Comments : Ofc responded to 365 Eastern Ave in reference to a reported accident with injuries (ref# 13-6884). Ofc contacted Elizabeth A Rutter,
Betty K Skaggs and John A Miller. Ms Rutter was being held by Ms Skaggs (her mother) in the roadway. Ms Skaggs stated Ms Rutter''s boyfriend,
Casey A Fox was the one responsible for this incident. They reported Mr Fox was driving a green Dodge Stratus, possibly enroute to Laurelville.
Chillicothe FD squad arrived on the scene and loaded Ms Rutter, transporting her to ARMC for treatment. Ms Rutter is currently 7 months pregnant
(not by Mr Fox though). As the squad was pulling away, dispatch informed Ofc that OSP located and stopped Mr Fox on SR 159/ SR 180. Ofc went
there and contacted Casey A Fox and Buddy D Fox. Ms Rutter was unable to provide Ofc with a statement at this time. Ms Skaggs stated she
heard Elizabeth and Casey arguing outside and went to the door to see if everything was ok. Ms Skaggs stated Elizabeth reached inside the vehicle as
Casey was backing out into the roadway, causing her to be carried into the road by the vehicle. As Casey braked and changed directions, taking off
rapidly E/B on Eastern Ave, Elizabeth fell from the vehicle. Mr Miller stated he only arrived at the door as Casey was speeding away and did not see
anything prior to that. Buddy D Fox (Casey''s grandfather) was parked across the street when Casey went to retrieve his vehicle. Buddy stated as
Casey began backing away, Elizabeth reached into the vehicle. Buddy stated Elizabeth fell from the vehicle as Casey sped away. Casey stated him and
Elizabeth are currently going through a break-up and he was trying to retrieve his vehicle from her house. Casey stated as he was backing away, Elizabeth
reached into the vehicle attempting to grab the keys. Casey stated he was leaving her because she would not stop using heroin and was constantly using
all their money for the drugs. Casey stated he was just trying to get away and panicked.

On the above date and time Ofc. was patrolling the city of Chillicothe when Crystal Camacho stopped Ofc. at 35 S. Rose. Crystal stated that Jason
Camacho, who is her husband and father of their child Shianne Camacho, came home and climbed through the family's first floor south side window at
3:30am. Crystal stated that she was asleep on the couch when Jason came home and woke her up. Crystal stated that she asked Jason what he was
doing out so late and he then picked up a crow bar and hit her in the back with it and told her to shut up. Ofc. did not observe any wounds, bruises or
marks on Crystal's back. Crystal stated that she then began to yell when her Shianne came down the stairs and told Jason to stop. Shianne and Crystal
report that Jason told Shianne to "shut the fuck up" and go back upstairs. Shianne and Crystal report that Shianne refused to go back upstairs and Jason
then grabbed a youth's 4-10 firearm and began to load it and stated that he was going to shoot Crystal if Shianne did not listen to him. Crystal reports
that she was able to grab the gun away from Jason, unload it and throw the bullet onto the floor. Shainne and Crystal report that Shianne then ran to the
front door in an attempt to go call for help when Jason kicked the door shut, shutting Shianne's right hand in the door. Ofc. observed Shianne's hand to
be bruised and swollen. Ofc. obtained photographs. Shianne reports that she then ran out the back door. Crystal reports she then ran out the front door
because she knew Jason would follow her and not Shianne. Shianne and Crystal report that is when they saw Ofc. patrolling through the nieghborhood.
When Ofc. arrived Jason was on the front porch yelling at Crystal and then ran back into the house and out the back door. Ofc. was unable to locate
Jason. Ofc. will request a warrant for Jason's arrest for Domestic Violence. Ofc explained the procedure to her on how to obtain a protection order and
also referred her to RCCADV for advice. Ofc ran a CCH on Jason Camacho and he has no prior DV convictions.
Ofc. seized the crow bar, the shot gun shell and the youth 4-10 firearm and it was placed in the evidence room.

