Tukwila (which means "land where the hazelnuts grow" in the local Native American dialect) includes both single- and multi-family residences, heavy and light manufacturing, and service-oriented companies, as well as the Northwest's largest concentration of retail businesses. Located in the heart of the Puget Sound region, approximately 12 miles south of downtown Seattle, 17 miles north of Tacoma, and just east of Seattle-Tacoma International airport.

running for local election in Tukwila this year. If you have any questions regarding this information, please contact King County Elections at (206) 296-1565 or email to [email protected]. Election information may also be found on King County’s website at http://www.kingcounty.gov/elections.aspx. Candidates must be registered voters in the jurisdiction they want to represent. Candidates in a Code City, such as Tukwila, must have lived within the Code City for one year before the date of the election (RCW 35A.12.030). The election officer with whom declarations are filed shall review each declaration for compliance with the law (RCW Chapter 29A.24). Candidates wishing to file for an elected office must obtain a Declaration of Candidacy form from King County Elections at http://www.kingcounty.gov/elections.aspx. Declaration of Candidacy forms will be available online approximately 30 days prior to the candidate filing period.

Deadline to file for office is shown in the box to the right. The courts have upheld that mail misdirected by error is not a valid excuse for late filing. All candidates filing a Declaration of Candidacy form must pay the applicable filing fee at the time of filing. The filing fee for City of Tukwila Council Positions 2, 4, and 6 is $126.00, which is equal to 1% of the current annual salary. The filing fee for the position of Mayor is $1,013.40, which is equal to 1% of the current annual salary. Filing fees are not refundable. If a candidate withdraws and re-files for a different position, a second filing fee must be paid for the new position. NOTE: According to the Washington State disclosure law, you become a candidate when you: raise and spend money for your campaign, reserve space or purchase advertising to promote your candidacy, authorize someone else to do any of these activities for you, state publicly that you’re seeking office or file a Declaration of Candidacy, whichever happens first. All candidates are required to file the Public Disclosure Commission (PDC) Personal Financial Affairs Statement (Form F-1) and a Campaign Registration (Form C-1) within 2 weeks of the date of becoming a candidate. ADDITIONAL CAMPAIGN INFORMATION

1. Election dates are as follows:

Primary Election August 4, 2015 General Election November 3, 2015

2. Political campaign signs displayed in the City of Tukwila are regulated by Tukwila Municipal Code (TMC) Section 19.24.090 as follows:

A. Political campaign signs do not require sign permits. B. Candidate signs may only be installed for candidates who either have publicly declared their intent to run for office or have filed with King County to seek office. C. Initiative signage may be displayed for any initiative in which there is an ongoing drive to collect signatures to place the initiative on a ballot or if the initiative has been filed with the Washington Secretary of State’s Office or County Auditor’s Office. All signs must be removed within 14 days following the election. D. All political campaign signage shall be removed within 14 days following the general election. If a run-off election for a candidate or initiative is required, the signs may remain until 14 days following the run-off election. E. Campaign signs may be placed in the landscaped area or parking strip of a property in which the adjacent property owner controls and maintains the area. No political campaign sign shall be erected on private property without the permission of the property owner or his/her agent. F. Campaign signs are in addition to any sign permitted under TMC Section 19.24.030, “Temporary Signs in Residential Areas.” G. Campaign signs may not be located on real property owned and/or controlled by the City of Tukwila. H. Campaign signs may not be located within street medians or in right-of-way areas not maintained by an adjacent property owner. 3. City employees are prohibited from campaigning for candidates or issues during working hours, while in any City vehicles, when in a uniform that identifies them as a City employee, or by using City facilities, equipment or supplies. DEPARTMENT: Mayor’s Office (03)

FUND: General FUND NUMBER: 000 RESPONSIBLE MANAGER: Jim Haggerton POSITION: Mayor Description: The Mayor is the Chief Executive and Administrative Officer of the City, in charge of all departments and employees as set forth by RCW 35A.12.100. The Mayor has general supervision of the administration of all City government and all City interests. It is the Mayor’s responsibility to prepare and submit to the City Council a proposed budget and to serve as the official and ceremonial head of the City. The Mayor is assisted in all of his duties by the City Administrator. The Mayor’s Office encompasses Administration, the City Attorney’s Office, the City Clerk’s Office, Communications & Government Relations, Economic Development and Human Services. 2013-2014 Accomplishments

Implemented the City’s Strategic Plan including priority based budgeting and work plans, values identification, High Performing Organization (HPO), Cultural Awareness and process improvement through Lean. Strategic Goal 4.

