Ofc. contacted Richard Morris reference to a theft.
Mr. Morris stated that his prescribed Oxycodone had been stolen from his 2033 Chevy Tahoe truck, charcoal in color (R1001M). Mr. Morris stated
that he received the medication on 4/5/13 in the mail and last saw it in the console of his truck on 4/8/13. Mr. Morris stated that he was prescribed 360
tablets, each 5mg. Mr. Morris stated that he was having knee pain on this date, went to his truck for the medication and it was gone. Mr. Morris stated
that he had not taken any of the medication since it arrived at his home on 4/5/13. Mr. Morris advised that his neighbors (Wayne Thomas) residing at
905 Akron have had a lot of consistent traffic coming to and from the home and only staying for a short period time. Mr. Morris advised that he may
have accidently hit the unlock button on the remote to his truck which would have allowed someone to enter his truck and take his medication. Mr.
Morris advised that there was no damage done to his truck and no evidence of forced entry. Mr. Morris also advised that nothing else inside of his truck
was missing or disturbed.

VICTIMIncident Disposition Date :Incident Disposition Comments : As ofc was arriving in the area ofc was flagged down by Bryan McClarren in
the area of Watt/Fourth Sts. Bryan stated that he was at his brothers house trying to get his brother to pay him back some money he owed him when he
was hit in the neck by Richard Brummett. Ofc found that the right side of Bryan''s neck was red as if he had been slapped or hit. Bryan told ofc that he
was just talking to his brother when Richard came up behind him and hit him. Ofc asked Bryan if he had done anything to Richard and he stated he had
not because he has a broken (right) hand. Ofc noted that the right hand/forearm was bandaged up from the base of the fingers to just under the elbow.
Bryan then gave ofc a written statement regarding the incident. Ofc also took photos of the red area on Bryan''s neck at this time. Ofc then went to
728 E. Fourth St and spoke with Richard about the incident. Richard told ofc that he was inside the house when he heard something hit the front of the
house and when he went outside he saw Bryan standing across the street saying he wanted to talk with his brother about the money he owed him.
Richard told Bryan that Steven was not home and that he did not want Bryan there causing a scene around his family. Richard stated that Bryan
continued to run his mouth and would not leave the area. Richard stated that soon Steven and his (Richard''s) sister and mother came home and Bryan
started yelling at Steven. Richard told Bryan and Steven to take their problems away from the house and when Bryan started to come towards the house
he stepped in front of Bryan and told him to leave again. Richard told ofc that Bryan started pointing his finger in his face and then shoved him so he
slapped Bryan in the neck. Richard stated that was when Bryan finally left. At this point ofc issued Richard a minor misdemeanor citation #09-4895 for
disorderly conduct-fighting with a court date of Friday, 4/19/2013. Ofc advised Richard if there were any more problems with him tonight he could be
taken to jail for disorderly conduct-persisting (4th degree) and he stated he understood. Ofc then went to 130 Prospect and issued Bryan a minor
misdemeanor citation #09-4896 for disorderly conduct-fighting with a court date of Friday, 4/19/2013. Ofc advised Bryan if there were any more
problems with him tonight he could be taken to jail for disorderly conduct-persisting (4th degree) and he stated he understood. Shortly after ofc left
Prospect St Bryan''s wife, Sheryl McClarren called in to the station to report phone harassment from Steven''s girlfriend, Kleaha Brummett. Ms.
McClarren stated that she received a text message from Kleaha stating that Bryan "got his". Ofc advised Ms. McClarren that this ofc would contact Ms.
Brummett and advise her not to call or text either she or Bryan''s cell phone or else they would be charged with telephone harassment. Ofc advised Ms.
McClarren that neither she nor Bryan were to call or text either Steven McClarren or Kleaha Brummett''s cell phones. She stated they would not. Ofc
then called Kleaha and advised her that she and Steven were not to call or text Sheryl or Bryan''s cell phones anymore or else telephone harassment and
they stated they understood. Ofc has nothing more regarding this incident.

Officer made contact with Nicholas (Nick) Sullivan. Nick showed this Officer a video of Tameka Lynch exiting Walmart. Officer had barred Tameka in
May, 2011 reference report 11-8461. Officer advised Nick to get copies of the video and prepare a written statement. Officer attempted to contact
Tameka at her residence located at 106 Sherman Park, Tameka was not home. Officer left a meesage for her to contact this Officer. If Officer can locate
Tameka or she contacts this Officer then Tameka will be issued a Summons for the Criminal Trespass. If Tameka fails to contact this Officer or Officer
can not locate her then Officer will request a warrant for Tameka''s arrest charging Criminal Trespass. Nothing further at this time.

