Per Municipal Code 50.003 (D) Unlawful use of containers. It is unlawful for any person, other than the responsible person or a franchisee authorized by the responsible person, to remove any container from the location where the container was placed for storage or collection, or remove any solid waste from any container, or move the container from the location in which it was placed for storage or collection, or apply any paint or markings (known as “graffiti” or “tagging”) to any solid waste container without the container owners prior written approval.