Facilitated continued improvements on Tukwila International Boulevard, including acquisition of several properties as a part of the City’s urban renewal efforts on the Boulevard, transferring site control of the Tukwila Village site to the developer, and vacating 41st Avenue South. Strategic Goal 1.

Improved community outreach and collaboration through the successful development of the Community Connector program and partnership with the school district to provide after school programs in Tukwila elementary schools. Strategic Goal 2.

Created better alignment, more effective reporting relationships and improved procedures through management reorganization, including new Communications Division and expanded Economic Development Division, implementation of new policies such as records retention and city contracts, and improved online information at the City’s Digital Records Center. Strategic Goal 4.

Continued strong focus on economic development, with the approval of a tourism promotion area, a development agreement for Washington Place, moving forward with Tukwila Valley South Agreements including relocation of the high pressure gas line, opening of South 184th, and the deed and financing for a new fire station. Strategic Goal 3.

2015-2016 Outcome Goals

Broaden implementation of the City’s Strategic Plan by expanding community outreach efforts city-wide, and promoting Lean training, cultural competency, process improvements and performance measures across all departments. Strategic Goal 4/Priority 4 & 5.

Continue emphasis on economic development including implementing a comprehensive economic development plan and the ongoing projects including the motel sites, Tukwila Village and removal of the Union Pacific railroad track. Strategic Goal 1/Priorities 1 & 5.

Improve internal and external communications with all of Tukwila’s stakeholders through the implementation of a new communications plan. Strategic Goal 1/Priority 6.

Improve knowledge of public meetings and public records for City officials, while streamlining handling of public records request processes City-wide. Strategic Goal 4/Priority 5.

Expand the Digital Records Center to include permit records, thereby eliminating the high-volume of formal public records request for permit documents. Strategic Goal 4, Priority 5.

2015-2016 Indicators of Success

Continued implementation of Strategic Plan goals including increased partnerships between the City, businesses, nonprofits and other organizations, as well as enhanced leadership by liaisons and staff ensuring that City policies and practices reflect Tukwila’s diverse community.

Procurement of the land sale at Tukwila Village for the library parcel and completion of phase 1 and 2, executed purchase and sale agreement with a developer for the motel properties and signed agreements with Union Pacific and BNSF regarding track relocation.

Residents, business owners, and employees report a higher level of communications from the City and have a better understanding of key city issues.

Improvement of public records request process City-wide, resulting in a reduction of time spent and staff needed to fulfill requests.

Budget Change Discussion:

Base Services. Budget changes include step increases and COLA increases for salaries, healthcare cost changes and increases in other employee benefits, increase in supplies for meeting meals, increase in services to bring budget in line with actual costs and increases in intergovernmental to bring budget in line with actual costs.

Initiatives. Increase in public defender costs due to state legislation that limits public defender caseloads. Increase for effective communications and increase for city branding. Additionally, costs were added for an economic development proposal.

Transfers. Budget for 1 position previously in Community Development department transferred to Economic Development division and transfer of costs for 2 FTEs previously in the Information Technology department to the Communications division that was created in 2014.

DEPARTMENT: Mayor’s Office (03) DIVISION: Administration

FUND: General FUND NUMBER: 000 RESPONSIBLE MANAGER: Jim Haggerton POSITION: Mayor Description

The Administration division of the Mayor’s Office consists of the Mayor, City Administrator, and an Executive Assistant. Administration provides overall management direction to the City organization and is responsible for implementing policy direction, overseeing and managing City operations and evaluating City programs. Administration prepares and recommends a biennial budget, executes all City contracts, coordinates with inter-governmental relations, provides guidance and support to City departments, and facilitates the achievement of the City’s Strategic Plan goals and priorities. The Mayor serves as the Chief Executive Officer and is elected to a four-year term. The Mayor appoints the City Administrator, with confirmation by the City Council. The City Administrator oversees all City operations, implements policy direction established by the Mayor and City Council, manages the daily operations of the City, and establishes work plans for departments. Through the leadership team, the City Administrator coordinates operations, develops programs, evaluates performance, and manages activities to assure City services are effectively and efficiently provided.

