DEPARTMENT ACTIVITIES Palm Coast Fire Department won the 2017 Regional Award of Excellence, Public Safety for our PCFD Internship Program by the Northeast Florida Regional Council. Presentation of the award was on December 7th in Jacksonville, FL. Lieutenant Promotional testing continued this week with interviews and role-play conducted at City Hall. Multiple departments participated in the assessment process. Battalion Chiefs will perform a jacket review, which is a review of their benchmarks in the Lt. Mentoring Program. Scores will be tabulated and provided to the Chief next week.

Executive Summary: Parks & Recreation helped host the annual Tree Lighting Ceremony on Friday, Dec. 1 after
preparing and decorating the tree that week. The ceremony took place at Central Park at 6pm. Parks & Recreation
offered Letters to Santa, Holiday Wish List, and general Parks & Recreation program information.
Parks & Recreation staff is hard at work preparing for the Starlight Parade on Saturday, Dec. 9. Parks & Recreation
will hold an expo during the pre-parade event to include a tennis demo, teddy bear picnics, nature/fitness walks,
sand art, holiday wish list, and letters to Santa. There will also be live entertainment and food vendors.

Crews installed 13 new water meters, 1 new irrigation meter and 7 new PEP tanks.
Contractors replaced 8 pep tanks.

There were 8 water service line replacements and 10 meter pit adjustments, replacements and repairs.
Replaced 20 pep pumps, 39 floats, and 12 cleanout caps. Replaced 5 ball valves and boxes.
Water Distribution crews repaired 4 water service lines, 5 water service manifolds and tested and repaired 145 backflow preventers.
The Inflow / Infiltration inspected via CCTV 2,000 feet of gravity sewer, inspected 40 manholes.
On Wednesday, WTP #2 staff started utilizing the 20 cubic yard dump truck for lime sludge removal. The loaded truck was taken to (ELS) Environmental Land Service to be weighed (28,780lbs). ELS also collected their roll-off containers from WTP#2. For the time being, plant staff will be hauling the lime sludge to Ross’s landfill site for disposal while other options are evaluated.
The I-95 elevated water storage tank is now covered and the restoration process is underway. The tank is being sand blasted and repainted and the material must be contained to avoid releases to the environment.

Palm Coast Fire Department wins Regional Award for Excellence in Public Safety Palm Coast – Palm Coast Fire Department’s innovative internship program for volunteer firefighters received the Regional Award for Excellence in Public Safety from the Northeast Florida Regional Council. Palm Coast Fire Chief Mike Beadle and Deputy Chief Jerry Forte accepted the award at NEFRC’s annual awards program in Jacksonville on Thursday. The award was presented by Bunnell Mayor Catherine Robinson, Second Vice President for the NEFRC Board of Directors, and Brian Teeple, the Regional Council’s CEO. NEFRC is a network of local governance serving seven counties and their 27 municipalities. The Fire Department started its comprehensive internship program in January as a way to recruit full-time, career firefighters as the department grows. Once interns have fulfilled the program’s requirements, they are given hiring priority for the department’s vacancies for entry-level, career-firefighter positions. Three interns have been hired so far. “This program is a community-minded educational opportunity for City residents to pursue a career as a Firefighter/EMT, and it’s a critical part of our department’s succession planning and employee retention efforts,” Chief Beadle said. “We’re honored that the Regional Council recognized our new program,” he said. “It is already proving successful, and we wanted to share our approach with other fire departments in Northeast Florida.” The internship process begins with a candidate applying as a volunteer firefighter to learn the operational and educational requirements needed to advance to career-firefighter status. After being chosen for the internship program, the volunteer is assigned to one of the department’s career lieutenants for training and advancement through the program. The intern must complete a formal education program for firefighting and emergency medical services. As an intern with the Palm Coast Fire Department, they gain experience by accompanying career firefighters on calls and completing training. Selections for new hires are
based on a point system that considers that training and their time riding with a fire crew. There are currently 12 volunteer firefighters in the internship program, with six of those in position to be hired as openings become available. Palm Coast Fire Department also received NEFRC’s award for Excellence in Public Safety in 2014 for an initiative to educate residents on the importance of keeping their smoke detectors in good operating order. City of Palm Coast offering 11 college internship positions for summer 2018 Palm Coast – The City of Palm Coast is now accepting applications from college students for summer 2018 internships in administration, information technology, urban forestry, public works, communications and marketing, community development, utility, engineering, finance, parks and recreation, and human resources. These paid, competitive internships are full-time and are open to all current college students and students who have graduated within six months of applying. These internships may qualify for college credit with the student’s respective college. Palm Coast Utility named 2017 Outstanding Water Distribution System Palm Coast – The City of Palm Coast’s water utility system has been selected as the 2017 Outstanding Water Distribution System for Division 5 by the Florida Section of the American Water Works Association. The first-place award is based on water quality, operations, record-keeping, system maintenance, professionalism, safety, emergency preparedness and the cross-connection control program. Recipients must demonstrate high standards and integrity in the operation of their water distribution systems. Palm Coast Utility Systems Manager Randy Zaleski accepted the award at the Florida Section of AWWA’s annual business meeting and awards luncheon held in Orlando last week. There are eight divisions in the competition, with each utility grouped with other utilities of the same size (based on the number of service connections). “This award covers the entire water distribution system – everything from the meter-reading process to testing and repairs of our back-flow preventers, valve maintenance, new meter installs, emergency repairs, safety procedures, staying up-to-date with certifications and giving excellent customer service to our residents,” Zaleski said. “We are very proud to be recognized for the quality of our water distribution system, and I want to congratulate our Utility System Technicians and Meter Technicians,” he said. “The Utility is here for our customers, and this recognition would not be possible without the dedicated employees who provide a high level of service 24/7.” The Florida Section of the American Water Works Association provides comprehensive technical training and continuing educational programs for the water industry. City of Palm Coast’s video production team wins awards for 3 videos Palm Coast – Three City of Palm Coast videos – two related to public safety and one that’s used to recruit college interns – have earned awards in state and national competitions. Video Production Coordinator Tom Hanson and Digital Communications Coordinator Jason Giraulo were recognized Tuesday at the Palm Coast City Council meeting. Both are part of the City’s Communications & Marketing Division and Palm Coast Television (PCTV). The “Find Your Future – Internships with the City of Palm Coast” video showcases the City’s internship program from the interns’ perspective and is designed to promote the internship program. 2017 Telly Awards – Bronze Award in the Government Relations for Non-Broadcast Productions category;

Dec. 7, 2017 Temporary road closures: Forrester Place on Dec. 12; Ferndale Lane on Dec. 14 Palm Coast – The City of Palm Coast Public Works Department is planning two temporary road closures – on Tuesday, Dec. 12, and Thursday, Dec. 14 – for drainage pipe replacements. From 7:30 a.m. to 3:30 p.m. Tuesday, Dec. 12, the roadway in front of 1 Forrester Place will be closed. Residents will have access to their homes, but the road will be closed to through traffic.