Upon arrival, ofc contacted the resident, Lisa Rose. She advised on 4-18-13 thru 4-21-13 she went to visit her son who lives in the county. When she
arrived back home on the 21st she noticed her son''s 24" Mongoose bike missing. Upon looking further she noticed one playstation 3 game and a WI
sensor missing. Ofc checked the apt. door and noted it locks with a dead bolt. There were no signs of forced entry into the apt. After advising Ms Rose
of this and pointing out the area where pry marks might be located she said she might have left the door unlocked. Ms Rose advised she does not have
renters insurance. There are no cameras in the hallway and ofc was unable to locate any witnesses. Nothing further at this time.

Ofc. was contacted at the LEC by PNC Bank (800 Western Avenue) Branch Manager Nancy Russell in reference to a possible Theft from the elderly.
Ms. Russell stated a customer by the name of B. Olaf Santesson may be getting taken advantage of by his live in girl friend April Glass. Ms. Russell
stated there have been several transactions that have been suspicious including an overdraft of the checking account funds. She stated it was not like Mr.
Santesson to overdraft his account. She provided Ofc. with a transaction list for the month of April on this account. She also stated her company has
started an investigation into this matter. Ofc. contacted Mr. Santesson at his home (380 Piatt Avenue) about this matter. Ofc. recognized that Mr.
Santesson is an elderly male (86 years old) at which time Ofc. did a brief assessment of his mental state. Ofc. asked him if he knew what day, month, and
year it was. Ofc. also asked if he knew his address and who the U.S. President is to which he correctly answered all questions. Ofc. asked him if he live
alone and he said he lives with his friend April Glass. Ofc. asked him how long the two have lived together and he said around a year now. Ofc. asked
how he met her and he said she used to be his neighbor when he lived on Orange Street here in Chillicothe. Ofc. asked how she came to live with him and
he said she was evicted from her home on Orange Street so he discussed her moving in with him. He stated she has been a good friend and she helps him
by driving him around, doing laundry, housekeeping, and taking him to Dr''s. appointments. He stated he has known her overall for a little over two
years. Ofc. observed the interior of his home which was not in good condition. Ofc. observed dirty laundry on the floor strung out across the living room.
Ofc. also observed old food that had been left out in various portions of the home. There was also a large trash bag that had been sitting in his living room
for some time with insects flying around it. The overall lack of cleanliness was not in line with someone who typically has a live in to help keep things in
order. Ofc. then informed Mr. Santesson that Ms. Russell had approached Ofc. in reference to unusual transaction on his checking account to include
an $1,102.06 transaction at the Kroger grocery store on 4-1-13. On the very next day a transaction of $556.58 also at Kroger. Ofc. also informed him of
two more purchases at Kroger on 4-4-13. One in the amount of $521.60 and the other in the amount of $606.56. Additionally there was another purchase
at Kroger on 4-8-13 in the amount of 243.92. The total transactions for Kroger in the first eight day of April 2013 total $3,030.72. Ofc. also noted a
transaction from an ATM machine on Western Avenue in the amount of $503.00. Ofc. asked him if he withdrew or attempted to withdraw money from
the ATM on Western Avenue yesterday and he said yes. He said he and April went to the ATM however April told him no money came out of the
machine. Ofc. again informed him this money was withdrawn and she was not being truthful with him which came to his surprise. He stated he could not
believe all the information Ofc. had just provided him with. Ofc. asked him if he authorized any of the above transactions and he stated he always
types in his pin number from his debit card purchases however he does not have good vision at all. He stated he did not know the amounts being spent
nor what was purchased for the above transaction amounts. Mr. Santesson did say that he found two five hundred dollar prepaid Visa cards in the home
at which time he confronted April about these. He stated he did not authorize her to purchase any such cards at which time he confiscated them from her
after a verbal argument. Ofc. asked if April were in the home and if Ofc. could speak to her at which time Mr. Santesson stated he would see if he
could wake her up. He walked to what Santesson stated was her bedroom and opened the door in an attempt to wake her up. At this time Ofc. could
observe, in plain view, two syringes and a spoon containing a blue and white powdery substance. Mr. Santesson then told Ofc. she must not be home
and that he did not know where she had gone. Ofc. informed him of a possible drug habit that April has at which time Ofc. photographed and collected
the spoon, which contained burn marks on the bottom, and the syringes to be placed into evidence. Mr. Santesson stated April did not have a drug
problem and instead stated she is diabetic. Ofc. informed him that this is not the typical method to administer diabetic medication which also came as a
surprise to him. Ofc. then asked Mr. Santesson to search the home, excluding April''s bedroom, for additional drug items at which time he granted Ofc.