Since that time, many friendships have developed. Delegations from Ikawa and Miyoshi have visited Tukwila, and representatives from the City have had the opportunity to visit our sister cities in Japan. Funds have been used in two ways; to cover major expenses involved in hosting delegations on their visits to Tukwila; and to pay for gifts and miscellaneous expenses associated with the preparation of a group of Tukwila citizens (adults and students) to journey to our Sister City. In 2012, our relationship status with Miyoshi was put on emeritus status, due to staffing changes and a desire to re-evaluate the goals and objectives of the Committee. The Tukwila community has changed dramatically in the last 20 years, and is made up of many different ethnic communities, linguistic communities, and communities of interest. These communities are what make Tukwila unique, dynamic and positioned to be a model for other cities. As the City’s relationship with these communities grows, we need to build bridges – connecting, sharing and

recognizing groups for the good of each and the betterment of all. Expenditure Summary

Tukwila City Council Information / Duties / Responsibilities

Term of Office

Positions Open

January 1, 2016 to December 31, 2019 City Council Positions #2, #4, and #6, which are full-term positions (4 years).

Salary $1,250 per month (2016), plus some benefits.

General Purpose

City Councilmembers represent citizens of Tukwila in making decisions about City policies and budgets, and represent Tukwila in various outside intergovernmental meetings.

Requirements The candidate must be a registered voter and must have lived in Tukwila (or area since annexed to Tukwila) for 1 year.

Hours Involved Formal City Council meetings are held on the first and third Monday of each month. Committee of the Whole meetings (work sessions) are held the second and fourth Mondays. The length of these meetings, which begin at 7:00 PM, varies from 1 to 4 hours. In addition, the Councilmember will serve on 2 three-member Council committees. Each committee meets once every two weeks, at approximately 5:15 PM, and meetings vary in length from 15 minutes to over 2 hours. One weekend retreat is held early in the year, and other special meetings may be scheduled. The City Councilmembers also serve as Commissioners for the Metropolitan Park District (MPD) for the Tukwila Pool.

Duties of the City Council

The City Council has the power to tax; borrow money; set policies; operate and supply utilities and municipal services; set employee compensation; acquire, improve, maintain, beautify or vacate public property; and render local social, cultural or recreational services as they see fit.

Council duties in Tukwila include reviewing, studying, discussing and deciding on issues with varying amounts of detail. Background materials for committee and Council issues are provided. Listening to community representatives involves meetings, personal contact and some home phone calls. Tukwila elected officials are bound by Tukwila Municipal Code Chapter 2.97, Code of Ethics for Elected Officials.

Selection Process

Three Council positions are open for election this year. Persons who are interested in running for office must file with King County Elections.

KEY FUNCTIONS OF THE BOARD Acting on behalf of the people of each community, the Board of Directors will fulfill the following functions:

Vision: The Board, with participation by the community, shall envision the future of the school district's educational program and formulate goals, define outcomes and set the course for the school district. This will be done within the context of respect for our diverse community, and with a commitment to educational excellence and equity for all students.

Structure: To achieve the vision, the Board will establish a structure, which reflects local circumstances and creates an environment designed to ensure all students have the opportunity to attain their maximum potential through a sound organizational framework. This includes employing a superintendent, developing and approving policies, formulating budgets, setting high instructional and learning goals for staff and students, and nurturing a climate conducive to continuous improvement.

Accountability: The Board's accountability to the community will include a system of continuous assessment of all conditions affecting education, including assessments for measuring staff and student progress towards goals. The public will be kept informed about programs and progress. Staff and Board training will be provided to ensure continuous improvement of student achievement.

