DEPARTMENT ACTIVITIES Flagler Palm Coast High School students and Volunteer Firefighter Intern applicants have a total of 43 “Ride-Along” hours this week.

The Fire Department had a busy Saturday with community outreach. There were many community events in which the department participated including: the Sheriffs Safety Expo, Spring Fling at the United Methodist Church & Community Picnic at Palm Coast Bible Church.

Parks & Recreation – Alex Boyer, Director

We hosted our second Movies in the Park of the season featuring Peter Rabbit. Flagler Schools debuted the

new and improved movie screen for the feature. We were able to hold our first Food Truck Tuesday of the

season after last month’s was rained out. The weather was beautiful and we had great attendance. We even

introduced a few new food trucks!

We are very excited to be hosting our egg hunt events this week! We are hoping the weather holds out for our

Teen Flashlight Egg Hunt on Friday, April 19 from 7-9pm. If not we will host a teen egg hunt at the end of our

Egg’Stravaganza event. Check our Facebook page for updates at www.facebook.com/palmcoastrec. Our

Egg’Stravaganza event is this Saturday, April 20 from 10am-1pm at Central Park. The hunt is on for 10,000+

candy and toy filled eggs. Enjoy a fun-filled morning with exciting activities, such as the Easter egg hunts for

children up to 11 years old, balloon art, hay maze, face painting, food, refreshments and pictures with the

The average water demand for the week was 7.998 million gallons per day.

The average wastewater flow for the week was 6.369 million gallons per day.

The unidirectional flushing operation will continue on April 29th and crews will be working in Sections 1, 2 and 6 which includes Florida Park Drive and Fleetwood Drive and surrounding streets.

Water Distribution crews installed 13 new water meters.

There are 157 new meter installations pending with 47 lots cleared and an average installation time of 3 weeks.

Wastewater Operations installed 9 new PEP tanks.

There are 29 new PEP tanks pending. Currently all new tanks are being installed within 5 days of site ready.

There were 49 calls after hours.

Water Distribution crews completed 12 meter pit adjustments/replacements, repaired 2 service lines, 3 manifolds and tested and repaired 181 backflow preventers.

Wastewater crews replaced 6 PEP pumps, 1 back lid, 4 ball valves and boxes, 12 floats, 158 cleanout caps and repaired 1 service lateral. Crews also installed 6 PEP pump assemblies and 11 electric assemblies, inspected via CCTV 4,813 feet of gravity sewer and inspected 26 manholes.

On April 16th, Wastewater Operations repaired a sewer lateral located on Francis Lane. Florida Power & Light assisted in the operation by using their equipment to hold the power pole in place while staff from Wastewater excavated the sewer line for repair.

As part of pump station improvements, new concrete driveways were installed at pump stations 35-3, 35-4 and 57-3.

On April 13th, Staff from Compliance/Environmental and Customer Service attended the Spring Festival and Plant Sale at the Flagler Palm Coast High School. Information was exhibited on various topics including water conservation, stormwater and other City related activities.

Clarifiers are settling tanks built with mechanical

means for continuous removal of solids being

deposited by sedimentation. A clarifier is generally

used to remove solid particulates or suspended solids

from liquid for clarification and (or) thickening.

City of Palm Coast Utility team wins 13th Top Ops State Championship

Palm Coast – Palm Coast Utility Department’s national-champion “Water Buoys” team won its 13th Top Ops State Championship on Tuesday, winning the title after a hard-fought contest against two other water treatment teams from around Florida. Team members Fred Greiner, Tom Martens, Robert Nelson and Peter Roussell (coach) correctly answered more questions than any other team competing at the annual Florida Water Resource Conference (FWRC) in Tampa. FWRC is a joint conference of the American Water Works Association, The Florida Water Environment Association (FWEA), and the Florida Water and Pollution Control Operators Association (FWPCOA). Questions in this competition covered a broad range of operational topics including basic science, chemistry, hydrology, water distribution, public health and sanitation, plant maintenance, safety and process control. The annual contest recognizes and promotes excellence in all aspects of water operations, giving operators the opportunity to showcase their knowledge and talents. The Palm Coast team has won the state championship for 13 of the past 15 years. “The water buoys Top Ops team made me believe once again that hard work and coordination can accomplish anything. I’m really proud to be part of the team,” said Roussell, Palm Coast Utility Systems Manager of Water Operation. “The competition covers all technical aspects of water treatment. The purpose of the competition is to recognize and promote excellence and professionalism in all aspects of water operations. The team is dedicated and driven. This type of dedication benefits the citizens of Palm Coast by having a better, more-motivated and highly trained operating staff for the City’s water treatment plants.” The Top Ops Team will compete for the top national honors at the American Water Works Association Annual Conference and Exposition (ACE) to be held in Denver in June. Since 2005, the Water Buoys have won the national competition seven times. The Florida Section of the AWWA awards expense-paid trips to the winners of the state competition, so no City funds will be used toward the national competition. Team members pay for the competition out of their own pockets and then receive financial reimbursement from the Florida Section.