permission. While searching in Mr. Santesson''s bedroom Ofc. located a female, later identified as April, hiding against the wall in between Mr.
Santesson''s bed on the floor. Ofc. detained April pending the investigation and advised her of her Miranda Rights to which she stated she understood and
waived at this time. Ofc. asked her what her relationship to Mr. Santesson was and she gave the same account as Mr. Santesson. She stated the two have
common grounds as they both have no family. Ofc. asked her about the matter of Mr. Santesson''s money and what her role in the finances are. She
stated Mr. Santesson took her to a lawyer''s office to set up what she called a will so that if something were to happen to him she would get his money.
She stated part of the stipulation was that she could not "blow all of the money" though. Ofc. asked her what attorney handled this to which she could
not recall. She then stated she only drove Mr. Santesson to the attorney''s office near Paint Street and Main Street however she was not allowed to go
inside. She stated she did not know what took place in the attorney''s office and she did not have to sign any documentation. Ofc. then asked about the
prepaid Visa cards and she stated she gave them back to Mr. Santesson. She stated he was at the store when they were purchased. Ofc. asked her if the
syringes and spoon belonged to her and she stated yes. Ofc. asked her if she were a diabetic and she stated no. She stated she shoots up Percocet 30MG
pills. Ofc. asked her what the blue and white powdery substance on the spoon was and she stated a Percocet 30MG pill. She was then placed under
arrest for Poss. of a Drug Abuse Instrument and Poss. of Drug Paraphernalia. Ofc. again contacted Mr. Santesson and inquired about the alleged
attorney to which he stated he hasn''t ever been to any attorney nor has he conceded any power of attorney. Ofc. Lytle arrived on scene with Adult
Protective Services employee Barb Holt. Ms. Holt spoke with Mr. Santesson of the possibility of assisted living as Mr. Santesson stated his vision and
hearing are very poor. Ms. Holt also stated she would help Mr. Santesson contact the bank personnel to try and calculate a dollar amount of money that
may have been stolen from him. While on the scene, Ofc. was notified by an anonymous passerby that a male subject was hiding next to the fence at
the rear of Mr. Santesson''s home. Ofc. approached and detained the subject pending identification. Ofc. identified him as Garry Speakman and advised
him of his Miranda Rights to which he stated he understood and waived at this time. Ofc. asked him why he was hiding and he stated he wasn''t hiding
and instead was waiting on Ofc. to complete his investigation so that he did not get into trouble for Obstructing. Ofc. recalled seeing, in plain view, an
Ohio directional card belonging to Mr. Speakman next to the syringes inside the doorway of April''s bedroom door. Ofc. asked him why this was inside
the home and he stated he stays there sometimes. Ofc. asked him if Mr. Santesson knew he stayed there and he stated "I assume he does". Ofc. asked
him how he knew Mr. Santesson and he stated he has known him for a couple of years. He stated he helps him do odd jobs around the house such as
mowing the lawn and other things. Ofc. asked if he ever got paid to which he replied he doesn''t charge Mr. Santesson for the services. He continued by
saying that Mr. Santesson does however give him money from time to time. Ofc. asked him how much money and he stated he could not recall. Ofc.
asked him if it were more that $1000.00 and he stated yes. Ofc. asked him again how much money he believed and he could not give Ofc. a number. Ofc.
