Hickory St ref the above. Ofc. arrived and contacted Samantha A. Johnson. She said her son has been bullied at school and the problem is not being
resolved. She said the latest incident involved Camron Renner telling her son he was going to bring a knife to school and stab him. She said she has tried
to address the issue with the school without success. She said she left messages for Mrs. Domo to call her and she has not returned the calls. Ofc. made
contact with William L. Johnson. William said that Camron is constantly bullying him. He said he hits him, kicks him in the legs and his privates, and
threatens to beat him up. He said when the teachers see Camron swinging at him, they blow the whistle and make Camron stand on the wall but when he
tries to tell them if they don''t see they tell him "no tattling". William said Camron recently told him that he was going to bring a knife and cut him. He
said he tried to tell but was told not to tattle. Ofc. made contact with Elaine Domo at Mt Logan Elementary School and advised her of the above. She
said that she was aware there was a problem with William and Camron but William won''t say what is going on. She said she was not aware of any of the
above abuse. She spoke with William who had arrived at school and he gave her the same info he had given Ofc. He said he told the teacher he had been
threatened but did not say the threat involved a knife. Mrs. Domo arranged a meeting with the parents and kids at noon this date and asked that Ofc. be
present for the meeting. Camron was in testing and so Ofc. did not speak with him. Nothing further at this time.

Worthington Elementary school reference damage to school property. He advised Officer between the listed times and dates on Sunday a group of
teenage boys had evidently torn the schools basketball back board and rim on the east side of the building down. He said the rim and back board were
lying on the ground when the school opened at 8:00AM on Monday April 21, 2013. He said his secretary received a call that morning from Julie Badey
who advised she had observed a group of teenage boys dunking and hanging on the rim around the times in question and had then seen them break the
back board. He said she provided the secretary with a license plate number from one of the vehicles the boys were in (OH FEY7348). He said he has
tried to contact her to see what other information she had, but has not heard back from her yet. He provided Officer with the cellular phone number she
had left (614 805-3807). Officer asked if he had any idea how much the back board would be to replace? He stated he did not as the school was self
insured. Officer advised him that Officer would find out who the license plate came back to and would contact Ms Badey to try and get a written
statement from him. He stated he understood. Officer tried Ms Badey''s phone number but no one answered. Officer will contact her as soon as she
can be reached. Officer ran the license plate number she provided and it came back registered to Misty Tuttle of 487 Laurel Street. Officer will contact
Ms Tuttle and see who was driving the vehicle on the date in question. Investigation continues.