Advocacy: The Board shall serve as the key advocate of students and their schools. The Board shall work to advance the community's vision for its schools, pursue the District's goals, encourage progress and systemic change, and ensure that students are treated as whole persons in a diversified society.

BOARD MEMBER RESIDENCY

A School Director must remain a resident of the School District to be eligible to continue to serve as a School Board Director. If a Director’s residence changes to a place outside the District, the Director must resign and his/her eligibility to serve ends with the change of residence.

If a Director is required to live within a specific Director area of the District in order to be elected or appointed to the School Board, and the Director’s residence changes to a place outside the Director area, but within the District, the Director may continue to serve on the School Board until the next regular School District election (the fall of odd numbered years), at which time an election will be held to fill the Board position for the Director area the Director no longer resides in. If the change of residence occurs after the filing period for the regular School District election, but before the election, and the Director is in the first two years of his/her term, he/she may continue to serve from a residence outside the Director area, but within the District, until the end of the term he/she was elected to.

If a Director’s Director area boundaries are redrawn during his/her term of office, the Director may serve out the term he/she was elected to.

Policy No. 1220 Board of Directors

BOARD OFFICERS AND DUTIES OF BOARD MEMBERS

President The President shall preside at all meetings of the Board and sign all papers and documents as required by law or as authorized by action of the Board. The President shall conduct the meetings in the manner prescribed by the Board's policies, provided that the President shall have the full right to participate in all aspects of Board action without relinquishing the chair, including the right to vote on all matters put to a vote.

It shall be the responsibility of the Board President to manage the Board's deliberation so that it shall be clear, concise, and directed to the issue at hand; summarize discussion and/or action before moving on to the next agenda item; and to generally manage the meeting so that the agenda is treated in an expeditious manner.

The President shall be the official recipient of correspondence directed to the Board and shall provide, or cause to be provided to other Board Directors and the Superintendent, copies of the correspondence received on behalf of the Board.

The President is authorized to consult with the Superintendent on issues prior to presentation to the full board and perform tasks to facilitate Board meetings.

In dealing with the media and the public in general, the President or his/her designee will serve as the spokesperson of the Board. The President is authorized to report and discuss those actions which have been taken and those decisions made by the Board as a body. The President shall avoid speculating upon actions or decisions, which the Board may take but has not yet taken.

The President shall confer with the Superintendent regarding Board meeting, study session and Board retreat planning.

Officers of the Board: Vice President The Vice President shall preside at Board meetings in the absence of the President and shall perform all of the duties of the President in case of his/her absence or disability.

Legislative Representative A Legislative Representative shall serve as the Board's liaison with the Washington State School Directors' Association Legislative Assembly. The Legislative Representative shall assume office in December at the Annual Organizational Meeting for a one-year period. The Legislative Representative shall attend Washington State School Directors' Association Assemblies, conveying local views and concerns to that body and participating in the formulation of state legislative programs. The Legislative Representative shall monitor proposed school legislation and inform the Board of the issues.

Duties of Individual Board Directors The authority of individual Board Directors is limited to participating in actions taken by the board as a whole when legally in session. Board Directors shall not assume responsibilities of

administrators or other staff members. The Board or staff shall not be bound in any way by any action taken or statement made by any individual Board Director except when such statement or action is pursuant to specific instructions and official action taken by the Board.

Each Board Director shall review the agenda and any study materials distributed prior to the meeting and be prepared to participate in the discussion and decision-making for each agenda item.

Each Director is obligated to attend Board meetings regularly. Whenever possible, each Director shall give advance notice to the President or Superintendent of his/her inability to attend a Board meeting. A majority of the Board may excuse a Director's absence from a meeting if requested to do so. The Board may declare a Board Director’s position vacant after four consecutive unexcused absences from regular Board meetings.

Each Director may receive compensation of fifty dollars per day or portion thereof for attending Board meetings and for performing other services on behalf of the School District, not to exceed four thousand eight hundred dollars per year. Such compensation shall come from locally col-lected excess levy funds available for that purpose, and shall not cause the state to incur any pre-sent or future funding obligation.