The opportunity to attend the conference, and even practice for the competition, has a major pay-off for the Palm Coast community, Roussell said. “The educational aspects of Top Ops cannot be understated,” Roussell said. “The Water Buoys study relevant technical manuals and practice for the competition all year long. The team members then try and impart their knowledge to the rest of the operations staff. Video of Palm Coast State of the City address now available on City website Palm Coast – A video of the City of Palm Coast’s second annual State of the City address, held last week in partnership with the Palm Coast Observer, is now available on the City website at www.palmcoastgov.com/council/state-of-the-city. The State of the City webpage also includes the text of the State of the City address and a link to the Annual Progress Report for 2018. Palm Coast Mayor Milissa Holland gave the State of the City address, highlighting the successes and achievements of the City over the past year and announcing plans for the coming year and beyond. This year’s theme is “One Palm Coast,” and Mayor Holland shared the importance of connections – the people, organizations, businesses, schools and universities, government agencies and hospital that come together in the unified purpose to advance our community for a bright future. The event provided a first look at Palm Coast Connect, the City’s new citizen engagement platform, which will go live in May. The Mayor also shared the vision for the new Innovation District in Town Center – a mix of high-tech companies, housing, Central Park, cultural arts, coffee shops and restaurants, entrepreneurs and retail in a walkable neighborhood. “We are attracting new investment through an Opportunity Zone designation, and this year we launched an Innovation District and kick-started a development incentive program that provides qualified projects a reduction in their Utility impact fees,” Mayor Holland said. “We already have our first two projects approved to bring upscale but affordable housing for teachers, nurses, firefighters and future employees in Town Center.” Also at the program, the Mayor presented three special awards:

Mayor's Citizen of the Year – Laura Gilvary, a bank executive who serves on the AdventHealth Palm Coast Foundation’s DiaBEATes Alliance. Gilvary was honored for her leadership with the DiaBEATes Alliance in raising awareness for the prevention and treatment of diabetes and to expand education, support and resources within the community.

Mayor's Public Service Award – Flagler County Sheriff Rick Staly. The Mayor selected Staly for this honor to recognize the innovations he’s brought to the Sheriff’s Office that have significantly reduced crime and increased safety in Flagler County. In accepting the award, Staly gave the credit for the public safety improvements to the men and women of the FCSO.

Mayor's Next Generation Award – Palm Coast resident Reilly Opelka, a professional tennis player who’s ranked 56th in the world. The award was accepted by Opelka’s father, George. Reilly Opelka won the Junior Wimbledon tournament in 2015 at the age of 17 and recently won his first major tournament, the New York Open.

Free Housing Fair and Financial Wellness Clinic open to the public on April 27 The public is invited to attend a free Housing Fair and Financial Wellness Clinic at the Flagler County Association of Realtors office building, located at 4101 E. Moody Blvd., Bunnell, on Saturday, April 27. The event will be held from 10 a.m. to 2 p.m. In observance of Fair Housing Month, home buyers are invited to learn about the Flagler County SHIP Down Payment Assistance Program, the home buying process and evaluating mortgage readiness. Homeowners are invited to learn about refinance opportunities, foreclosure intervention techniques and owner-occupied rehab programs. New mortgage and housing programs will be showcased, as well. NEWS RELEASE – City of Palm Coast Contact: Kimberly Norman, Public Relations Associate 386-986-3717 April 18, 2019 Multi-generational, local art to be showcased at spring Art Exhibition and Show Palm Coast – From wood carvings to paper creations, there will be about 100 pieces of locally-created art on display at the spring Art Exhibition and Show on Friday, April 26 at the Palm Coast Community Center. The art was created by local children, adults and seniors who have participated in A.R.T programs at the Palm Coast Community Center or by students within the Flagler County School District. Among some of the artists, is 8-year-old Lyra Minhall. She has created several pieces of art as part of the Home School Enrichment Block, a program offered this April for the first time ever. Each Tuesday, children create artwork inspired by the greats, participate in physical recreation, and delve into the fun world of STEM, assisted by Lego Education WeDo 2.0 Robots. “From toddlers to seniors, we offer art programs that provide a safe space for therapeutic and creative expression,” said Parks & Recreation Leader 2 and certified art instructor Kristy Craigle. “Art is so important to our community and we are excited to host an event that showcases the talent of our residents.” The wood carvers group will be displaying their art and holding a contest. Public participants can vote on their favorite piece and then the wood carvers will announce the “Viewer’s Choice” towards the end of the event. In addition to the show, there will be other forms of art celebrated at the event including performances featuring comedy, singing and dancing. A recital from the Beginning Ballet toddler program will kick-off the event at 5:30 p.m. on the patio. There will also be an improv performance from a local comedian. And, the Flagler Schools Elementary Honor Choir will perform several songs on the patio at about 6:45 p.m. There will also be a community art project where attendees of the event will contribute pieces to a mosaic that will be on display at the Palm Coast Community Center.
