treatments to be implemented consist of:- 1. Installation of ‘Remember 50 km/h’ advisory speed signs at four locations 2. Pavement marking (new lane centre line and formalise on-street parking)

along three roads, 3. Upgrade of existing pavement bar treatment (replacement of lost

pavement bars and implementation of ‘No Stopping’ line marking at four sites

4. Installation of new pavement bar treatment on one road 5. Installation of raised median and kerb relocation on one road 6. Installation of road cushions along two roads 7. Installation of raised median and pavement marking (formalise on-street

parking) on one road 8. Installation of a pedestrian refuge on one road The long term treatments consist of:- 1. Installation of modified ‘T’ junction at three locations 2. Installation of modified ‘T’ junction and change priority at one location 3. Installation of driveway link at two sites 4. Installation of a roundabout at one location The Report has identified a range of treatments as a package of works. The types of treatments are not expected to change. However, as a result of community

Key Activities: Work will include the installation of parking lanes, pedestrian refuges to assist pedestrians crossing the road, speed cushions, modifying the layout of some junctions, additional street lighting where needed by the traffic calming devices. Consultation with residents is paramount and will occur prior to the installation of any devices. Timing: The project will be delivered between December 2011 and July 2012. Major Project Risks: There are minimal risks with this project. If agreement with residents cannot be reached, this will delay the installation of a treatment at isolated locations until such as agreement can be reached. Project Description: The installation of sections of footpath to connect to Council’s existing footpath network. There are many examples throughout the City where footpaths are not continuous. This program will connect some of the missing links and provide pedestrians with a continuous path.

PROJECT: Munno Para West Roads & Drains (Carryover from 2010/11)

Project Description: The suburb of Munno Para is growing rapidly as traditionally rural allotments are being redeveloped into residential allotments. This development is placing additional pressure on Council’s sealed road network and stormwater infrastructure. To date Council has undertaken road and stormwater upgrades along the east-west roads. This project is aimed to upgrade a portion of Brandis Road where it meets Stebonheath Road.

Project Deliverables: This project will finish off the eastern end of Brandis Road and improve the management of stormwater in this area.

PROJECT: Drainage – Angle Vale (carryover from 2010/11) Project Description: The suburb of Angle Vale is growing rapidly with a new Shopping Centre, Child Care Centre, Aged Care Facilities and a significant increase in residential allotments. This development is placing additional pressure on Council’s existing sealed road network and stormwater infrastructure. This project is aimed to upgrade/construct Council’s Infrastructure as development occurs within the suburb. To date Council has been working with the Department for Transport, Energy and Infrastructure preparing a concept plan to construct kerbing, footpaths, stormwater drainage and street lighting along Angle Vale Road on both sides between the Virgara Fruit Shop and Chivell Road. A full detailed design and costing has been undertaken and work will commence from the Fruit shop back towards Heaslip Road this financial year. Project Deliverables:

• The construction of kerbing and associated concrete works on Angle Vale Road between the Virgara Fruit and Vegetable Shop and Heaslip Road.

Project Description: Many suburbs of Playford have experienced rapid growth as private developers create more residential allotments. This development is placing additional pressure on Council’s stormwater infrastructure, with upgrades and extensions to the network required.

Developers have been required to pay a financial contribution to Council to facilitate construction of this infrastructure. This project will see upgrades and extensions occur to the stormwater network in the developing areas – in particular the Angle Vale township during this financial year.

WATER FOR THE FUTURE (WFF)

The City of Playford has been progressively developing and implementing an integrated Stormwater Management Strategy known as Waterproofing Playford. Waterproofing Playford Stage 1 has been completed, and Water for the Future Stage 2 (WFF) is currently underway. WFF involves the construction of two additional harvesting sites, two additional community bores, an extension of the reticulation network, and customer connections. The map below shows Playford’s Waterproofing Project for Stage 1 & 2. Stage 1 projects (now completed) are shown in red & black writing. Stage 2 (WFF) projects are shown in yellow and black. Together Stage 1 & 2 provides Council with a $50 million investment (Australian Government/State Government/City of Playford) in stormwater harvesting & distribution. The investment includes: • 5 Harvesting Sites. • Over 35 Kilometres of dedicated Reticulation Mains (Purple pipe). • A series of Community Bore Projects. • Connection to 21 Reserves & 15 Schools. • Dedicated SCADA control system

PROJECT: WFF – Reticulation Network

Project Description: The Reticulation Project proposes to extend the existing pipe network, effectively doubling the size of the system. The reticulation pipe will enable harvested stormwater to be distributed to the City of Playford’s customer base which includes 21 reserves and a potential 15 schools. This extension will significantly bolster the existing purple pipe network and provide further links to harvesting sites and customers. The reticulation main will be installed via directional boring and conventional trenching methods. When the final stages of the Reticulation Mains construction nears completion, a new package of works called ‘Customer Connections’ will then commence. The Customer Connection work involves the installation of the final link between the City of Playford’s network and customers. The Customer Connections work will enable water to be supplied from council’s harvesting sites to grassed sports fields and reserves. These sites include;

• Ridley Reserve • Argana Park • Uley Park • Elizabeth Oval • Ramsay Park • 15 schools

At the completion of this project the network will form over 35 kilometres of reticulation main. The Reticulation Mains has been designed with the potential for future growth and expansion.

