Ofc was dispatched to Bub's Timeout ref a customer that was refusing to leave. Upon arrival Ofc contacted the owner Andrew Lansing who told Ofc

that he cut off Thomas Johnson and asked him to leave and Thomas would not leave. Ofc contacted Thomas Johnson who had a strong odor of alcoholic

beverage on his breath, red bloodshot eyes, slurred speech, and was unsteady on his feet. Thomas told Ofc that he would leave but was upset that Mr.

Lansing cut him off from purchasing alcoholic beverages. Thomas told Ofc that he was alone and was going to walk to Pam Lane. For his safety and the

safety of others Ofc placed Thomas under arrest for disorderly intoxication and transported him to the Ross Co. Jail.

At the jail Ofc issued Thomas Citation# 7648 charging Disorderly Intoxication with a court date of 4-11-14 at 9am. Thomas signed the citation and

was left in the custody of the jail staff until sober. Thomas was also advised that he was barred from Bub's Timeout and Thomas told Ofc that he

understood.

Narrative

On 04/01/14 detective met with Ohio Department of Job and Family Services-Adult Protective Services employee Barbara Barrett concerning a possible

elder financial abuse and obtained from her the enclosed recorded statement.

Ms. Barrett advised that 95-year-old Frances Ellison was moved into Heartland Nursing Home, 1058 Columbus Street, in May 2012 after a stay at

Adena Regional Medical Center and had remained there since that time. Ms. Barrett advised that prior to that Ms. Ellison was residing in an apartment at

57 East Main Street #12 after having moved there from 166 South Mulberry Street, a residence she still currently ownes. Ms. Barrett advised that Ms.

Ellison formerly resided at her South Mulberry Street home with her son, daughter-in-law Beatrice Ellison and other family members, and it is unknown

why she moved into the East Main Street apartment even though her son and daughter-in-law continued residing in the South Mulberry Street home. Ms.

Barrett advised that Ms. Ellison's son passed away also in May 2012 and power of attorney was transferred to Beatrice Ellison in June 2012.

Ms. Barrett advised that there were concerns starting in 2012 with Frances Ellison's safety living alone in the apartment with the onset of dementia or

Alzheimers Disease and financial concerns with the way that her funds were being spent when it was found that her rent was several months past due to

the tune of about $1,600. Ms. Barrett advised that Ms. Ellison's son and daughter-in-law were contacted several times during agency visits to Ms.

Ellison's apartment and Ms. Ellison declined to enter an assisted care facility until after her hospital stay in May 2012. Ms. Barrett advised that it was

her understanding that Ms. Ellison's son was handling her finances until his death and that Beatrice Ellison had been doing so since that time.

Ms. Barrett advised that agency officials have made several attempts since May 2012 to get Beatrice Ellison to compete the necessary Medicaid

application for her mother-in-law so that Frances Ellison's stay at Heartland would first be paid for using any income and savings that she had, followed

by Medicaid once that was exhausted. Ms. Barrett advised that Huntington National Bank records in 2012 indicated that Frances Ellison was receiving

substantial benefit payments from Ohio Public Employees Retirement System and the Social Security Administration. Ms. Francis advised that it was

her understanding that only recently did one of those benefits, she was not aware which one, started being directed to Heartland for Ms. Ellison's costs,

but was not sufficient to cover all costs. Ms. Barrett advised that Heartland officials reported that Ms. Ellison's account is in excess of $75,000 in arears

and has only been paid thanks to a grant the facility has been receiving. Ms. Barrett advised that Ms. Ellison's debt should not paid by the grant since she

apparently has income and would be Medicaid eligible once those funds were exhausted.

Ms. Barrett advised that it is her suspicion that Beatrice Ellison has been using Frances Ellison's funds for personal reasons, including making mortgage

payments on the South Paint Street home.

Ms. Barrett advised that she and other agency officials have talked with Beatrice Ellison repeatedly since May 2012 to gather the necessary

documentation and complete the Medicaid application, part of which includes disclosing Frances Ellison's income and savings. Ms. Barrett advised that

Ms. Ellison has repeatedly agreed to do so and simply hasn't.

Ms. Barrett advised that Frances Ellison is incompetent due to the advancement of the Alzheimers Disease.

Officer was dispatched to the listed location reference damaged property.

Upon arrival Officer contacted the owner of the business Mr Dhanji. He stated he had rented room 118 to a Megan R Stepp on April 1, 2014 and she

left this morning around 9:30AM. He said prior to her leaving she apologized to him saying her boyfriend had went crazy during the night. He said he did

not think anything of it at the time. He said when they went to clean the room around 11:45AM they found the 32 inch LG flats creen had the screen

damaged in the lower right corner as well as a coffee pot was broken on the bathroom floor. Mr Dhanji stated he was not concerned about the damage,

but wanted the incident documented, so that if Ms Stepp returns she can be barred from the property or refused a room. Officer advised him a report

would be done. He said he had tried to call a phone number she had given but it was not a good phone number. He did provide Officer with the

information she had given him, which will be attached to her name entry in this report.

child, Adam Morris came to her residence causing a problem. She said he wanted his social security card which she had. Felicia said that he was banging

on the door and when she answered he just came in. She said that he told her he wanted the ssn card and she told him it was in the car. She said that she

got him out of the house and out onto the porch and as she started down the steps he pushed her. She said she wasn''t sure if he was trying to push her

down or hurry her up but she did not fall or even lose her balance. She said she got his social security card for him and he left. Felicia said she wants

Adam barred from her residence to prevent any further problems. Ofcs. checked the area for Adam without success. Felicia did not know his address

but advised it is in Washington Courthouse. She said he was driving a black Jeep Cherokee, OH PC DG34PK. She said it was probably not registered to

him.

