City of Fort Worth Follow-Up Survey Project Fort Worth, Texas Area April 19 - 23, 2010 (6/7/10) Background In response to observations and findings associated with oil and natural gas production and processing in the Barnett Shale Formation area in August, October, November, and December 2009, and March 2010, the Texas Commission on Environmental Quality (TCEQ) made it a priority to conduct an additional volatile organic compound (VOC) survey project in the Fort Worth, Texas, area. General Monitoring Information From April 19 - 23, 2010, staff returned to 38 of 126 locations visited during the December 2009, Fort Worth Survey Project and also surveyed 59 additional locations (see Attachments 1 and 4). Coverage was provided in all of the City of Fort Worth’s eight city council districts. For organizational purposes, the Fort Worth geographical area was divided into four quadrants (NW, NE, SE, SW), and monitoring teams spent time in each area in an effort to provide wide-ranging coverage. Monitoring and field assessments during this project were conducted at multiple natural gas emission source types involved in the production and processing of products, including but not limited to drilling, fracturing, well-heads, condensate and product storage tank batteries, compressor stations, saltwater disposal wells, and natural gas processing facilities. Evaluation efforts included off-site organic sampling and site evaluation using survey instrumentation. Members of the Mobile Response Team and TCEQ Dallas/Fort Worth regional staff used Toxic Vapor Analyzers and GasFindIR (infrared) cameras to conduct general organic screens, to document emissions, and to determine if and where quantitative upwind and downwind canister samples should be collected. Where warranted, 30-minute, time-integrated canister samples were collected upwind and downwind of identified sources. The canisters were analyzed in the TCEQ Organic Analysis Laboratory (OAL) in Austin, Texas, using cryogenic pre-concentration followed by thermal desorption into an Agilent 6890/5973 gas chromatograph/mass spectrometer (GC/MS). Fort Worth Area Observations and Findings Monitoring assessment sites were designated based on individual physical locations distinguished by a specific address or geographic location, and each location contained natural gas production or processing equipment. Twenty GasFindIR Camera images were recorded (see Attachment 2) documenting a variety of storage tank, scrubber, and oil recovery basin emissions at Chesapeake Energy (Locations 20, 21, and 23), Chesapeake Energy/Texas Midstream Gas Services (Location 19), XTO Energy (Locations 15, 16, and 17), Ecana Oil & Gas (Locations 8 and 22), Quicksilver Resources (Location 18), CD Consulting & Operating Company (Location 1), Barnett Gathering (Location 3), Crosstex Energy/Treating Services (Location 12), Radius Operating Company (Location 11), and Devon Energy (Locations 13 and 14). In addition, 12 canister samples were collected (see Attachment 3), including a generally upwind Fort Worth airshed sample (Location 5). The remaining 11 samples were collected downwind and upwind of a variety of facilities, including CD Consulting & Operating Company (Locations 1 and 2), Barnett Gathering (Locations 3 and 4), Chesapeake Energy/Texas Midstream Gas Services (Locations 6 and 7), Chesapeake Energy (Locations 9 and 10), and Ecana Oil & Gas (Location 8). A variety of VOCs were detected including maximum concentrations of 2,000 parts per billion by volume (ppbv) of ethane and 310 ppbv of propane. Three canister samples measured concentrations of benzene that exceeded the TCEQ long-term Air Monitoring Comparison Value of 1.4 ppbv, including concentrations of 6.3 ppbv, 3.2 ppbv, and 1.9 ppbv.