Any Director may waive all or any portion of his/her compensation for any month or months during his/her term of office, by a written waiver filed with the District. The waiver may be filed any time after the Director's election and before the date on which the compensation would oth-erwise be paid. The waiver shall specify the month or period of months for which it is made.

Five Questions To Ask Before You Run For School Board Apr 14 by Beth Sigall

So you’re thinking about running for school board. You’re passionate about education and you’ve always supported public schools.

Eastside Education Network reached out to past school board members and parent leaders to seek their views on what potential candidates should consider before running. Here’s a compilation of their answers:

1. Are you a single issue candidate? – School boards races often attract candidates driven by a single issue. And while that cause may be a worthy one, unless your agenda is shared by at least two other members, you may waste most of your term banging your head against the wall. Says former Issaquah School Board President and State Rep. Chad Magendanz (R-5th Issaquah): “Potential candidates need to consider what will be necessary to build a majority on the board, and recognize that the issue of the day may be long gone before you’ve built that coalition.”

2. Can you listen to everyone? – An effective school board member must listen to all perspectives and do their best to strike a balance. Kelly Munn, State Field Director for The League of Education Voters, says each school board candidate must consider whether they can do what is right for the entire community, not just for their family, their friends or a particular group of supporters.

3. Do you have the time? – Candidates should look realistically at how much time they have to devote to the job. The hours can be substantial. Board members typically have additional schedule demands for small group meetings, responding to various inquiries, and developing expertise on matters important to their district, such as school construction financing.

4. Have you reached out personally? – Candidates should have a coffee with a current school board member and ask them about the job. Regularly attending school board meetings is another way to get a feel for what the job is like.

5. Are you willing to learn more? – Various groups offer trainings on how to run for school board and how to be an effective school board member. Candidates should attend one or more to learn about the job. Additionally, each school district’s website has board meeting minutes, policies, procedures and a wealth of information that candidates should study before jumping in.

Elected school boards serve as the voice for the community in the governance of our schools. Serving on them is a worthwhile endeavor that we should all support.

Serving on a school board is a great opportunity to help students and give back to your community.

School boards have many responsibilities, including governing their districts. These involve allocating resources, monitoring performance and holding the district accountable for progress. They govern the program and direction of the school district through written policy.

As elected officials, school boards provide a vital link between their communities and their schools. School board members serve as ambassadors for their students and schools. They also represent and engage their communities in educating students.

We encourage all school board candidates to attend our free workshop covering the fundamentals of school board service, board/superintendent roles, legal requirements for school boards, and tips for effective leadership. Terms of office• All school directors in Washington are publicly elected, except when a person is

appointed to fill a vacancy.• In some districts, all or some directors are elected at large and may live anywhere in

the district. In other districts, board members must live within certain areas called director districts. In either case, candidates are voted on by all voters in the school district, except for primary elections in Seattle.

• School board elections are held in odd-numbered years and are staggered.• The filing period for school board elections this year is May 13–17.• Candidates file with the county auditor’s elections office and there is no filing fee. • If a district is located in more than one county, candidates file in the county where the

majority of the district’s residents live.• The primary is held the third Tuesday in August and the general election is on the first

Tuesday after the first Monday in November.• If only one or two people file for a position, there is no primary election for that

position.• Newly elected directors take office at the first official board meeting following the

certification of election results by the county.• All Washington school boards have five members, except Seattle, which has seven.• School directors serve four-year terms, except Spokane, Tacoma and Everett, which

serve six-year terms.

Legal qualificationsTo be legally eligible for the office of school director, a person must be:• A registered voter in the school district. To register to vote, you must be a citizen of the

United States, a legal resident of Washington, and at least 18 years old by election day.• A registered voter in the director district within the school district, if applicable.

Financial reportingMost school directors and school board candidates are required to file financial disclosure statements with the Washington State Public Disclosure Commission (PDC). These reports begin with candidacy and continue throughout the term of office. Candidates must also file campaign financial reports. For detailed information on requirements, deadlines and forms for reports, contact your county auditor’s elections office or visit the PDC website at www.pdc.wa.gov.