While on patrol Officer was dispatched to the Valero service station at 228 N Bridge Street reference a theft that just occurred and the suspect had

left S/B towards E Water Street in a White GMC Sonoma truck with a possible license plate of GVC9954. Upon arrival at the business Officer contacted

clerk Angela Dozer. Ms Dozer stated that a W/M with full facial hair pulled up on the north side entrance doors in the described vehicle and entered the

store. She said he then went to the cooler aisle where she observed him remove a bottle of milk from the cooler and then start walking along the back

aisles sticking it underneath of his Green hooded sweatshirt. She said he then came up to the counter and asked her a question about some type of milk

and she told him they did not have it. She said he then left the store the same way he had entered without paying for the milk in his sweatshirt. Ms

Dozer said she recognized the subject from school and his name is Jason Doyle. She then had another employee from a nearby Valero come to review the

security tape for this Officer. Ralph Shaw then arrived and Officer observed the incident had happened just as she described. As Officer was walking

back towards the front of the store Ms Dozer said "he''s back again" and as Officer got near the front Officer observed the subject she described in the

same vehicle exit the parking lot S/B on Bridge Street. Officer radioed this to other units and then went after the vehicle. Officer observed it pull onto the

parking lot of the Valero located at 61 N Bridge Street and park facing N/B at the pumps. Mr Doyle then exited the vehicle and went inside. Officer then

pulled onto the parking lot and entered the store and placed Mr Doyle under arrest for petty theft. An empty bottle of Dairymens 2% lowfat milk was

observed lying in the bed of the truck and his green hooded sweatshirt was behind the drivers seat. Officer then found that Mr Doyle also had an active

warrant for his arrest. He was transported to the Ross County Jail where he was booked in on the theft charge, served Warrant CRB1302880 for failure

to report to serve 177 days in jail and traffic citation 21086 for DUS and No O/L. His vehicle was towed to Penwells Towing at his request. Mr Doyle

will appear back in court on Thursday April 3, 2014 at 9:00AM. Mr Doyle was also advised he was permanently barred from all property owned by

Valero in Ross County. He stated he understood.

Vicki Spencer advised she was driving north on South Bridge Street and turned east onto East Main Street and her front passenger window

exploded. She did not see anyone in the area and was not sure if some one threw something at her window or if the window just broke while driving.

The vehicle Ms. Spencer was in is a 1997 Mercury Villager mini-van, with Ohio license plate number FUA6538, insured by Western Reserve.

Officer checked the inside of the vehicle and could not find any item(s) that could have been thrown at the window. Officer also checked the area or

Bridge and Main Street and found no one in that area.

Officer was unable to determine if this incident was a criminal act.

Officer was dispatched to the alley behind 330 E Main St in reference to a fight. Upon arrival Officer located Denver Blevins and Julian Stokien

rolling on the ground punching each other in the face with closed fists. Officer gave verbal orders for them to stop and they complied. Officer could see

consistent injuries to both Julian and Denver from a fight. Officer then advised both Julian and Denver they will be cited for Disorderly Conduct.

Denver said Julian hit him first 3 times before he "defended" himself. Officer issued Denver Blevins MM Citation 5485 for Disorderly Conduct-

Fighting.

Officer transported 15 year old Julian Stokien to the Chillicothe Police Department. Julian said Denver was going to have some girl attack his

girlfriend so he wanted to fight Denver. Julian''s father Peter Stokien arrived and Officer advised him that Julian will be charged with Disorderly

Conduct- Fighting in the Ross County Juvenile Court. Peter was advised the Juvenile Court will be in contact with them to notify them of the court

date.

Officer was dispatched to Walmart in reference to a purse that was stolen and then returned with the money missing but also found. Upon arrival

Officer Amanda Fisher who stated she had just left Walmart and was putting her daughter in the car seat and forgot her purse in the cart. When she

returned an employee who collects the carts had found it and returned the purse. She advised cash was missing from the purse and the employee told her

some guy handed him the purse and left. She advised the then returned to the location she left her purse and found her money hidden under a trash can.

Officer watched the surveillance footage and since the camera was zoomed out Officer was unable to make out anything.

Ms. Fisher advised nothing else is missing.

Officer was dispatched to 137 North Brownell in reference to a dogs barking. Upon arrival Officer heard no dogs barking and contacted the

complainant, Ernie Dunn who stated the dogs have barked on and off the last three days. He advised he had told the home owner about the dogs but have

yet to take any action.

The dogs to 137 North Brownell started barking when I approached the property. Officer contacted the owner Sherri Shafer and she was warned for

her dogs barking which she stated she understood. Officer explained to her if a further complaints happened she could possible be cited which she

understood.

Laura Grubb told Ofc that Amber and Laura Stewart moved out a week ago and took all their belongings with them. Amber and Laura Stewart told Ofc

that Laura Grubb was refusing to give them their clothes back. Ofc advised both parties that it was a civil matter and they needed to seek counsel ref the

clothes. Laura Grubb told Ofc that she wanted Laura and Amber barred from her residence. Ofc advised Amber and Laura Stewart that they were barred

and both told Ofc that they understood. Amber and Laura walked away and all was quiet upon Ofc departure.
