ERP stands for Enterprise Resource Planning. ERP is a system to

integrate the data and processes of an organization into one single

system. This is achieved by using ERP software in client/server

architecture. Leading ERP softwares are :

1. SAP

2. Oracle

3. Microsoft Dynamics

Software Solution Provider (SSP) for ERP in BSNL is SAP through

M/s HCL Infosystems Ltd.

Why ERP in BSNL?

For internal circulation of BSNL only

BSNL presently uses many independent systems with no communication

across them such as HRMS, MIS, Accounting packages etc. In order to

make all processes uniform and to integrate them through out BSNL, ERP

is the only solution. Advantages of ERP in BSNL will be as following :

- Improvement in the information flow.

- Standardization of various processes.

- Better and timely inputs for better decision making

- Single source of truth.

- Better inventory management.

- Faster implementation of plans and projects.

- Enable BSNL’s vision “To become the largest telecom service provider in

Asia”

- Driving operational excellence across the company through process

standardization etc.

Current Status

For internal circulation of BSNL only

One of the seven POC locations, Telecom Factory Mumbai ERP has gone live.

In other POC locations implementation is in advanced stages.

M/s HCL Infosystems Ltd is conducting train the trainer program at ALTTC

Ghaziabad, BRBRAITT Jabalpur, NATFM Hyderabad, and RTTC Nagpur.

ERP – Implementation Approach

NIT for Turn Key Implementation of ERP system in BSNL was published on 13th March

2008 vide Tender No. : ITPC/MM/ERP/2007-08

The tender was won by M/s HCL infosystems Ltd and purchase order for POC (Proof of

Concept) completion has been placed on 23rd May 2009 on M/s HCL Infosystems Ltd.

The ERP Project was kicked off on 8th June 2009 by Shri Kuldeep Goyal CMD BSNL.

M/s HCL Infosystems Ltd is implementing ERP in BSNL with the help of two partners

namely M/s SAP INDIA as ERP software solution provider (SSP) and M/s Ernst & Young

as Business Process Re-engineering (BPR) consultant.

There are seven Proof of Concept Locations for BSNL ERP Project. These seven

locations covers almost every process running in BSNL countrywide such as

administration, training, production, planning, telecom services etc.

Every POC location is having a nodal officer known as SPOC (Single Point of Contact).

Initially BSNL opted for 11 modules for ERP implementation. Later on one more

module QM (Quality Management) has been added. These modules are :

1. FICO – Financial and Management Accounting

2. MM - Materials and inventory management including e-procurement.

3. PM - Plant / Equipment maintenance

4. PS - Project Systems

5. HCM - Human Capital Management

6. SD - Sales and distribution.

7. REM - Real estate management

Core teams

Core team is a team consisting of BSNL officers for every module. Every module has its

own core team. This core team report to head of the module. Core teams are placed at

Development centre ALTTC Ghaziabad.

Core team has responsibilities like preparation and finalization of Business Blue Print

(BBP), System Requirement Specifications (SRS) documents, master data collection

and assisting in training activities.

Core team has to associate in configuring, validation and AT the ERP system as per the

SRS finalized by them.

Core teams are playing important role between system integrator (M/s HCL Infosystems)

and BSNL units. Core team members understand BSNL units and their terminology

better. They also understand its SAP equivalent terminology, so the core teams are

playing very important role in ERP implementation.

Core teams were involved in creation of some special patches written exclusively for

BSNL. There are some processes in BSNL for which SAP has no ready solution.

Therefore some patches were specially written for BSNL.

ERP Development Center

ERP Development Center is in ALTTC Ghaziabad campus. This ERP Development

center was inaugurated by Shri Kuldeep Goyal, CMD BSNL on 29th July 2010.

This is a place where core teams for all the modules of ERP work together.

At Development Center processes were discussed exhaustively during “to-be” phase

of ERP implementation. Currently core teams are working on a mammoth task of

master data collection and they are also associated with training activities with HCL

engineers.

In “AS-IS” phase existing processes in BSNL

were captured as they are running in various

Units (without any modification) - nearly 450

different processes were identified by

M/s HCL infosystems Ltd.

Next step - Business Process Re-engineering

(BPR) was done by M/s Ernst & Young. They

were having list of “TO-BE” processes followed

by leading telecom companies of the world.

With senior management of BSNL the “GAP”

was analyzed and a final Business Blue Print

(BBP) came out for realization phase.

Here software solution provider (SSP)

M/s SAP INDIA started the work of mapping various

processes to ERP system. Alongwith this activity final

preparation also started i.e. master data collection,

power user training, end user training etc.

• To drive the engagement and giving overall direction to the project team.

• Ensuring implementation meets set goals based on the best practices.

• Review of progress and timelines.

• Ensuring appropriate and adequate resources are assigned.

• Final authority to resolve project issue/ conflict resolution (if escalated).

Roles and responsibilities are –

• Review requirements, Scope and Implementation plans

• Review BSNL resource deployment.

• Approve Scope changes and /or schedules/ timelines.

• Approve changes in Business Policies resulting from SAP implementation.

• Take change management decisions

• Resolve cross functional issues and policy related issues.

• Review BSNL users’ roles / responsibilities post – SAP implemetation.

IT PROJECT CIRCLE

ITPC will act as a facilitator for ERP implementation in BSNL

Roles and responsibilities are –

• Install and commission and validate ERP Hardware and Software.

• Setup countrywide ERP user network extending to each and every location and

BSNL point of presence.

• Configuring the ERP system as per SRS (System requirement specifications)

• Co-ordinate activity of Data extraction, conversion to electronic format and

migration of data to ERP system in association with module teams.

• Training of the BSNL officials etc.

• Day to day operation and maintenance of ERP system and providing operation

support to BSNL staff.

Module Teams

Roles and responsibilities are –

• Finalization of SRS (System Requirement Specifications) document of their part.

• To carry out the BPR exercise with the help of SI and BPR management

consultant.

• To identify critical business for BPR and suggest new critical processes, work

flows, re-engineering and optimization of existing processes, to simplify, improve

and even speedup the work environment.

• To associate in configuring, validation and AT the ERP system as per the SRS

finalized by them.

• To associate with CGM ITPC in coordinating to electronic format and migration of

data to ERP system for their respective part.

Summary

• ERP stands for Enterprise Resource Planning.

• ERP in BSNL is implemented by M/s HCL Infosystems.

• M/s HCL Infosystem is System Integrator (SI), M/s SAP INDIA is Software

Solution Provider (SSP) and M/s Ernst & Young is BPR consultant.

• ERP in BSNL is implemented in 12 modules – FICO, MM, HCM, PM, PS, SD,

REM, PP/SCM, BI, SEM, EP and QM.

• ERP Development center is in ALTTC Ghaziabad where core teams for various

modules are woking with system integrator.

• ERP is implemented in 7 POC locations – BSNL CO, ALTTC, MH, KTK, WTP,

STR, TF Mumbai.

• After implementation in POC ERP will be rolled out to rest of BSNL.