Campaigning• State law prohibits the use of facilities of any public agency to directly or indirectly assist

any campaign for or against a candidate or ballot proposition. School board candidates must make a complete separation between campaign activities and the school district.

• Local ordinances may also contain specific requirements, such as the placement of campaign signs, so be sure to check with the city or county regarding the rules in your area.

The District Board of Commissioners consists of three members elected by the rate-payers of the District. The term of office for Commissioners issix years, staggered so one Commissioner’s term expires every two years. Board meetings are held at the District office every first and thirdTuesday of the month at 5:30 P.M. The public is welcome, but limited time is available for non-scheduled items. If you have an agenda pleasecontact the District in advance of the meeting date.

The district also has a Citizen’s Advisory Committee comprising five unpaid volunteer members selected from the ratepayers in the District whoare interested in participating in the welfare of the district and the communities we serve.

As a local municipality, Water District 125 operates under the authority of Title 57 of the Revised Code of Washington. The District is subject to federal, state and local regulations. Three local citizens are elected to the Board of Commissioners by voters living within the District's boundaries. The Board of Commissioners establishes water rates, sets policies, and oversees operations.

Jim Rick has enjoyed serving the rate payers and the District since 2002.  Jim is a retired elementary school principal from the Highline School District with a BA from Western Washington University and a MA from Central Washington University.  Jim is a WASWD Certified Platinum Level Commissioner.  He has lived in the area since 1957 and has been active in community sport programs.  Jim and his wife of 62+ years, Sandra, raised three sons Bob, Bruce and Randy.

After four years of serving my country as an Infantryman entering Europe on D-Day at Utah Beach, I spent several years working for the Rural Electrification Association (REA) wiring rural country homes. Coming to Washington in 1951, I worked for Boeing for 37.6 years, first in production, then in engineering doing contract estimating and negotiations

at numerous Air Force bases. In 1997 I was appointed Commission for the water district and have been there ever since. My wife and I have been married since 1963 with five living children and one deceased. We both attend most all City of SeaTac council meetings and I also attend all Valley View Sewer District meetings. I am a certified WASWD Platinum Level Commissioner and it is an honor and privilege to serve our Water District constituents.

Gettingreadytofile

Beforeyoufileforoffice,youwillneedto:

Forapartisanoffice,youmaychoosetostateapoliticalpartythatyoupersonallyprefer.Apreferencedoesnotimplythatyouhavebeennominatedorendorsedbytheparty,orthatthepartyapprovesoforassociateswithyou.

One of two things determines what a candidate discloses. For most candidates, it’s the number of registered voters in the jurisdiction where the candidate runs for office. How much money a candidate raises or expects to raise determines what reports are filed by someone running for office in a very small jurisdiction (less than 5,000 registered voters). File a Personal Financial Affairs Statement and campaign disclosure reports if you are:

a state office candidate a county office candidate (or political subdivision that encompasses an entire county)

a local or judicial office candidate in a jurisdiction with 5,000 or more registered voters

a candidate who raises or expects to raise $5,000 or more in the aggregate regardless of the number of registered voters (this includes the candidate’s own money)

File just a Personal Financial Affairs Statement if you are: a candidate for local or judicial office in a jurisdiction with 1,000 or more but less than 5,000 registered voters and you do not raise or expect to raise $5,000 or more

A candidate seeking election to an office in a jurisdiction with less than 1,000 registered voters who does not raise or expect to raise $5,000 or more does not file any reports with the Public Disclosure Commission. • Do I Have to File Electronically? All required PDC reports can be filed electronically. A candidate that expects to spend or actually spends $5,000 or more must E-file contribution and expenditure reports. Right? Probably. It depends on how much you’re going to raise and spend on your campaign. If you choose Mini Reporting (limiting what you raise or spend to $5,000 and no one other than the candidate contributes more than $500), the C-1 and the F-1 are the only PDC reports you have to file. Be sure to access and carefully review the Mini Reporting manual found at http://www.pdc.wa.gov/filers.

If you’re going to raise and spend over $5,000 to get elected (or less than that, but you want to accept more than $500 from a contributor), you must select the Full Reporting option. You’ll be required to file frequent and detailed contribution and expenditure reports (Forms C-3 and C-4, respectively).