shop lifter that had taken off in an older model red GMC truck. Ofc was advised that the suspect was last seen driving back behind Kohls and that the
caller had lost sight of him. As Ofc was heading to the scene Ofc was advised by dispatch that the suspect had parked his vehicle on the West side of
Kohl''s and was last seen running toward Bridge St through Nourse''s car lot. Ofc arrived at the scene and observed a red 1986 GMC Sierra
(OH/FVB7043) parked along the side of Kohl''s. Ofc ran the plate on the truck through LEADS/NCIC and found that it belonged to a Nicholas Graves.
Ofc then made contact with Nicholas Sullivan, who works loss prevention for Walmart. Mr. Sullivan said that he was advised by another employee,
Janna Simmons, that a white male wearing a black T-shirt with camouflage shorts scanned several items at the U-SCAN self check out and did not pay
for them. He said that as he went to stop the subject out in the parking lot the subject jumped in his truck and took off at a high rate of speed and went
around the back of Kohl''s. He said that he started walking over that way a short time later and observed the subject parking the truck and that he took
off running W/B toward Nourse. Mr. Sullivan said that once he walked back behind Kohl''s he observed the items the subject took still in bags. He said
that the suspect must have thrown them out of the truck once he knew he had been caught. Mr. Sullivan said that he had seen the suspect in the store
before and thought he was always acting suspicious but did not know his name and until now had not caught him doing anything. He said if the suspect
was found he did want charges filed and the subject barred from all Walmart Stores. Ofc searched the area for the suspect but were unable to locate
him. Once Penwell''s Towing arrived and towed the vehicle Ofc returned to Walmart to watch the video and get a receipt of the stolen items. As Ofc was
watching the video of the suspect Ofc observed that his shoe strings on his shoes were a bright red or pink color. Ofc observed the suspect walk past all
points of sale with the items he scanned but did not pay for. Ofc also saw on the video where he threw the items out of his truck at the rear of
Kohl''s/Walmart. Ofc contacted Janna Simmons. Ms. Simmons said that she was working the U-SCAN self check out section. She said that she
observed the suspect scanning the items, however instead of paying for the items he just put the bags in the shopping cart and walked out of the store.
She said that she notified Mr. Sullivan about the theft. Ms. Simmons and Mr. Sullivan said that they would have statements written along with the
video of the incident and that they would call when they were completed. Ofc then departed the area and started back S/B on Bridge St over the Bridge St
bridge. As Ofc got approx. half way across the bridge Ofc observed a white male wearing a black T-shirt with camouflage shorts. Ofc also noted that the
shoe strings on his shoes were bright red. Ofc stopped and contacted the subject and identified him as Preston Webb. Ofc advised Mr. Webb of his
Miranda Rights and questioned him about the incident at Walmart. Mr. Webb didn''t exactly admit he took the items, however once Ofc advised him he
was on video and that bright red shoe strings gave him away he just put his head down and started crying. Ofc then placed him under arrest for Theft and
advised him that he was barred from all Walmart Stores. Ofc then transported him to the Ross County Jail where he will remain incarcerated in lieu of
bond pending his court date on 4/24/13 at the Chillicothe Municipal Court. Ofc re-contacted Mr. Sullivan and gave him Mr. Webb''s information for
his loss prevention report. Ofc advised Mr. Sullivan that Mr. Webb had been barred and to call if he ever returned. Pending Ofc getting statements and
the video from Walmart, Ofc has nothing further at this time.

understood and waived at this time. Ofc. asked him where he purchased the white rocky substance (suspected crack cocaine) and he stated he didn''t
buy it. Ofc. asked him how he got it and he stated someone was at him home and left it there. Ofc. asked who it was and he stated he did not want to tell
on the person. Ofc. then seized the items as evidence and transported Mr. Branan to the Ross County Jail for the warrant where he will be held in lieu of
bond pending his appearance in court on 4-24-13 at 9am. He received a copy of his warrant. Ofc. photographed the metal pipe and white rocky
substance. Ofc. will send these items to BCI&I for further analysis. Ofc. may have more charges on Mr. Branan pending the drug analysis
results.Nothing further at this time.

Officers were dispatched to the area of 365 E Second St in reference to an anonymous complaint about Christopher Detty possible making Meth in
the abandoned house next door. Officers arrived and located what appeared to be two open Mountain Dew bottles in the attached side shed with white
residue inside showing signs of the "shake and bake" method of making meth. Officer photographed the area and the bottles with out entering or touching
the bottles. The Chillicothe Fire Department was called to the scene and the hazmat team later arrived.
Officers contacted Christopher Detty and read him his Miranda Rights. Christopher (Chris) said he does not use or make Meth, he uses heroin.
Chris said he has not seen anyone around 363 E Second St. He gave Ofcs permission to search his current residence 365 E. Water St and Ofcs found
nothing. Ofc was unable to locate any physical evidence or witnesses linking him to the items found next door.
The Hazmat team neutralized the remaining elements of the meth lab. Officer was not able to locate any contacts for the owner of 363 E Second St.