asked him if it were around $5000.00 or more and he stated yeah but he could not say for sure. Ofc. again contacted Mr. Santesson and asked him if
he knew Mr. Speakman and he said yes. Ofc. asked him if he has given Mr. Speakman money and he stated yes because Speakman mows his lawn. Ofc.
asked him overall how much money he has paid Mr. Speakman and he stated he did not know the total amount. Ofc. asked him if the amount was over
$1000.00 and he seemed shocked Ofc. thought the amount would be that high. Ofc. then informed him that Speakman believed the amount to be more
near $5000.00. Ofc. asked him if he wanted Mr. Speakman barred from his property at which time he stated yes. Ofc. also informed Mr. Santesson that
April is not a diabetic and she also lied to him about this. Ofc. advised Mr. Speakman that he is barred from 380 Piatt Avenue and if he were to return
he could be arrested for Criminal Trespass. He stated he understood. Ofc. also advised him he may later be charged in a Theft case from Mr. Santesson at
which time he departed the area. Ofc. then transported April to the Ross County Jail where she will be held in lieu of bond pending her appearance in
court on 4-26-13 at 9am. She is currently charged with Poss. of a Drug Abuse Instrument and Poss. of Drug Paraphernalia. This investigation
continues as more evidence becomes available to Officer as it is clear Mr. Santesson is not aware of how much money has been taken nor that it was
being taken. Mr. Santesson is also unsure if he wishes to pursue charges as he feels this will not help regain all the lost funds. Ofc. advised him this will
at least prevent it from happening in the future. Mr. Santesson stated he also wanted April gone from his home however Ofc. informed him that he will
have to have her evicted and that Ms. Holt may be able to assist him with this matter. He stated he understood.Nothing further at this time.

15:53:17Incident Disposition Comments : Ofc was dispatched to 70 N Sugar St ref to a suspicious person. Upon arrival Ofc contacted Shelby
Conrad. Ms. Conrad said that a light skinned black male wearing jeans with a jean jacket and a light colored shirt underneath started following her as she
walked past Taylor''s Stag Bar. She said he had an average build and was heavier set and that she didn''t know him. She said that as she was walking he
started yelling, "hey baby you just get off work". She said she ignored him and acted like she was talking on her cell phone. She said that he then started
walking really fast toward her so she took off running back to her house. Ms. Conrad said that she was really scared by the incident because she didn''t
know and had never saw the subject before. Ofc patrolled the area around Sugar/Main and in the alleys but was unable to locate anyone matching the
description given by Ms. Conrad. Ofc advised her that patrols would be done in the area and to call if she saw the subject again. At this time Ofc has
nothing further.

observed a w/f later identified as Annette C Conley in the store via security camera concealing items in her purse. She advised that Annette had placed 7
jewelry items into her purse and then selected a 4 pack of wine and entered the bathroom near Little Ceasars and drank one of the bottles of wine. Robyn
stated Annette went through the check out line where other items were purchased however the items in her purse were not. Annette was stopped outside
of the grocery exit when she did not pay for the items. Ofc was advised the items were valued at $86.93. Ofc obtained photographs of the recovered
items and returned them to Robyn for safe keeping. Robyn requested that charges be filed and Annette be barred from the store. Ofc contacted
Annette and advised her of her Miranda Rights which she stated she understood. She advised Ofc that she did steal the items and never had any intention
of paying for them. She also admitted to drinking the bottle of wine in the bathroom. Ofc arrested Annette and transported her to the RCJ where she was
booked on charges of Petty Theft. Ofc advised her she was barred from K Mart and if she returned she could be arrested for Trespass. She was left in the
custody of the jail staff pending her court appearance on 4/26/2013.

her in line but there is no description available. Angela stated she would contact Verizon and see if they could track the phone. Ofc contacted
employees from Sack N Save however they advised that the video could not be reviewed until the morning. Ofc advised them to contact Police when it