The PDC realizes that candidates are not always able to forecast campaign costs accurately, and may need to switch reporting options. Changing from mini to full reporting must be done by the deadline before the election and approved by the PDC staff. A candidate who needs to change from mini to full reporting must notify all opponents in writing, amend the registration, file contribution & expenditure reports from the start of the campaign, and send a letter to the PDC confirming that these steps have been completed before exceeding the mini reporting limits. The change in reporting options will be approved only if all of these steps are completed at least 30 business days before the election. The approval to change reporting options from mini to full reporting by the deadline of the election is not automatic and will only be granted under circumstances outlined in WAC 390-16-125.

• May I Serve as My Own Treasurer? Yes. However, candidates who select Full Reporting are strongly encouraged to enlist the aid of a treasurer who has the time and energy necessary to keep detailed, accurate records and file frequent reports. Your treasurer does not need to be a professional accountant. • When Do I Have to File Reports? C-3 Contribution Reports: Before June 1 of the election year, candidates fill out a C-3 report for each bank deposit and file these reports with their C-4 reports. Beginning June 1, each deposit must be reported no later than the following Monday. Since contributions must be deposited within 5 business days of receipt, active campaigns will make at least one weekly deposit. Starting in June of the election year and continuing through the primary and general elections, C-4 reports are due 21 and 7 days before each election and on the 10th of the month after the month the election was held with the candidate’s name on the ballot, even if there was little or no activity to report. Specific filing dates are listed in the 2014 Key Reporting Dates for Candidates found under Filer Resources at www.pdc.wa.gov. All PDC reports are considered filed as of the postmark date or, if filed electronically, on the file transfer date. • Where Do I File PDC Reports? Most candidates will file reports only with the PDC. Copies of PDC reports are no longer filed with the county elections officer. City office candidates should check with the appropriate city clerk to determine if there is a local filing requirement. • Must I Have a Separate Campaign Account? Candidates must open a separate campaign account in a bank, credit union or savings and loan institution if they accept monetary contributions. A candidate who personally funds his/her entire campaign and accepts no contributions does not have to open a bank account. These candidates are required to make all campaign records, which may include the personal checkbook register and bank statements, available for public inspection during the eight days before the election. • From Whom May I Accept Contributions? Generally, contributions from individuals, corporations, unions and other organizations are permitted. Candidates subject to contribution limits have special contributor restrictions explained in the PDC’s manuals. By federal law, no foreign corporations or citizens (unless they have green cards), national banks and corporations organized by authority of Congress and federal government contractors may contribute to or spend funds on behalf of U.S. candidates.

There are also limits on contributions given to bona fide political party and caucus political committees. See instruction manuals for details. During the 21 days before the general election, no contributor, except the state committee of a bona fide political party, may give more than a total of $50,000 to a statewide office candidate or $5,000 to any other candidate or political committee (except for ballot measure committees). This restriction also applies to a candidate’s personal funds. Candidates must not accept contributions that exceed their respective limits. *Some cities have adopted more restrictive contribution limits. A candidate for mayor or city council should ask the city clerk whether there are local contribution limits. • Is There an Expenditure Limit? Candidates who choose Mini Reporting self-impose an expenditure limit of $5,000. There are no expenditure limits for candidates who choose Full Reporting. • Must I Identify All Contributors? Anyone who donates monetary and in-kind contributions totaling more than $25 over the course of your campaign must be identified by name and full address. Plus, if an individual gives you more than $100 in the aggregate, you must show this person’s occupation and the name, city and state of his or her employer. • May I Be Reimbursed for the Personal Funds I

Spend on My Campaign? Reimbursements for the candidate’s out-of-pocket campaign expenses must be made within three weeks or the reimbursement counts against the candidate’s loan repayment limit. A candidate can be repaid up to $5,500 for primary election loans and $5,500 for general election loans. A candidate’s contributions to his or her own campaign should be reported as loans in order to be eligible for repayment. • Are There Laws Governing Political Ads? Yes.