Project Deliverables: The project will deliver;

• 18km of varying size Reticulation Main • Stop valves • Hydrant valves • Scour valves • Air valves • Customer connections to 21 reserves & 15 schools

PROJECT: WFF- Stebonheath Curtis Wetlands

Project Description: This project will involve the construction of a 2.4 hectare wetland on the corner of Stebonheath Road and Curtis Road. During winter, water will be captured and diverted into the wetland where it will be treated via a series of deep ponds and shallow reed beds. Reed beds will be planted with aquatic plants which will assist in the removal of pollutants. Once the water has been cleansed to the required quality, it will be pumped from the wetland into nearby bores and stored in the T2 aquifer below ground. During summer water will then be extracted and distributed to the identified 21 reserves and 15 schools for the purposes of irrigation

PROJECT: WFF – Northern Expressway (NEXY) Basin

Project Description: The NEXY Basin project site is located along Smith Creek near the corner of Heaslip Road and Womma Road. A major stormwater harvesting scheme will be constructed at this site to capture and harvest flows from Smith Creek. Water is cleansed then injected into the below ground aquifer for later re-use. Water cleansing options being considered for this site include;

• Mechanical Filtration (Use of a mechanical filter to screen the water and achieve desired water quality).

• Use of Coagulation & Flocculation Process to remove fine particles. • Sand Filtration.

The City of Playford is exploring the best method for cleaning the water at this site. A trial will be conducted during the winter of 2011, all data will then be collected and reviewed for incorporation into the subsequent major project. The basin has already been constructed by the Department of Transport, Energy and Infrastructure (DTEI) as a part of the Northern Expressway construction. The value of these works by DTEI was $5.5 million.

PROJECT: WFF – Community Bores

Project Description: The City of Playford has been successful in securing a groundwater water allocation from the Department for Land Water & Biodiversity (DWLBC) for its existing T1 aquifer bores at;

• Argana Park Site. • Yorktown Road Site.

As part of the City of Playford’s WFF Project these two bore sites will be equipped with infrastructure which will enable water to be extracted from the wells and distributed to multiple customers. These sites will enable water to be extracted from the aquifer and fed to a proposed booster station located on Yorktown Road. The Yorktown Road Booster Station will then pressurise Playford’s Reticulation Mains and assist in the distribution to a total of 21 reserves and 15 schools.

PROJECT: Kerb and Watertable Maintenance Project Description: Playford Council has 992 km of concrete kerbing. Works will be undertaken to replace kerb and watertable that is damaged or out of vertical/horizontal alignment. Replacement of numerous sections of kerb and watertable will occur throughout the locations nominated by Council’s Asset management System as well as responding to requests received via the Customer Request System

Project Deliverables: Reinstate kerb and watertables back to original alignments thereby reducing the incidents of water pooling and the resultant failure of the road seal.

PROJECT: Sealed Road Shoulder Maintenance

Project Description: Currently 498 kms of sealed road shoulders exist within the City of Playford. The road shoulder is the rubble area immediately adjacent to the seal edge and is typically 1.5 metres wide. This allocation is for the ongoing maintenance of the Sealed Road Shoulder network. Repair of the road shoulders on Rural Roads which are considered medium-high traffic roads that have been investigated and deemed to have severe edge breaks and loss of material from edge of road.

Various sites throughout the City will be identified for road shoulder maintenance and details placed on Council’s website when available.

Project Deliverables: To repair road shoulder which have been identified to be a hazard for motorists travelling on these rural roads.

Council will undertake repairs of road shoulders which have been identified to be a hazard towards motorists.

Types of treatment include additional pavement, removing shoulder build up and repairing edge break.

Project Description: There are currently 87 kms of unsealed road within the City of Playford. This budget allocation is for the continued maintenance and grading of the unsealed road network Ongoing maintenance of the unsealed road network is required due to weather and increased traffic volume. Project Deliverables: This is a cost effective way of maintaining Council’s Rural Roads, reducing dust and drainage issues. Council will introduce some material if required, however if good quality material is evident on site, it will be utilised. Key Activities:

PROJECT: Unsealed Road - Resheeting

Project Description: There are currently 87 kms of unsealed road within the City of Playford. The unsealed road network on average requires re-sheeting every five (5) years to improve ride comfort and safety. Unsealed roads that are subject to low traffic volumes obviously do not require resheeting as often as roads that have high traffic volumes. The program is determined by data and visual inspections. Approximately 75 - 100 mm of quarry rubble will be added to the existing road surface. Project Deliverables:

• The application of additional quarry material , generally 75 – 100 mm. • Provide a quality road surface to ensure safety of motorist.

PROJECT: Open Watercourse Drainage Maintenance Project Description: Ongoing cleaning of Council’s open drains, sections of drain which require removal of undergrowth and silt build up. All Council drains require maintenance, however not all can be performed within a financial year. Project Deliverables: Ensures a free flow of water for all of the piped stormwater systems that drain into the open drain network. Council will clear and remove trees, overgrowth and rubbish that is causing up-stream flooding and blockages. PROJECT: Aquifer Stormwater Recovery Operation, ASR Administration, Water Quality Monitoring and Maintenance. Project Description: This project encompasses all ASR Sites and assets within the City of Playford.

This budget allocation is for the ongoing annual maintenance and operation of Council’s ASR infrastructure including: • 18 km – purple pressure pipeline • 25 – variable speed pumping installations • 3 – catchment stormwater, biological and filtration sites • 9 – ground level water storage tanks • Hundreds of valves, hydrants, and operational components. Operation and maintenance of the ASR system is a continually evolving process reliant on inspections, data collection and reporting on regular basis. Project Deliverables: To ensure quality, harvested water is available to City of Playford customers, within the EPA issued licence.