Disposition Comments : Ofc was dispatched to Menards ref to a male subject there attempting to return stolen merchandise. Upon arrival Ofc
contacted Kimberly Langenburg, an employee. She said that around 2:40pm this afternoon a white female with dark brown hair and an average build,
wearing a black sweater like shirt stole a Blade Runner Drywall knife and a Leatherman Knife from inside of the store. She said that she observed the
theft over the security cameras, however before she could locate and stop the female she had already departed the store. She said that approx. a half hour
later a white male came into the store and attempted to return the two knives. She said that whenever items are returned without a receipt they require
that you give your driver''s license to the clerk. She said that the clerk took the driver''s license and both knives from the subject, who was identified by
his ID as Scott Binegar. Ms. Langenburg said that she identified the items Mr. Binegar was returning as being the knives that the female had just stole
earlier. She said that why she was checking the items that Mr. Binegar was returning, he made the comment that he was going outside to smoke. She said
that once she was able to confirm that the items were the knives that were stolen by the female she went outside to contact Mr. Binegar. She said that as
she walked outside she observed the male subject get into the passenger seat of a silver Ford Explorer (OH/FTJ8887) and depart the area. Ms.
Langenburg said that whoever the female was driving the vehicle looked exactly like the female that had originally stole the knives. Ofc took Mr.
Binegar''s Ohio Identification Card and secured it as evidence. Ofc will attempt to make contact with him ref to this incident, however if contact is not
made by the end of Ofc shift, Ofc will file the appropriate paperwork requesting a warrant charging Mr. Binegar with Receiving Stolen Property. Ofc
did run the license plate that Ms. Langenburg got form the vehicle. Ofc found that it came back on a silver 2004 Ford Explorer belonging to a Shaunda
Countryman. Ofc will also attempt to make contact with her. If contact is not made Ofc will put a photo line up together and see if Ms. Langenburg can
pick her as the female who originally stole the knives. Ms. Langenburg advised Ofc that she would call when she had her statement complete and a
copy of the security video. Investigation Continues.

Fifth St on a Juvenile Investigation. Ofc contacted Mandy Thatcher who stated her son (Braedon Thatcher) has threatened to run away. Ms. Thatcher
stated Braedon has been grounded from his phone due to his grades and is very upset. Ms. Thatcher stated Braedon does this on a monthly basis and
she doesn''t know what to do with him. No signs of physical violence were noted on either subject. Ofc contacted Braedon who stated he had 2
missing assignments from school that he was sure he had turned in. Braedon stated his mother doesn''t give him enough attention and every time he finds
something that interests him, he attempts to show his mother and she pushes him away. Ofc advised Braedon to talk to his teacher about the missing
assignments and find out what he needs to do to make the assignments up or ask for extra credit. When Ofc asked Braedon about running away, he
stated he was not going to. Ofc contacted Ms. Thatcher again who was advised that Braedon is feeling like he doesn''t get enough of her attention. Ms.
Thatcher stated she has done everything she can do with and for Braedon and that was most of his troubles. Ofc advised Ms. Thatcher how to file
unruly charges if she needed. Ms. Thatcher has counseling in place for both herself and Braedon. All was quiet on Ofc departure.