Ofc was dispatched to 9 Mohawk Ln ref to an assault that occurred somewhere in the trailer park. Upon arrival Ofc contacted Alexander Umphries.
Alexander said that Rosa Manuel, Ryan Simmons, Rachel Sheets, Robert Rapp, and him were all walking over to Cheyenne to tell Rosa''s brother, Joshua
Manuel, that they were all leaving to take him (Alexander) home and that the house was going to be locked up. He said that once they got to where they
were going he observed Michael Romaine and his mother, Heather Robbins, standing on the front porch of 48 Cheyenne. He said that Ms. Robbins
started asking Michael, "which boy keeps wanting you to fight him". He said that Michael then pointed at him. Alexander said that he was surprised by
this and just kind of took a step back. He said Ms. Robbins came running off the porch and got up in his face yelling and screaming at him. He said that
she then swung at him punching him in the face. He said that he pushed her back trying to get some space between the two of them, when he heard
Michael yell, "don''t touch my mother". He said that Michael then jumped on his back and started scratching and hitting him. He said they both fell to
the ground and Michael was on top continually hitting him in the face. He said that someone pulled Michael off of him and as he was trying to get up
Michael kneed him in the face breaking his glasses and causing his forehead to bleed. Alexander said that once he was able to get up he got his glasses and
walked back to his girlfriend''s house, 9 Mohawk, and called the police. Ofc did take photos of Alexander''s injuries and had him fill out a written
statement. Ofc contacted Rosa Manuel, Robert Rapp, Rachel Sheets, and Ryan Simmons. They all gave written statements saying that they were all
walking over to get Rosa''s brother. They said that as they arrived in the area of 48 Cheyenne Michael Romaine and his mother, Heather Robbins, came
running off the porch. They said that Ms. Robbins made comments about who wanted to fight her son and the next thing they knew Ms. Robbins
punched Alexander in the face. They all said that Alexander tried to push her off of him and then Michael jumped on him and started hitting and
punching him. They also said that Michael kneed him in the face breaking his glasses. Ofc went over to 48 Cheyenne and made contact with Michael
Romaine. Michael said that for the past few months he has been having problems with Alexander. He said that Alexander is always trying to get him to
fight with him. Michael said that he had just moved down here from Lancaster because he was trying to start over and avoid getting into trouble like he
did before. He said that when he saw Alexander walking down the road with a bunch of people he figured that he was coming to start trouble. He said
that he walked out with his mother and was trying to talk to Alexander about squashing their differences. He said that Alexander started running his
mouth and carrying on so his mother told him he needed to just leave and quit starting trouble. Michael said that Alexander then shoved his mother hard
in the chest and once he saw Alexander put his hands on his mother, he just went off. He admitted that he started hitting Alexander after that because he
shoved his mother. Michael said that Alexander came over there looking for trouble and all he wanted was to talk to him but once he shoved his mother,
he said he did what he had to do. Michael said that he had two other friends at his residence at the time but they had left. He said that he would have
them call Ofc tomorrow at 3pm when Ofc returns to work. Ofc contacted Heather Robbins, Michael''s mother. She said that Alexander and several
other people came walking down the street. She said that Michael told her that Alexander was always trying to get him to fight and start trouble. She said
that since there were so many people with Alexander she said that she walked out to talk to them to get them to leave. Ms. Robbins said that the next
thing she knew Alexander shoved her causing her to drop a cigarette and spill a drink she was carrying. She said that she was shocked that he shoved her
and the next thing she knew Michael jumped on Alexander defending her. Ms. Robbins said that she did try to pull Michael off of Alexander and does
not deny that he did hit Alexander several times, however she said that Alexander shoved her and that all of his friends had come over to where they live
to start trouble. Ofc advised Michael to have his two friends call Ofc tomorrow at 3p so that Ofc could obtain statements from them. Investigation
Continues.

Comments : On the above date and time Ofc. was dispatched to 691 Ervin Ave., reference to a dispute. Ofc. contacted Brandy Cawood who reported
that she and her husband, Sean Cawood, reside with Joseph Bartlett. Brandy reported that Joseph had been consuming alcohol throughout the night and