04/11/2013 17:49:08Incident Disposition Comments : Ofc was dispatched to the area around Sugar/Water ref to a two or three year old child walking
around the area with no adult supervision. Ofc arrived in the area and was unable to locate anyone so Ofc began to patrol down N Sugar St toward
Riverside. As Ofc reached the intersection of Riverside/Sugar Ofc observed a small child starting down the other side of the Flood Wall toward the Scioto
River. Ofc immediately exited the cruiser and ran after the child catching him near the walk path. Ofc noted that the child was very young and could not
speak very well. The only thing Ofc could understand him saying was "mommy". He was crying hysterically and could not tell Ofc where he lived.
Ofc picked up the child, who was later identified as Preston Lunsford (2YOA) and began walking down Sugar St asking anyone and everyone who was
outside or on their porch if they knew who the child was or where he lived. Nobody was familiar with him. Ofc contacted Children Services and
requested they respond to the scene. Ofc also contacted the Chillicothe Fire Department to have a squad check the welfare of Preston. Members of
Medic 3 did arrive on the scene and found that Preston appeared to be physically fine. While Ofc was having the squad check out Preston, Ofc
Newsome (see supplement) began to patrol the immediate area in an attempt to locate someone who knew Preston or his mother. Ofc Newsome soon
advised that he had contacted the Preston''s mother at 149 Scioto Ave. Ofc Newsome then transported Preston''s mother, Ashley Lunsford, to the scene.
Ofc was able to get Preston''s name from his mother. She told Ofc that Preston was outside playing with his brother Peyton Lunsford (5YOA). She said
that she went inside to make some hamburger for dinner and when she came outside Ofc Newsome asked her if she was missing child. She said that she
had no idea that he had wondered off. Ofc noted that from the time Ofc was dispatched to the scene, arrived, located Preston, and attempted to find
where he belonged was approx. 30mins. Ofc asked Ms. Lunsford if she trusted the care of a 2YOA with a 5YOA for 30mins? Ms. Lunsford really didn''t
have a response. All she said was,"I guess not". Ofc also noted no emotion or panic from Ms. Lunsford. The entire time Ofc was in contact with her she
seemed almost lethargic about everything. Like it was no big deal. Ofc contacted Charity Nolan of Ross County Children Services. Ms. Nolan was
somewhat familiar with Ms. Lunsford and found that there were several previous investigations by Children Services both here in Ross County and in
Dayton (Montgomery County). Ms. Nolan recommended that and exparte order be done allowing Children Services to take custody of Preston and
Peyton, who Ms. Lunsford left with neighbors. She also advised that she wanted to take a look at the conditions both children were living in and attempt
to get clothing for the children. Ofc contacted Juvenile Magistrate Christine Hannan of the Ross County Juvenile Court. Ofc explained the situation to
her and Ms. Hannan granted temporary custody of Preston and Peyton to Ross County Children Services. After obtaining Ms. Lunsford''s
permission, Ms. Nolan and this Ofc entered her residence. It became apparent that while Children''s Services had been talking with her at Riverside/Sugar
she had called people to come to her residence and start cleaning. When Ofc and Ms. Nolan entered the residence a female was running the sweeper and
all the dirty dishes in the kitchen had been neatly stacked around the sink. Ofc did find that the bedrooms the children were supposed to stay in were
very messy and it was nearly impossible to open the door all the way. Ofc also found a dirty diaper with baby poop all over it sitting on a dresser in the
bedroom. There was large amounts of trash and empty pop cans lying around etc. Ofc did take photos of the interior of the residence. Once Ms.
Nolan had custody of Preston and Peyton, Ofc placed Ms. Lunsford under arrest for Child Endangerment. She was then transported to the Ross County
Jail where she will remain in lieu of bond. She was advised of her court date on 4/12/13 at the Chillicothe Municipal Court. Ofc also advised her that she
needed to be at the Ross County Juvenile court in the morning for a Dependant Child hearing. At this time Ofc has nothing further. Charges: Ofc
recommends that Peyton and Preston Lunsford be charged as Dependant Children.Parents: Ashley Lunsford (Mother) 149 Scioto Ave Chillicothe OH
45601 (Father) Unknown.School District: Preston and Peyton are too young to attend school, however they live in Chillicothe School District.

to 1059 N Bridge St, HH Gregg in reference to a Telephone Harassment complaint. Upon arrival Officer made contact with Kristina Althouse who is an
employee of HH Gregg. Kristina said her ex and father of her children (Timothy Carl) has been calling the store about fives times today and has been
calling over and over the previous days to talk to her. Kristina said Tim uses the calls to yell at her and harass her and Tim is under court order not to
contact her. Officer asked if there was any caller ID, or if a phone trace was completed. Kristina said the store''s phone system is some kind of satellite
system that links all of the HH Gregg Stores together, she will contact the head quarters and find out if there is anyway to track the number who was
calling for her between 2 pm and 5:15 pm. Officer was not able to locate or contact Timothy Carl to question him in reference to this Incident.
Officer has no evidence to charge Timothy or request a warrant at this time.

22:27:12Incident Disposition Comments : Ofc was dispatched to 560 Mill St ref to a missing juvenile. Upon arrival Ofc contacted Edwin Powell. Mr.
Powell said that his daughter, Kaitlyn Powell, has been missing since 7:00pm tonight. He said that earlier today she took off and he called her probation
officer, Sarah Tussing, and advised her. He said that Ms. Tussing pinged Kailyn''s ankle monitor because Kaitlyn is already on house arrest from
previous times she has run away. He said that the ping showed that she was inside of the house, however when Ms. Tussing and him checked the house
she was not there. He said that a few hours later she returned and he called Ms. Tussing to let her know. He said that Ms. Tussing was going to place her
in respite for the night and then have her appear in front of one of the juvenile magistrates in the morning. However, he said around 7:00pm this evening
before Ms. Tussing could get there Kaitlyn took off again. He said that they pinged her ankle monitor again and it showed she was in the front of the
house, however he said that she was not there. He said that she knows how to take the ankle monitor off so he figures that he will find it in the morning
lying in the bushes or something. Mr. Powell said that Kaitlyn is a white female approx 5''00" tall and weighs around 120lbs with brown hair and
brown eyes. He said that earlier today she was wearing a white T-shirt with shorts, however he said that she has probably changed and put on jeans but
he can''t be sure. He said that he thinks she took a backpack full of clothes with her. He also advised that he has no idea where she could of gone. He said
that she is adopted and that Violet Michele Welch is her biological mother but Kaitlyn as far as he knows has nothing to do with her. He also said that he
is not sure if she has a boyfriend or not and has no idea where to even begin looking for her. Ofc advised Mr. Powell that Kaitlyn would be entered as a
missing juvenile (NIC # M891292811). Ofc also told him that as soon as she returns home or he gets any leads as to where she might be to call
immediately. Mr. Powell said that he would. Investigation Continues.
